If Govt have been borrowing to pay salaries what does that mean?

For starters this is an intellectual forum where people should be able to air views without insults. Take something home today... You insulting me doesn't reduce me in anyway but shows lack of maturity om your side.
Now to the matter of the day, I never mentioned borrowing of salary but tell me if the exchange rate has ever been this bad. Have you ever bought a bag of rice for 24k? Some of you talk as if you don't live in Nigeria.

Aside wasteful spending and stealing, what action did we see from PDP? No TSA, weak EFCC etc were the order of the day.
