I just read in the daily mail of how Russian Navy bombed 13 Ukrainian border security men trying to prevent them from capturing a critical Ukrainian water way and isolating ukraine from international trade.

The Russian Navy just bombed those guys.

Actually Russia has always had problems with their tech, either lack of maintenance or something else. Even 'SOME' of their tanks and naval vessels are not in good conditions, except the newer models. They still use the auto reload in their T-72 tanks although it can lead to destruction of the tank if hit by enemy fire at the correct point.
