Would want to know if he has to invite us will he be the one submitting the application or we do application ourselves and the. He sends an invite for us to apply

Given the low account balance used in your previous application for your family of 4, I recommend you work on this first before reapplying to avoid further refusal.

Additionally, try to get GCMS notes (https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=463&top=1) to see if there are additional points you need to work on

I just check and it seems only someone Canada can apply for gcms note for an applicant outside Canada

Ur purpose of visit was not consistent means that the visa officer reviewing ur application has concerns about ur intentions to return to home country after ur visit and this was as a result of not having enough fund and strong ties at home as the stated. Strong ties like a fantastically paid job and families back home.
But it's well
U need to work on ur fund and also have a good paid job or business then others

It is actually very easy to re apply. What exactly happened. I dont think it is appropriate to discuss personal issues here but if it relate to your funds, i think you need to tell us how much you had in your account as at when your application was submitted. Ofcourse you know, sufficient funds is a factor.
