This has not changed anything, does it mean after 5 months since he got my money, he hasn't been selling LR to other buyers? does it mean he hasn't had up to $100 LR for 5 months now?

I've just called him to come clear himself. He is having problem with his LR account which was hacked. I still have some LR pending with him just be patient rather than label him a scammer. I have bought once from him and I think he is one trusted fellow I've met on NL so far.

I have the right to label him a SCAMMER if for 5 months he can't even send me part of what i ordered for, 5 MONTHS, not even $1 LR
