The Academic Staff Union of Universities, Owerri Zone, has threatened a total showdown with the Federal Government over the non-implementation of the 2009 agreement.

The union said during a press conference at the Nnamdi Azikiwe University, Awka, on Monday that it would embark on an indefinite strike as “the magnanimity of ASUU that resulted in various MOUs and MOAs arising from the 2009 agreement has been spurned by the Federal Government.”

Leaders of the union from Nnamdi Azikiwe University, Awka, Federal University of Technology, Owerri, Imo State University, Owerri, Chukwuemeka Odumegwu Ojukwu University, Igbariam and Michael Okpara University of Agriculture, Umudike, were in attendance.

Addressing journalists, the ASUU Zonal Coordinator, Mr Uzo Onyebinama, explained that some lecturers are being owed as much as 10 months’ salary.

“As we speak now, the Federal Government is in arrears of major components of the agreement, and that includes funding for the revitalization of public universities, earned academic allowances, and the renegotiation of the 2009 agreement.

“The consequences of the Federal Government’s refusal to implement the 2009 agreement is that the union has resolved to go on an indefinite strike any moment and once it begins, it will not stop until all agreements are fulfilled.”

Also, ASUU Benin Zone, has said the impending strike by the nation’s university lecturers is a last resort to draw government attention to their plights and not to derail academic activities. The zonal Coordinator of the Benin Zone ASUU, Prof. Fred Esumeh, stated this in Benin, Edo State.
Esumeh said, “Strike is less frequent in the western world because their governments act. But here in Nigeria, you have to go on strike frequently before government can act.”

The zonal coordinator, who described members’ remuneration as slave wage, demanded a new condition of service.

He said, “The Nigerian universities are no longer attractive to foreign lecturers, including those from neighbouring countries.

“This is due to the prevailing slave wage where the highest ranked professor earns less than a thousand dollars monthly.”

The federal government has stated that it has paid lecturers N30 billion Revitalisation Fund and N22.5 billion Earned Academic Allowance, stressing that it has made lot of progress in the implementation of the Memorandum of Understanding reached with the university workers.

The Minister of Labour and Employment, Senator Chris Ngige, who spoke to THISDAY at the weekend on the update of government’s engagement with ASUU, said that he had received confirmation from the Federal Ministry of Finance that funds had been released to the universities for the revitalisation of infrastructure and payment of earned allowances.

“By yesterday, (Friday) the Accountant General’s Office and the Funds Office of the Federal Ministry of Finance told me that they paid the Earned Allowances to the 38 federal universities and by today (Saturday) all the affected universities would have gotten their monies for workers.

“I have forwarded the position to the ASUU leadership,” he said.

Ngige also said that the contentious issue of the salary payment platform, University Transparency Accountability Solution (UTAS) was being addressed, revealing that the National Information Technology Development Agency (NITDA) has submitted its report to government.

He said: “Just today again, NITDA submitted its report on the assessment conducted on UTAS and it has been forwarded to the Ministry of Finance, Accountant General’s Office and IPPIS Office so that they will look at it and sort out other details. Copies of the report have also been forwarded to the Federal Ministry of Education and National Universities Commission (NUC)”.

On whether the report on UTAS was a positive one, the minister said it scored over 50 per cent of the points used in the evaluation, adding that it is work- in-progress.

“Out of the 500 test points that were used in rating it, we are talking about 50 per cent success rate. So, it’s work-in-progress. The Ministry of Finance and Accountant General’s Office are to study the report and areas that they are not satisfied they will let us know and we’ll get back to NITDA because we have a combined team with the NUC and IPPIS Office,” Ngige added.

Reacting to the congresses being planned by ASUU to mobilise its various branches, Ngige said that the leadership of the union would be expected to inform its organs of the latest progress made both in release of payment for Earned Allowances and Revitalisation Fund.

“They will tell them what happened. The important thing is that we have kept our promise that the N30 billion revitalisation fund has been paid and that N22.5 billion Earned Allowances have also been paid. So, we look forward to tackling other remaining areas like errors in computation of salaries of some of the staff and of course the question of renegotiation of agreements, which is being handled with the Federal Ministry of Education.”

Ngige said that the issue of renegotiation of past agreements was still an internal discussion between the Ministry of Education and ASUU as well as other unions in the tertiary institutions.

Honestly this strike is long overdue don't get me wrong please, what I'm saying is that ASUU shouldn't be blamed if they eventually embark on an industrial action because they would have gone on this strike a long time ago if not the fact that they have the students interest at heart and FG is compromising on this fact. The Federal Government has begun moves to prevent an industrial action in the country’s public universities as the Academic Staff Union of Universities’ three-week deadline ended on Sunday.

The Minister of State for Education, Chukwuemeka Nwajiuba, in an interview with The PUNCH on Sunday, said the ministry had written a letter to the Ministry of Finance on the payment of allowances to staff of universities.

But the union told one of our correspondents that government had only met one of its demands.

ASUU had on November 15 given the Federal Government a three-week ultimatum over government failure to meet its demands

The lecturers threatened to embark on another round of industrial action following the ‘government’s unfaithfulness’ in implementation of the Memorandum of Action it signed with the union upon which last year’s strike action was suspended.

After the union’s National Executive Council meeting at the University of Abuja on November 13 and 14, ASUU President, Professor Emmanuel Osodeke, lamented that despite meeting with the Minister of Labour and Employment, Dr Chris Ngige on October 14, 2021, on issues including funding for revitalization of public universities, earned academic allowances, University Transparency Accountability Solution, promotion arrears, renegotiation of 2009 ASUU-FGN agreement, and the inconsistencies in Integrated Payroll and Personnel information system payment, none of the demands had been met.

The Federal Government promised to pay N30bn as revitalisation fund to universities. It also promised to pay N22.1bn earned allowances to university workers. When contacted on Saturday night, ASUU president told one of our correspondents that government had not met all the demands.

Osodeke said the union would meet on Sunday to take a decision on the issue. As of the time of sending this report, the union was still meeting.
“The deadline will elapse by Sunday. They only met one out of our requests which is the NEEDS assessment; the revitalisation funds of N30bn but they paid only N20bn to the universities. The other requests have not been fulfilled even the ones they promised. Our officers are meeting tomorrow, we will let you know our decision by tomorrow (Sunday),” he said on Saturday.

When contacted at 8:30pm on Sunday, ASUU president said the union was still meeting. “We haven’t taken a final decision yet. We have to consult all our branches and zones. The national cannot just sit down and call for action. The government didn’t implement what they promised us,” he said

But Nwajiuba said the ministry of education had written its finance counterpart on the payment, adding that the Minister of Finance had acknowledged the receipt of the letter.He said, “We have sent a letter to the ministry of finance and in the letter we did a breakdown of each university and the individuals to be paid. We do not pay unions. What we will do is to pay each university. We have done the breakdown.

“I spoke to the minister of finance yesterday and she said she got the letter and her ministry would work with the breakdown that we gave them. The payment will be paid as soon as due process is concluded by the ministry of finance. But it should be noted that the money will not be paid to the union as a whole but it would be paid to each university.” ,,

The Academic Staff Union of Universities on Tuesday said it has not heard from the Federal Government following the meeting between the two parties last Thursday.

The union added that it had not back down on the ultimatum it gave the Federal Government.

The PUNCH had reported that ASUU had given the Federal Government an ultimatum following the failure of the government to fulfill some of the agreements it made with the union in 2020.

The Federal Government had promised to pay the N30bn revitalisation fund to universities while also agreeing to release N22.1bn earned allowances to university workers.

The National President of the Union, Prof. Emmanuel Osodeke, had also lamented the pressure placed by the government on members of his union as regards joining the Integrated Personnel Payment Information System.

Following the ultimatum, the Speaker of the House of Representatives, Femi Gbajabiamila had invited the ASUU President, the Minister of Finance, Zainab Ahmed; and Minister of State for Education, Chukwuemeka Nwajiuba, among others.

At the end of the last week meeting, the government promised to pay ASUU this week.

But Osodeke told The PUNCH on Tuesday that the Federal

Government had not commenced payment and had not reached out after the meeting.

He said, “Since that meeting, we have not heard from the Federal Government. But our ultimatum still stands. We gave the government three weeks and one week has passed; they are left with two weeks.”
