Some people deliberately destroy their prepaid meters so they can have a justification for doing direct and illegal connection

Some of the prepaid meters are not also strong. When you complain to those officials to come and fix it, they will take ages or charge you ridiculous amount to fix it.

Most unfortunate is that, they hardly come foe routine checkups to see whose meter is working well and who has done illegal connection.
I know a lot of people using prepaid meters but don't pay for electricity for many years now.

What the verse is saying is this, if you have not paid the bride price of a virgin and she is not engaged to another man, if you sleep with her when you are not engaged, you will be forced to pay the bride price and marry her. If you read the chapter from verse 13, it will be clearer to you
