I encourage everyone to take a look at the original results of the report, not the summary given by Premium Times (You'll find the PDF at the Source link), if for nothing else, to disprove the notion that if you wanna hide something from a black man, put it in a book.
The original, unadulterated results are revealing, and I must say kudos to the researchers.
Let me post the findings here:

To begin with, Crime is a spectrum, from phone theft, to physical assault, to kidnapping, to murder.

Fear of Crime(National Average: 72%, ENUGU: 83%)

My Conclusion:
I have taken the stress of posting these findings as they appear in the original study.
If I have learnt anything from this thread, it's that the campaign of calumny against SouthEasterners is far from imagined. I dont know the guys at Premium Times, and don"t want to speculate what their intents are, but they should certainly be taken seriously.
Igbos need to find out the guys at Premium Times ASAP, those guys are out to destroy you by peddling lies, and distorting research findings to align with their lies .
After all, based on the research findings:

SW is the Kidnap Capital of Nigeria

The report seems not totally objective.
Its basically a crime perception which depends on the psyche of the individuals randomly selected to fill the surveys. They do not have records of actual crimes committed so the headline may be misleading and probably exaggerated..

2 things we can deduce:
The fear of crime is great meaning we don't feel safe as citizens. Ogun, Yobe, Gombe, Anambra and Enugu all exceed the national averages.
Secondly: Enugu according to the report is at par if not more than the national averages in 5 of the 9 types of crime considered. That may account for the the perception put foward by the headline.

The chairman in PM seems a northerner, editor in chief a yoruba man, the MD, Mojeed seem to have had is first tutelage in journalism in Akwa Ibom. PM is headquartered in Abuja.
They published a report by a foundation as multifaceted as can be when it comes to tribe in Nigeria.
And NO, this has nothing to do with Enugu International airport.

Can we take the positives and negatives from this report and debate/discuss them?

Development comes with some price particularly where there hasn't been any Urban Plan being followed or enforced over decades. There will be the attendant need to remove obstacles to infrastructure projects...we can not have truly urban cities without well paved roads, drainage systems, well laid out residential towns. Where we have decided to break away from such past there will be some pains.

It is however the responsibility of any sane government to mitigate or reduce the effect of these pains on its people.
It is sheer wickedness, height of irresponsibility were buildings are pulled down without compensations or alternatives provide. Our governments must learn how to engage its people. No reason why a governor can not engage his own tribe, people right on streets he may have provided with their common wealth or taxes.

The government is being hasty if indeed no compensation has been paid.

Yujin: The ills and neglect done against the old eastern region is so enormous that it will take so many years for an impartial government to correct. Any attempt to do it at a swoop will cause a lot of tension with attendant losses. Yes, Enugu and PH airports need to enjoy some advantages to enable them pick up just like other regions benefitted when they were neglected but it must be done cautiously. Thesame goes for the seaports in this region. Other infrastructures need to be put in place also to stimulate economic activities in the SE&SS so as discourage the emigration of their population to other regions so that the westerners and northerners can enjoy the facilities they have got all alone. If these things are done, I see easterners leaving the north and west en masse back to their land where they can't be mocked and ridiculed anymore.
Gradually, we shall get there. No hand can stop because it is our time.
Oh yes...the infrastructural decay.
Its prevalent every where though and its a Nigerian debacle. I trust if our governors were honest with what comes presently from the National Cake, it may not be this severe...
Lets not forget, No international airline is a charity... Seriously if the demand was there they will be the ones begging to fly to Enugu and Port Harcourt. For example: Air France has daily flights to Port Harcourt due to the high patronage from French multinationals and even foreign oil servicing companies whereas British Airways shut down their PH office years back so as to consolidate and reduce their footprint.

Back in 2003, Airfrance had only 1 weekly flight out of Port harcourt, today they have daily flights....
Its basically DEMAND and SUPPLY for every business. We look like morons when we force them on issues like this.

Trust me....the demand in Lagos is growing and they have seen the opportunity in Kano as well.
What our thieving politicians (no matter the tribe, colour and lineage) should do is have an economic plan/blue print to turn our towns to goldmines. What local resources could bring comparative advantage, develop an ecosystem around it...Trust me the airlines will come where the need to.
Besides what happens to the local airlines if all towns and major cities have international airlines flying to them.

Cant hold brief for this government nor any politician in our climes...
However its normal for government to help break the ground in a difficult niche. In fact our government is intentionally a BAD businessman to serve the purpose of corruption/nepotism and whatever ills may serve the pocket of the thieving ones.
I assure you this can work where the intention from the beginning is sincere.

Financially its the most logical decision for the FG. if you own 60% of a business why do you have to give another enterprise (Arik or any other) the advantage over your own investments. Likewise there's no need to build a new airline from scratch.
Its the best decision looking at present circumstance. Of-course there is still the corruption factor: Do we all remember the 5% stake issue. No way it would have been Arik Airline but personally i prefer this decision.

I much prefer Arik giving the government owned business a good run for their money in terms of service delivery, passenger experience, organizational efficiency and the rest.

At least we agree that the chopper shouldn‘t have been cleared in the first place which makes the airport officer guilty of negligence of duty, it doesn‘t excuse the pilot who knows he‘s supposed to pay his landing bill before flying but refused to do so.
The point am making is we should do what ought to be done without being forced. If the landing bill had been paid previously not even Jonathan can stop the pilot flying. You get my drift?

Most airlines remit their fees in bulk. It not necessary you pay before a flight...
What NAMA does is get the bills to the airlines: BA, LH and all sometimes days after a particular flight and then the responsible party collates same and pay at agreed interval.

The lack of adequate intelligence has led us down this part of violence in the first instance.
How can you tell a citizen is being radicalized without snooping...
Its embarrassing that we dont even have records of behavioral tendencies to save us from current image plundering occasioned by the likes mutallab and muhajid events that have repeated themselves severally in Northern nigeria.
How to we expect to identify sponsors and sympathizers to crime and terrorism with adequate intelligence.

If you have nothing to hide you shouldn't have any issue.
The only problem is we don't have strong institutions built on separation of powers to ensure that fundamental rights are respected. Secondly, when do we expect to have technology transfer if we don't train our people.
If the contract specifies training of nigerians, equipping and final hand over to local resources after a period of time then i have no issue with cost.

Believe me we need to change every arm of policing in Nigeria: from intelligence,NPF to the army,air-force and Navy. We need capabilities and technology not just boots on the ground

Its not the best route to handle this. there are much more subtle methods. The same approach BA uses to stifle competition.

The aviation minister should just find out how much BA and others pay for slots in Nigeria, increase it if need be.
tell all government details: Governors, senators, ministers and the rest to patronize Nigerian. Simply go Arik while enforcing arik to improve their standards.
I know a state in Nigeria where all state executive members fly a particular multinational carrier. That alone helps the capital flight the economy is experiencing, multinational carriers always repatriate large chunk they earn out of this country still with their low wage bill.

I agree submission will not even come into existence without unconditional love. Just as Christ Loved the church.
But Lets remember that love itself includes correcting wrongs. Unconditional love is not bearing ALL excesses of a woman.

In some advanced cultures, the woman is regarded as a sister, mother even to her husband. Tell me which one of you will see your sister going the path of Perdition and not attempt to rescue or deliver where possible.

The key is correcting with love where a wrong is done. Christ was vociferous in highlighting the shame in the Pharisees, he was enraged that His Father's house was turned into a market place but like he said, all of heaven will rejoice at the rebirth of a sinner.

So unconditional Love is not tolerating or bearing ALL the excesses of a woman, its knowing and chosen the right mechanisms to teach, correct and at same time listening twice as much as you talk or pass across information her.

True shell must pay adequate enough compensation to this communities but let us also utilize the opportunity to examine ourselves. A host of times, sometimes up to 90% of the spills are caused by members of the communities themselves.
Bunkering, vandalization so as to claim some short-sighted economic gains are the major reasons aside shell's non-challant posture that cause spills in the Niger Delta.

The whole issue still boils down to lack of good governance to provide basic amenities that would have pipe breaching a non option.

I suppose you meant Time Bound when explaining or defining the acronym SMART.
Your point about time lines understood. But Mr President gave a directive to his Minister as well as the MD of NNPC. Its the duty of the minister and the MD NNPC and every other professionals that may be concerned to run with the directive and then generate a blue print with SMART goals.

Most projects start with a short narrative of the goals before research, design, implementation and execution of processes to achieve those goals.

That said the average failure rate of federal Projects leaves nothing to write home about.

I take it they mean 1m barrels of petrol as final output of our refineries.
The question is whats our total local consumption per day. Answering that question may determine if the set bar of 1m barrels makes any contribution to reduce/remove importation of petrol.

Of course the possibility of us even achieving it without any concrete plan is another jist entirely.

Sorry KettyKin, dont believe lagos is loosing its status as the economic power house any time soon.
You mentioned other ports developing, thats alright but think of how many cars,containers of all sorts get cleared through Lagos port via customs.
you also mentioned airports, its not about the number of airports in any region. its more of the kind of traffic you can generate in these airports. Los is still the centre of aviation. Can you get any direct flight from the South South to the North?

Lets not forget the amount of revenue the FG generates from VAT in Lagos alone.
Every Bank in Nigeria has its head office on the island.

I just dont see lagos loosing out at all. Naturally every region needs to develop their resources but don't think lagos will be stagnant.

Nigeria, a country with 36 states with more than half of them not able to generate reasonable revenue to cater for their needs.
To think that i spoke to another Nigerian asking for the creation of Ogoni state just y/day!!!
Read recently that the Deputy Speaker of this banana republic also wants more states , !!!

If Lagos is generating 15 - 17Billion from taxes and commercial activities without any severe mining activities why then cant other states generate revenue from whatever they have. Or doesn't this show that this states are not exactly viable. So why create more??
The religious/political upheavals in the North may have affected willing investors staking their hard earned cash truly but the proverb as you lay your bed so you lie on it easily comes to mind. Let the governors North, South, East and West show us what they have to give in terms of sustainable development otherwise they can pack their bags now so it wont be too late in the game.
Let the North embrace full scale mechanized agriculture, let the west increase its stake in agriculture, tourism and even mining

Its time to revert from their political gimmicks of Projects without visions. Development can only come when projects are designed towards achieving a well articulated vision. Otherwise these guys have no business with leadership.

The Law gives us Nigerians, the citizen of this country the right to request for information and use it as necessary.
At this moment, we are all a bunch of lazy Nigerians, not willing to even test laws that are enacted. Not willing to hold up our rights to accountaility and transparency.
The FOI bill and any other laws will not work where there is a lazy citizenry willing to continue suffering and smilling and not taking any action.

This Bill actually gives you and i the authority to demand information. Lets put to test first before we castigate government. The truth is without active participation of citizens, media and social groups even the most democratic country will descend to the abyss of corruption.
The FOI bill was one of the tools that turned Ghana's fortune around.

The demonstrations in Libya were largely peaceful at the beginning until Gadafi responded for fear of loosing control of the country as occasioned in Tunisia and Egypt using severe military force. Lets not forget there were people being killed in the streets and then it so happened that some of the soldiers sent to quell demonstrations turned against the government. There was the news of Gadaffi losing a jet when the pilot ejected.

What differentiates the current scenario in Libya from the Egyptian and Tunisian experience was Gadaffi's response at the beginning. Please remember that he promised to sit tight and effectively hired mercenaries to quell demonstrations since some of his military personnel developed cold feet aiming at their own people.

Lets be straight about this Gadaffi deserves no sympathy. The death of his son and grandchildren painful in all ramifications but do you think the ones affected by the Lockerbie bombing would really care?
what do you get when military deserters join a protest and you continue to pound with serious military hardware? They look to overtake the closest armory and fight back. if help comes along in whatever guise they will take it without thinking too hard.

The US, NATO and all other alliance in play in Libya are currently working to lessen or reduce his military operations/might to aid the anti- Gadaffi forces but you cannot invite this guys without them doing their own thing. These guys (CIA and the rest) have tried severall time to remove him, assassinate him with no luck for years and you think they wil let go of this opportunity, Hell No.
Even if they need to play second fiddle in the scheme of things so as not to burn their own hands directly.

Both sides have not played fairly, Gadaffi's residence is not where you go to effect a no fly zone, the oil belongs to the libyan people not Gadaffi and his generations (the guys has ruled 40 years and clearly wants his children rule after him) and not to the US.

The Libyan people have a right to be tired of his face and his children.

I voted in Rivers State and i can tell you the turn out was very high. Buhari can not win any states both in the SS and SE, thats for sure. Even our ethnic coloration and affiliation in present times suggests the S-East will go with the S-South if atleast on this one. Buhari's only joker should have been in the South-West and it didnt work out.
Besides his campaign was not intense in any way in this region. You dont expect to eat where you did not toil.
Besides the SS would never let this opportunity pass, not for anything.

It was all a game of numbers from the beginning. While i am not pleased with PDP, its obvious they know and understand the ethnic coloration of number in the Nigerian state.
PDP got what they needed: mandatory 25% even in states they knew they were going to loose but CPC didnt keep up or doesnt have the machinery/popularity in those states to do so.
Our parties still dont know how to mobilize votes to the ballots.
