It might be the materials or not enough decking hooks to hold the pop firm.
Let's assume this is true, it's the artisan or contractor's reputation that is at stake. Client may not know everything but would want to work with his/her budget. You are to convince or at best leave the job.

gbadexy: In line with contributing to the wealth of information on this platform for the continued success of this thread, I would continue giving advice and consultation based on my observations and experience in the paint field. I have mentioned about prevention tips of rising damp and mold from flower beds close to buildings and fence, I would mention about rising damp in building with anti damp membrane protection. The damp proof protects ground water from the ground through the foundation to the building but water actually rises through the plaster which is not partitioned by the damp proof membrane. I advise the lower part of the building in contact with the ground to make use of cement rich dense plaster mix with waterproof cement and any other plasticiser or dispersant to reduce water requirement of the mix to give dense plaster that would not be easily accessible by water. Similarly, much higher strong binder basecoat putty much higher than regular basecoat is advised for about a feet from the ground so that rising damp doesn't pass through the ground to affect the paint.
