I served in a mixed school too in the middle belt with SSS students who looked like grown-ups. I had the gist before taking classes that the students were loose and some corpers had picked some of them to sleep with. I knew I had to decide immediately what the boundaries were. So I announced that I do not have the intention to have any stupid relationship with any of them. That sealed it. I needed to keep up to my word and that made only those who wanted to learn to draw close to me.

I'm merely stating the way it is and the need for enlightenment. Going to NERC is the way forward but you should get your case right so they don't wiggle out. If you can't provide meters, the best bet should be to use a clamp meter to take the load of the customer and used for subsequent billing. All losses are being passed on to unmetered customers as it is.
When NERC imposes enough fines, the DISCOs will start billing right.

I'm with the nerc handbook. I work with a DISCO as a complaint resolution officer so I know my rights as a customer.
Truth is words can be easily manoeuvred. 'Should' doesn't mean 'must'.
Also, the DISCOs are cunning and state it on the bill that barring payment within a certain time, you would be disconnected. You have basically been notified and it stands at NERC hearings.
As for dropping disconnection notice, NERC can't hold the DISCOs to that as a customer can claim he wasn't given notice at point of disconnection even if given. Same way the DISCO can claim they did. Who does NERC believe? The issue becomes, is the customer owing? If the customer says it's an estimated bill, has he complained? If he complained, as at the point estimation started, was there outstanding balance before? If yes, the DISCO will claim he was disconnected for that previous outstanding and are working on adjustment for the estimated debt.
For a customer not captured, that's an illegal customer and can be disconnected without prior notice.

While much of what you said is true, you are doing the same thing most Disco workers do- they try to wriggle out of the fact that estimated blling is being absued by most of the Discos. It is done by Eko disco very well and that is where anyone comoplaining should go to. I had an issue about two years ao with them when bill had rackked up to about 130k over a one ear period , where our community refused to pay because of the carzy bill. When NERC stepped in, I paid just one quarter of the amount and it was discovered that what the Disco did was to calssify my residential apartment as commercial in order to bill me higher. They still do the same today and when you dont take your case to NERC and come before the Forum, they just want you to pay in order to meet their target.

If you are under Eko Electricity Distribution company, address your complaints with a copy of your recent paid bill to the customer complaint unit. When you are done with your complaint, they should normally come to investigate that you are not properly billed but they will not come.
They are just using most people in Lagos to raise money. And they know it but most people don't follow through the process of complaining. After 15 working days, you can use the same letter you had written to the discos and this time address it to 'NIGERIAN ELECTRICITY REGULATORY COMMISSION. THE CHAIRMAN, EKO FORUM. 16, ODUNLAMI STREET, LAGOS. The street is the one in front on the popular bookshop house on Lagos Island. The NERC office is on that street directly opposite the Total Filling stations. They will request three copies of the letter, three copies of the bill as well. From then, they now invite the consumer and the discos to a meeting. I can guess that the increase does not have the backing of the NERC as it is just extortion but most people dont report. Only commercial customers are supposed to be billed in estimates not residence, but they do it all over Lagos because people dont even know the channels for formal complaints.

You have to resolve this quickly before it becomes a major problem with them. What probably happened is that the turn your bill into a commercial one in order to get more money from you. A residential bill is usually not that high. You need to write an official letter to your disco office. If it is Eko Distribution, address a letter to the customer care and have it delivered there. Then, report to the Nieggrain electricity distribution company 1 Odunlami Street, Lagos. They will also get copies of letters if the disco does not attend to the matter after 15 working days.
it is tedious process bt follow through with it and don't fall into their debt trap. They will try to tell you be paying something off the bill ut the whole bill is still on you. They usually give the marketers target and in order to meet their target, they give arbitrary bill estimates to people. That is why they have been foot-dragging about giving everyone pre-paid meters.

RRS officers are generally better behaved than the regular police officers. I think they get a lot of training, equipment and extra money from the Lagos State Government.
