Main Purpose of Job
The British Deputy High Commission is looking to recruit a Regional Finance and Procurement Officer to work in the Immigration Enforcement International office. Immigration Enforcement International has secured funding for a programme of upstream border capacity building in Africa.


The objectives of this programme are:
Improved border and migration management capacity in key irregular migration source countries - supporting a reduction in irregular migration flows.
Improved capacity to sustainably re-integrate and rehabilitate returned migrants, including Victims of Trafficking - supporting increased returns and improved protection for vulnerable groups.
Improved upstream co-operation on tackling the push factors that drive irregular migration at source - supporting a reduction in irregular migration flows.
Improved Value For Money – Working upstream, at source, to prevent and reduce illegal immigration to the UK to reduce downstream costs to the UK taxpayer. Building capacity of key partners through frequent, targeted, responsive and intelligent liaison/expertise transfer as a more cost effective approach than large scale programming and/or equipment investment.
Improved security system management through building capability to detect fraudulent documents and prevent inadequately documented passengers from travelling; increasing investigation and intelligence skills to tackle the underlying criminality behind immigration crime
Manage 1 locally engaged Regional Capacity Building Assistant
The successful candidate will be expected to adhere to the FCO policy and guidance on expenditure when carrying out their duties. This may include but not limited to large scale procurement, flight booking, accommodation and venue booking.

The Successful candidate will be responsible for managing the budget for the capacity building programme in Overseas Development Aid (ODA) countries within the Africa region. The role will focus on developing technical knowledge and strengthening institutional capacity on migration, human trafficking and border security management, aiming at long-term sustainability.
The programmes aim to build capacity in three areas:
Developing institutional capacity
Developing human capacity
Developing operational capacity
The position is for an initial one year contract, and may be subject to renewal.
Regular regional travel across Africa will be required please take this into consideration when applying for the position.



Roles and Responsibilities
The successful candidate will work closely with colleagues in London and across the Region to ensure good financial management across the portfolio, providing advice on best practice to team members and delivering high quality financial reporting.
The job holder will be a source of guidance and quality assurance on financial issues for project implementers and involved in all stages of the project cycle from scrutinising budget proposals and drafting contracts to processing payments and assessing financial returns.


Duties will include:
Overseeing and managing the budget while working with Programme and project managers; the jobholder will ensure high quality financial management and record keeping. They will deliver accurate finance forecasting and reliable reporting of financial performance to the Programme Board. Using excellent communication skills the job holder will deliver effective ad hoc briefings as well formal reporting; Assist in developing and managing a clear, coherent programme/capacity building plans.
Managing financial/budgetary plans, exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
Developing existing procurement strategies across the Africa region in regards to the full spectrum of purchasing requirements.
Studying proposed budgets and suggesting suitable amendments in accordance with the Home Office/FCO spend policy to the budget holder and or management as appropriate.
Establish and maintain a working relationship with local Corporate Services whilst also researching and prospecting developments to be implemented regionally.
Prepare and develop appropriate templates to be issued across the region in order to standardise the departments approach to budget management and record keeping.
Collate budget forecasts across Africa for the ODA allocation, examining them for correctness, accuracy and completeness in accordance with the Home Office/FCO procedures and regulations.
Monitoring procurement and spending throughout the year in order to ensure that all purchases are made within the allotted Home Office/FCO limits.
Maintain the local asset register in line with Home Office/FCO policy.
Consolidate budget data for presentation to Immigration Enforcement, UK.
Co-ordinate the timely submission of reporting on programmes, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports.
Working with HO training teams develop and deliver training courses, as well as "training of trainers" programmes in order to facilitate knowledge sharing.

Essential Qualifications, Skills and Experience
Candidates must be British passport holders who are able to obtain UK Security Clearance or other nationals who have recently lived at least five consecutive years in the UK and may be eligible to obtain UK Security Clearance.
Have strong communication skills in English; with an ability to communicate clearly and concisely with internal and external stakeholders and to understand how to present information to senior stakeholders in an appropriate format
Must possess good computer skills with familiarity with software packages MS Word, Excel and straightforward databases
Experience in financial management, ideally in a project/programme management context
Have good attention to detail
Be an enthusiastic and proactive individual with the ability to identify where they are able to add-value to the team through their work; with an understanding of when they are able to take decisions or need to refer to senior managers
Be well-organised, able to balance a busy workload with a number of competing priorities and to manage and organise this workload effectively and systematically, whilst adhering to HMG processes and procedures.

Previous experience in a training environment is preferable

Two suspects as been arrested by Niger State Police Command in connection with the death of a paint dealer in Bosso Local Government.

Commissioner of Police Mr. Austine Agbonlahor disclosed to News Agency of Nigeria (NAN) in Minna yesterday that the suspects, who are siblings, were captured on Monday evening.

He alleged that they attacked the paint dealer and beat him to death in his shop near Living Faith Church, Bosso, on Monday morning.
Agbonlahor said investigation had begun, adding that the suspects will be arraigned.
He said the command was taking measures to tackle security threat.

We have conveyed regular clothes security staff in wrongdoing inclined ranges to capture punks," the official said.

He encouraged inhabitants to help the summon with data that will help in capturing terrible components.

The Indigenous People of Biafra, IPOB yesterday accused Governor Okezie Ikpeazu, Nnia Nwodo led Ohaneze Ndigbo and the four Southeast governors of being responsible for the siege and invasion of the country home of their leader,Mazi Nnamdi Kanu in Afarukwu, Ibeku, Umuahia between 10th to 14th September, 2017.

The group in a statement made available to jpurnalists in Awka and signed by IPOB’s Publicity Secretary, Comrade Emma Powerful, the group observed that the repeated denials of Governor Ikpeazu and “his hired hands will not eradicate the fact that, he, along with those mentioned above designed and perfected Operational Python Dance and the accompanying killing spree ostensibly to eliminate our leader Mazi Nnamdi Kanu since he cannot be bought or compromised.”


The statement read: “Ikpeazu should stop lying through his teeth about his real motives for imposing the curfew that followed the attack on Kanu’s home.

Governor Okezie Ikpeazu and his co- conspirators in the person of Willie Obiano, Dave Umahi, Rochas Okorocha, Ifeanyi Ugwuanyi and Chief Nnia Nwodo must give true account, before the people of Biafra, how they managed to allow envy and jealousy over the popularity of Mazi Nnamdi Kanu to overwhelm them to the point of conniving with the same Nigerian Army that specializes in killing defenceless unarmed Biafrans, to come and kill yet more Biafran agitators fighting for the liberation of everybody trapped in the unworkable country Nigeria.

“Okezie Ikepeazu’s claim that he imposed a curfew during the invasion of our leader’s house in Umuahia to save eleven million Igbos in the North is laughable.

“Okezie Ikpeazu fabricated this lie in the hope of deflecting rising anger against himself, Igbo governors and Ohaneze Ndigbo leadership for the role they played in the genocidal invasion of Operation Python Dance.

“The only reason why Okezie Ikepeazu deliberately imposed a curfew in Abia State was to stop IPOB members from mobilising to defend our leader Mazi Nnamdi Kanu during the invasion of his home by Hausa Fulani soldiers that Ikpeazu himself invited into Abia State.

If Okezie Ikepeazu, other South East governors and Nnia Nwodo had the interest of securing the lives of Igbos in Hausa territories as they claim, they would not have escalated tension in the country by actively asking the Nigerian Army to come and kill the arrow-head of the largest mass movement on earth which IPOB is.

Gov. Okezie Ikepeazu’s sole reason for imposing the said curfew was to leave the compound of Nnamdi Kanu defenceless therefore pacing the way for the invading Hausa Fulani Islamic soldiers to kill him and his entire family. We must never forget that 28 people in the operation to kill Nnamdi Kanu.

“Igbo governors and Ohaneze Ndigbo also felt that the perfect way to demoralise the people of Biafra and stop our agitation is by killing everything in site in and around Isiama Afaraukwu village to strike fear into the heart of IPOB, the same way followers of Sheikh El-Zakzaky were slaughtered in their thousands in Zaria with no consequence till date.

The statement further read, “What Okezie Ikepeazu, Ohaneze Ndigbo leadership and other South East governors didn’t factor into their treacherous calculation is that IPOB is a global movement with a unique structure that no man can destroy.

Okezie Ikpeazu and his cohorts are dreamers for thinking their well crafted lies which they have been selling to media houses can save them from the impending doom. Biafra restoration effort is a divine project, the sooner they realise this, the better.

“Governor Okezie Ikpeazu of Abia State and other four governors of the South East alongside Ohaneze Ndigbo had the sole intention of destroying the hope of unborn generations which Nnamdi Kanu has come to represent. By their actions, they have left IPOB no option than to seek justice through non conventional means.

“At the appropriate time, they will have themselves and nobody else to blame. By bringing Operation Python Dance to the doorstep of Nnamdi Kanu’s home, Okezie Ikpeazu has confirmed that he is working for the continued enslavement of the people of Abia State.

We have pictures of him handling stolen goods from the palace and house of HRM Eze Israel Okwu Kanu and our leader Mazi Nnamdi Kanu. These pictures will prove to the world that Okezie Ikpeazu is a traitor and congenital liar.”

The court requested this against Kaduna state representative Nasir El-Rufai.

Recall that the governor had had Maikori arrested for posting inciting tweets about an alleged case of murder by Fulani herdsmen in Kaduna. This turned out to be false information, for which Maikori gave an unreserved apology after deleting the tweets.

Justice John Tsoho ruled Maikori’s arrest in Lagos as unlawful and ordered the respondents to the suit: Governor el-Rufai, IG of Police, Commissioner of Police and the Attorney-General of Kaduna state to pay the damages amounting to N40m.

In his ruling he said; “This judgement is without prejudice to offences that the applicant is standing trial for.

“The judgement will serve as a lesson to law enforcement agencies, they should discharge their duties in accordance with constitutional requirements, and not discharging their duties with impunity”, he held.

He added that while the opportunity to convey what needs be via web-based networking media was an unavoidable right, it was not to be mishandled, "Web-based social networking can't be without social obligation.

It would add up to a solicitation to insurgency to state that the internet is out of hand". he said.

Former Nigerian Broadcaster, pioneer General Manager of Silverbird TV, and lifelong friend of the Murray-Bruces, Oscar Udofia, has died.

He today October 18th after battling with stroke for nine years. He worked in several media houses before joining STV where he was working when he fell ill.

May his soul rest in peace, amen!!!

Disarray has immersed Rivers state over the outbreak of monkeypox illness in three groups in the state.

The state Commissioner for Health, Professor Princewill Chike, had prior informed writers of three associated cases with monkeypox found in Obio/Akpor Local Government Area of the state.

But the commissioner later denied the poutbreak in a radio news programme.

Professor Chike while briefing journalists on the presence of the disease in the state, assured that his ministry had set up isolation centres to prevent the spread of the disease.

“In Rivers State we have three suspected cases already. One is from the Rumuorlumeni area. We saw it and think it is not a serious matter so we have ruled it out.

“Another one is a thirteen-year old boy at Eneka. We discovered they took the boy to a native doctor. The parents think they can handle it the native way.
“We have activated our isolation centres and we have put all our health centres on red alert.

“The University of Port Harcourt Teaching Hospital (UPTH), Braithwaite Memorial Specialist Hospital and all our primary health centres have been reactivated.
“We can assure you that there is no cause for alarm because we are on top of the situation.”

Professor Chike also asked that residents of the state call the attention of relevant authorities to any suspected case of the viral infection.

The three contact numbers he released to the public to call in cases of emergency are 08056109538, 09062277699, and 08033124314.

Shockingly, a few hours after the reported outbreak as attributed to the commissioner, he ran to the news studio of Silver bird Rhythm 93.7 Port Harcourt during the six-o clock news to deny that there has been reported cases of Monkeypox in the state.

“There is no case of Monkey pox in the state. Our rapid response squad has been put on red alert. As we speak, there is no case of Monkey pox in Rivers state. Residents are assured that there is no cause for alarm,” he announced.

GOV. NASIR EL-RUFAI OF KADUNA STATE ON FRIDAY PROCLAIMED AS UNLAWFUL THE STRIKE SET OUT ON BY THE KADUNA STATE UNIVERSITY (KASU) BRANCH OF THE ACADEMIC STAFF UNION OF UNIVERSITIES (ASUU).

According to a statement by the Governor’s Spokesman, Mr Samuel Aruwan, the KASU branch of ASUU confirmed that the branch had joined the nation-wide strike as full members of the national union.
He said that there was no trade dispute between the state government and ASUU.

“This is unacceptable to the state government. It is an anomaly that employees can be on strike without declaring a dispute with their employer.

“It bears restating that Nigeria is a federation of states and no trade union can alter this federal reality by imposing on an employer – a state government – the terms that federal employees have agreed with the Federal Government.
TER CALLS FOR BARGAIN BETWEEN ASUU, FG
“The Kaduna State Government is neither affected nor bound by any dispute, disagreement or agreement ASUU may have with the Federal Government.

“As a sub-national entity, the Kaduna State Government is separate from the Federal Government of Nigeria. The Constitution of Nigeria clearly attests to this.

“It is the considered view of the Kaduna State Government that the KASU branch of ASUU has embarked on an unlawful strike,’’ Aruwan said.

According to him, the Kaduna State Government is not liable for salaries and allowances for the period of the unlawful strike.

"The administration might continue to start the vital disciplinary strides as per the Kaduna State Public Service Rules.

Nigerian vocalist, MC Galaxy has opened up on how he raged Lagos in a night transport years back to look for greener fields.

Popular comedian turned singer, MC Galaxy, may have a larger than life persona but things have not always been a bed of roses for the Sekem singer.

In a recent interview with Saturday Beats, he mentioned how he came to Lagos in a night bus from Akwa Ibom to seek greener pastures.

He said that the main reason for coming to Lagos was to audition for a competition but to his greatest dismay, he was not selected.

“I left Akwa Ibom for Lagos to hustle. Many people do not know that I was one of the first few Glo Rock and Roll ambassadors. I was the Mr. Rock and Roll 2009. I was given N250,000 and that was the first time I ever had that huge sum of money. I wanted to run mad. I came from Akwa Ibom in a night bus to contest.

“When I did the audition, I did not qualify, so I went back inside to meet the judges and I began to cry. I told them that they did not watch me well and I would love to dance again.

They gave me an opportunity to dance again and when I did, they laughed and picked me. That was how I won. I was a Glo ambassador for two years

“I started out as a dancer and before I knew it, I became a comedian. I discovered my talents through hunger; there is a level of hunger that one gets to and the person has no choice but to discover his talent. I remember when I used to sleep in the club.

After waking up early in the morning, I would wash the clothes I slept in so that I could resume work at the club,” he said.

Known for always flaunting his wealth on social media, the humour merchant told Saturday Beats that he was aware people questioned his wealth. He further explained how he makes his money.

He said, “People may want to question my source of wealth but they don’t know about the private shows that I do. Just because they don’t see me in all these big shows does not mean I am not working.

As a matter of fact, who would pay you when you attend those big shows? You cannot see me there because I respect my business so much. I make my money myself.

100 young aspiring models have moved one step closer to making their dreams of walking international runways for the world’s biggest designers a reality.
