According to eyewitnesses, the altercation began after the motorist allegedly refused to pay a certain amount demanded by the officials.

One eyewitness further claimed that one of the road safety officers was seen using a piece of plastic to hit the driver’s hand while he was still on the steering wheel, allegedly in an attempt to force him to pay. The motorist reportedly warned the officer not to hit him again or he would retaliate with his koboko (whip). However, the officer allegedly continued hitting him, prompting the driver to step out of his vehicle with the whip in hand to defend himself.

The footage shows the motorist holding the whip while one of the officers reached for a long stick as both men pushed and charged at each other. Several other road users were seen siding with the motorist during the scuffle.

Towards the end of the clip, one of the officers was seen running to block the motorist from driving away, while a voice in the background could be heard asking, “Is it right for an officer in uniform to be fighting a motorist just because of small money?”
