Something is telling me the OP doesn't SELL any USD... he want to use the guy's money to purchase USD @ more cheaper rate, then send to him. But he hasn't see anyone to buy from....

U can't accept the fund until u submit US i.d card and prove of address and probably SSN. Anybody buying it will need to pay money to get those documents and the person will definitely spend more than the $38 inside the account. So the fund is actually useless. Except u have a free means of getting all the required documents necessary for the verification.

This money has been hanging on my PayPal account since 2018. I can't accept it due to verification issue. It's a USA PAYPAL ACCOUNT. Anyone who is interested/can make it acceptable should signify please.

The site is legit to be honest. But the approach the guy used was wrong. To be accepted na war. Luckily for me. I was accepted after a week.

He might not be a scammer, but he acted like one. The moment he talked about the fee ad everyone started complaining in his telegram Channel/Group. My guy sharply deleted the group/channel... who does that?
