An EFCC investigator, Mr Chukwuma Orji, on Tuesday in Lagos, said that Patrick Akpobolokemi, ex-Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) and five others, forged documents to steal N754 million from the agency.



Akpobolokemi’s co-defendants are Ezekiel Agaba a former Executive – Director of NIMASA, Ekene Nwakuche, Governor Juan, Vincent Udoye, Adegboyega Olopoenia and a company — Gama Marine Nigeria Ltd.



Orji had on July 10 during his testimony before an Ikeja High Court narrated how funds belonging to NIMASA were diverted by Akpobolokemi and his co-defendants using different company accounts under the guise of award of contracts.



The companies mentioned during his July 10 testimony are Gama Marine Nigeria Ltd and Arrow World Consulting Ltd.



During Tuesday’s proceedings, Orji revealed that the company documents of Arrow World Consulting were forged, noting that the real owner of the consulting company had previously unsuccessfully bid for a NIMASA contract.



Akpobolokemi and others, the investigator noted, had used the company’s name to perpetrate the fraud.



While being led in evidence by Mr Rotimi Oyedepo, counsel to the EFCC, Orji said: “The real company address of Arrow World Consulting is at 1004 Housing Estate but in the forged document the company’s address is Plot 6, Kudirat Abiola Way, Ikeja, Lagos.



`The account of Arrow World Consulting was opened in Zenith bank using forged documents, the number of the account is 1014150798.



“N257 million was transferred into the account of Arrow World from the Vimsat Committee account of NIMASA.



“The funds were paid into the account in conspiracy with the Akpobolokemi the Director-General and Agaba, the Executive Director of NIMASA.



“My Lord, Arrow World never carried out any consultation services for NIMASA and all these monies were paid into the account which was run by Nwakuche and Juan in connivance with Agaba.



“There is a NIMASA memo dated May 5, 2015 signed by Agaba authorising the payment of the N257million into the account, the instructions were given to the Bar Beach branch of Zenith Bank.



“The documents including a letter to Arrow World’s address at Plot 6, Kudirat Abiola Way, Ikeja, Lagos, signed on behalf of Agaba by Juan were all forged.



“N92 million was paid from the Vimsat Committee account to the Arrow World account for publicity, boats and cranes, Arrow World never executed any of these contracts.



“On June 17, 2015 an instruction to Zenith Bank was given to transfer N70million from the account of Arrow World into the account of Philip Emesike whom Nwakuche was impersonating.



“N72million was also transferred into the account of Caadles Oil and Gas Limited for one Udoh Emakop whom Juan was impersonating.



“Both men converted the money to their private use,” Orji said.



Explaining the role of Gama Marine Nigeria Limited, Orji said funds were siphoned from NIMASA into the private pockets of the defendants.



“N54 million was earmarked for Gama Marine to execute 13 items in a contract, there was an instruction by Agaba to pay N39.4million into the account of Gama Marine in Access Bank.



“During our investigations, the Access Bank account statement of Gama Marine shower that they never rendered any of the services in the contract, rather N28 milllion was transferred to Udoye for his personal use,” he said.



The investigator said that the defendants admitted when they were confronted that the documents of Arrow World Consulting were forged.



He added:“The defendants were confronted with the documents and they told me verbally that they were forged.



“I visited the purported address of Arrow World at Kudirat Abiola Way daily for more than a week trying to locate the office of the organisation.



“I told Juan to follow me on my voyage to find out the real address, he admitted that the address does not exist and that the address was a figment of his imagination.



“He even told me about how he forged the electricity bills used to open the Arrow World Consulting account at Zenith Bank.”



The case was adjourned until Nov. 6, Nov. 10, Nov. 13, Nov. 16 and 17 and Nov. 27 to 30 for continuation of trial.

The Senior Environmental Engineer, University of Lagos (UNILAG), Mrs Sade Nubi, said the institution realised about N5 million from waste generated by the university through its recycling initiative.



Nubi made this known in an interview with the News Agency of Nigeria (NAN) at the ongoing African Clean-up Conference in Cape Coast, Ghana.



She said the university generates about 32.2 tons of wastes monthly from its 97,000 population including visitors.



“We try to make sure that the school environment is clean, we make sure that we sensitise people to know that an we can create wealth from waste.



“For UNILAG, despite the initial challenges of funding and negative attitude towards the initiative, we still moved ahead beyond the challenge to push forward and achieve our goal.



“We have been able to recycle as much as 23 tons of waste every month. We have recycling companies as partners who come to buy our waste.



“We have been able to create income for the institution as well as employment,” she said.



Nubi added that other institutions in the country should key into the recycling project and add value to their community.



“For other universities it is important for us not to just dump our waste at dump site or landfill, let’s put value to it by getting people to sort it and recycle.



“We also carry out research work. We can now categorise our waste which includes more of plastic bottles.



“We have been able to raise between N4 and N5 million for the institution since the inception of the initiative and employ about 50 workers at the sorting centre in the institution.’’



Nubi said UNILAG was ready to collaborate with other institutions on the recycling project, so as to generate funds, create employment and add value to the education sector.

Due to the current badoo violence in the Ikorodu area of Lagos State and the call by community leaders on residents to acquire whistles, there has been a high demand for the device in the area.



The News Agency of Nigeria (NAN) reported that the development compelled many households to buy whistles, thereby creating an upsurge in the cost of the device from its usual N100 cost price to N200 or even N250, in some neighbourhoods.



Interviews with some traders in Ikorodu markets showed that the call on residents to buy whistles as a strategy against the activities of badoo cult group in the area has created a new source of livelihood for petty traders and hawkers.



A caterer, who usually prepares snacks, Mrs Tifase Abiola, told NAN that she was making more sales from the whistle business, as against her catering business.



“I was initially selling snacks, but when I saw that some traders were making swift sales from hawking whistles, I decided to join them.



“I investigated where they sourced whistles wholesale and I swiftly joined them. I now hawk whistles in my neighbourhood,’’ she said.



Another trader, Deji Onigunye, who deals on sports items such as football, boots and jerseys, said the demand for whistles in his shop attracted him to the business.



“Whistles are not items we sell everyday, but in the last two weeks, the demand for the item around here has compelled me to invest in the business.’’



Another trader, Mrs Funke Oniroayo, a widow, who was known for selling brooms in the market, said she now made better sales in her new line of business.



“This whistle business has helped me to settle most of my debts and to also feed my fatherless children.



“Many people buy as many as three or four at once, and almost everyone that comes around is interested in buying them.’’



She expressed delight that the business had increased her patronage and popularity at the market.



Mr Muhammed Mutiu, a dealer in books, who suddenly switched to the whistle business, said he has been making brisk sales.



“Initially, I was selling books on wholesale, but when I discovered that a lot of hawkers in the market were going to Tom Jones market in Lagos Island to buy whistles, I decided to join them.



“I went to the market, bought in wholesale and to my surprise, it has been very rewarding as people from the Ikorodu hinterlands also now come to the market to buy in bulk,’’ he said.



NAN reports that some Community Development Association (CDA) officials in Ikorodu have sensitised residents of the area on the need to have whistles, especially at night, to enable them to be able to alert their neighbours of any unusual developments.

“President Mugabe on Friday left the country for Singapore for a routine medical check-up,” Africa Review quoted local media.



The paper said the veteran ruler is expected back in Zimbabwe midweek.



President Mugabe’s medical trips to the Southeast Asia city state have become more frequent in recent years. His previous visit was in May, also said to be for a “routine medical check-up”.


In 2011 and 2014 he had eye surgery in a hospital in Singapore.


President Mugabe now walks with difficulty and sometimes dozes off during meetings.



His health has been the subject of increased speculation in recent years and authorities in March arrested two journalists over a report alleging that he was “in bad shape”



In 2016, the government had to deny that he had died abroad during his annual vacation.



President Mugabe has declined to name a successor and his ruling Zanu-PF party has been riven by factionalism for years.



Despite President Mugabe’s advanced age, the party last year endorsed him as its candidate for the 2018 General Election.



Mugabe is not the only African president currently abroad for treatment for an undisclosed condition.



Some African leaders have also taken ill, including President Muhammadu Buhari, who is currently recuperating in London.



The president of Angola, Jose Eduardo dos Santos, recently spent a month in Spain for medical treatment and on Monday officials announced that he had gone back for what was described as a “private visit”.

The governor of Lagos State, Akinwunmi Ambode, has assured residents that the government would stop the activities of the notorious cult group called ‘Badoo’ in the Ikorodu axis of the state.



The governor made this knwon at the commissioning of a rehabilitated fire service station in Epe and also promised to ensure the safe return of students kidnapped some weeks ago.



“I am deeply concerned about the issue of kidnapping in the state and also the recent development that has been happening in Ikorodu about mob action, as well as that of Badoo.


“I just want to assure residents that we are doing everything possible. We don’t run the government on the pages of the newspapers, and that is why you see that we do not make comments in the newspapers,’’ Ambode said.


He charged traditional rulers, especially those in Ikorodu, to wake up from their slumber by helping the government to put a stop to the rising menace of Badoo.


According to the governor, intelligence reports had it that some of the Baales colluded with kidnappers to kidnap people in remote areas.


“We have intelligence here that some of these things are coming from within and our Kabiyesis and Obas need to do something as quickly as possible to arrest the decadence.


“As far as the Badoo case is concerned, I do not believe that it has anything to do with a disappearing ghost.


“I don’t also believe that the rituals can be taking place, without some people not being behind it.


“So, I challenge all our Kabiyesis, traditional rulers and Baales; we must arrest this situation as quickly as possible,’’ Ambode said.

Speaking to the News Agency of Nigeria (NAN) on Tuesday, he said that his Christian moral upbringing helped him to do the right thing.



“My pastor once told me that whatever weakens the conscience weakens the authority.And because i have always tried to avoid anything that will weaken my conscience, taking the decision to refund the money was not a problem.



“Although i didn’t have any money in my account at the time, the orientation from my bosses in my new employment about transparency, integrity and accountability also helped me quickly decide on the right path to take in the matter,’’ he said.



Joshua, a father of one and who married in 2015, said some family members and friends tried to persuade him to keep the money.



“But I am happy because both my wife, mother and elder brother, encouraged me to refund the money as soon as i received the alert for the two monhs salary.



“Yes, there were some friends and family members who persuaded me to keep the money, saying it was my luck,’’ he said.



Joshua graduated from the Modibo Adama University of Technology, Yola, where he studied Economics.



“It pays to be upright at all times,’’ he said.



Joshua was employed under the Federal Government N-Power scheme as a Primary school teacher at Kaduna Lissem primary school, in Taraba, in January. He disengaged from the job after working for three months.

Chief Press Secretary to the Chairman of the commission, Mr Rotimi Oyekanmi, told the News Agency of Nigeria (NAN) in Abuja that filing a lawsuit was not enough to stop the recall process.


INEC had on Monday released the schedule of activities for the recall of Melaye, the Senator representing Kogi West Senatorial District in the Senate.


Many court suits have been filed to stop the recall process. They include those filed by Melaye and Concerned Kogi Registered Voters, filed separately at a Federal High Court in Abuja seeking an order to halt INEC from conducting the verification of signatures and the recall.


Oyekanmi said that the actions of the commission were being guided by the provisions of the Constitution and the Electoral Act.


“The constituents came with sacks of documents which they said were `the signatures’ of more than half of the voting population of Kogi West Senatorial District, which Melaye represents.


“They also presented a register of the said signatories and a letter, asking INEC to begin the process of recalling the senator representing that particular district.


“Subsequently, the commission, in exercise of the powers conferred on it by Sections 116 of the Electoral Act 2010 (as amended), on Monday issued a timetable and schedule of activities for the recall of the senator.


“The first stage is a verification exercise slated for July 10, 2017.


“To that extent, filing a lawsuit is not enough to stop INEC from carrying out its legitimate duty.


“Only a legitimate court order or an injunction can be considered by the commission,’’ he said.


On claims by Melaye that some of the signatures submitted to INEC were forged and that names of dead registered voters were also included, Oyekanmi said that the process of verification would clear all that.

The commander made this known while presenting some of the illicit drugs seized by the command to journalists in Gusau.



He said: “We arrested over 200 drugs dealers and users out of which 55 persons were charged to court, 49 people were convicted while six persons with different cases were before the Federal High Court, Gusau within the period,’’ he said.



According to him, the command had counseled and reintegrated 183 drug clients with their families, and that out of the total number, 174 suspects were males while nine were females.



Eigege further said within the period, the command succeeded in seizing a total of 521.9 kilogrammes of various types of illicit drugs.



He added that the drugs seized comprised Cannavis Sativa, assorted cough syrup and codeine.



The commander also said the seizures were made during the various raids carried out by the agency in Gusau metropolis.



He said that the event was primarily to sensitise the general public to the dangers of illicit drug trafficking and its abuse.



“As we all know, the scourge of illicit drugs does not pose danger to only the dealers or abusers but also the society at large.



“The prevalence of illicit drugs trafficking and abuse in Zamfara is a very disturbing phenomenon, more disturbing is the involvement of vulnerable groups such as women and children.



“The abuses of non-conventional and over the counter drugs such as cough syrup, codeine are equally alarming in the state,’’ he said.



“We are making deliberate efforts to partner with the State Government and all relevant stakeholders to carry out advocacy activities to sensitise the public especially at rural communities to the dangers of trafficking and abuse of illicit drugs,’’ Eigege said.

While addressing the issue, he cited Section 217 of the 1999 Constitution (as amended), which Dogara said defined the duties of the Armed Forces, contrary to what they were seen doing these days in many states of the federation.



He said: “It is worrisome that Nigeria is effectively permanently in a state of emergency as the Armed Forces are deployed in more than 28 states of the federation in peacetime.



“The Armed Forces have virtually taken over routine police work in Nigeria. They are no longer acting in aid of civil authorities but have become the civil authorities.



“Section 217 of the constitution spells out the duties and responsibilities of the Armed Forces of Nigeria, which include defending Nigeria from external aggression; maintaining Nigeria’s territorial integrity; and securing our borders from violation from land, sea or air; suppressing insurrection and acting in aid of civil authorities to restore order when called upon to do so by the President.”


“Related to the constitutional powers of the National Assembly to appropriate funds and thereby allocate funds for security, is the power to ensure that such monies or funds appropriated are used in a transparent and accountable manner and for the purpose for which they have been given.



“The National Assembly’s powers of legislative oversight cannot therefore be over-emphasised,” he told the session.



Dogara pledged the readiness of the House to provide legislative support to the executive to confront the problem.



He added: “This past experience which saw a powerful military exercise absolute control and authority over the machinery of government has translated to the current challenge of getting these institutions to subject themselves to legislative scrutiny.

A chieftain of the All Progressives Congress (APC) in Rivers State, Chief Andrew Uchendu, has narrated how the immediate former governor of River State and Minister of Transport, Rotimi Amaechi, knelt to beg Obio/Akpor people on behalf of Nyesom Wike, the current governor of Rivers State.



Mr. Uchendu made this known while addressing the ongoing face off or beef between the Minister of Transport, Rotimi Amaechi and his estranged successor, Nyesom Wike.



Uchendu, who was recently declared the winner of the Rivers East senatorial election by the state election tribunal, spoke during the unity rally/thanksgiving organised by the Obio/Akpor LGA caucus leader, Mr. Chikordi Dike.







He said: “There is no Rivers son that has made the kind of contribution Rotimi Amaechi has made in my life. Wike said Amaechi behaves like a God, but the Bible said man is God to man.


“If Amaechi has been the instrument of elevation and empowerment of many young people who were at the grassroots and now in the highest level of political career, is he not their God? And if he has helped people who testify as we are testifying today, for me, Amaechi is my God.



“I must congratulate the new leadership of Obio/Akpor caucus and other caucuses from different LGAs. Looking at the crowd here today, it shows that the house is settled for a serious business in 2019.



“By recovering my mandate, Rivers people now have an alternative voice. The truth is in the recorded memory in the political development of the Ikwerre ethnic nationality.



“Don’t forget when Obio/Akpor people said they were not going to accept Nyesom Wike for his second tenure as the chairman of the council, Amaechi went on his knees at the residence of the late Eric Asor at Elelewon and pleaded on behalf of Wike to be given a second chance.



“And finally the people accepted, from chairman to chief of staff and then governor; how else can a man be a god to man?” Punch quoted him as saying.

The baby suffers from a rare genetic disorder that has left him unable to move his arms, legs or to breathe unaided.

President of the United States of America, Donald Trump, has offered help to a terminally ill-Baby named Charlie Gard in the United Kingdom.



Trump made this known on Monday in a Twitter post, after the baby’s parents lost a legal battle to give him experimental therapy in the United States.



“If we can help little #CharlieGard, as per our friends in the U.K. and the Pope, we would be delighted to do so,” Trump said in a morning Twitter post.


The parents of Charlie, who is 10-month-old and who will be 11-month-old on Tuesday, wanted him to undergo an American therapy trial, while the specialists at the hospital in London said the treatment was experimental and would not help.


The baby suffers from a rare genetic disorder that has left him unable to move his arms, legs or to breathe unaided.



He has a form of mitochondrial disease – a genetic condition that causes progressive muscle weakness and brain damage.



Chris Gard and Connie Yates, the baby’s parent, launched a fundraising appeal to help pay for his doctors’ bills in the United States, and raised 1.3 million pounds ($1.68 million) from more than 83,000 donations, according to his Gofundme page.



Last month, Britain’s Supreme Court ruled that going to the United States for treatment would prolong the baby’s suffering without any realistic prospect of helping him. The court would not allow an American doctor found by the couple to be identified and details about the therapy were not available.



The parents asked the European Court of Human Rights to overturn the ruling, but that court last week declined to intervene.



Trump weighed in on Charlie Gard a day after Pope Francis.



“The Holy Father is following the case of little Charlie Gard with affection and emotion and expresses his closeness to his parents. He is praying for them, hoping that their desire to accompany and care for their own child to the end is not ignored,” according to statement from the Vatican on Sunday.

Further facts emerged about the gunman who shot seven people at the Bronx-Lebanon Hospital Centre, New York on Friday, Dr Michael Bello, who was identified as a native of Auchi in Estako West Local government in Edo state.



The Community Board Chair for The Bronx 5, New York, Dr Bola Omotosho, told News Agency of Nigeria (NAN) that Bello, 45, shot dead a woman on the 17th floor and injured six others on the 16th floor, before allegedly killing himself.

The suspect went into the hospital, his former workplace, wearing a white lab coat with an AR-15 machine gun hidden underneath and asked for a specific doctor on the 16th floor.


However, when he was told the doctor was not there, he began shooting at everyone and tried to set himself on fire before allegedly committing suicide.

Omotosho said: “Dr Bello is a Nigerian, he’s from Auchi, virtually not that I knew him personally but he had his medical education in the Caribbean, came back here – U.S.


“He left the hospital and up till recent, was working with the HRA – Human Resources Administration – here in the Bronx, after he left the hospital.



“But he left that place, the HRA where he was working, unceremoniously. The relevance of this is there are several Nigerians in the HRA, New York City Human Resources Administration.



“So he just abandoned the job and when he did not show up after a couple of weeks even up to a month, he was recently terminated from there about two or three weeks ago or so.



“But of course, he must have had his own challenges, while he was planning something.



“And in addition to that, very recently, as at this past week, less than two weeks ago, was when they notified the HRA Police as part of precautionary measure.



“That any ex-staffer who has been dismissed or terminated, should not be allowed into the building; just this past two weeks or less than that.



“It is unfortunate that hospital has no metal detector; we don’t use metal detector in the office.



“That’s the last place you expect a disgruntled worker to come back and do such a heinous crime or retaliation”.



Omotosho, who has been elected the Community Board Chair for Bronx 5 for 10 years, just got re-elected during the City Council election on June 21.



“I’ve held that position now for 10 years. I’ve been re-elected every year; this is the eleventh year,” the Nigerian-born medical doctor told NAN.



According to him, when the incident involving Bello occurred, he responded as the Committee Board Chair, as it was part of the process expected of him as the representative of the people.



“The officer from my 46 Precinct, who responded to the 911 call, is in my District.



“So part of the verification process is for the Public Affairs Officer to call me, being the Committee Board Chair, that ‘this is what’s going on, somebody is killed in your District’.”



Meanwhile, there have been some controversies as to whether Bello killed himself or was actually shot dead.



It was believed that shooters who committed suicide usually shot themselves on the head and not on the chest as it was in Bello’s case.



At Bello’s home in the Bronx, investigators recovered the box the rifle had been packed when he bought it on June 20, reports said.



Of the six people wounded in the shooting, two had been transferred to Mount Sinai Hospital by Sunday as they had injuries to the brain and liver and remained in critical but stable condition.
