In an interview with ESPN, Manchester United manager Jose Mourinho has revealed he is targeting a 15-year stay at Old Trafford. The former Chelsea and Real Madrid manager said he wants to restore the stability of the Alex Ferguson era. Mourinho, who took over the Premier League giants last year, told the network’s website on Tuesday that he is desperate to deliver sustained success over a long-term period just as Ferguson did over nearly three decades. United have not won the Premier League title since Ferguson’s retirement in 2013, with the club struggling to rediscover its dominance under David Moyes and Louis van Gaal. Mourinho has never spent longer than three years as manager of a club during his trophy-laden career. But the 54-year-old, speaking as his team prepare to face Manchester City in Houston on Thursday in the latest leg of their US tour, insisted he saw United as a long-term project. “I am ready for this,” Mourinho told ESPN. “I am ready for the next 15, I would say. Here? Yes, why not? “I have to admit that it is very difficult because of the pressure around our jobs, everybody putting pressure on managers and things that people say — that we have to win, but in reality only one can win and every year it is getting more difficult. “This club, for so many years, was Sir Alex. People got used to it; people understood the great consequences of that stability. “After David [Moyes] and Mr. [Louis] Van Gaal, I come to my second year and hopefully I can stay and give that stability that the club wants. I will try, but again, I will have to try to deserve that, but that’s what I try every day that I work.” Mourinho believes Ferguson’s 27-year reign at United will never be emulated in the modern game. “I think Sir Alex’s career is unique,” Mourinho said. “I don’t think it is possible to emulate. “Nobody is going to be in the same club for so many years, be in the same league for so many years. I think [Arsenal manager Arsene] Wenger will be the last with a similar story in terms of staying at a club for so many years. “But what I try to do in modern football nowadays is to try to deserve to stay in the club, because in this moment, it is about success. You have success, you stay in the club. You don’t have success, you don’t stay.” Source NAN http://www.eyereport.com.ng/i-am-targeting-15-years-at-old-trafford-mourinho/ |

The Nigerian Air Force (NAF) has signed a Memorandum of Understanding (MoU) with the University of Maiduguri (UNIMAID) on research, development and maintenance of aircraft. Air Marshal Sadique Abubakar, the Chief of Air Staff (CAS), who signed the MoU, made it known that it had always been his desire to partner with the nation’s higher institutions of learning for research. “We have highly talented Nigerians, especially in the nation’s higher institutions who could add value to the development of the society,” Abubakar said. He added that the signing of the MoU would open a new frontier in the relationship that already existed between the two parties. He recalled that in 2013, NAF signed 15 MoUs with the nation’s higher institutions of learning in the area of research/development and maintenance of its aircraft. Abubakar said “So, signing of the MoU with UNIMAID brought the number to 16 higher institutions in the country NAF had signed an MoU with. “So, I felt I should bring UNIMAID on board, especially in the area of maintenance of aircraft in the fight against insurgents.” The CAS said further that NAF could not continue to rely on foreigners for the maintenance of its aircraft, hence the reason for the signing of the MoU with the nation’s higher institutions. “We are building capacity in so many areas, hence the partnership with the academia for the maintenance of our aircraft rather than going abroad. “A team is already in place to look at some of the difficulties we are encountering in the maintenance of our aircraft,” Abubakar said. The Chief of Standards and Evaluation, NAF Headquarters, AVM Kingsley Lar, said the CAS was committed to encouraging local capacity through innovations for self-reliance. Lar recalled that UNIMAID in collaboration with other resource persons had helped in addressing the problem of Alpha-jet anti-skid brake system and built a test bench to that effect. He said, “this is one of the many research projects NAF has engaged the UNIMAID to embark on. “Research and development and innovative thinking is imperative if we are to realise our objectives of moving the service forward as well as the nation toward technological advancement. “At this critical moment in our nation’s history, we need to synergise our research efforts in order to achieve meaningful technological breakthroughs,” Lar said. The Vice Chancellor, UNIMAID, Prof. Ibrahim Abubakar, expressed delight at the signing of the MoU with NAF, saying it was a good happening to the institution. Abubakar said without the effort of NAF, UNIMAID would have closed down because of the activities of insurgents in the area. He promised to assist NAF in the area of research, development and maintenance of its aircraft to enable it to carry out its professional responsibilities of protecting the nation’s territorial integrity. The vice chancellor said the signing of the MoU would also open a new frontier for the institution by enabling it to establish an Aeronautical engineering department. He commended CAS for the humanitarian work the service had embarked upon in the country, especially in the North-East. Socio-Economic Rights and Accountability Project (SERAP) has urged the Attorney-General of the Federation and Minister of Justice Mr. Abubakar Malami, SAN to institute legal action to recover over N40 billion dubiously earned in double payment, by former Nigerian state governors, who are now either senators or ministers. SERAP made the appeal in an open letter to Malami released today, saying the former gorvenors and their deputies are drawing the dubious payments based on retirement and pension laws crafted by them while in office. It alleged that Senate President Dr. Bukola Saraki (Kwara); Senator Rabiu Musa Kwankwaso (Kano); Kabiru Gaya (Kano); Godswill Akpabio (Akwa Ibom); Theodore Orji (Abia); Abdullahi Adamu (Nasarawa); Sam Egwu (Ebonyi); Shaaba Lafiagi (Kwara), are among former governors receiving double emoluments and large severance benefits from their states. Others mentioned are Joshua Dariye (Plateau), Jonah Jang (Plateau), Ahmed Sani Yarima (Zamfara); Danjuma Goje (Gombe); Bukar Abba Ibrahim (Yobe); Adamu Aliero (Kebbi); George Akume (Benue); Ms Biodun Olujimi (Ekiti); Enyinaya Harcourt Abaribe (Abia); Rotimi Amaechi (Rivers), Kayode Fayemi (Ekiti); Chris Ngige (Anambra); and Babatunde Fashola (Lagos). SERAP urged Malami to use his “good offices as a defender of public interest” to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, who are now senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.” The organization also asked Mr Malami to “seek full recovery of over N40 billion of public funds that have so far been received from those involved; and to begin to take these steps within seven days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel the discharge of constitutional duty and full compliance with Nigeria’s international anti-corruption obligations and commitments.” In the letter dated 14 July 2017 and signed by SERAP executive director Adetokunbo Mumuni the organisation said that, “Public interest is not well served when government officials such as former governors, deputies supplement their emoluments in their current positions with life pensions and emoluments drawn from their states’ meagre resources, and thereby prioritising their private or personal interests over and above the greatest happiness of the greatest number.” “SERAP considers double emoluments for serving public officials unlawful, as the laws granting those benefits take governance away from the arena of public interest, and create the impression that former governors acted contrary to the best interests of the general public. Double emoluments and large severance benefits for former governors now serving public officials constitute a blatant betrayal of public trust.” “SERAP is concerned that several serving senators and ministers are receiving salaries and life pensions running into billions of naira from states that are currently unwilling or unable to pay their workers’ salaries. Public office is a public trust, and as such, citizens depend upon their governors, senators and ministers to act in the public interest, not for their own or another’s profit or benefit.” “Under the UN Convention against Corruption to which Nigeria is a state party, it is forbidden for any public official to engage in self-dealing, and place him/herself in a position of conflicting interests, and to hold incompatible functions or illicitly engage in providing to him/herself emoluments deemed unacceptable under international law. This is a clear case of the former governors placing their private or personal interests over and above their entrusted public functions, and unduly influencing the level of benefits they receive.” “SERAP argues that taking advantage of entrusted public offices and positions to enact laws to grant double emoluments and large severance benefits to serving public officials amounts to not only an abuse of office but also incorrect, dishonourable and improper performance of public functions, as per the provisions of paragraph 2 of article 8 of the convention.” “By signing such double emoluments and large benefits laws which they knew or ought to know that they would be beneficiaries, these former governors have abused their entrusted public functions and positions, and thereby obtained an undue advantage, contrary to article 19 of the convention.” “The double emoluments and large severance benefits laws also violate the conflicts of interest provisions of the convention. The fact that these laws are signed by former governors in the exercise of their functions as public officials and now benefiting from the entitlements under such laws while serving as senators and ministers raises serious conflict of interest issue under paragraph 5 of article 8 of the convention.” “We believe that the current Code of Conduct for Public Officials Act is outdated and entirely inconsistent and incompatible with the object and purpose of the UN Convention against Corruption, which requires Nigeria to adopt a comprehensive code of conduct for the performance of public functions and implicitly to prohibit double emoluments and large severance benefits for public officials such as former governors.” “SERAP notes the resolution of the UN General Assembly to the effect that every state has the duty to carry out in good faith its obligations arising from treaties and other sources of international law, and it may not invoke provisions in its constitutions or its laws as an excuse for failure to perform this duty.” “As such, your government is mandated to challenge the legality of double and large emoluments states’ laws and bring them in line with Nigeria’s international obligations including under the convention. This position is buttressed by article 27 of the Vienna Convention on the Laws of Treaties, which provides that no state can justify the noncompliance with an international treaty with reference to internal law, including even the constitution.” “SERAP notes that under the Lagos Pension Law a former governor will enjoy the following benefits for life: Two houses, one in Lagos and another in Abuja estimated to cost between N500m and N700m. Others are six brand new cars replaceable every three years; furniture allowance of 300 percent of annual salary to be paid every two years, and a close to N2.5m as pension (about N30m pension annually); free medicals including for his immediate families; 10 percent house maintenance; 30 percent car maintenance; 10 percent entertainment; 20 percent utility; and several domestic staff.” “In Rivers, state law provides 100 percent of annual basic salaries for ex-governor and deputy, one residential house for former governor anywhere of his choice in Nigeria; one residential house anywhere in Rivers for the deputy, three cars for the ex-governor every four years; two cars for the deputy every four years; 300 percent of annual basic salary every four years for furniture; 10 percent of annual basic salary for house maintenance.” “In Akwa Ibom, state law provides for N200m annual pay to ex governors, deputies; pension for life at a rate equivalent to the salary of the incumbent governor/deputy governor respectively; a new official car and utility-vehicle every four years; one personal aide and provision of adequate security; a cook, chauffeurs and security guards for the governor at a sum not exceeding N5m per month and N2.5m for the deputy governor. Others are: free medical services for governor and spouse at an amount not exceeding N100m for the governor per annum and N50m for the deputy governor; a five-bedroom mansion in Abuja and Akwa Ibom and allowance of 300 percent of annual basic salary for the deputy governor; 300 percent of annual basic salary every four years and severance gratuity.” “Similarly, the Kano State Pension Rights of Governor and Deputy Governor Law 2007 provides for 100 percent of annual basic salaries for former governor and deputy; furnished and equipped office; a 6-bedroom house; well-furnished 4-bedroom for deputy, plus an office; free medical treatment along with immediate families within and outside Nigeria where necessary; two drivers; and a provision for a 30- day vacation within and outside Nigeria.” “In Gombe State, there is N300 million executive pension benefits for the ex-governors. In Kwara State, the 2010 law gives a former governor two cars and a security car replaceable every three years; a well-furnished 5-bedroom duplex; 300 per cent of his salary as furniture allowance; five personal staff; three State Security Services; free medical care for the governor and the deputy; 30 percent of salary for car maintenance; 20 per cent for utility; 10 percent for entertainment; 10 per cent for house maintenance.” “In Zamfara State, former governors receive pension for life; two personal staff; two vehicles replaceable every four years; two drivers, free medical for the former governors and deputies and their immediate families in Nigeria or abroad; a 4-bedroom house in Zamfara and an office; free telephone and 30 days paid vacation outside Nigeria. In Sokoto State, former governors and deputy governors are to receive N200m and N180m respectively being monetization for other entitlements which include domestic aides, residence and vehicles that could be renewed after every four years.” Source NAN Mynd44 http://www.eyereport.com.ng/ex-governors-dubiously-earning-n40b-in-double-serap/ |

The Nigerian Air Force (NAF) has taken delivery of five Super Mushsak fighter planes from Pakistan to enhance its air power capability. Chief of Air Staff, Air Marshal, Sadiq Abubakar and members of the Senate and House of Representatives Committees on NAF inspected the war planes on Friday in Kaduna. Sadiq said the planes which would be unveiled later, were acquired for the training of air force personnel and to improve the air power of the Force. The personnel went through the Basic Regiment Airmen Course and Force Protection in Complex Air Ground Environment Course at the NAF Regiment Training Centre, Kaduna. Abubakar challenged the personnel to remain committed to the Nigeria project, assuring them that the leadership of the force would transform the service for effective and efficient response to any security challenge. “Our engagement in different theatres of operation and the need to protect the limited resources available to undertake our statutory responsibilities of projecting air power, underscores the need to continually develop force protection capability of the service. “The training you have received on force protection in complex air ground environment will require you to speedily gain capacity to enable the service to locally develop and sustain additional workforce in the field of specialization,” he said. Abubakar commended the British Government for it continued support towards the capacity building of air personnel through the BMATT programme. “It is my desire that with time, we will extend the cooperation to other NAF missions.” The chief of air staff challenged the graduates to rededicate themselves and ensure excellence in the discharge of their duties. He admonished them to always allow their actions to be guided by respect for the rule of law and rights and dignity of citizens. According to Daily Mail UK, a man killed his elderly mother after they had a row over potatoes. The suspect identified as Mark Jennens has appeared at Wolverhampton Crown Court earlier this week accused of the manslaughter of his mother Hazel, 78. The court heard he tried to throw her out of a house they shared after she criticised his efforts at making dinner. It is alleged that Jennens frog-marched his mother, who had osteoporosis and lung cancer, to the door, fracturing her hip. She later died from bronchopneumonia in hospital. According to a transcript read out during his court trial, the man told operators: “After being told I’m stupid for trying to sort dinner out, I just lost it and went to chuck her out of the door.”After undergoing surgery and making a recovery, Hazel fell unwell and died two days later at the hospital. Jennens had been the one taking care of his mother for 10 years and was taking antidepressants at the time of her death. Mynd44 http://www.eyereport.com.ng/man-kills-mother-because-of-potatoes/ |

The Chairman of the National Caretaker Committee of the Peoples Democratic Party (PDP), Sen. Ahmed Makarfi, said the committee was opened to reconciliation that is based on equity, equality and values. Makarfi made the pledge when addressing Members and stakeholders of the party after the Supreme Court judgment on the party’s leadership crisis delivered in favour of the committee. He described the judgment as “no victor, no vanquished’’. “We must be open to reconciliation; but there’s a caveat. “Reconciliation does not mean we take what belongs to people and give it to you. It must be based on equity, equality and values. “With this caveat, we should be prepared and willing to reconcile with everybody. “Anybody that can meet this criteria, we should be willing and open to reconciliation with such a person no matter who they are,” Makarfi said. He urged Sen. Ali Modu Sheriff and his camp to come and join hands with his leadership to move PDP forward. He also urged members of the party not to throw insults at other party men and women who lost at the court. “We should continue as friends, knowing that there are things we can do together, there may be things we may not be able to do together. “We are willing to do everything to do everything on the foundation that I had mentioned. “I urge them to come forward, join hands with us and let’s see how we move PDP forward.’’ Makarfi commended PDP members and the judiciary for the fair judgement, saying PDP never lost faith in the judiciary. “This victory is not just for PDP, it’s for democracy. This affirms the powers of political parties, the powers of convention of all political parties. “The battle we fought was not a battle for PDP alone. It was a battle for democracy, it was a battle for supremacy of party men and women to decide their destiny. “It is a battle to do away with dictatorship in political parties and this will never repeat itself,” he said. He promised that the committee within the next few days would begin consultation and come up with a programme of meetings between with expanded PDP caucus “These meetings will include Expanded Caucus, Board of Trustees and National Executive Committee so that we can take so a far reaching decisions on how to take the party forward.” Gov. Ayodele Fayose, the Governor of Ekiti State and Chairman of PDP Governors Forum, said that the Supreme Court’s verdict had placed PDP on good stand to return to power in 2019. Fayose said that PDP would make maximum use of the judgement to reposition the party. He added that the forum would not fight Sheriff and his loyalists. “We will not fight them. We just come back together so that we can celebrate 2019 together.” He also assured the Makarfi-led leadership of the full cooporation of the governors, noting that “where we need to speak we will speak, where we need to spend money we will spend”. Also speaking, the Senate Deputy President, Sen. Ike Ekweremadu, described the judgment as a collective victory for the entire party faithful and the nation’s democracy. “I am happy that the Supreme Court has brought this protracted leadership tussle to an end today. “There is “no victor and there is no vanquish’’, but a collective victory for our party and the nation’s democracy. “No democracy can prosper in the absence of a virile opposition or under the extreme hardship Nigerians have faced over the past two years. Citizens deserve a viable alternative,” Ekweremadu said. He called on PDP leadership and elders to immediately initiate an all-inclusive peace, reconciliation, and rebuilding process in the party. The lawmaker said that was important to reunite everybody under the “big umbrella and reinvigorate the biggest party in Africa to bounce back to the rescue of the suffering masses of Nigeria come 2019”. Elujoba was alleged to have paid workers allowances totaling about N1 billion which was not budgeted for. The accused, however, pleaded not guilty to the seven-count charge. Their counsel, Mr Ibrahim Lawal, made an oral application for bail. After listening to the bail application, Oladimeji ordered that the two accused be remanded in Ilesha prison pending the ruling on their bail application. He adjourned the case until July 19. As the judge rose after his ruling, several workers, who were displeased with the ruling, staged angry protest in the court premises before the accused were whisked away. The Independent National Electoral Commission (INEC) has issued certificate of return to the winner of the Osun Senatorial bye-election, Mr Ademola Adeleke. Prince Adedeji Soyebi while presenting the certificate, on Tuesday in Abuja assured that the commission would continue to improve on the conduct of free, fair and credible elections in the country. INEC had on Sunday declared Adeleke of the Peoples’ Democratic Party (PDP) the winner of the bye-election held in 10 local government areas of the senatorial district. The winner, who is the younger brother of the late Sen. Isiaka Adeleke, polled 97,480 votes to defeat former Sen. Mudashiru Hussein of the APC, who scored 66,116 votes. “I must commend the people of Osun South West for the way and manner they conducted themselves in the election. “They conducted themselves in a peaceful, friendly and ideal atmosphere for elections. They have set a role model or standard for others to emulate. “The people of Osun have shown us how elections should be conducted,” he said. Adedeji said that if the citizens conduct themselves in peaceful way as the people of Osun West did, the work of the commission would be easier. He thereafter presented the certificate of return to Adedeji. Responding, Adeleke commended INEC for conducting the election in a free, fair and credible manner. The senator-elect also commended his constituents for their support and the way they created a peaceful atmosphere for the election. Adeleke in an interview with newsmen pledged not to disappoint the people of the state that elected him. The senator-elect said that he was glad for the PDP that gave him a platform to contest and he won. “I followed all the electoral process and I was declared unopposed in the primaries until it they started their manipulations. “I used to be in the Peoples’ Democratic Party (PDP) and I am back home now. “My interest was in APC, but it was when I got there, we discovered that they don’t practice democracy,” Adeleke said. The Senate on Tuesday passed a bill titled “Compulsory Treatment and Care of Victims of Gunshots Bill”, seeking to compel hospitals and all health care centres to treat victims of gunshot wounds without prior clearance from the Nigerian Police. The bill mandates all hospitals in Nigeria to commence immediate treatment of such victims whether or not payment has been made by the victim of those who brought him to the hospital. The normal practice for hospitals is to get approval from the security agency and in most cases, payment before commencing treatment of any victim with a gunshot wound. But The Presient of the Senate Dr. Bukola Saraki while congratulating his colleagues on the passage of the bill stressed that many people with gunshot wounds were not criminals. He said that the unnecessary loss of lives occasioned by the long time required to obtain clearance to treat such unfortunate victims of gunshot should not be entertained. He said that it was that reason that it becomes important that a legal framework be put into place to avoid unnecessary loss of lives. “By the passage of this Bill, the Senate has moved to ensure that every hospital in Nigeria, both public and private, must accept to treat victims of gunshot wounds without any clearance from the police. “What we have done is to ensure that everyone is entitled to medical treatment, irrespective of the cause of the shooting. “We should reserve judgment for the criminal justice system, and leave healthcare for the medical professionals,” he said. The bill also stipulates that everybody including security agents should render every possible assistance to any person with gunshot wounds and ensure that the person is taken to the nearest hospital for treatment. The Bill mandates that no person with gunshot wounds shall be refused immediate and adequate treatment by any hospital in Nigeria whether or not initial monetary deposit is paid. Other Bills passed by the Senate on Tuesday include: Animal Health and Husbandry Technologies (Registration, etc) Bill, 2017 (HB. 320); Corporate Manslaughter Bill, 2017 (HB. 273); National Child Protection and Enforcement Agency Bill, 2017 (HB. 127); National Intelligence Agency Pension Board Bill, 2017 (HB. 842); Nigerian Academy of Science Bill, 2017 (HB. 917); and the National Postgraduate College of Medical Laboratory Science Bill (HB. 405). The bills will be forwarded to the President for assent. If the president gives his assent then they will become laws of the Federal Republic of Nigeria.
