And it's not an easy task for an enemy to get his Submarines close enough to use coasts without being detected. All these factors make it nearly impossible. If it were, China and Russia would have done that a long time ago, even during the Cold War era when the bad blood was much. Yes no weapons defence systems is 100% accurate, but a 98% accuracy is enough to save a country just as the Israeli Iron Dome did for them.
