If you want Nigerians to be charged pay as you watch, go and establish your own pay tv. Let Nigerians switch over to you. Its as simple as that.

There are other options available. Did multichoice force anyone to subscribe? If Nigerians arent satisfied with multichoice price, they should switch to the alternatives available. Afterall, when MTN insisted it wasnt gonna charge per seconds billing, other networks came up and provided Nigerians with that option. So Nigerians should seek alternatives and not try to force a business man to lower his price or offering. Let the market forces determine that.
