Abacha ensured that government was feared. He had control over everything.

How did Abacha run government?

One mistake I think Abacha made is that he did not restructure the country. He divided the country into six geopolitical zones. He could have used them as administrative zones, given them resource control and collapsed the states. Any geopolitical zone with a need for states could have been required to fund them with their resources.
