Pouring water on them would easily have deterred the attacking dogs. The owner should be blamed for not socializing the dogs properly. Not all dog breeds are friendly with children. Since they were reared to be aggressive,they should never have been allowed anywhere near children and should not have been loose in the daytime. Such avoidable tragedy.
