I have two MSc in quite similar fields, should I hide one when applying for PhD in the US? And what are my chances of getting into the top 20 engineering/CS schools?

I guess the previous VO kept rejecting the application due to home ties: no wife, no kids. But the last VO really was swayed by the current job at a Federal university.

What are the scholarships available in China and when to apply: 1. Chinese Government Scholarship, widely known as CSC (China Scholarship Council) 2. Provincial Scholarships. For example, the Shanghai Government Scholarship, Henan Province Scholarship, etc 3. University Scholarships (or President Scholarship). Funded by universities themselves 4. MOFCOM (Ministry of Finance and Commerce) scholarship 5. ANSO scholarship Usually sholarship and admission processes start in December and finish in April. Deadlines vary with universities

Yes in China you can apply for MS or PhD before completing your studies. You should be in the final year or semester. You submit your application with your current transcripts and a pre graduation certificate, progress report kind of thing

Congratulations for the admission and scholarship. SJTU is among the top universities out there in China. Top 10 according to many rankings I believe. Cost of living? You'll live fine with the amount you mentioned there. But are sure about that amount? CSC gives 3500 CYN per month. You got Shanghai government scholarship or other scholarship? Anyway you'll be fine

ANSO is different from CSC. ANSO is a kind of independent research organisation.
In ANSO there are only two universities applicants can choose from. While CSC you have more than hundred to choose from.
ANSO is only for science, technology, engineering kind of disciplines. CSC is for all majors and disciplines. There may also be differences in selection processes.
The competition will be tougher in ANSO. My opinion. But don't get discouraged, these are just the differences between CSC and ANSO scholarships

I'm not so sure. Acceptance letter is more important for graduates students. Recently some schools have made it necessary to get one before applying for any graduate program. Never heard such regards to undergraduate programs.

Yes acceptance letter increases one's chances. Other things that can increase your chances are: IELTS, HSK, Publications, and maybe recommendation letters
I had the same issue when I applied few months ago. They resolved it after about a week. But if you go to the office they can help you resolve it in short time
