Evil = Satan

God original plan for creating satan was not for creating him as a demon, but instead as a righteous angel.

In the begining of the creation there was no evil, it is some righteous angels anchored by the devil that developed the evil character.

So, God is the one that create the righteous satan that later became evil.
Hence, God is automatically and indirectly the creator of evil.

And infact, satan will still be present with God on the judgement throne. He is a servant, and he is the messenger used for carrying out evil.
He cannot be negleted, because God is the one that created evil.
