On the eve of Sept. 11, President Barack Obama
on Wednesday made a prime-time plea for
Americans to support an open-ended war on the
brutal fighters of the Islamic State — an escalating
Middle East campaign with ill-defined conditions
for victory and a timetable that will likely take it
into his successor’s term.
Obama made certain to distinguish his approach
from his predecessor’s large-scale invasions and
occupations of Afghanistan and Iraq. He promised
that there will be no American ground troops
taking the fight to the terrorist group also known
as ISIL or ISIS.
“This counterterrorism campaign will be waged
through a steady, relentless effort to take out ISIL
wherever they exist using our air power and our
support for partner forces on the ground,” he said.
The model? Smaller-scale conflicts in Yemen and
Somalia where U.S. drone strikes and special
operators have targeted extremists “for years,” he
explained.
Critics of both of those campaigns point out that
U.S. forces essentially play a deadly game of
“whack-a-mole” with no definitive victory in sight.
And U.S. airstrikes regularly kill civilians, fueling
anti-American resentment that feeds radical
Islamist organizations in a vicious cycle.
The unpopular president’s primetime speech
amounted to a legacy-defining expansion of
America’s 13-year-old war on terrorism, one
almost sure to have far-reaching effects on U.S.
national security.
One year exactly after setting aside his own calls
for airstrikes on forces loyal to Syrian President
Bashar al-Assad, Obama vowed to chase IS
wherever it goes.
“That means I will not hesitate to take action
against ISIL in Syria, as well as Iraq,” he said.
“This is a core principle of my presidency: If you
threaten America, you will find no safe haven.”
The administration has previously insisted that
Obama had the authority to strike IS anywhere,
without formally securing a congressional green
light. The president said he will not ask lawmakers
to vote on a standalone measure authorizing him
to use force, though they could be expected to
take up measures to fund the new effort.
Before the speech, senior administration officials
cited the 2001 Authorization for the Use of Military
Force as the legal basis for taking the fight to
Syria. Strikingly, a little over a year ago, in a
major counterterrorism address at the National
Defense University in Washington, Obama said he
wanted to “refine and ultimately repeal” the AUMF,
which President George W. Bush had relied on for
his Global War on Terror.
Obama laid out a sharp strategic shift for
American forces in Iraq, where they have rained
154 airstrikes on IS targets since early August as
part of a campaign to give Kurdish and Iraqi
security forces some breathing room and to
safeguard U.S. personnel and facilities.
U.S. air power, which successfully froze IS’s
shocking westward drive from strongholds in Syria
through much of northern Iraq, will now back up
the Kurds and Iraqi forces as they strive to roll
back the IS threat.
The president, who explicitly left open the
possibility of strikes inside Syria, promised that a
broad international coalition, including prominent
Muslim nations, would support the campaign. The
effort appeared to have at least the tacit backing of
archrivals Saudi Arabia and Iran.
Obama also announced that he would send 475
more American troops to shore up friendly local
forces, bringing the total U.S. military personnel to
1,518. And he urged Congress to sign off on a
plan to step up efforts to arm Syrian rebels from
factions less extreme than IS and train them in
Saudi Arabia.
“Our objective is clear: We will degrade, and
ultimately destroy, ISIL through a comprehensive
and sustained counterterrorism strategy,” he said.
But Obama and top aides left unclear what would
constitute victory. The Yemen and Somalia
campaigns have dragged on for years, and
Americans may mostly remember the latter
country from the 1993 military debacle
immortalized in the book and film “Black Hawk
Down.” The Taliban appear resurgent in
Afghanistan. Obama ordered the daring raid that
killed Osama bin Laden in May 2011 and the
airstrikes that are thought to have left “core al-
Qaida” badly diminished, but al-Qaida affiliates and
rivals like IS have taken their place — even if top
officials in recent days have taken pains to say
that there is no evidence the Islamic State is
taking aim at targets on U.S. soil.
Obama, who took immense heat for saying on
Sept. 3 that he aimed to reduce IS to “a
manageable problem,” did not spell out in detail
how America would know it had achieved victory.
“It will take time to eradicate a cancer like ISIL,” he
emphasized.
Congressional reaction fell largely along party
lines.
Democratic House Minority Leader Nancy Pelosi
praised Obama’s “concrete and forceful strategy”
against IS and highlighted his pledges to act “with
a broad coalition of partners and without using
U.S. combat forces on the ground.”
Republican House Speaker John Boehner crowed
that Obama had “recanted his earlier dismissals”
of the threat posed by IS.
“A speech is not the same thing as a strategy,
however,” Boehner said. He expressed concerns
that it could “take years” to arm moderate Syrian
rebels and shore up Iraqi forces.
“It is also a cause for concern that the president
appears to view the effort against ISIL as an
isolated counterterrorism campaign, rather than as
what it must be: an all-out effort to destroy an
enemy that has declared a holy war against
America and the principles for which we stand,” he
said.
Sen. Saxby Chambliss of Georgia, the top
Republican on the Senate Intelligence Committee,
said he was “encouraged” by Obama’s strong
rhetoric but took a veiled shot at the president’s
vow not to send in combat troops.
“We cannot afford to rule out military options or
allow ISIL to make any further progress. Our
unequivocal and unrelenting goal must be to
pursue these terrorists wherever they go and
destroy them,” said Chambliss.
Democratic Sen. Dianne Feinstein, the Intelligence
Committee chair, pressed Republicans to rally
behind the president.
“Now that a strategy has been outlined, it is
critical that Congress and the American people
come together in solidarity to support the president
and our armed forces,” she said.
Democratic Sen. Mark Udall of Colorado, a critic of
Obama’s national security policies who faces a
tough re-election fight, urged the president to get
explicit authorization from Congress for the
expanded campaign.
“I will not give this president — or any other
president — a blank check to begin another land
war in Iraq,” said Udall.

All Progressives Congress, APC, has
accused President Goodluck Jonathan of exhibiting
a shocking act of indiscretion by hobnobbing with
an alleged Boko Haram sponsor, Ali Modu Sheriff,
who is not known to have been investigated and
cleared of the weighty allegation against him.
In a statement by its National Publicity Secretary,
Alhaji Lai Mohammed, the party wondered what
message President Jonathan was sending to his
compatriots and indeed to the international
community when he took Modu Sheriff along
during his visit to Chad Monday to confer with
President Idriss Deby on cooperation against
terrorism.
‘’This action by President Jonathan confirms what
the APC has always believed: That the President
either knows more than he is willing to admit on
the issue of those who are behind the Boko Haram
insurgency or he is willing to sacrifice the battle
against terrorism on the altar of political
expediency. Either way, this action by the
President is the height of indiscretion at best, or a
palpable exhibition of callowness at worst.
‘’It also confirms our fears that Modu Sheriff was
planted as a mole in the APC by his friends in high
places, who are jittery about the birth of the party
and would do anything to destabilize it,’’ it said.
APC said the President could not pretend not to be
aware of a report sent home by Nigeria’s Defence
Adviser in Ndjamena, Chad, in 2011, detailing the
suspicious activities of Modu Sheriff in Chad
concerning alleged Boko Haram sponsorship and
asking the Federal Government to investigate him.
‘’If this is a joke, it is one joke taken too far,
especially at a time that Nigeria has been losing
territories after territories to Boko Haram; at a time
that the same Modu Sheriff has been fingered by
another source other than the Nigerian Defence
Adviser in Chad, and at a time that calls are being
made for an independent investigation into the
allegation that Modu Sheriff and former Army Chief
Azubuike Ihejirika are Boko Haram sponsors.

As next month’s governorship bye-election in
Adamawa State draws nearer, the National Youths
Service Corps, NYSC, has spelt out stringent
conditions which must be satisfied by the
Independent National Electoral Commission, INEC,
before serving corps members could be released
for the polls.
Sources at the headquarters of the NYSC in Abuja
told Vanguard that the conditions include
provision of bullet-proof vests, armed escorts and
payment of attractive allowances.
It was also learnt that the NYSC had insisted that
participation by corps members in the forth-
coming polls would be made voluntary.
An impeccable source told Vanguard that the
Director General of NYSC, Brig. Gen. Johnson
Olawumi had insisted that he was not ready to lose
any corps member on any account.
The NYSC boss was said to have insisted that the
issue of adequate security for corps members
should not be handled with kid-gloves.
The source said that NYSC would not take any
position on whether to release corps members or
not until those conditions given to INEC were
substantially met.
The source further stated that the number of corps
members currently serving in Adamawa State is
not enough for the conduct of the election adding
that there would be need to mobilise corps
members from neighbouring states for the polls.
Speaking in a similar vein on the subject earlier,
Mr Kayode Idowu, the Special Adviser on Media to
Chairman of INEC, Prof. Attahiru Jega told
Vanguard that the Inter-consultative Committee on
Election Security which undertakes risk assessment
of electoral contests would determine security
measures that the Commission would implement
during conduct of the election.
Said he: “The committee would advise the
commission and also draw up its own operational
orders that suits the assessment that has been
done.”
He further stated that the committee is doing its
work now, “so it may be pre-emptive to say
whether or not the template we have will suit that
election.”
He further stated that INEC had also deployed a
risk management tool that was developed with
support from the African Union and the
International Idea. “We deployed it in Osun and we
would deploy it Adamawa too”, he said.
He explained that the tool enables the Commission
“to do the risk assessment of particular places and
the factors peculiar to them. All these would be
factored in by the Commission in decision
making.” He further assured that INEC shares the
sensitivity of Nigerians who are apprehensive over
the deployment of corpers in the state given the
high level of insecurity prevailing there.
Said he: “ There is no responsible organisation
that would deliver innocent youths into the lion’s
den.”
He explained that if corpers were to be deployed
as adhoc staff for the polls, “ it would be based on
the guarantee that they are secured; otherwise,
INEC would not expose them to danger. If both
INEC and NYSC are convinced that they are
secured, then the corpers would be deployed.We
would consult the NYSC.”
He stressed that there is a dynamic relationship
between INEC and NYSC.
Said he: “The collaboration has taken a depth that
is unusual. In Osun, we didn’t have enough
corpers. However, the Director-General of NYSC,
mobilized corpers from the surrounding states to
handle the last election.
“The NYSC released the corpers to us because
their safety and welfare was guaranteed. When
people complain about militarization of elections,
this is one of the reasons why it happens. This is
because we need adequate security for men,
materials and voters.”
As at the time of filing this report, NYSC and the
electoral Commission were holding a crucial
meeting over the issue.

Residents of Dogon Karfe area of Jos North local
government area of Plateau state yesterday
scampered for safety when a car suspected to be
laden with bomb was abandoned for hours in the
area.
The 505 Peugeot car with tinted glasses was
parked close to a spot where Muslim faithful hold
jummat prayers and a recall of abandoned vehicles
which turned out to be carriers of bombs which
exploded on May 20, 2014 at the Terminus area
brought panic in the area.
The bomb scare which resulted in pandemonium
caused heavy traffic jam along major roads in the
town as motorists avoided the Dogon Karfe axis
which links other parts of the town.
The State Police Command denied the existence of
bomb in the said vehicle but it was gathered that
its Bomb Disposal Unit detonated the bomb before
it could explode.
However, the Police Public Relations Officer, PPRO,
Abuh Emmanuel said, “the attention of the Police
was drawn to a certain car parked at Dogon Karfe.
When it was searched, it was found to contain
personal effects but we are investigating to know
the owner of the vehicle and why it was packed
there for such a long time.”
He assured residents not to panic but go about
their business as “the bomb disposal unit had
combed the car and discovered that it contained
items of clothing and other personal effects.”

The Department of State Security has risen in
defence of the immediate past Chief of Army Staff,
Lt. Gen. Azubuike Ihejirika (rtd), saying it’s
uncharitable and wicked for anyone to associate
him with sponsorship of the Boko Haram
insurgency.
The Spokesperson of the DSS, Ms. Marilyn Ogar,
who addressed journalists at the Service’s
headquarters in Abuja on Friday, also said the
former Borno State Governor, Ali Modu Sheriff, has
been invited for questioning.
An Australian hostage negotiator, Dr. Stephen
Davis, had, in a cable media interview last week,
fingered Ihejirika and Sheriff as some of the major
sponsors of Boko Haram.
Davis was hired by President Goodluck Jonathan
to help negotiate the release of the over 200
Chibok school girls abducted by Boko Haram in
April 14. The girls are still in the sect’s captivity.
Ms. Ogar said: “I want to say here that it is
absolutely uncharitable for us as Nigerians to
reward like that somebody who laid down his life
in pursuing the same people.
“For us to accept that he is associated with the
same sect whose activities he, together with this
Service, succeeded in bringing to a halt in Kano,
Okene and other places, pursuing them down to
the Sambisa Forest.
“And to accept that the same man was sponsoring
Boko Haram is wicked and uncharitable. We should
not allow people to use our liberal nature to
perpetrate all sort of evils in our society.”
On ex -Governor Sheriff, Ogar said: “He had been
invited here twice in the past. The Service has
invited him again. There is nothing that this
service has done in investigation in the past that
we have not informed the public.”

The Federal Government has directed all schools in
the country to resume on September 22.
The announcement was made after an emergency
meeting in Abuja on Friday, by the Minister of
Education, Ibrahim Shekarau, who said all public
and private schools in the country should resume
on 22 September.
Shekarau said all federal government colleges
should also adhere to the new resumption date,
and said measures put in place to curb the spread
of Ebola are still intact.
The minister added that any Ministry of Education
in the 36 states that has not appointed desk
officers on Ebola should do that before the
resumption.
He added that the ministries should ensure that at
least two staff in each school – both public and
private — are trained by appropriate health workers
on how to handle any suspected case of Ebola.
He added that they should embark on immediate
sensitization of teaching and non-teaching staff in
schools on preventive measures.
In the new review, private and public schools are to
resume, not October 13 as earlier announced. The
October schedule was to curtail the spread of Ebola
in Nigeria where six people have died of the virus.
Proprietors of private schools had complained
about the October date, and had urged the
government to consider early resumption.

A 31-year-old internet fraudster, Adio
Opeyemi Michael, has been arrested by the
Economic and Financial Crimes Commission, EFCC,
for defrauding a 72-year-old Dutch woman of
€200,000 (about N40.6 million) in a romance
scam.
The suspect, who is a native of Owu Local
Government Area of Ogun State, was said to have
met his victim, identified simply as Jeanet De
Jonge, on Netlog dating site and pretended to be a
41-year-old American citizen working as a chef in
a Nigerian restaurant and needs a wife.
Spokesman for the EFCC, Wilson Uwujaren, while
confirming the report, told Vanguard that the
suspect’s profile actually attracted Jeanet and she
eventually began sending him money through
Western Union and Money Gram.
He further disclosed that the suspect collected
various sums on the pretext that he was going to
use the money to perfect his travel plans and
obtain the required documents that would enable
him travel to Holland to join or visit Jeanet. But
his inability or refusal to honour the invitation from
Jeanet prompted her to write a petition to the
EFCC.
Sources at the EFCC told Vanguard that operatives
of the anti-graft agency used information provided
by the victim in her petition to track and
apprehend the suspect.
Meanwhile, the suspect in his confessional
statement said: “She was sending me money
monthly, ranging from $800 to $900 from June
2012, through Western Union Money transfer and
Money Gram to the extent that Western Union
blocked her access.
“So, she requested that I should go to London to
enable her send more money there. I contacted a
friend in London called Osas Odiah, who was
supposed to receive the money and dispatch same
to me in Nigeria.
“She first sent €2,000 to my friend’s account in
London and he didn’t remit the money to me. I
later opened a Keystone Bank Forex Trade account
through which she sent me money.”
According to Wilson, the suspect will be arraigned
in court as soon as investigation is concluded.

MOSCOW (AFP) – Islamic State militants have
issued a threat to President Vladimir Putin, vowing
to oust him and “liberate” the volatile North
Caucasus over his support of the Syrian regime.
The General Prosecutor’s Office of Russia
demanded that access to the address, which was
posted on YouTube on Tuesday and features what
jihadists say is a Russian-supplied fighter jet, be
blocked.
“This is a message to you, oh Vladimir Putin,
these are the jets that you have sent to Bashar, we
will send them to you, God willing, remember that,”
said one fighter in Arabic, according to Russian-
language captions provided in the video.
“And we will liberate Chechnya and the entire
Caucasus, God willing,” said the militant. “The
Islamic State is and will be and it is expanding
God willing.”
“Your throne has already teetered, it is under
threat and will fall when we come to you because
Allah is truly on our side,” said the fighter. “We are
already on our way God willing.”
In the same video, several fighters, some dressed
in traditional Muslim robes, threaten Syrian leader
Bashar al-Assad from atop the fighter jet.
“This is Russian equipment,” says a voice,
speaking in accented Russian, as the camera cuts
to a close-up of the plane’s cabin.
The Prosecutor’s Office said it requested that
investigators open a criminal probe into the video.
The Kremlin fought two wars with separatists in
Chechnya over the past 20 years. The unrest has
since engulfed the entire North Caucasus including
Dagestan and Ingushetia where attacks on
authorities are a regular occurence.
The Kremlin, whose attention over past months
has focused on the Ukraine crisis, is one of the
main backers of the Assad regime, providing it
with diplomatic and military support in its fight
against rebels.
The Islamic State, a Sunni extremist group, has
gained prominence in recent months, declaring an
Islamic “caliphate” in regions under its control in
Iraq and Syria.
The militants stirred a global outcry last month
when they beheaded US journalist James Foley.
The fighters said on Tuesday they had beheaded a
second US journalist, Steven Sotloff.

BAGHDAD (AFP) President Barack Obama vowed
Wednesday that the United States would not be
intimidated by the beheading of a second
American reporter but acknowledged the fight
against the jihadists would take time.
Obama pledged that justice would be done to the
Islamic State (IS) killers of 31-year-old reporter
Steven Sotloff, wherever they hid and however long
it took.
But he warned that eliminating the threat posed to
the region by the group from its bases in Iraq and
Syria would take time.
IS posted video footage on the Internet of Sotloff’s
beheading, confirmed as authentic by Washington,
which sparked outrage around the world.
It said the journalist’s killing, which comes on the
heels of the beheading last month of another US
reporter, James Foley, was in retaliation for
expanded US air strikes against its fighters in Iraq
during the past week.
It warned a British hostage would be next unless
London backs off from its support for
Washington’s air campaign.
But Prime Minister David Cameron said that Britain
too refused to be cowed, while Foreign Minister
Philip Hammond said that British air strikes were
not being ruled out.
Obama said the whole world had been repulsed by
the barbarism of Sotloff’s murder but “we will not
be intimidated”.
“Those who make the mistake of harming
Americans will learn that we will not forget and
that our reach is long and that justice will be
served,” he said.
Obama said Washington was determined to halt
the IS threat but warned it would depend on close
cooperation with partners in the region.
He has previously admitted that his administration
has yet to develop a comprehensive strategy for
tackling IS on both sides of the Iraq-Syria border.
Washington has ruled out any air strikes for now
against IS fighters on the Syrian side, where they
hold a swathe of the east.
In violence on Wednesday, 10 children were among
16 people killed in an IS-controlled area of eastern
Syria, a monitoring group said.
The Syrian Observatory for Human Rights said a
regime air raid hit a bus, but state television
blamed the jihadists.
In northern Syria, several historic buildings,
including a colonial-era structure, have been blown
up in the city of Aleppo, reports said Wednesday.
State media said rebels in Aleppo destroyed
“several old buildings on Tuesday night by placing
explosives in a tunnel”. The Observatory said the
regime was behind the blasts.
- ‘Despicable act’ -
The British prime minister said the beheading
video depicted an “absolutely disgusting,
despicable act” and chaired a meeting of security
chiefs to discuss how to tackle the IS threat.
The masked executioner in the video spoke with a
London accent and claimed to be the same man,
confirmed by UK security services as a Briton, who
beheaded Foley.
“I’m back, Obama, and I’m back because of your
arrogant foreign policy towards the Islamic State,”
the black-clad jihadist says, wielding a combat
knife.
“So just as your missiles continue to strike the
necks of our people, our knife will continue to
strike the necks of your people,” he declares,
before reaching round to cut his captive’s throat.
At the end of the five-minute recording, the militant
threatens another captive, identified as Briton
David Cawthorne Haines.
“We take this opportunity to warn those
governments that enter this evil alliance of America
against the Islamic State to back off and leave our
people alone,” he says.
Britain has maintained a media silence about the
kidnapping of aid worker Cawthorne Haines and
there were few immediate details about when or
how he was abducted.
“We have to deal with (IS) on the basis of the wider
threat that they pose to the British public as well
as this individual,” the British foreign minister said.
“If we judge that air strikes could be beneficial,
could be the best way to do that, then we will
certainly consider them but we have made no
decision to do so at the moment.”
Britain has so far only carried out reconnaissance
flights in support of the US air campaign from its
base in Cyprus.
- ‘Brave and talented’ -
In a statement, the Sotloff family, who live in
Miami, said: “The family knows of this horrific
tragedy and is grieving privately. There will be no
public comment from the family during this difficult
time.”
Israeli media reported that the family was Jewish
and that Sotloff himself held joint US-Israeli
nationality but IS made no mention of either in its
video.
Sotloff’s former employers at Time and Foreign
Policy paid tribute to a man widely respected for
his intrepid reporting in Syria and the wider region,
including a previous stint in Libya.
UN Secretary General Ban Ki-moon said the world
was outraged at the beheading.
Hours after the posting of the video, the White
House announced that Obama had authorised
about 350 more US troops to beef up security at
US diplomatic facilities and protect personnel in
Baghdad.

A mother has beaten odds of a million-to-one by
giving birth to a baby who appears to be of a
different race.
Catherine Howarth, 32, from Milton Keynes, is
Nigerian by heritage, and so was, at first, a little
taken aback when she saw her son Jonah for the
first time.
With his pale skin, green eyes and light brown hair,
Jonah, according to MailOnline, now three months
old, looks like any other new-born baby – but,
when seen in his mother’s arms, his uniqueness is
obvious.
Recalling the moment she delivered Jonah in
Milton Keynes Hospital on June 1, his mother told
the Sunday Mirror: “The midwife looked at me and
looked back down at Jonah and then at me again
and couldn’t believe it.”
“Some children get darker after a few weeks when
the skin colour they will have for life starts to
become obvious. But you can see from the colour
at the tips of their ears and that showed Jonah was
fully white.
“We have been told I must have been carrying a
recessive gene. My parents were from Nigeria and,
for as far back as anyone can remember; my
family have all been black.”
Husband Richard, 34, who works as a medical
recruitment consultant, was equally as shocked
when he first saw his son, who is the couple’s first
child together.
However, he was primarily just happy that Jonah
was strong and healthy, after he got the umbilical
cord tangled round his neck during labour – a
potentially dangerous complication.
“The colour of Jonah’s skin is of no concern –
Jonah being a healthy and happy baby is what
matters.”
The couple have been told that they are unlikely to
have another white baby if they have further
children, due to the extremely rare combination of
genes needed.
The phenomenon is not totally unheard of
however.
In 2010, parents Benjaman and Angela Ihegboro –
both black – introduced their white-skinned,
blonde-haired daughter Nmachi to the world.
The couple, from Woolwich, South London, was as
baffled as the scientific community at their
daughter’s appearance, being unaware of any white
heritage at all in either family.
Doctors at Queen Mary Hospital in Sidcup in Kent,
where Nmachi was born, immediately ruled out
albinism, leading experts to conclude, that like
Jonah, Nmachi’s colouring must be the result of
recessive genes.

2015: NOBODY CAN STOP JONATHAN —
DOKUBO-ASARI:
Dokubo-Asari is the leader of the Niger Delta
People’s Volunteer Force, NDPVF. In this
interview, he bared his mind on some national
issues, especially what he calls the
oppressive tendencies of a section of the
country to stop President Goodluck Jonathan
from exercising his right to run for second
term as President, as well as a series of
antagonisms against his administration.
He spoke to Nigerian Pilot’s Daily Editor,
OSEDEBAMEN ISIBOR and IBRAHIM
MOHAMMED
Excerpts…
Recently, you have been very out spoken
about very many national issues, including
the insurgency in the north; what is propelling
you to discuss all these national issues for
which some say you expect gains from the
federal government; or could it be, as some
believe, that you are merely angry with a
section of the country?
For me it’s part of my struggle and every
struggle has its objectives and the purpose
for that struggle – the people that have
subjected you to injustice and pain.
Now in Nigeria, the British came into the oil
rivers much later than the Dutch, Portuguese,
and Spanish, etc. In the 18 hundreds leading
up to 1890 the British started signing various
treaties of protection with various sovereign
independent states which include my country,
the Kingdom of Kalabari, which the British
called New Calabar. Our sovereignty was
stolen from us because in those treaties we
never jettisoned our sovereignty.
The treaties were very clear and explicit. They
went on to declare the Oil Rivers Protectorate,
Southern Protectorate; and in 1914
amalgamated the Northern and Southern
Protectorates, including the Lagos colony;
and this is the starting point. Before the
British colonialist arrived there were another
sect of colonialists and they were blacks from
Futajalon in Guinea. They came in, conquered
indigenous territories of the Hausas, Nupes,
Gbagyis, Kanuris, etc.
It was a ground conspiracy to work with the
colonialists. So, in the south where there were
independent nations ruled by indigenous
states, they had what we call direct colonial
rule. In the northern part of the country where
they had fellow colonialists they did not have
any moral justification to depose them
because both of them were foreign invaders.
So, they collaborated with them and they had
indirect rule. Government was effectively in
the hands of the Gambari invaders from
Futajalon, the Fulbe or Fulanis. But in this
part of the world they are Gambaris. So, when
you have Sokoto Hausa city which succeeded
Gwobri, which was destroyed, you now have a
Fulani man as the Sultan of Sokoto; in Kano
you have a Fulani man as the Emir; In Bida
you have the Etsu Nupe who is a Fulani man;
in Ilorin you have Sulu Gambari, a Fulani man
lording over the Yoruba people.
So, it was a done deal for them and when they
were leaving they manipulated the population
and gave more representation based on
population to invaders who were in control.
They have the native courts and prisons
service; so they have enormous powers which
were not available to the southern kings who
resisted the invasion of their territories by the
British colonialists. The southern monarchs
were impoverished while the Gambari Fulbe
rulers were enriched, because they have the
realms of government and everything was in
their hands.
They have proper native council
administrations which were totally absent in
the south. Because most of the southern elite
are not from royal background, they were
antagonistic to investing power in royalty; so
they resisted. In Lagos and Abeokuta were
you have a lot of returnee slaves from Brazil,
Nevascotia, Sierra-Leon, Gold Coast, etc, have
grudges. It is the monarch and the system
that sold them into slavery and now it is
payback time.
There were no returnees from the trans-
Sahara slave trade; they were gone forever.
But returnee slaves came back as Reverend
Ajayi Crowther, Sakara Williams; and were the
educated people who dictated the tune. So,
whatever they were doing was to suppress the
local rulers. So the stage was set
disproportionately in favour of colonial Fulbe
Gambari ruler in the north. So that is the
advantage of the Ijaws. And under such
arrangement you have a Gambari prince,
Ahmadu Bello becoming the Premier of
Northern Region. Contrastingly, an Amachri,
Henshaw or a Jaja emerging.
If there was an independent struggle (so-
called) for the British to leave, why should the
Fulanis remain in Kano? A Fulani man is not
from Kano but he is ruling over Kano; also a
Fulani man who is not from Ilorin is ruling
over Ilorin; a Fulani man who is not from Bida
is ruling over Bida; why should that be? So,
what is good for the goose is good for the
gander. For me these people are not
indigenous and even if the Nupes, Gbagyis
and Yorubas accepted them as their leaders
in a constitutional democracy, there should
be equal access to all the institutions which
include the Emirates and the Sultanate by all
the people. If the people have accepted them,
they cannot force us to accept them. If they
accept them they should remain with them in
Kano, Sokoto and elsewhere; but they cannot
bring them down and say I, an Ijaw man,
should accept them; because they are not
indigenous. So when we are talking of issues
affecting our people they ought not to be
there because they are strangers.
As far as I am concerned they are the major
problem of the Nigerian state. I am not
against the Nupes, Beroms, Jarawas and
Bassas because they are suffering more
deprivation than us. We do not have direct
contact with the oppressive machinery of the
Gambaris; they are the people who are really
feeling the impact of the oppressive activities
of the Gambaris.
A foreigner cannot continue to rule over you
and you accept it, because it is demeaning.
Malcolm X said if you do not bend your back
nobody will ride on your back. So, we are
telling the Hausas to stand erect so that these
fellows can no longer ride on your back.
Let’s look at the Nigerian state today,
specifically 2015 countdown and calls for
Jonathan to run or not. A lot of issues being
thrown up – insurgency, opposition parties
and all that; do you support the idea that
Jonathan should run in next year’s poll?
Nobody has the right to stop Jonathan from
running. He has two uninterrupted tenures of
four years, making eight years as a
democratically elected president, and nobody
has the right to take that from him. And they
will never succeed in taking it because we will
resist it in a disproportionate way. So, that is
not an issue. I am going further to say we
feed you; you do not have the right to talk
over our shoulder.
He who pays the piper dictates the tune. It is
we who would dictate the tune you are to play
for us. You are parasites, you contribute
nothing. You are relying on us. We have to
say this in the raw crudest way so that they
will understand.
For the insurgency, (it is) good, for people like
us they are helping us; without shooting one
bullet they are busy shooting the bullet for us.
They are busy fighting our course, so let them
go about doing it. Their demand of creating
Islamic caliphate is ok; if the people accept it,
okay. That is not Goodluck’s business; it is
mine. Why should we continue to allow people
to die, for what purpose? Nigeria is not
sacrosanct; the Soviet Union dissolved;
Yugoslavia, Czeclovakia amongst others; let
us dissolve Nigeria; we are not the same.
Nigeria cannot survive. So for me I say kudos
to Shekau. You are doing my duty; he is doing
what I am supposed to do. I am relaxed. Let
them be doing it; let the army be running
everything that is happening; it is to my own
good; it’s to the good of my people because
we have less people to fight when the time
comes.
Among Nigerians, it is believed that because
of the corruption, as it were, it is difficult to
prosecute the anti insurgency war.
The enemy of my enemy is my enemy, that
question is not meant for me. It’s meant for
the people who believe in Nigeria; I do not
believe in Nigeria. I have gone up to Supreme
Court denouncing Nigeria. If my enemy is
dying, if Nigeria is dying why should I bother.
Some equally say that you have always said
that you do not believe in Nigeria as it is
today, some say that the military commanders
in the North-East are not getting their acts
right?
The question is not for me. If they get their
acts right they will win. If they defeat them
and kill a lot of them it’s good for me.
Everyday my bele dey sweet me!
Some said they may be misleading President
Goodluck Jonathan in their security advice,
prompting calls for a sweeping change of
NSA, the service chiefs and get a new crop of
people who can handle the situation to end
that distraction. What is your take?
Sincerely, my brother, when an Ijaw was NSA,
the insurgency was not up to this scale; it is
progressing. Globally, there is anger in the
Muslim world because more people are being
radicalized; for instance, on television you see
killings that Hitler did not carry out; we did
not see Hitler’s picture; it is fabrications that
we were told that incinerators were used, but
this one we are seeing it live in our homes
and phones carried out by the apartheid
Zionist state supported by United States and
Europe.
So, there is global radicalisation because
Muslims and people of good conscience are
very angry because of what they are seeing
all over the world.
The double standard: It is the same United
States that went to Libya, a country that was
the pride and glory of Africa, as well as the
oppressed people of this world, killed
Ghaddafi and destroy the country. Today,
Libya is a failed state. It is the same United
States of America and Europe that went to
Syria and funded Islamic State, destroyed
Syria. The same United States and Europe
went to Iraq and destroyed the country. It is
the same United States that supported a
butcher in Egypt to overthrow a legitimate
government elected by the people of Egypt,
killing thousands of people; nobody talked
about international criminal court.
All these happened and the world kept quite.
United States fights proxy war, send people to
fight her wars against the Muslims. Today,
there is this global trend people are angry
that why would we allow the destruction of
Muslim lives and countries, supported and
funded actively by the United States and her
European allies in support and for the survival
of the Zionist State of Israel.
In Nigeria, the insurgency is that Goodluck is
an Ijaw man; he is a southerner and must not
rule. They are going to make the country
ungovernable. So, they now apply Islamic
sentiment which is nowhere; there is no
compulsion in religion; that is what the
Qur’an says. (To you is your faith and to me
is my faith).
Nobody can proclaim Islamic jihad in a multi-
religious setting like Nigeria. My father has
nine children and I am the only Muslim; when
you proclaim Islamic jihad you expect me go
to my house and start fighting my people
while you have your own.
When I have killed all, you will turn to say I
am Gambari born to rule. You are ruling
Hausa, Nupe and Yoruba people who are
Muslims like you and you refuse to give them
power. Is it an Ijaw man that you have sent to
kill his uncles, aunties, brothers, sisters and
other relations? All that they are doing has
nothing to do with Islam; it is political to
seize power. We are waiting for them; they are
plotting and we are all plotting. What is
happening now is unthinkable during the
days of Azazi as NSA. For me the president
should overhaul the nation’s security.
The question we ask is where do they get all
the resources with which they are funding the
insurgency? Now, there are changes in global
flash points such as Palestine, Syria and Iraq;
it’s also influencing others than the local
influence that is visible. For me the president
should put political consideration into play in
trying to change the NSA, service chiefs, etc.
It is within the presidents constitutional
powers to make changes; it should be within
his political interest and that is what
concerns me. People would say what of the
interest of the Nigerian people, whatever
interests the Nigerian people does not interest
me because I do not believe in Nigeria. What
interests me is that my brother is president
and he must be safe and complete his eight-
year tenure.
At 50, some would say age is not on their
side and would be planning retirement; but
this is not the same in your case.
Yes, ordinarily at 50 I do not hope that I
would continue to be in this career; what I am
doing is the whole of my life. I started as a
student unionist in school becoming
President of National Union of Rivers State
Students, doing a lot of things in my
community. I expected that by 50 I should
have retired. What propelled us into the
struggle (are) the issues of independence for
our people and we have not reached there yet.
We have gotten presidency, Bayelsa State and
they are talking about creation of Oil Rivers
State. Those people consider this as gains;
we cannot pretend that they are not
advancement. Before the emergence of Ijaw
National Congress and Ijaw Youth Council,
where were the Ijaws? Would they have been
considered for presidency if I have not
commenced armed struggle?
After Isaac Boro, I started the first modern
armed struggle. If I had not commenced the
armed struggle would Goodluck Jonathan
have been president? Would we have been
given what we are being given today? Do we
consider this as gain or pacification? These
are the issues. For those of us considered as
hardliners who do not believe in the existence
of the Nigerian state, for those of us who do
not consider it as any gain or advancement of
our struggle, we believe that we are on
sabbatical.
Our eyes are set on our goal and that is
where the insurgency issue comes in; they are
helping us; they are making us to fight less
battle. And people from our place who are in
the army and hitherto believed in the
indivisibility of this amorphous thing called
Nigeria are now having a rethink. So it is a
benefit. Maybe Dokubo Asari is right. That is
also a victory.
The Gambaris have shot themselves on the
foot by trying to take political power; they do
not know that times have changed; they are
living in the past.
Don’t you see a contradiction there? You do
not believe in the Nigerian state as it is today,
yet your concern is to make sure that your
brother, President Jonathan?
Blacks were all jubilating when Obama
became president of the United States of
America. I named my daughter Barakat and
my son Barak. Not because of the person of
Obama but what he represents, that a people
who have been through slavery, humiliation
and so on, one of us can rise to become
president. So, Goodluck Jonathan could be an
Ijaw Nigerian; there is nothing wrong with
that. He has the support of all Ijaws, and all
Ijaws are the same wherever they are.
Jonathan believes in the indivisibility of
Nigeria; so he takes exception when I say
certain things. He gets angry when I say
certain things but I am my own man. God in
his infinite wisdom made him president of
Nigeria. So, if I do not protect him and they
kill him what should I do if another Ijaw is
president of Cameroun; I should also allow
him to be killed? There is a possibility that
another Ijaw man can become president of
Cameroun, because theere are so many Ijaw
people in Cameroon. Goodluck is an Ijaw
Nigerian like they say black American.
Goodluck is ready to lay his life for Nigeria
and he sees me as an irritant.
That is how most of the people use to see
me; Chief Edwin Clark and so on. But they
have come to realise that even though they
are older than me the path they were
following is not the straight path. And they
are coming closer to us. Somebody who was
100 percent pro-north to now be one of the
most hated people by northerners, after me
the person northerners hate most is Clark.
That is why when Buhari staged an
assassination stunt they paid somebody to, it
was Dokubo Asari who paid N5 million to kill
Buhari.
When any Nigerian apologist writes anything,
whether Babangida or Obasanjo, they must
refer to me and Clark. Jega already in the
distribution of polling units has given undue
advantage to the north by giving the north 22,
000 polling units out of 30,000 million new
polling units, and the south 8,000, and this is
not commensurate with the voting figures.
And the structure of INEC for the first time the
chairman and secretary are from the north.
Almost all the key positions in INEC are
owned by Gambari northerners. And this is
not in the best interest of a free and fair
election. Whether the president pretends or
not, this is battle between north and south.
The Gambari colonial north want to
continuously foist their hegemony over and
above all of us, and Jega is a Gambari man.
They are going to appeal to him; so all these
things have to be put into consideration
before election. The president cannot fail; it is
not possible. So the president should
critically look at these issues and correct
them before the election. We know that in a
free and fair election the president will win
because he has achieved more than all the
presidents and leaders put together since
1956.
The colonialists left functional railway lines
when they left; the railway died and today
they are being revived. Obasanjo left death
traps as roads; today roads are being revived.
There are so many projects going (on). There
was no trauma centre in Nigerian; now here
is such centre in the National hospital.
Goodluck’s victory is a foregone conclusion
and let them not say Muslims are against him,
it is a lie; I am a Muslim; I am 100 percent in
support of Goodluck; I am ready to take bullet
not because of him as a person but what he
stands for.
Goodluck represents the freedom of you and
me from the hands of the colonist Gambari
people from Guinea, who have foisted there
hegemony on us. A lot of people will not
understand the spiritual dimension of
Goodluck’s emergence as president of this
country. He is the first to become president
without the north’s approval and he is
completing his tenure. It is the sacrifices that
Abiola, Dokubo Asari made that brought
Goodluck. Goodluck represents something
greater than himself and that is the freedom
and dignity of you and me

A cold war has broken out among presidential
aspirants in the All Progressives Congress, APC
following reported entreaties by younger elements
among the contenders to persuade erstwhile head
of state, Gen. Muhammadu Buhari out of the
contest.
The party also called on past leaders of the
country to salvage the country from total collapse
in the hands of present administration.
National chairman of the party Chief John Oyegun
made the call when he led top members of the
party to the Up Hill resident of former military
president, General Ibrahim Babangida on a
courtesy visit Thursday night.
He noted that with what was going on in the
country, Nigeria’s future was very bleak both
economically and socially with the electorate left to
suffer from the mismanagement of the country’s
resources and that it was now left for the past
leaders to join hands together to bring the country
to its right path.
However, Buhari, the object of the alleged gang-up,
meanwhile has travelled abroad for what sources
told Saturday Vanguard is a comprehensive
medical check up ahead of his declaration for the
2015 presidential contest. Close associates of the
general who had earlier chosen September 1 to
announce Buhari’s intention to vie for the
presidential ticket of the party, were yesterday, said
to be contemplating the deferment of the launch on
account of the general’s absence.
Besides Buhari, former vice-president Atiku
Abubakar, Governor Rabiu Kwankwanso,
Leadership Newspaper publisher, Sam Nda-Isaiah
are among those said to be jostling for the
presidential ticket of the country’s major
opposition political party.
The intentions of the party leader, Asiwaju Bola
Ahmed Tinubu remain unclear as party insiders
spoke yesterday of unclear signals from the former
Lagos governor on his intentions. Also in the
permutation of party insiders is Speaker Aminu
Waziri Tambuwal, who though still a member of
the National Executive Committee, NEC of the ruling
Peoples Democratic Party, PDP, is believed to be a
top contender for the presidential ticket of the
opposition party. Until recently, there had been
suggestions that Buhari would back Speaker
Tambuwal in the event he declines from
contesting.
Meanwhile, the Ogun State governor, Senator
Ibikunle Amosun has asked the people of the state
to help him beg a former governor of the state,
Chief Olusegun Osoba to pave way for
reconciliation of the crisis lingering in the All
Progressives Congress in the state.
Amosun who expressed his willingness to contest
for a second term due to the overwhelming
commendation and love from the people of the
state, said Chief Osoba remained his leader and
that of the party, saying he would not do anything
to undermine his leadership.
The governor stated this, yesterday, while
speaking in a special interview session on a
private radio station, Rockcity FM, based in
Abeokuta.
The APC in the state is factionalised into two
groups. One of the groups is loyal to the governor
while the other one is loyal to Chief Olusegun
Osoba.
Despite earlier hopes of the readiness of Buhari to
endorse one of the younger aspirants, the former
head of state, it was learnt, has upon the
persuasion of his core followers decided to forge
ahead with his aspiration.
One of the other younger aspirants in the contest,
(not Tambuwal) it was learnt had approached the
general for an endorsement in consideration of his,
Buhari’s age – Buhari is 70 – but the former head
of state it was learnt had clearly rebuffed him citing
what he claimed was the aspirant’s alleged
emotional instability and allegations of financial
impropriety with public funds.
Following the rebuff, Buhari it was learnt,
proceeded for a medical check up to assess and
prepare his physical readiness for the contest. The
medical trip it was learnt may have led to the
postponement of his declaration which had been
scheduled for September 1.
Meanwhile, intrigues within the top hierarchy of the
ruling party are continuing to unfold.
The foundation members of the APC, it was learnt
are also laying out strategies to frustrate what
insiders say is the plan by former PDP members
in the party to buy up the presidential nomination.
That plan, Saturday Vanguard learnt, inspired the
introduction of the modified direct primaries as a
method of checking the influence of the money

“The use of the modified direct system or open
ballot is to limit the influence of the moneybags
and Atiku is one of the principal targets,” a source

Alhaji Lai Mohammed, the National Publicity
Secretary of the party had last week announced the
use of the modified direct system of primaries
under which at least 300,000 persons would
choose the party’s presidential candidate.
It was, however, learnt that despite the
announcement of the use of the open ballot system
would be used, sources revealed that it was as at
now still part of the proposals on offer as one
source revealed that the National Executive
Committee, NEC of the party was yet to ratify it.
The delay in ratifying the proposal it was learnt
was lending credibility to suggestions of the
possibility of the party reverting to the delegate

A Perth-based international adviser, Dr. Stephen
Davis, who survived months of extreme danger to
try to rescue more than 200 schoolgirls
kidnapped by terrorist group Boko Haram, has
alleged that one of the primary sources of funding
for the terror group is Nigerian politicians.
THISDAY had exclusively reported that one of the
key federal government negotiators trying to
secure the release of the Chibok girls from the
clutches of Boko Haram was Davis.
Davis has worked in Nigeria in the past with the
Archbishop of Canterbury and Head of the Church
of England, Justin Welby, to negotiate the release
of kidnapped oil industry workers in the Niger
Delta.
Speaking yesterday in an interview on ABC News,
an Australian television station, Davis, 63, said he
had realised the only way to stop the kidnappings
was to stop the sponsors of Boko Haram.
While Al Qaeda was involved in training Boko
Haram recruits, Davis said one of their major
sources of funding - aside from raiding banks -
was Nigerian politicians.
“That makes it easier in some ways as they can
be arrested, but of course the onus of proof is
high and many are in opposition, so if the
president (Goodluck Jonathan) moves against
them, he would be accused of trying to rig the
elections due early next year,” he said.
“So I think this will run through to the election
unabated. These politicians think that if they win
power they can turn these terrorists off, but this
has mutated.
“It’s no longer a case of Muslims purifying by
killing off Christians. They are just killing
indiscriminately, beheading, disembowelling
people - men, women and children and whole
villages.
“I would say it's almost beyond the control of the
political sponsors now. Terror groups are linking
up in Somalia, southern Sudan, Egypt and we
have fairly strong evidence they are talking with
ISIS members.
“They will link up with ISIS and Al Shabaab and I
think that what we are seeing in that region is the
new homeland of radical Islam in the world,” he
told his interviewer.
Davis, who returned to Australia after a four-
month sojourn with rare footage of the intense
fighting in Nigeria's North-east, as Boko Haram
stepped up efforts to establish an Islamic state,
said he established extensive contacts with tribes
and terrorist groups in Africa, including three
small cells of Al Qaeda, while working as a
troubleshooter for oil and gas company Shell in
the Niger Delta.
When news broke in April about the girls’
kidnapping from a school in the village of Chibok,
near the Cameroun border, Davis, who had
recently moved to Perth from London, decided he
could not sit on his hands.
During the journey in North-eastern Nigeria, his
life was threatened more than once, but his
Australian passport saved him.
“When confronted by groups with an AK-47 in my
face they'd say, ‘you are American, we have to kill
you’,” Davis said.
“When you say, no I’m not American, they think
you are British, and say you will still die, but when
I said I’m Australian, they said that’s all right. I
have no idea why but it’s certainly been helpful.”
The devout Christian managed to smuggle out of
the country footage of a handful of schoolgirls
who escaped from Boko Haram.
They detail the atrocities they endured, including
being raped almost on a daily basis.
Following media reports that nobody knew where
the girls were, he decided to reach out to his
contacts.
“I made a few phone calls to the Boko Haram
commanders and they confirmed they were in
possession of the girls,” he said.
“They told me they’d be prepared to release some
as a goodwill gesture towards a peace deal with
the government, so I went to Nigeria on the basis
of being able to secure their release.”
Arriving in Nigeria, Davis quickly set up talks with
commanders and he believed he had brokered a
deal.
Fearing being arrested, the Boko Haram
commanders - holding the girls across the border
in Cameroun - had a list of conditions.
They wanted the military to stand down and
promised to drop the girls in a village before
phoning to give their exact location.
Davis said they lived up to their promise, but in a
region ravaged by war and corruption, the rescue
was sabotaged.
“The girls were there, 60 girls, there were 20
vehicles with the girls,” he said.
“We travelled for four-and-a-half hours to reach
them, but 15 minutes before we arrived they were
kidnapped again by another group who wanted to
cash in on a reward.
“The police had offered a reward of several million
naira just 24 hours before we went to pick them
up.
“I understand, from the Boko Haram commanders
I spoke to, the girls eventually ended up back with
them.
“I don't know what happened to the group that
took them but I suspect it wasn't good,” he
disclosed.
Davis said a young man kidnapped by Boko
Haram and used as a driver later helped a handful
of girls to escape.
One kidnapped girl, who managed to avoid having
her mobile phone confiscated by turning it off and
hiding it in her bra, managed to call her family
while hiding in bushes, but had no idea where she
was or which direction she should be heading.
After being told to walk west by following the
sunset each evening, the four girls managed to
cross the border from Cameroun and into Nigeria
before being reunited with their families.
So far they are the only girls to have escaped
from a Boko Haram camp.
When Davis later tried to contact, via text, the
young man who helped them, he received a
sobering reply.
“The person you are trying to contact has gone on
a journey from which there is no return,” the reply
read. “He was an infidel.”
Davis said the longer he stayed in Nigeria the
more it dawned on him the kidnappings would not
end.
“It became very clear that if I was able to get 50
girls released, then another group would kidnap
70 or 80 more. So by freeing 50 you were
consigning 70 or 80 more to the same fate,” he
explained.
Davis said initially journalists from around the
world including CNN, the ABC and BBC flocked
into the country, but they concluded it was far too
dangerous to send any crew into the North-east
of the country.
He said since then, the violence in North-east
Nigeria and the threat of foreign journalists being
kidnapped and beheaded, there has been limited
coverage of the crimes being committed by Boko
Haram.
“Boko Haram used to telephone Nigerian
journalists and give them a story, but that doesn't
happen anymore,” he said.
“They go straight to social media. They post their
own material and they’ve learnt to become very
savvy on social media and use it as an
instrument to terrorise.”
Davis, who has a PhD in political geography, has
worked as an adviser to former President
Olusegun Obasanjo and the late President Umaru
Musa Yar’Adua.
He also worked for Shell in Nigeria in an advisory
capacity between 2002 and 2004.

A man who
worked in a morgue admitted to having
sex with female corpses while at work,
federal officials said.
Kenneth Douglas, of Hamilton Co. , Ohio,
admitted in court that he sexually abused
three corpses while he was drunk or on
drugs, but he had sex with up to 100
bodies, he said in a deposition.
"I would just get on top of them and pull
my pants down," said Douglas, who
worked the night shift at the morgue
from 1976 to 1992.
A jury might conclude the former coroner
and morgue director failed "recklessly and
wantonly" to supervise Douglas, the 6th
U.S. Circuit Court of Appeals ruled Friday
in allowing the suit to continue.
The panel cited evidence that Douglas'
supervisors were aware he was drinking
and also having sex with live women
while on the job, WCPO reported .
Douglas' wife testified in a deposition that
he reeked of sex when she picked him up
from work. She said she called the
coroner's office and reported him, but the
morgue supervisor told her to stop
calling.
The families of the three victims sued the
county in 2012.
Douglas, now 60, was convicted of gross
abuse of a corpse in the cases of Karen
Range, Charlene Appling and April Hicks
in 1991 and 1992.
Douglas also admitted to having sex with
bodies being stored while awaiting
autopsies.
Douglas' crimes didn't come to light until
2008 when DNA connected him to semen
found in Range.
Range's killer, David Steffen, had admitted
slaying her but denied raping her.
In 2008, Douglas pleaded guilty in the
Range case and was sentenced to three
years in prison.
In 2012, he pleaded guilty again in the
Appling and Hicks cases.
Their families sued that year.
It was the fourth time the county was
sued for failing to protect bodies in the
morgue.
"I can't explain this at all," Hamilton
County Prosecutor Joe Deters said at the
time.
Dr. Frank Cleveland was the coroner
when Douglas sexually abused those three
corpses. Cleveland died in 2011.
"If I hadn't had anything to drink when I
went to work, it wouldn't happen," said
Douglas. "I would do crack and go in and
drink and go in."
Douglas' wife said she called the morgue
supervisor about her husband smelling
like sex and alcohol after work.
"He said, 'Whatever happens on county
time and on county property is county
business,'" said Douglas' wife.
The county ignored the warning signs,
according to Al Gerhardstein, one of the
families' attorneys.
"The county had plenty of notice that
Douglas was coming to work and was
present at work while he was under the
influence of alcohol and drugs,"
Gerhardstein said. "Had he been stopped,
these women would not have been
abused."
The county argued it should not be held
liable because the cases involved
unknown criminal acts of an employee.
The appeals panel opinion upholds earlier
rulings by a lower court, including
rejecting federal constitutional violation
claims by relatives of the women whose
corpses were abused.
The prosecutor's office is reviewing the
appeals court opinion, a spokesperson
said Friday.

is been quite a while; what’s been happening?
I am working on a lot of projects at the moment; I
am still organising comedy shows. l am currently
working on something for my music. I have a
band called ‘Reel Laif Band’ and we are performing
at the Encomium black and white ball holding this
Sunday.
The news is going round that you are working at
becoming the governor of your state. What is your
take on this?
Yes, I am working on that project too at the
moment.
Would you call yourself a politician?
I cannot really call myself a politician, but l am
someone who prays and wish for things to get
better than it is in this country. I believe I can help
to achieve what my brother started in Rivers State.
It is a known truth that Port Harcourt was the
Garden City of this great country, but we lost that
glory because of poverty and neglect, coupled with
incessant militancy and kidnapping. Governor
Amaechi has done well for the State, but we still
need good hands after he leaves to continue the
good work.
If you are not a politician then why do you want to
be the governor of Rivers State?
Becoming the governor of Rivers State was not
something that came up overnight. It was not on
my radar back then. The people of Rivers State in
the Diaspora and those in the State have been
clamouring for me to come out as an aspirant.
They believe I have what it takes to go for it. It just
dawned on me that I indeed have what it takes. I
have given it a serious thought and have given in
to their pressure.
These people who have been bothering you,
would they sponsor your election, if yes, who are
they?
Yes, they will. But I do not want to disclose their
names for security reasons.
Will you use a political party at the end of the
day?
Yes, we shall, eventually, but I do not want to
unveil that now.
In your future party, do you think an aspirant from
your party will be going for the presidency?
Yes, when the time comes it will be revealed.
How is the comedy business these days?
Comedy business is going well. You know it’s one
of the biggest businesses in Nigeria now as it
helps to relax our tensed nerves. People who
laugh a lot tend to live longer. Comedy is so
important that even people outside the shores of
Nigeria know about it before us. Obasanjo was
someone who practiced it while he was in power.
What else do you have up your sleeve?
I have a studio and I also own a construction
company.

The victory celebration of All Progressive Congress

Dr. Kent Brantly, the American doctor infected with
Ebola released a statement Friday afternoon— his
first since being brought back to the U.S.
Brantly was working for humanitarian organization
Samaritan’s Purse in West Africa, treating Ebola
patients at a Liberia hospital when he contracted
the deadly virus. On Saturday, August 2, he was
flown to Emory University Hospital, where he has
been in isolation while receiving care.
He released the following statement through
Samaritan’s Purse:
“I am writing this update from my isolation room at
Emory University Hospital, where the doctors and
nurses are providing the very best care possible. I
am growing stronger every day, and I thank God
for His mercy as I have wrestled with this terrible
disease. I also want to extend my deep and
sincere thanks to all of you who have been praying
for my recovery as well as for Nancy and for the
people of Liberia and West Africa.
“My wife Amber and I, along with our two children,
did not move to Liberia for the specific purpose of
fighting Ebola. We went to Liberia because we
believe God called us to serve Him at ELWA
Hospital.
“One thing I have learned is that following God
often leads us to unexpected places. When Ebola
spread into Liberia, my usual hospital work turned
more and more toward treating the increasing
number of Ebola patients. I held the hands of
countless individuals as this terrible disease took
their lives away from them. I witnessed the horror
firsthand, and I can still remember every face and
name.
“When I started feeling ill on that Wednesday
morning, I immediately isolated myself until the
test confirmed my diagnosis three days later. When
the result was positive, I remember a deep sense
of peace that was beyond all understanding. God
was reminding me of what He had taught me years
ago, that He will give me everything I need to be
faithful to Him.
“Now it is two weeks later, and I am in a totally
different setting. My focus, however, remains the
same—to follow God. As you continue to pray for
Nancy and me, yes, please pray for our recovery.
More importantly, pray that we would be faithful to
God’s call on our lives in these new
circumstances.”
Fellow American Nancy Writebol, who was working
for U.S. mission group SIM, was also infected with
Ebola. She returned to the U.S. Tuesday and is
also at Emory receiving treatment.
In a press conference August 1st, Emory’s Dr.
Bruce Ribner, said this would be the first time a
patient with the Ebola virus would be treated in the
U.S. and Emory is taking safety precautions
seriously.
The patients were placed in the hospital’s
containment unit, which is discrete from the rest of
the hospital.

sons in a car crash.
Hamza El-Rufai died Tuesday morning in Abuja.
The father of the deceased broke the unfortunate
news on his faceboook page at about 8:00 am
today.
Confirming the incident, El-Rufai in a statement
posted on his Facebook page wrote: “From Allah,
we came and to Him we shall return. Please join
our family in praying for the repose of the soul of
my son, Hamza El-Rufai who died in a motor

The Lagos State Government disclosed, yesterday,
that the Nigerian Ambassador to Liberia, Chigozie
Obi Nnadozie, three staff of the Economic
Community of West African States, ECOWAS, and
55 others had contact with the victim of Ebola
Virus Disease, EVD, Patrick Sawyer, who died in
Lagos, last Thursday.
The Joint Federal and State Team in collaboration
with other health organisations on prevention of
Ebola outbreak in Lagos, has begun monitoring of
the 59 persons that had contact with the victim,
who died of Ebola Virus Disease, EVD, in a private
hospital in Lagos, last week.
Addressing a joint press briefing, yesterday, on the
update of the Ebola virus disease, Director National
Centre for Disease Control, NCDC, Professor
Abdulsalim Nasidi, and Lagos State Commissioner
for Health, Dr. Jide Idris, explained that out of the
59 persons that had contact with the Sawyer in
Lagos, 44 were hospital contacts (38 healthcare
workers and six laboratory staff) and 15 airport
contacts comprising three ECOWAS staff – driver,
liaison and protocol officer, Nigerian Ambassador
to Monrovia, two nursing staff and five airport
passenger handlers.
Appeal for calm
Idris, who appealed for calm, said right now, 20
contacts had been physically screened. “The
airline manifest has not been provided by the
airline at the time of this report and therefore, the
precise number of passenger contacts is yet to be
ascertained, especially as two flights were involved
Monrovia – Lome and Lome – Lagos. There was
no report of medical incident filed and the General
Declaration report of the flight.”
Idris who stated categorically that only one case of
imported Ebola and one death has been recorded
in Lagos, said: “No Nigerian is infected, but all
contacts are being actively followed. We call on all
Nigerians to be calm and not panic and I do
hereby assure them that both the state and Federal
governments are up in arms to ensure that the
virus did not escape and that no Nigeria is infected
with this virus,” he stressed.
Preliminary investigation
It was further disclosed that preliminary laboratory
investigation conducted by the NCDC AI virology
laboratory of the Lagos University Teaching
Hospital, LASUTH, and the Redeemers’ University’s
World-Bank Funded African Centre of Excellence for
Genomics of Infectious Diseases (ACEGID) detected
viral DNA and in both blood and urine samples
obtained from the patient were positive for the Pan
Filo virus analysis and Ebola Zaire MGB virus strain
– specific analysis. Samples were also collected
for further confirmation at the WHO, collaborating
laboratory for Ebola in Dakar.
Meanwhile, an isolation ward has been designated
by the Lagos State Ministry of Health at the
Infectious Disease Hospital, Yaba for case
management. The designation of three other health
facilities was said to be under way.
Idris explained that adhering strictly to WHO
guidelines, the body of the deceased patient was
decontaminated using 10 per cent sodium
hypochlorite and cremated, with the permission of
the government of Liberia. “A cremation report has
been prepared for dispatch to the family. The
vehicle that conveyed the remains was also fully
decontaminated.”
Nasidi, who allayed fears that EVD cannot be
acquired through mere coming into contact with
the EVD patient, disclosed that effort to send the
packaged sample of the decease to Dakar failed as
the courier company turned it down.
“We were disappointed that the courier rejected the
sample. That is why we immediately sought the
second opinion of World Health Organisation, WHO,
recommended laboratory which is International
Centre for Genomics. We are still going to dispatch
it to Dakar, most likely first thing today but the
WHO has accepted this result.”
Nasidi explained further that even dead bodies of
EVD could be more dangerous in terms of
transmission.
Case management
To ensure appropriate case management and
infection prevention and control, he explained that
an isolation ward has been designated by the
Lagos State Ministry of Health at the Infectious
Disease Hospital, Yaba for case management,
adding that the designation of three other health
facilities is under way.
Further, he disclosed that a total of 100 Personal
Protective Equipment, PPEs, have been procured
by the Nigeria Centre for Disease Control, NCDC,
and Federal Ministry of Health, FMOH and
distributed to the private hospital and the state
Ministry of Health and WHO also donated 250 PPEs
to the NCDC/FMOH.
On how the corpse was decomposed, the
Commissioner said the state adhered strictly to
WHO guidelines, the body of the deceased patient
was de-contaminated, using 10 per cent sodium
hypochlorite and cremated, with the permission of
the government of Liberia. “A cremation report
has been prepared for dispatch to the family. The
vehicle that conveyed the remains was also fully
decontaminated,” he added.
Recognising the importance of involving the
community early in the response, he stated that
already the various communities, traditional and
religious leaders have been alerted about the
disease and urged to report promptly to healthcare
workers of any suspected case.
Categories of EVD
Explaining categories of Ebola Virus Disease, EVD,
spread, he explained that “those who come in
direct contact of excretions of the dead are primary
high risk group; the second group are those that
come in contact with facilities used to actually treat
or handle these patients; the third category are
those who come in contact with those who came in
very closed contact with the victim or the dead
body. However, the fourth category is those who
are within the areas of active transmission of the
virus.
“It is also important we clarify a question of
whether any of the contacts has been tested - the
two laboratories are on standby for 24 hours and
we have the APIN and the laboratory committee on
the group screening one on one, and taking
temperature of the contacts twice a day – morning
and evening. We are following WHO criteria and the
special protocol that you screen only the blood of
only those contacts that start developing
symptoms. We are going to identify few of them
that we’d already known that came directly in

the time for them to desist from consuming it.
Similarly, he noted that some communities that
worship bats and keep them in their houses
should be very careful and stop the act.
Burials
On burial ceremonies of people who died from
EVD, he said it had been shown that 40 per cent of
the cases of Ebola virus spread was from the
mishandling of the burial of the dead bodies. He
warned that in case of any Ebola death, people
should not just go and bury but contact public
health officials.
Preventive tips
President of the Nigerian Academy of Science,
Professor Oyewale Tomori, who commended the
state government for its prompt response, harped
on the rules of hand washing and infection
control. “There is no need for panic if we follow
the rules of hand washing and infection control.
There is need for Nigerians to be at alert as it is
happening within the West African countries. There
is absolutely no need to panic, he insisted.
“Where it has spread, it is because people have
abandoned the rules of hand washing and infection
control; we shouldn’t have diseases like Ebola if
we maintain the rules of hand washing. Where
people have followed the rules of hand washing, we
must be at alert; we are not out of the wood yet.
We must continue to be at alert. We need to be
washing our hands but no reason to panic.” He
explained that domestic animals are not carriers of
Ebola virus and people who are rearing domestic
animals such as pig should not be afraid.
Also speaking, the Special Adviser to the Governor
on Public Health, Dr. Yewande Adeshina urged
residents and health officials in the state to report
any suspected case of Ebola virus immediately.
Adeshina appealed to residents to reduce the risk
of contracting the disease by observing high
standard of hygiene through washing of hands
often with soap and water.
“Avoid close contact with anyone who is sick and
ensure that objects used by the sick are
decontaminated and properly disposed because
fluids from an infected person are extremely
dangerous,” Adeshina urged residents.
NCAA suspends A_SKY Airline operations to
Nigeria
Meanwhile, the Nigerian Civil Aviation Authority,
NCAA, yesterday, said it has suspended all A_SKY
Airline operations to Nigeria with immediate effect.
The airline flew the Liberian infected with the Ebola
virus into Lagos, which has created panic and
diverted world attention to Nigeria.
