ABUJA —One year after he became the President of Nigeria, Muhammadu Buhari has said he is still shocked at how former President Goodluck Jonathan conceded defeat in the March 28, 2015, presidential elections and handed over the reins of power to him. The President said it was such an incredible development that a man who had occupied various political offices as a deputy governor, governor, vice president and president could easily relinquish power to the opposition party, adding that Jonathan had by this gesture, distinguished himself as a generous and gracious man. Buhari, who gave glowing tribute to his predecessor while hosting State House Correspondents to a luncheon at the new banquet hall of the Presidential Villa yesterday, was offering retrospective highlights of his early days in office after his inauguration. He said that the last one year had been “a tumultuous year for everyone in the villa'', revealing that it was the congratulatory call from Jonathan made that prompted him to visit the Villa in with former Head of State, Abdusalami Abubakar, for appreciation. He said: “I will talk about my experience here in Aso Villa. I underrated the influence of the PDP for 16 years, watching from outside as three consecutive governments went by. “When we came, there were 42 ministries. We cut it to 24. This is where I pay my respect to former President Goodluck Jonathan. This is actually a privileged information for you. He called me at a quarter past five in the evening. He said good evening Your Excellency sir and I said good evening. ‘’He said I have called to congratulate you and have conceded defeat. Of course, there was dead silence on my end because I did not expect it. I was shocked. I did not expect it because after 16 years, the man was a deputy governor, governor, Vice President and was President for six years. “For him to have conceded defeat even before the result was announced by INEC, was quite generous and gracious of him. “Abdulsalam recognized the generosity of Jonathan to concede defeat and said we should go and thank him immediately and that was the first time I came here.” The President stated that reducing the Ministries to 24 from 42 was the best decision to take in the face of the circumstances his government found itself. “We had to do it on our own we found out that government could not continue with 42 ministers and the paraphernalia of office. So, we cut it down to 24. We had to cut down half the number of permanent secretaries and then do some cross postings”, he said. On what civil servants did to 2016 Budget President Buhari, however, regretted that some civil servants within the budgetary system “padded” his first budget for the country. He said it was a “nasty experience” for him and his Ministers, who spent sleepless nights putting the document together. He said: “For somebody like me, for the first time I heard what is called padding. ‘’I think we will recover by the fourth quarter of the year. There were very serious development which I never knew about. “So, really it was a nasty experience for us. It was also a nasty experience for some of the ministers who were never in government. For them to sit down day and night to work. I saw them. Some of them literary lost weight because they were sleeping less and eating less. Working on every kobo to be spent. “Because we became a mono-economy of oil-rich Nigeria, everybody relied on oil and forgot about solid minerals, agriculture, making and exploring things. We recently just found out that we are poor because we don’t have anything to fall back on. Nigeria has claimed the rescue of a second Chibok girl, just days after the first, but campaigners on Friday cast doubt on her identity and attention turned to the circumstances of the releases. Until this week, rebel fighters held 219 of the 276 students abducted from the Government Girls Secondary School in the remote town of Chibok on the evening of April 14, 2014. Fifty-seven escaped in the immediate aftermath of the kidnapping, which provoked global outrage and brought unprecedented attention on the conflict, which has killed at least 20,000 since 2009. - Not on the list - The head of the Abducted Chibok Girls Parents group, Yakubu Nkeki, said unlike the first announcement about Amina, the military had not contacted them beforehand to establish the second girl's identity. Only two girls with the surname Luka were on the list of abducted girls and none was from Madagali, in neighbouring Adamawa state, as the military said the second student had claimed, he added. The military said the teenager was believed to be a Christian pastor's daughter but Nkeki said there were only four priests on the list of parents and none was called Luka. "I can say in my capacity as the head of the Chibok Abducted Girls Parents group that this girl is not among the abducted Chibok girls," he told AFP. The head of the BringBackOurGirls campaign group in Abuja, Oby Ezekwisili, said they were "overjoyed" at the rescue but tweeted: "We have asked for some further verification of her identity." A senior military source stood by the army's statement, saying it was "beyond reasonable doubt" that she was among the girls snatched. "The military personnel who carried out the rescue operation and the civilian vigilantes who assisted them and those who know the girl confirmed that she is among those abducted," he added. "We can only change our position if the principal of the school or the government of Borno state come out and refute this established identity of the girl." - Sign of talks? - This week's developments have raised hopes that the remaining students will be released and follows a so-called "proof of life" video sent to the government earlier this year. Until then, none of the kidnapped schoolgirls had been seen since May 2014, when they were shown in a Boko Haram video, apparently converted to Islam and reciting passages from the Koran. Nigeria's government was cautious about the "proof of life" video because of difficulties establishing whether those who sent it had the authority of the group's leadership to request talks. Security analysts tracking the conflict suggested Amina may have been released as a gesture of "good faith" by Boko Haram elements rather than by simply military action. Ryan Cummings, from Signal Risk, said escape was unlikely given that the Chibok girls were said to have been heavily guarded at militant camps in the Sambisa Forest, a vast semi-desert scrubland. "It seems very fortuitous that the hostage (Amina), child and BH husband just happened to run into a CJTF (civilian joint taskforce) patrol as described", he told AFP in an email. A security source told Vanguard that they released them on Wednesday evening. Released were Samuel Emiko and Alfred Timedi, ( Itsekiri) and Isaac Edinde, Henry Arogboritse and Kelvin Mordi (Ijaw), arrested by soldiers while on surveillance duty for a contractor to Chevron. Ijaw leader, Chief Godspower Gbenekama, who is among the leaders that raised dust over the arrest confirmed to Vanguard, “Yes, I am aware that they released them on Wednesday night, I want to thank you people in the media for crying out for us.” “The released workers were asked to report next Wednesday,” a security source, who also confirmed their release, told our reporter. The Palace of the Oba of Benin in Edo on Friday announced that the monarch, Oba Erediauwa, had passed on. The Iyase of Benin, Chief Sam Igbe, who made the announcement in Benin City, said that the Oba passed on at Ugha- Ozolua, situated inside the palace. The News Agency of Nigeria (NAN) reports that before making the disclosure, Igbe, dressed in a red and white attire, performed series of consultations along with other palace chiefs, including the Esogban of Benin, Cheif David Edebiri. The Acting Director-General, National Centre for Women Development, NCWD Abuja, Abdulmalik Dauda, is dead. Mohammed Aliyu, protocol officer to the D- G, confirmed the news to NAN, saying Dauda died in an accident which occurred along Abuja-Kaduna expressway on Friday. He said the deceased was returning from an official assignment. Dauda took over from Onyeka Onwenu on February 16, 2016, following the removal of 26 heads of government agencies and parastatals. Born on August 27, 1959, in Niger state, Dauda was survived by two wives and five children. A popular Burundi comedian known as "Kigingi" was arrested this week after poking fun at the president, his family said Friday. Humorist and Buja FM radio host Alfred Aubin Mugenzi was arrested on Tuesday evening by Burundi's National Intelligence Service (known by its French acronym, SNR) and charged with insulting President Pierre Nkurunziza. He was apprehended at a hotel in Muramvya, 50 kilometres (31 miles) east of the capital, while on a promotional tour for a beer company. "He was transferred to Bujumbura and is being held in the SNR dungeons, but no one has been allowed to see him", said a concerned relative, who did not want to be named for fear of repercussions. The relative said Mugenzi's family fears the funny man may suffer the same fate as others taken by the SNR, who rights groups say are commonly tortured or simply disappeared. Many hare reported to have died in jail. SNR officers told the relative that Mugenzi was arrested "for contempt of the head of state" after a skit he performed in neighbouring Rwanda last year, in which he lampooned football-mad third-term Nkurunziza, showing him refusing to leave the pitch despite receiving two yellow cards. Nkurunziza's refusal to stand down after two terms and instead run for a controversial third mandate in 2015 triggered bloody unrest, a failed military coup and months of violence that has killed hundreds of people and driven a quarter of a million to flee the country. Nkurunziza, a born-again Christian and former sports teacher, is the player-owner of Hallelujah FC, where he is frequently the top scorer. An intelligence official confirmed Mugenzi's arrest saying the comic routine was "insulting the president". The Independent National Electoral Commission (INEC) says it will conclude and make returns in the constituencies where voting and collation were done in compliance with the Electoral Act in the Rivers re-run elections. This is contained in statement signed by the INEC Director of Publicity and Voter Education, Mr Oluwole Osaze-Uzzi, on Friday in Abuja. It stated that the decision was arrived at after the commission's Wednesday meeting with the Rivers Resident Electoral Commissioner (REC) , Supervisor and Monitors of the March 19 election. It noted that the commission had considered the submissions of the officials and undertook an audit of its personnel deployed as polling officials and for related duties in the elections. It acknowledged that there were some challenges in its operational efficiency, especially as it concerns the production and customisation of result sheets used for the election. ``Specifically, there was omission of the original watermark in the result sheets for a few polling units in three federal constituencies. ``There was also omission of some delineation details in 47 of over 20,000 booklets produced." It added that political parties that participated in the election and their agents witnessed the distribution of all the election materials. ``The commission wishes to emphatically state that there were no fake result sheets or any fake materials used in the conduct of the election." It restated the commission’s decision to uphold the declarations and return made in the federal constituencies where elections had been concluded. ``Similarly, INEC will conclude and make returns in constituencies where it is satisfied that voting and collation were done in substantial compliance with the Electoral Aact and our guidelines. ``Further details as to the constituencies and nature of the exercise will be announced by the REC in the next few days." It added that INEC would at a date to be decided, conduct fresh elections in all local government areas, constituencies and polling units where March 19 elections were disrupted before voting was concluded. This, according to the statement, will start with the accreditation and voting. ``Even so, this will only be after due consideration with stakeholders and subject to the advice of security agencies and guarantees by the political parties, candidates and their supporters." Following reports of violence by youths in Rivers state under the sponsorship of some politicians, the Independent National Electoral Committee (INEC) has suspended the ongoing National Assembly election in the state. The Resident Electoral Commissioner (REC) in Rivers state, Aniedi Ikoiwak, confirmed the cancellation of elections in four different local government area (LGAs) in the state. The election was scheduled to hold in 23 LGAs, 319 wards and 4,442 polling units of the across the state. Elections were, however, cancelled in Bonny, Gokana, Abua/Odual and Andoni local government areas of Rivers state. Aniedi confirmed this while speaking with newsmen at the INEC secretariat in Rivers state. He acknowledged that widespread irregularity had marred the election and that youths in the areas refused to allow the electoral officers move election materials from the voting centers. The REC stated that: “Actually we deployed our electoral materials since Thursday and today we have had the experience that most of our materials were not allowed to move from the RAC centres and even when we tried to deploy to the RACs, we were accosted.” “In the overall, we are hearing reports that elections held.
