President Muhammadu Buhari yesterday said the nation was passing through a challenging moment as a result of the total breakdown of its core values over the years.
The president lamented that the country was currently in a difficult situation “where hardly anything works in a normal manner.”

He was speaking at the Banquet Hall of the Aso Rock Presidential Villa in Abuja while launching the National Re-Orientation Campaign tagged “Change Begins With Me.”
According to the president, there is no doubt that the country’s value system has been badly eroded over the years.
He said it was safe to say that honesty, hard work and Godliness have given way to all kinds of manifestations of lawlessness and degeneration in the national life.
He said that was why his administration had, among its cardinal objectives, change, which implies the need for a change of attitude and mindset in everyday life.
The president maintained that he needed not mention the serious efforts his administration had engaged in, since its inception, on the fight against corruption in public life.
He noted that with the progress achieved so far in the anti-graft war, the government felt the need to put in place the necessary sustainable framework for action and measures that would help to entrench and consolidate that progress.
Buhari said this could best be maintained through attitudinal change as well as the change of mindset in private and public life.
He lamented that the long-cherished time-honoured, and time-tested virtues of honesty, integrity, hard work, punctuality, good neighbourliness, abhorrence of corruption as well as patriotism had given way in the main to dishonesty, indolence, unbridled corruption and widespread impunity.
The president urged all Nigerians to adopt a change from their old ways of doing things, saying “we cannot fold our arms and allow things to continue like this.
“We must resist the temptation to fall back on the same partisanship, pettiness and immaturity that have poisoned our country for so long. Let us summon a new spirit of responsibility, spirit of service, of patriotism and sacrifice, Let us all resolve to pitch in and work hard and look after, not only ourselves but one another, What the current problem has taught us is that we cannot have a thriving army of rent seekers and vested interests, while the majority suffers.”
He noted that rather than sit back and complain endlessly, his administration had decided to act pragmatically with the launch of the National Re-orientation Campaign.
President Buhari also stated that the campaign would not be a sprint but a marathon that would run the course of his tenure.
He said his government was under no illusion that the changes it seeks would happen overnight, “but we have no doubt that the campaign will help restore our value system and rekindle our nationalistic fervour.”
He appealed to all Nigerians to be part of the campaign, saying the citizens must realize that “the change they want to see begins with them, and that personal and social reforms are not theoretic exercise. If you have not seen the change in you, you cannot see it in others or even the larger society. In other words, before you ask ‘where is the change they promised us’, you must first ask how far have I changed my ways ‘what have I done to be part of the change for the greater good of society”.
President Buhari congratulated the Ministry of Information and Culture and the National Orientation Agency for conceiving the campaign.
He charged all stakeholders to pursue it with vigour and ensure its sustenance by taking it to all the nooks and crannies of the country “with the aim of getting the buy in of the old, the young, the rich, the poor irrespective of gender or other social positions.”

The Federal Government has uncovered a firm which supplies militants the explosives with which they have been bombing oil installations in the Niger Delta.
The firm was said to have diverted 9,000 kilogrammes of nitro-glycerine explosives and 16,420 pieces of detonators to the militants for “illegal use”.
National Security Adviser (NSA) Maj.-Gen. Muhammed Babagana Monguno yesterday said investigation revealed that the explosives allegedly diverted by Nigerian Development and Construction Company (NDCC) based in Koko, Delta State, were being used by militants to bomb oil installations and facilities.
According to him, an inventory of the records of explosive magazines and quarries in the region, revealed the diversion of a large quantity of explosives and pieces of detonators.
NDCC, an importer and seller of explosives, has been sealed off, and its explosive’s licence withdrawn.
The company has also been blacklisted.
Six people – a store officer and five security operatives – have been arrested and are being interrogated, Gen. Monguno said.
He added: “Right now investigations have been conducted and I can assure you they are deeply culpable and appropriate actions will be taken. Let me once again reiterate that any individual or company that operates outside the confines of legitimacy and legality will find himself or itself to blame. I also want to add that the government of the day will not listen to any influence peddler in the society on behalf of any company that decides to sabotage national security.”
Further explaining the development, Minister of Solid Minerals Development Dr Kayode Fayemi, in a statement by his media aide, Yinka Oyebode, said: “This is in addition to the blacklisting of the company and withdrawal of its explosive licences.
“The development is sequel to investigations by the office of the National Security Adviser (NSA), which revealed that the company was involved in illegal diversion of about 9,000 kg of Nitro-glycerine explosives and 16,420 pieces of electrical detonators from its magazines between 2015 and 2016.”
The minister warned of manufacturers, importers, sellers and end users of explosives in the country to desist from unprofessional sale, procurement, storage and use of explosives in line with the provisions of the Explosives Act of 1964 , the Explosives Regulations of 1967 and other extant policy directives.
The NSA also accused two companies – Notore Chemical Industry Limited and Indorama Eleme Fertiliser and Chemicals – which were granted the exclusive rights to manufacture fertiliser for local consumption, of exporting the bulk of their products.
The firms granted the licence after the Federal Government banned the importation of fertilisers following discovery that certain grades of fertilisers were being used to manufacture the Improvised Explosive Devices (IED) employed by terrorists.
Gen. Monguno said the ONSA and the Federal Ministry of Agriculture and Rural Development also facilitated necessary importation of raw materials and ensured secured distribution networks with the objective of solving a national security problem and boosting local production of the product thereby boosting the economy.
He said the cumulative annual production of the two companies is estimated at 2.05 million metric tons while the estimated national consumption rate is 1.1 million metric tons leaving the companies with a cumulative export value of about 47 percent.
Gen. Monguno said: “However, the Office of the National Security Adviser has observed with total dismay, some unpatriotic act and abuse of the goodwill of the government. Reports of these companies have indicated that about 71 per cent of the 2.05 million metric tons cumulative annual production is being exported to the detriment of our national economy.
“This has resulted in a spike in the price of urea-based fertilisers in Nigeria with obvious implications on food security in the country.
“In view of the foregoing, I wish to categorically state that the government will continue to adhere to the rule of law, however, it must be noted that the rule of law is not akin to anarchy. Accordingly, this office will not hesitate to close and withdraw the operating licence of any company that exports products without first meeting local consumption. This office and the Ministry will work to put in place measures to assess production and determine exportable quantity by the respective companies.”
Monguno, who was joined by Minister of State for Agriculture, Senator Heineken Lokpobiri and other top officials of the ONSA, noted that due to the unpatriotic acts of the companies, local farmers are suffering lack of fertilisers.
“ I must state that the goodwill shown by the government of this country will not be taken for granted, the fact that we are in a difficult situation in terms of economy and security does not mean that companies and anybody with vested interest should take the government for granted. The president came to power with specific mandate which is clear to all Nigerians and the international community. We will view with very serious consequences, whatever any company does to fall out of line and behave in a manner that will ruin the economy and the security of this country,” he said.
The Head of Sales, Notore Chemicals Industry, Mr. Oscar Okpe, who declined to comment on the allegations, however said the company is committed to equitable distribution of fertilisers in the country. In a telephone interview, Okpe said the company was putting fertilisers in the market and farmers would soon begin to access the products.
However, Indorama Eleme Fertiliser and Chemicals said a statement would be issued on the matter later.

A former driver to renowned Living Faith Church Bishop, David Abioye has converted from Christianity to Islam. Celebrating his thirteenth Jumaat as a Muslim, the Muslim convert said he has adopted a new name, Ismail Haruna. Ismail formerly known as Nicholas Martins said he is happier as a Muslim than he was as a Christian. “My former name was Nicholas Martins but I converted to become a Muslim,” Ismail said. “I was converted at Games Village, Abuja, I am really happy to be a Muslim (laughs excitedly),” he said.

He said he made the decision to drop Christianity after an incident relating to finance mismanagement at the Living Faith, Garden of Faith Church in Kaduna, Kaduna state. Although he did not give details into the crime, Ismail told NAIJ.com he was convinced to drop Christianity when he sacked from his job for accepting doing wrong. “I was a driver to bishop Abioye in Winners, I started working in Canaan Land in 2001 and I worked for five years.
“Something happened and they said that when you say the truth and the same truth will set you free,” Ismail said. He said: “But, I was the only person that rose up and said this is what happened and this is the truth.” Ismail said to his surprise after telling the truth – which was expected to save him – he was laid off alongside two other colleagues of his that were truthful.
“They laid us off and said we should stop working in the ministry. “And I now discovered and said if I am telling you the truth and you are not setting me free and other people that I know that did what we were doing that was not good,” he said.
He said all the other people who committed the same crime retained their jobs after swearing with the bible and denying the crimes. “Even today, I know they are there; they left them there and we that said the truth you refused allowing us continue with our jobs.” Ismail said the incident made him move to Abuja, Nigeria’s capital city. He told NAIJ.com said he had to suffer for about nine years before he could get another job to earn a living. “I now converted to a Muslim because of what happened,” he added. He added: “From 2004 till this year, I was not going to church again because I was just alone thinking.” He said he felt disappointed and his mind was completely made up the moment the truth failed him. During the period he started the new job, he began to admire the lifestyle of his employer. “When I saw him, I knew that this man is really doing what God wanted us to do,” he said. Standards lay the basic foundation for the evaluation/establishment of product quality.The consumer is also protected from the hazardous effect of substandard ,fake or adulterated product [e.g health, environment risks etc] through conformance of products to quality standards. hence, NAFDAC`s role in ensuring and promotion quality issues that would result in safe and wholesome regulated product for export from Nigeria to international markets cannot be overemphasized.
THE NAFDAC MANDATE
The national agency for food and drug administration and control [NAFDAC] was established by NAFDAC ACT N.I Laws of federation of nigeria,2004 to regulate and control the importation, exportation
, manufacture advertisement, distribution, sale and use of food, drugs, cosmetics, medical devices, packaged water/drinks, chemicals [called regulated products].It is also empowered to be the national agency for the registration of food and drugs [regulated products ]by the food, Drugs and Related Products.
ACT CAP F33, Laws of the federal republic of Nigeria 2004.This law states that no regulated products as listed earlier shall be manufactured, imported, exported, advertised, sold or distributed in Nigeria unless it has been registered by NAFDAC. Therefore all regulated products whether for the domestic market or for export must be registered by the agency.The mandate for certifying packaged, processed or semi-processed food commodities for export, previously carried out by the Dept. of Port Health Services, was assigned to NAFDAC in 2003.The agency is now well positioned to take up the challenges of this responsibility specifically.
EXPORTATION OF REGULATED PRODUCTS
1.) EXPORT OF DRUGS/COSMECTICS
E.g drugs manufactured by Emzor, Dana And PZ Pharmaceuticals PLC. In Nigeria, drugs manufactured locally and registered by NAFDAC are in very high demand in the ECOWAS Countries This is as a result of the drastic action taken by the agency under
Prof.Dora Akunyili's management which has drastically reduced the incidence of fake drugs. However, Pharmaceutical export through International tenders are constrained by certain requirements such as the world health organisation certification and the united states food and drug certification.
2.)EXPORT Of Pre-Packaged Food Products
These products are limited mainly to the West African Countries e.g Nigerian Breweries Ltd, Unilever Nig.Ltd, Wamco Nig Ltd etc frequently come to the agency for certification of their products for export. Once these products have current registEration licences and the GMP status of their manufacturing establishments are satisfactory,.A Combined Certificate of Manufacture and Free Sale is immediately issued to the product for export.

REQUIREMENTS FOR INTERNATIONAL MARKET

The world trade organization (WTO) confers the right to any member country to apply measures necessary to products human ,animal and plant life and health.These measures/regulations i.e Sanitary and Phytosanitary measures the safety of food or food ingredients that could adversely affect human beings, plants and animals.

1. REGULATION
The Codex unit of NAFDAC is the custodian of standards guidelines and codes of practice of the codex alimentarious Commission.to provide bench marks for product quality, standards have been laid down to establish the common requirements for all food products thus providing the essential guarantees for protection of public health, consumer protection, honesty of transactions and official monitoring of food products.
Regulations associated with export food control and inspection is generally of 2 types Namely
A. General Regulations; These provide general or common requirements to be met by all prescribed foods for export and subject to export inspection.They also provide details of procedures to be adopted by exporters seeking approval from the Agency for export certificates to export prescribed goods.
B. Product/Commodity Regulations; Each prescribed product or group of products has its own regulations. These regulations contain detailed technical requirements and standards for specific products and their handling, preparation, processing, packaging, labelling, storage and transport. They also provide for the level of additives and maximumum residue levels or contaminats of all sorts.

2. REGISTERATION
An efficient part an effective export control and inspection system is the control of export establishments .A well managed ,Well equipped ,clean and efficiently run establishment is most likely to export safe products of acceptable quality ,where a poorly managed, poor quality, poorly equipped, unclean and inefficiently run establishment is most unlikely to produce goods that are safe and acceptable for export.
3. CERTIFICATION
This is simply a certificate which the Agency issues on any prescribed goods officially approved for export and can therefore be cleared by customs officials at the point of exit. Even after the certificate has been issued,an authorized NAFDAC officer can re-inspect the goods,withdraw them from export if their condition has changed considerably and retrieve the certificate.
The agency issues 2 types of certificates for export;
I. The combined Certificate of Manufacture and Free Sale which certifies to the importing country that the regulated product is manufactured under acceptable conditions and is freely sold in the country of origin.

II. The health certificate is issued on semi-processed or processed Food Commodities for Export.


PACKAGING

Appropriate packaging at all levels of the production chain from harvesting, primary storage, processing, through the final consumer is a critical element in assuring product quality, safety, preserving/packaging and reducing food loss.
It is required that packaging material used for prescribed goods for export meet the requirements of the product regulations ,is new,does not place the acceptability of the goods at risk,is suitable for thee product, does not react with the product and is sufficiently strong to withstand handling during transit.
TRADE DESCRIPTION
This includes;
1. A true description of goods
2. The net contents
3. A list of ingredients in descending order of proportions as required by the product regulations
SAMPLING AND ANALYSIS
The surest way of certifying if goods are fit or unfit for human consumption is through laboratory analysis. The agency (NAFDAC) insists on laboratory analysis of all semi-processed and processed food commodities for export before issuing Health Certificates

6. VESSEL ARRIVES DESTINATION
This usually takes at least to three weeks The time frame depends on the destination.

local price on the other hand range from 10Naira per seed to 2 seeds for 10Naira.
This local price is a function of the point of purchase. For example, bitter kola price in lagos is the one qouted above .Prices from other local areas like in the east or other villages in Ondo state are cheaper than this.
