I am torn between both.

I am going for 11 pro max simply because it's a bit bigger and the three cameras of course. I also don't want to spend too much which is why I am not buying 12

For iphone 13, it's newer and should have much cooler feature. I want to buy the chip unlocked version (which is almost same price as 11 pro max) but never used chip unlocked before and don't know if I won't regret it.

Is the 13 even worth it?

Hmmm, but you know 2012 macbook are of 4 types
13" with LCD
15" with LCD
13" with Retina Display
15" with Retina Display
The 15" are more expensive cause they come with Intel i7 and a bigger display, unlike the 13" that come with i5
Then also having a Retina display, also makes it expensive too.
So the 13" with LCD being the cheapest of the bunch, which I am assuming that's the one you and your friend got.
The 15" Retina Display is the one he has, the most expensive of the 2012 Mac.
So it's not really possible getting that one for the price you mentioned, you can't really enter market with 145k and get a 15" MacBook Retina.

That stuff should not be more than 200k because it's not the one with the NVIDIA graphics card (GT 650).
The one with dedicated graphics card go for about 210-220ish.
250k can get the 15" Retina model 2013 with dedicated graphics (GT 750)
In summary, 250k for 15" MacBook pro 2012 is over priced
While going into market to get a 2012 15" MacBook Retina display for 150k is not possible
