Nigeria presently stands to lose another 550 million dollars recovered from the Abacha’s family to the United States contrary to earlier promise to return same to Nigeria, the Chairman, Presidential Advisory Committee Against Corruption (PACAC), Prof. Itse Sagay has said. He said Nigeria risks losing this fund over stringent conditions given for the return of these loots by countries, particularly the US where some of the nation’s stolen wealth is hidden. He said such conditions include horrendous percentages that are being proposed as recovery charges by some of the countries. Sagay, who revealed this yesterday at a media dialogue on asset recovery and asset return organized by PACAC and the Office of the Special Adviser to the President on Diaspora/Foreign Affairs, said this amount is different from the earlier $480 million forfeited to the US following a court judgment in August 2014. He said these funds are just a fraction of Nigeria’s stolen wealth stashed away in foreign countries including the $505.5 million Abacha loot seized by Switzerland between 2004 and 2006. He said states including the US are bound by the United Nations Convention Against Corruption (UNCAC) to return confiscated funds to states where it originated. He said Article 3 of UNCAC ensures that “States parties are obligated to afford one another the widest measure of cooperation and assistance in ensuring that recovered assets are returned on liberal terms as much as possible.” “Tracing, seizure, forfeiture and the return of Nigeria’s assets laundered outside the country has however been a challenge especially where the support of those nations where the loots are starched away is not gotten. We need no apologies from recipients of stolen assets, our demand is the unconditional return of our stolen national patrimony”, he added. On the need for Nigerians in the diaspora to join in the advocacy to demand for the return of Nigeria’s recovered loots, Special Adviser to the President on Diaspora/Foreign Affairs, Hon. Abike Dabiri said “America has over 400 million dollars that have been officially recovered as stolen funds from Nigeria, but America is keeping the funds, they are telling us about technicalities, they are saying we recover doesn’t mean we can return. “The person who steals is just as guilty as the person who keeps stolen funds. The person who steals is a criminal; the person who keeps known stolen funds is also a criminal. You can’t give us aid of a billion dollars, and keep a billion dollars of funds you have recovered from Nigeria”, she said. The Jigawa State Universal Basic Education Board yesterday said arrangement is in top gear for the commencement of payment of termly stipend of N19, 000 to each girl-child at primary and junior secondary schools in the state. The Executive Chairman of the board, Salisu Zakar, who made the disclosure while chatting with journalists in the Jigawa State capital Dutse, said all girls at basic education level would benefit from the programme that would be bankrolled by a development partner, Global Partnership on Education (GPE). Although, the executive chairman did not give the total number of those to benefit from the project, he said as soon as it was ready it would be known to the public. He said the intervention also captured the parent of the school girl, in which case the parent would benefit from N40,000, a gesture he said was aimed at discouraging parents from engaging girl-children in child labour that prevent them from going to school. “The payment of termly stipend of N19,000 to the girl-child and N40,000 to their parent will soon commence. This will encourage girl-child education in the state to a large extent. As soon as all arrangements, including reviewing the programme is completed, the project will fully come on board.” He said the project had a duration of four years, out of which three years had been exhausted in tidying up the processes, and explained that it needed to be reviewed to make it operate within the original time frame. The Kano State Government has approved N398. 9 million for payment of WASCE and NECO examination fees for 27,268 candidates that passed the minimum requirements of the state qualifying examination. Commissioner of Information, Malam Muhammad Garba disclosed this in Kano on Monday while briefing newsmen on the outcome of the State’s Executive Council Meeting. Garba added that only students with five credits, including English and Mathematics would benefit from the gesture. He said that the state’s 44 local government councils were directed to shoulder the responsibility of such qualified candidates in their domains. The commissioner said the decision was taken based on three options presented to the council by the Ministry of Education. He also said that N774 . 5 million was approved for the drilling of 789 hand pump boreholes and rehabilitation of 163 across the state. At least 8 people have been killed and score injured when multiple explosions hit Maiduguri, the Borno state capital Sunday night, local source said. The Nigerian Police has confirmed the attacks. According to a source, the first occurred at Muna garage area when a female bomber blew up herself while two other suspected insurgents with two AK47 attacked CJTF check point. The civilian JTF successfully killed the attackers. "We killed the two attackers with AK47 raffles and female bombers killed self." The CJTF source disclosed. Also, another two bombers stormed Kalleri ward and knocked at people's door to detonate their IEDs, killing at least five people. Alhaji Mala, a resident told Daily Trust that " we lost three people in Kalleri last night to the bombers; they would knocked on the our doors when we open, they quickly grabbed people and detonated IEDs The PPRO Borno Command DSP Victor Isuku confirmed the attacks. "Preliminary info available is that the explosion occurred at Gariki Muna, which I understand is on the outskirt of town. Details will follow soonest please." DSP Victor wrote on a group Whatapps with newsmen. An Army captain and five soldiers were killed Saturday evening in an evening attack launched by suspected Boko Haram militants on 27 Taskforce Brigade of the Nigeria Army in Buni Yadi, Gujba Local Government Area of Yobe State. A military source told our correspondent, “Some of the soldiers have spent over 20 years in active service and the captain was posted recently to the Brigade before the terrorists struck and killed them.” He said casualty on the side of Boko Haram could not be ascertained because most of them fled with bullet wounds and many copses were seen scattered in the bush. The Brigade Spokesman, Lt. George Okupe, said there was indeed an attack, except that he could not confirm the casualty figure as personnel were currently on the trail of the militants and details were not available. The chief of air staff (CAS), Air Marshal Sadique Baba Abubakar, has disclosed that the Nigerian Air Force will sustain aerial surveillance in the North East to stop Boko Haram terrorists from regrouping. Abubakar stated this yesterday at the NAF Headquarters in Abuja while speaking on the activities and achievements of NAF in 2016. The air force chief revealed that the focus of the Force in 2017 is to ensure that Boko Haram insurgents do not reorganise anywhere in Nigeria after they were chased out of Sambisa Forest, to ensure that they will not have the capacity to constitute any form of threat to troops and to communities. He said the Force will do more in 2017 in terms of ensuring the safety of Nigerians and maintained that NAF personnel will sustain the present level of operations, with support from government. CAS said troops on operations had been operating within the rules of engagement, adding that they adhere strictly to international laws as applicable. He said the NAF had changed the training curricular for recruits, inculcating the respect for human rights. Abubakar said the Force had, in 2016, expanded from four commands to five, as four commands were no longer adequate for the force. He also revealed that NAF would recruit 5,000 non-commissioned officers in 2017. Earlier in his presentation, chief of administration, Air Vice Marshal Lawal Alao had listed NAF’s multiple operations in 2016 to include ‘Operation Safe Haven’, ‘Operation Awatse’, ‘Operation Delta Safe’, ‘Operation Sharan Daji and ‘Operation Lafiya Dole’. He said the bombing attacks and terror activities of Boko Haram in the North East, cattle rustlings/bandit activities in the North West and militant activities/oil vandalism in the South-South and South-West of the country warranted the deployment of Nigerian Armed Forces to the affected regions to restore peace and security. Alao also stated that in 2016, 62 per cent of Intelligence missions were conducted, not only to determine the location of abducted Nigerians but to also provide battle field situational awareness for the land forces. Wednesday’s confirmation of the arrests and detention of the caretaker chairman of Mafa local government, Hon. Shettima Lawan Mafa and the caretaker vice chairman of another local government area, also in Borno State over terrorism-related offences has been generating public commentary, with commentators split in opinion. The Theater Commander of Operation Lafiya Dole, Major General Lucky Irabor told a news conference that Hon Mafa is in military custody where he is answering questions over allegations that he was harbouring a Boko Haram suspect in his private residence in Maiduguri along with the suspect’s father. Irabor said their investigation which is still ongoing, revealed that the father of the suspect approached the chairman and requested him to assist and accommodate his son, a fleeing Boko Haram suspect whom the military later traced to the chairman’s house. Daily Trust investigation however, revealed that a serving councilor with the local government visited the chairman in his house where the suspected Amir (Commander) was also staying and the councilor identified him as the insurgent that killed his father. A resident of Mafa who is conversant with the issue, Bukar Kolo said: “The councilor controlled his temper and called the chairman aside and told him is this not (name withheld)? The chairman said yes. The councilor said ‘what is he doing in your house? You know he was the one that killed my father. He is a confirmed Boko Haram terrorist. Let us invite the military.’ But the chairman pleaded with him to forgive. The councilor left the chairman’s house unsatisfied and proceeded to complain to the military. When the chairman sensed that the councilor will not let it go, he left his house and went to stay in the house of another council chairman in Maiduguri. When the intelligence went to pick the suspect, the chairman was not at home but they left message for him to report to their office.” When this reporter visited the chairman’s houses at 707 and 202 Housing Estates respectively, nobody was present. However, at his house number 2126 at 505 Housing Estate in Maiduguri where his wives live, a young female went into the house and came out to say that his wives said he has traveled to Mafa. A retired civil servant from Mafa, Modu Bulama told this reporter at Mijigne ward of Mafa that “When news filtered Mafa that government was about to appoint him as caretaker chairman, there was a protest. Even when people were not able to travel to Mafa from Maiduguri because the insurgents were all over the place, Hon Mafa was driving to Mafa alone,” he said. But the state Commissioner for Local Government and Emirate Affairs, Hon Usman Ali Zanna in a statement on the issue described the arrested chairman as someone who for years, worked closely with hunters and military commanders in his local government to fight insurgency. “We assure citizens of the 27 local government areas; other concerned Nigerians and the international community that we are usually very thorough in identifying those appointed as local government chairmen, ward councilors, traditional rulers, vigilantes and members of the Civilian JTF unless him or her is verified by the Department of State Security in addition to fingerprints and photographs of everyone captured into a database,” the statement read in part. No sooner than the story of the arrest of the chairman was reported by a section of the media, than the Civilian JTF, led by its leader Abba Sa’adu and the vigilante group of the local government led by Agar Jallabe addressed a joint press conference urging the military to release the chairman because according to the groups, he is a good man. But a youth from the area council that pleaded for anonymity said those that addressed the press are youth loyal to the chairman. But the case of the Mafa chairman, Shettima Mafa, is not the only high profile case the Theater Command is handling in relation to terrorism related cases in the state, as Daily Trust investigations revealed that the military made several arrests of some personalities over alleged cattle-rustling. Those arrested include a Divisional Police officer (DPO), military officers, policemen, Civilian JTF, civilians and the Vice Chairman of Bama local government, Alhaji Ba’ana Gamboye, who has been in military custody when his syndicate, which includes soldiers, was smashed by the military intelligence from the Theater Command over allegations of trading rustled cattle. He is currently in military custody. Speaking to Daily Trust at Dalori IDP Camp, an official of the area council who pleaded for anonymity, said the arrest of the vice chairman and a soldier he has been operating with was effected in Maiduguri. “Our officials were angry when we heard that. He was transferred to Abuja for further investigation. It was in Abuja that I was told he told the investigators that most of the cows belongs to a soldier they were doing their deal together. But that is coming rather late. Let me tell you one thing I noticed. The GOC of 7 Division (Theater Commander) deserves special commendation. We raised money to kill the case but our emissaries came back to say it will not work, as the GOC insists that justice must prevail.” A Borno-born, Kano-based estate developer, Hajja Fatime Ali, said her concern is duration of the local government chairman. But a Maiduguri based legal practitioner, Barrister Bukar Alhaji Waziri of Peace Chambers said the anti-terrorism law permits the military or any other security agency to arrest and detain a suspected terrorist more than the stipulated time provided by the constitution. This is contained in section 1 of the anti-terrorists act. It provides that any person who knowingly does, attempt or threatens to do an act preparatory or in the furtherance of an act of terrorism or commit to do any act is reasonably necessary to promote an act of terrorism or assist or facilitate or harbouring in the activities of persons engaged in an act of terrorism, commits an offence under this act. [i]Two teenage girls who were abducted in Bama, Borno State, by insurgents have identified the picture of the Amir (Commander) that led others to abduct them from their family home, where he was a daily caller before he joined Boko Haram. Maimuna, 17, and Maryam, 15, are Shuwa from the Muhammat family in Bama, where the only male of four children, Usman, was going to secondary school along with a close friend, Abba Fanni. At the Maiduguri residence of the Muhammat family, where they are now living as Internally Displaced Persons (IDPs), the friendly matriarch, Ashe, who only speaks Shuwa and Kanuri declined to speak about her experience with insurgents, as it would remind her how she watched helplessly as armed terrorists, acting on instructions of a boy she helped raise, took away her three daughters and son. Maryam recalled the friendship of the Boko Haram Amir called Abba. “He tried to introduce our brother to some friends, but he was suspicious. Suddenly, we started hearing that Abba had joined the insurgents. He was like a member of our family. When Boko Haram took over Bama, our father fled to Maiduguri and left us in Bama. Abba stopped us one day when we were going to fetch water and told my sister, Maimuna that he loves her and will one day come to marry her.” Maryam and her sisters went back home and told their mother, and they shrugged it off. But a few days after, he came along with armed men on motorcycles to ask for Usman. “When they could not find him, they forced I and my two sisters to go with them. They blindfolded us and whisked us away on the motorcycles to a house in Bama.” Maryam said it was when she was in detention that she got to know that Abba was an Amir. “On our seventh day in the cell, we overheard the insurgents planning to marry us off the following day. We wept but fortunately for us, there was a problem somewhere in Bama around 11am the next morning and all the insurgents rushed there to reinforce. We all sneaked out, with some other detainees and escaped. We got home and escaped with our mum from Bama that same day. Later, our mother told us that after we were taken, the insurgents went back and took away our brother. It’s about three years now and we haven’t heard anything about him.” Maryam said while fleeing Bama, she met some escapees also trekking to Maiduguri through a bush path, on a journey that lasted nine days. “I first stayed at Dalori camp from where I traced my father and other relations.” The girls said shortly after relocating to Maiduguri, they visited the Customs area one day and joined others looking at the poster which showed most-wanted insurgents when they saw Abba’s photo. “We lost control and shouted that this is the fellow who abducted us. President MuhammaduBuhari has approved the membership of a federal government’s team to renegotiate the 2009 agreement with Academic Staff Union of Universities, (ASUU). The team will also deliberate on the agreements reached between the government and the Colleges of Education Academic Staff Union, (COEASU) and Academic Staff Union of Polytechnics (ASUP). Director, Press and Public Relations, Federal Ministry of Education, Ihuoma, C. P, said in a statement that the team which was announced by the Minister of Education, Malam AdamuAdamu, was set up with a view to engendering sustainable peace and industrial harmony in tertiary institutions. The 16-member team was chaired by Dr. Wale Babalakin, a Senior Advocate of Nigeria (SAN). Babalakin, who was adjudged the best pro-chancellor at the time of the negotiations in 2009, headed the agreement implementation committee then. Members of the team included Prof. M.M. Jibril, Pro-Chancellor, Federal University, Lafia, Prof. Nimi Briggs, Pro-Chancellor, Federal University, Lokoja, Senator Gbemisola Saraki, Pro-Chancellor, Federal University, Otuoke, Arc. Lawrence Ngbale, Pro-Chancellor, Federal University, Birnin Kebbi, Prince Alex Mbata, Pro-Chancellor, Imo State University, Owerri, Prof. Olufemi Bamiro and Pro-Chancellor, Tai Solarin University of Education, Ijagun. Others are representatives of Federal Ministry of Education, Ministry of Labour and Employment, Ministry of Finance, Ministry of Justice, Ministry of Budget & National Planning, National Salaries, Incomes and Wages Commission (NSIWC) and Office of the Secretary to the Government of the Federation (OSGF). The Nigerian Army yesterday confirmed the arrest of the Chairman of Mafa Local Government Area in Borno State, Alhaji Shettima Lawan, for alleged link with the Boko Haram terrorists. Maj.- Gen. Lucky Irabor, the Theatre Commander of Operation Lafiya Dole, made the confirmation during a news conference at the headquarters of the 7 Division, Nigerian Army, Maiduguri. “All I can say is that the Chairman is a big supporter of Boko Haram. We heard that he harboured Boko Haram members along with his father. That he kept the Boko Haram members because the father begged him to do so. The Chairman was in the habit of accommodating people that had fled from the bush. At some point he was valuable to us being with the Civilian JTF to fight Boko Haram. But that does not mean we cannot investigate him for a crime especially one like this. The Department of State Services (DSS), has arrested three Boko Haram members in Kano State over planned attacks during the festive season with Improvised Explosive Devices (IEDs). A statement yesterday by a DSS official, Tony Opuiyo, said in continuation of the fight against terrorism, on November 30, 2016, three suspected Boko Haram fighters, Samaila Muhammad, Sanusi Musa and Hudu Muhammad, were arrested at Dirbunde village of Takai Local Government Area in Kano State. Opuiyo said the trio had perfected plans to carry out series of coordinated attacks with IEDs, in selected states of the North-West in November, 2016, to disrupt festive activities during the end of year, and into the new year, 2017. He also said operatives of the Service arrested Sani Digaru, along with one Mohammed Ali, on December 25, along Gombe-Dukku road, in Gombe State. Digaru was, however, fatally shot when he attempted to escape from arrest. The arrest was sequel to earlier intelligence that he was in possession of N2 million meant for the coordination of a terrorist operation in Yobe and Bauchi states. Opuiyo said following offensive against kidnappers and other criminals, the Service apprehended the trio of Abubakar Musa, Ismail Musa and Suleiman Mainasara, on November 29, 2016, at Aduwawa in Benin City, Edo State. He explained that: “Prior to their arrest, they were members of a kidnap gang that terrorised commuters and residents of communities along the major highways between Edo and Kogi states. “Similarly, on November 30, 2016, one Ibrahim Adamu and three of his associates namely; Umar Abubakar, Ibrahim Salisu and Abdullahi Abubakar, were arrested at Ibilio village in Edo State.” He said the quartet were part of a larger gang that specialized in kidnapping along the Edo-Kogi corridor. Opuiyo added that on December 20, 2016, at Katsina-Ala town in Benue State, another gang of suspected kidnappers comprising one Ernest Benze, TerkuraTyokishir alias Mpoto, and Anun Aondona, identified as members of the Terwase Akwaza kidnap syndicate, were arrested for their complicity in kidnap incidents in the state. Opuiyo noted that it would be recalled that the Terwase gang is known for its notoriety and credited with various dastardly and violent acts in the state. The DSS official also said one Usman Sanusi Musa aka Keke, a notorious kidnap kingpin was intercepted by the Service on December 15, 2016, at Sabuwar-Kaura village in Doguwa Local Government Area of Kano State. The Police Joint Tactical Operation Squad attached to Operation Harmony has arrested 17 suspects in cases of arms dealing in different parts of Kaduna State. Deputy Inspector General of Police, Department of Operation, Habila Joshak, who paraded the suspects in Kafanchan Police Area Command after touring crisis-affected areas of Goska, Dangoma and Bakin Kogi in Jema’a local Government Area, said that since the deployment of security personnel in the area, no report of crisis or gun attack had been recorded in southern Kaduna. He said that he and his men were mandated by the IGP, Idris K. Ibrahim to ensure that peace was restored to the area and they were committed to the charge. One of the suspects, a 48-year-old Nelson Kpok, told journalists that he was in the business of arms dealing for several years but denounced the business last year but he was now arrested after his name was mentioned by one of his old customers. Another suspect, Yakubu Dangana, said he possessed a gun only to defend himself after several attacks at his house by armed robbers. The suspects were found with 13 AK47 sample and SMG Model 12 local guns, ammunition and N400,000 cash.
