Can you cite a precedent where someone has held the passport of a country without being the citizen of that country? Wouldn’t that amount to even a more criminal offense?

That's not a criminal offense, Dominican Republic and even Cyprus an EU country all have Golden Visa scheme where wealthy people get Service and Diplomatic Passport for business purposes in their country but can't have any benefits of a citizen like participating in elections
