Let's assune the constitution states that "Any individual found guilty of Corruption should be sentenced to 10years impisonment"...should the seating govt breaks this law anf they're not prosecuted cuz they are in power, they no longer operate under the constitution but on their own law which noe becomes the "Normal Law".. This Normal Law superceeds the constitution because they are no longer governed by it (Note: Whoever is governed by the constitution must obey it. Clearly they have no regard for it because they have refused to obey thereby creating a Law of theirs which acts in their favor).
Since the Normal Law superceeds the constitution, you need a law higher than the Normal Law as the constitution does not dictate the tune anylonger. Here is where the Martial Law comes into play.. it superceeds the Normal Law and the constitution. Thr Martial law thab enforces it own rules which then becomes the constitution...
