AN ADDRESS BY HIS EXCELLENCY, MR. UDOM EMMANUEL, GOVERNOR, AKWA IBOM STATE AT THE 24THCONVOCATION OF THE UNIVERSITY OF UYO, HOLDING AT THE UNIVERSITY PERMANENT SITE, NWANIBA ROAD, UYO, NOVEMBER 3, 2018


PROTOCOL

1. Let me on behalf of the Government and the good people of Akwa Ibom State, welcome the Chancellor of this great Institution, His Royal Highness, the Emir of Hadejia, Alhaji Adamu Maje to our very peaceful, safe and secure State. Permit me to pay special tribute to the Governing Board of this University, the Vice Chancellor, Professor Enefiok Essien (SAN), the academic community, and the entire management and staff of this university for keeping alive and aglow the flame of excellence the founders of this institution had envisioned and made manifest. This great citadel of knowledge has had a rich history of academic excellence, evolving from what was once a College of Education, to a State University and now one of the most sought-after universities by prospective students in the nation. You all deserve a huge pat on the back.

2. We are gathered here today to celebrate a moment of fulfilment, of joy and a deep sense of accomplishment on the part of the graduating students as well as a season of happiness and pride for the parents, relatives and friends who had eagerly looked forward to this day.

3. Let me join hands to share the joy of this day with the graduating students. You have been prepared for the battle of life, you have been shaped and furnaced for the challenges and opportunities life would throw at you. I urge you to go out there and project, distil and exhibit the glowing tendencies that you have internalized while here.

4. But let me tell you quite frankly that the world you are stepping into does not judge people based purely by the Grade Point Average (GPA) you had earned while here. It goes beyond that. You would be judged alongside your academic credentials with the content of your character, the ideals you share, your acute understanding of the immutable concept of right and wrong, your capacity to be curious beyond the areas of your core academic competences.

5. You will be judged by how you comport yourself; how you are able to apply yourself to the realities of the ever-changing or the fluidity of the post-modern world. It is a world that will not always give you what you think you deserve, but will give you what may be expedient at that moment. You must have the capacity and the emotional intelligence to handle these disappointing circumstances while remaining hopeful. The manner you handle these all-but certain situations, which invariably shapes character is what will enable you to come back here some years down the line and tell the graduating students that if you were able to overcome the contours of life they, too, can equally make it. I believe the quality of education you have received here will stand you in good stead to compete with your contemporaries and in the process project the foundational tenets and vision of this great institution as its ambassadors.

6. My Administration believes in education. We share the sentiments of the late South African legend, Nelson Mandela, who once stated “that education is the most powerful weapon that can be used to change the world.” We consider education as one of our cardinal responsibilities, and this responsibility is a social debt we owe this generation and posterity. That accounts for the huge investment we have expended in education.

7. Education remains free and compulsory in this State, from primary to secondary levels. We have generous grants for students in tertiary institution. We also ensure that our students study under the most conducive environment. We have employed some of the most qualitative teachers for our public schools, our belief being that public schools should be funded properly and education received in public schools should be of the same standard with those of the private ones. Here in the University of Uyo, we have done a number of internal roads, in line with the promise I made here in November 2015 during your 21st Convocation. We also remain committed to ensuring that we continue to work in partnership with the University for our overall developmental agenda.

8. I like the overall theme of this year’s Convocation: Creating a World Class University for a Vibrant Nigerian Economy and Sustainable Democracy. I think the University of Uyo is the vanguard of what this theme is all about. World Class Universities can change the economic fortunes of a given society. Today, the State of California is the sixth largest economy in the world, and that growth was made possible through the innovative and technology-driven world of a certain university located in Palo Alto, called Stanford University.

9. Stanford’s main areas of academic inquiry are science and technology and research. It has attracted the best science students or those that are often referred to as technology nerds from all over the world. It was these students whose innovative ideas gave the world the famous Silicon Valley. Today, through Silicon Valley, our world has changed; how we live, how we interact with one another, how we see the world around us - from Google to Microsoft, to Apple to Facebook, Twitter and other major companies whose bottom line sometimes are bigger than the entire economy of several countries combined, Stanford University has given California great prosperity and comparative advantage. Today, the popular saying in the United States is: As goes California, so goes the United States.

10. I have always said that democracy and economic growth work hand in hand. Democracy cannot totally flourish without the corresponding economic growth and prosperity so I want to challenge the University of Uyo to become our own Standard, You can act as an incubator of ideas, nurturing our future Jeff Bezos, Bill Gates, the Paul Allens, the Mark Zukerbergs. We can achieve this, by rejigging our curriculum. In as much as liberal sciences remain the defining blocks of understanding the realities of our social relations; we should begin to tailor our curriculum around the areas of science and technology. We should take concrete steps to bridge the technological gap between the developed world and the developing world.

11. Finally, let me bid our graduating students God’s mercies and divine Favour as they set out on the next phase of their lives. Today, you have been confirmed, certified and found worthy in character and learning to be admitted into the circle of scholars. I implore you, therefore, to be great ambassadors of this University and let the light of the knowledge you have acquired here brighten your road as you navigate your way around career paths and service to humanity.

Akwa Ibom State Governor Udom Emmanuel has elected to lead his team of Campaign Coordinators to the Inspector General of Police who summoned them and accused them of various misdemeanours based on a petition by the All Progressive Congress Chairman in the State, Ini Okopido sent to the President Muhammadu Buhari that he quickly minuted to his Chief of Staff who, in line with orders, minuted to IGP for immediate investigation.

The issue here borders on destruction of Buhari's Presidential campaign billboards in Uyo, Akwa Ibom State , a charge PDP and the Environment Commissioner have denied and clarified. The general plank for the invitation, according to the police, openly revolve around instigation to cause violence.

All the persons invited by the Inspector General of Police curiously are the key officers of Udom Emmanuel Devine Mandate Organisation, the vehicle for Udom's reaction.

Those invited to appear today are the Chairperson of Divine Mandate, Air Commodore Idongesit Nkanga, a retired Nigerian AirForce personal, former head of the Presidential Air Fleet and former Military Administrator of Akwa Ibom State. Also invited by the IGP for questioning is the People's Democratic Party Chairman in the State Paul Ekpo, the Speaker of the State House of Assembly Onofiok Luke, the Commissioner for Environment Dr. Iniobong Essien, the Senior Special Assistant on Security Fubara Duke, the Chairman of Uyo Local Government Council and the Chairman of the Uyo Market Association.

"A security agency established by law has invited us so we have to honour. We obey laws here. It started with the billboard issue and the IGP sent a team from Abuja that investigated and even detained the Commissioner for Environment for no just cause.Is this their concept to intimidate and take over Akwa Ibom State that they have been orchestrating and boasting about ? Acceptability is at the polls. Let's go there. We are ready", a ranking government official in the State said before they boarded an aircraft to Abuja.

"The APC conducted their governorship primaries in this State and three persons were killed, no petitions, no investigations, no arrest, no prosecution. As a fallout from the primaries, a police station was burnt in Okobo Local Government Area, and other sundry but weighty infractions, yet the police looked at the left and ignored the incidences at the right even with photo evidence and outcries", he said.

How can your cousin pay $200 or even $1 for ordinary invitation? $200 is 72k and a lot of money.

She should instead do hotel reservation and apply as tourist. Also she should not lie that she is married when she is not, that is misrepresentation.

Lastly, if the wedding is genuine then why does she have to pay for invitation to a genuine wedding?

In the last 41 months and counting, Governor Emmanuel’s agenda of ensuring food sufficiency and security as well as diversification from petro-dollar to an agro-based economy has seen the light of day with sustainable agricultural projects. Ranging from the Akwa Prime Hatchery to the Coconut Plantation & Refinery project, to the resuscitation of cassava processing factories across the state, the rice processing factory, training of youths in cocoa processing; the Zoning & mapping of cocoa-producing communities in the State, sensitization and training of cocoa farmers in the 24-cocoa producing local government areas in Akwa Ibom State. Ultimately, moving the people from the act of farming to the business of farming.

Governor Udom Emmanuel believes that growing a network of farmers can inspire them to compete with big agribusiness, that’s why his administration has created an enabling environment by partnering to develop and enact good policies that has not only strengthened the Agricultural sector but has brought about food sufficiency and job opportunities. 


Governor Udom Emmanuel came into power in a year where Nigeria experienced food shortage due to a multiplicity of factors ranging from a bad harvest year, and a dwindling purchasing power occasioned by the depreciating value of the Naira.  Without equivocation, this leading sector of Nigeria's economy has been put top on the agenda of his administration.

Being a proactive government, the Udom Emmanuel led administration quickly swung into action and declared a state of emergency in the agricultural sector. His aim was to put food on the table of Akwa Ibom people, and most importantly diversify from the oil-dependent economy. He refurbished and upgraded three 10mt/day cassava processing factories in the 3 Senatorial Districts of Akwa Ibom State, establish a 11000-hectare coconut plantation and refinery project, established a cocoa maintenance scheme (SCMS) for the training of farmers on pruning and shade management under brushing and tree care by fumigation to ensure the improvement of yield from 300 kilogram/hectare to 2000kg/ha over a 3 years period. 

Governor Emmanuel has also facilitated the construction of 33 micro cassava processing mill to carter for the 2100 cassava plantation under the FADAMA programme, his administration has also undertaken the Zoning and mapping of the cocoa-producing communities in the State, and sensitization of cocoa farmers in the 24-cocoa producing local government areas in the State.

The Akwa Prime Hatchery and Poultry, located at Mbiaya, Uruan has dragged to the State enormous benefits that cannot be over- emphasized. Akwa Ibom has since revolutionized the production and export of eggs and other dairy products as Akwa Prime Hatchery produces 10,000-day-old chickens per week. AkwaPrime since April 2018 has crashed the price of mature broilers in the market to N1,000 per bird. With a standing stock of more than 40,000 broilers at her farm, AkwaPrime is today the biggest poultry farm in AkwaIbom State and the largest broiler farm in the region. Several youths have been gainfully employed while others are learning skills on the job.
 
Also, the coconut refinery project is a revenue spinner. So far, the plantation is poised to be the largest in the world and will feed raw materials to the coconut refinery. At full capacity, the refinery would process 300,000 coconuts per day. Virgin coconut oil is now hot cake in the international market and would bring in the much needed foreign exchange to Akwa Ibom as well as improve the economy of the state. 
 
Governor Emmanuel is a leader with passion, vision, integrity, commitment, sincerity of purpose and a clear-cut determination to leave Akwa Ibom better than he met it, and has remain focused even in the face of distractions and paucity of funds. No doubt, his experience in the private sector and corporate governance, as well as the ability to attract investors has been of great benefit to Akwa Ibom state.

The innovative industrialization policy of Akwa Ibom State Governor Mr Udom Emmanuel is without a doubt highly commendable.
Leading a much-needed and highly progressive departure from an epoch of oil revenue dependency and federal allocations.
Akwa Ibom state has so far identified key factors to industrialization one of which is boosting the Power sector.

Governor Udom Emmanuel has seen to this by unlocking distribution via massive investments in substations and feeder lines. Installing a network of new power infrastructure around the state
and securing additional licensing for the state-owned power company thereby increasing it’s capacity from 190MW to 685MW to achieve 18 hours of power per day. Interestingly, dedicated lines and infrastructure have targeted special projects such as the airport, the Ibom Specialty Hospital and the industrial clusters in Onna, Uyo and Itu.

With both road and power infrastructure being addressed, the state government has pursued the first phase of its industrialization agenda by delivering an Electric Digital Metering Plant providing metering solutions that unbundle the legitimate concerns of investors, namely tracking power tariffs.

Also, the syringe factory which comes with a capacity large enough to cater to Nigeria’s 2 billion demand for syringes by producing 350 million units with capacity to upscale to 1 billion, is a huge step to adequately cater for both local and international markets.Hundreds of Akwa Ibom daughters and sons have been trained abroad to take up various technical and managerial aspects of these investments as part of the 350-strong human-power needs of the cluster. Thus, Man power development is a critical part of these investments.

It is commendable that I’m just 3 years and 3 months, the Industrialization agenda of Governor Udom Emmanuel has seen to the resuscitation of Peacock Paints factory and several state-owned enterprises and assets which include: Plastic factory, flour Mill, Syringe factory, Metering factory, Pencil factory, Tooth Pick industry, Coconut Refinery, Fertilizer plant ...and many more manufacturing outfits on the pipeline.

The recent establishment of the Itu Industrial layout operated under the Akwa Ibom Enterprise and Employment Scheme (AKEES) has promoted particle wood processing facilities, block making, fire resistant doors as well as bamboo conversion facilities, thereby increasing the economic impact of direct and indirect jobs for the citizenry, as well as foreign exchange opportunities with these products as exports.

With several MOUs and EOIs in place, the state continues to be the second highest destination for FDI in Nigeria, and prospects for growth in the SME sector is at its peak. International development agencies and the private sector are both positioned to forge the development of the state’s growing MSME sector. As negotiations result in executable action the huge FDI gap between Lagos and Akwa Ibom states lessens while under-developed opportunities in the later promises to render Akwa Ibom an increasingly attractive investment destination.

Governor Udom Emmanuel has urged aspirants showing interest in his seat to first tell Akwa Ibom people how they are making good use of their current public offices to the benefit of the people of the state.



Speaking with Government House reporters shortly on arrival from official engagements at the Ibom International Airport, Governor Emmanuel dismissed the All Progressives Congress in the state, saying they don’t sound like people with any genuine agenda for the state.

Apparently ruing the failure of the NDDC under the headship of Mr Nsima Ekere to execute any tangible project in Akwa Ibom in the last three years, Governor Emmanuel quipped, “If those they want to bring control budgets of nine states and all the IOCs and you are in Akwa Ibom, you’ve been here over how many years now, we’ve not seen even a kilometre of road commissioned with such mongoose sum of money, so what will they now do when they pledged to do 4 years?

He dismissed the promise of a one term by the APC promoters, saying, “in four years, how many investors will you talk to? So how many of those factories will arrive for our people to work in?”

He urged his opponents to, “tell Akwa Ibom people what are they going to do for Akwa Ibom. I have never heard that for once.”

The Governor said anyone who controls all the monies of the International Oil Companies, two percent of their budgets plus budgets of 9 states and you don’t have a kilometre of road to show. Even the village you come from, there is no transformer, So what magic will you perform?”

Governor Emmanuel said his administration can show a lot that he has done in the state in the last three years, and it would be appropriate to also have a glimpse of the programmes and ideas they are bringing to the table.

“It is not a time for story telling. Let’s look at whether people are coming to loot the little that we have or they are actually coming to add value,” Mr. Emmanuel added.

The Governor who was impressed with the number of aspirants gunning for the country’s number one plum job on the platform of his party, said it was an indication that the PDP was the most sought after party which has the solutions to the myriads of problems plaguing the country.

“I want to believe, at the end of the day, whoever we will bring out as a candidate should have a whole lot of solutions to the problems in this country.

The world over, Governments of Nations are key players to the economic development achieved by their countries. This they do by creating employment for her citizens through the establishment of  industries, public- private business partnership as well as giving more autonomy to private investors, what may be termed an enabling environment.

Government of advanced Nations like the United States of America, United Kingdom , China and so on are more comfortable ensuring a conducive environment for businesses to thrive than establishing industries themselves. This gives government more time to focus on policy making, planning and implementation, while providing the necessary inter-states and International deals that will open up  markets for greater growth. 

The government of Akwa Ibom State,  under the Leadership of His Excellency Mr Udom Emmanuel, has so far revolutionized the state industrially. This has yielded results that are rapidly turning the state from a civil service state to an industrial hub. From the Electrical Digital metering manufacturing factory to the largest syringe factory in Africa, the Akwa Prime hatchery and poultry, the rice processing company, fertilizer blending plant, coconut plantation and refinery project, the pencil and toothpick factory, plus the agricultural revolution witnessed across the state that has brought about food sufficiency Governor Emmanuel has successfully pioneered local investment and public-private partnership that has raised the Internally Generated revenue of the State and has given the State an index raise as the 2nd highest in terms of Foreign direct investment.

Mr Udom Emmanuel's administration has not only established eye-catching and high income generating industries which have provided employment for the teeming population, it has fulfilled the most crucial role governments in the 21th century play in industrialising a state-Creating a conducive environment that attracts investors to invest massively in the state. It is this audacious effort of the governor in times of economic recession that was manifested in the report of The National Bureau of Statistics (NDS), rating the State the second most preferred investment destination just after Lagos(Former capital city of Nigeria). This achievement is not achieved overnight. The government has been able to put in place in the shortest possible time structures and the enabling environment to attract investors.

Every intelligent investor trades where he can make gains. Hence, a peaceful environment where his gains are saved is uppermost in his agenda. Udom Emmanuel has always had an upper hand in crime control. He has invested heavily in the area of security having understood as a technocrat the importance of a peaceful environment to economic growth. That Akwa Ibom state is winning in the fight against kidnapping, cultism and armed robbery etc., this is due to the maximum suppport the government has given security outfits. He has donated several vehicles for operations, supported the training of security personnels,etc. He has donated a vast area of land for the establishment of a military base to further enhance security. The last stroke that broke the camel's back is the proscription of about 30 cults group that hitherto operated in the state. Every investor loves to know this.

Several companies have folded up and left the shores of Nigeria to neighbouring countries due to the endemic power supply the country experiences.  Governor Udom Emmanuel understands that every business operates with Power. He has boosted power, AkwaIbomites now enjoy 18 hours of daily electricity supply. The introduction of substations across the state has also enhanced power distribution and supply across the State . The2 x 15MVA, 33 / 11 KV Injection substation, Edet Akpan Avenue, Uyo. The Ibom International Airport Power sub-station,Rehabilitation of PHED facility at Ekim, Mkpat Enin, Ikot Ekpene etc.
Interestingly the metering company supplies prepaid metres to homes and companies to regulate power usage.

In addition, the government has secured a license to generate 685 megawatts at Ibom Power Plant, Ikot Abasi; installed  “dead bus” technology which allows Akwa Ibom to be an island of power supply during National Grid outages. Configured and commissioned GT 2 to enable IPP operate at 80 percent of installed capacity as required under the CBN-NESI fund, completed electricity distribution and asset evaluation to ascertain the number of transformers and customers and each transformer in every village, ward and community across the three senatorial districts. Even the most insincere critic will attest to the massive improvement of power supply in the state. It is not uncommon that Fashola, the minister for Power,  Works and Housing commended the effort of Governor Emmanuel in his investment in improving Power supply in the state. The Vice- President of the Federal Republic of Nigeria Prof Yemi Osinbajo has also affirmed that Governor Emmanuel is the cleverest Governor He has seen.
In the area of education, there can't be a drive for industrialization without an increased focus on education. Investors are particular in finding the needed experts to man it's different areas of production and business administration, Governor Udom Emmanuel has been totally commited to equipping the youths of the state both in soft skill development modules to infrastructures and the core of capacity building and human development.

To develop the teeming youths in formal education, the government still maintains the free and compulsory education in the state  from primary to secondary level in public schools. This is to prepare the youths to having basic education in order to be equipped to function in an industrialized society.The government has paid Over N600 million WAEC fees for indigenes, procured & distributed free text books, laboratory equipment and other educational materials to schools. Paid tuition fees for over a 100 students in University of Uyo and have intervened in over 700 projects.
The Udom Emmanuel led administration has recorded the take over of seven community secondary schools, constructed and renovated over 400 schools blocks,  upgraded Akwa Ibom State College of Arts & Science, Nung Ukim, Ikono, the College of Science & Technology, Constructed A-state-of-the-Art performance theatre auditorium and dance studio in Akwa Ibom State University. In collaboration with Exxon Mobil, the government is constructing the biggest and most sophisticated Faculty of Engineering in Nigeria at the University Of Uyo. Plans are ongoing to build 60 modular schools to further sharpen the educational capacity of the state.

In the area of Youth Development

Governor Emmanuel has trained over 20,000 indigenes in various skills acquisitions and provided funds and logistics to enable start up small scale businesses. Through Feyrep, the pet project of the Wife of the Governor, over 120 physically challenged indigenes have been trained in various skills acquisition. The state has been fully saturated with educated, skilled, qualfied, quality and ready- to -work, work force waiting to proffer global solutions to incoming investors as well as maximize their potentials.

In the area of road infrastructure,
Governor Emmanuel’s industrial drive is manifest in the good road network established by the government. Over 1700 kilometers of roads and 35 bridges have been constructed across the State to facilitate movements of people, production materials and goods with ease to different parts of the state and outside the state. Investors are certain that the break down of vehicles and unnecessary hold up of sales due to bad roads is eliminated. 
For ease of transportation, it worthy of note that Akwa Ibom International Airport is the only International airport maintained by a State government in the country. There is an ongoing construction of the 2nd Airport Runway and the upgrade of the Airport Main Runway to Category 2 to enable for more safety and comfortability of transporters.

In the area of Health care, health care services has been strengthened. Over 50 Containers of state-of-the-art medical equipment have been delivered and have been distributed to various hospitals; the state has witnessed the construction and upgrade of secondary healthcare facilities across the State; from the reconstruction of the General Hospital, Etinan; and the ongoing reconstruction of Ituk Mbang General Hospital to the digitally driven Ikono General hospital. In a joint effort with Exxon Mobil there is also the Construction of the Best Trauma Centre in Nigeria which will come on stream in few months. Not forgetting the Renovation of Awa Cottage hospital. Training of 20 Biomedical Engineers; Provision of residential quarters for 48 House Officers in the State Hospitals and 50 in the University of Uyo Teaching Hospital (UUTH); accreditation for Schools of Nursing, with 272 Registered Nurses; training and certification of 100 Doctors and Nurses in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) with Medical Emergency Experts from the USA; procurement of Automated External Defibrillators (AEDs) and Electrocardiograph (ECG) Machines for use in Emergency Response (now fitted in all ambulances in the state). Restoration of services at Ibom Specialist Hospital/ Engagement of new management CLINOTECH Group, Canada for the hospital. Reconstruction of Oxygen plant at Ikot Ekpene for supply of oxygen to other hospitals in the state.

The vision of the Governor is not limited.
It is bound to have immediate and long term impact in years to come. The vision has started materializing and it will continue beyond 2019. I stand with Governor Udom Emmanuel, our Mr Integrity and Mr Industrialization.

There is nothing shameful here, in fact, it deserves all the accolades.

We are in a third world country where basic amenities like good road, shelter, water, medicals, education etc are lacking. It becomes a great feat when leaders see to these needs knowing well that as these basics are met it free up funds for other sustainable and developmental needs to be taken care of.

Sadly, most leaders don't do care about these basic needs save for a minute God fearing ones like Udom Emmanuel.

Hence, this feat deserves all its accolades and celebration!! It is not common and only uncommon feats are celebrated.

Show us how many Governors have done something similar...

N/B this is even not a so much of a big deal if you compare it with what Udom Emmanuel has done in other places in Akwa Ibom state.

This is the 14.1km Ikpe Ikot Nkon –Obotme - Arochukwu road in Ini LGA.

The people of Itie Ikpe, Nkana Itie Ikpe, Ikpe Ikot Nkon, Obotme, Ukpakon, Edem Urua, Ikwueme, Okpoto, Ikpanya in Akwa Ibom State did not dream that in their lifetime, they will have a tarred road take them home. Since they were born, the Ikpe Ikot Nkon - Obotme - Arochukwu road is the first tarred road in the axis.

Our brothers in Abia State are so happy, from Amuvi, Asaga, Obinkita, Ibom, Ututu to Ihechiowa, the story is the same, there is a tarred road now linking Akwa Ibom to Abia State.

This is not just a road project, this is history.
