One who withheld Lagos State allocation for months, that made a mess of our Electricity companies that brought nothing good to this country in 8 years of rulership. Buhari, being in this category would definitely exhibit same traits. Judging from your context, GEJ never said anything special about him, Femi only said Buhari allocated 38% to education.
