Burundi’s environment minister was shot dead in the capital Bujumbura early Sunday, police said, the first assassination of its kind since the country was plunged into political turmoil in 2015. Emmanuel Niyonkuru, 54, the country’s water, environment and planning minister, was killed shortly after midnight, according to a tweet sent by police spokesman Pierre Nkurikiye. The murder, the first of a serving government minister since Burundi sank into turmoil over President Pierre Nkurunziza’s controversial bid for a third term in 2015, comes after months of relative calm. Emmanuel Niyonkuru “Minister of water and environment killed by a criminal with a gun on his way home to Rohero, around 00:45,” Nkurikiye wrote four hours after the incident. He added that a woman had been arrested following the “assassination”. Also on Twitter, Nkurunziza offered his condolences “to the family and all Burundians” vowing the crime would be punished. Exactly half of Africa’s 20 billionaires got richer in 2016. The continent’s biggest gainer — in both dollar and percentage terms – is Nigerian oil and telecom tycoon Mike Adenuga, whose net worth increased $2.7 billion to $5.8 billion since December 31, 2015. Overall, the combined net worths of African billionaires decreased $3.1 billion in 2016. The increase in Adenuga’s net worth is largely due to new information FORBES obtained in 2016 about the value of his assets. Adenuga owns Nigerian telecom company Globacom and Nigerian oil company Conoil Producing. While Adenuga’s net worth has increased since the beginning of 2016, it has dropped significantly since March 2016, when FORBES valued his fortune at $10 billion on the 2016 Billionaires List. Since then, his net worth has dropped $4.2 billion, due to the devaluation of the Nigerian Naira and the country’s struggling oil sector. Adenuga was the only Nigerian billionaires whose net worth increased this year. (Aliko Dangote, the richest Nigerian and Africa’s richest man, saw his fortune drop nearly 28% to $12.4 billion over the course of 2016.) South African mining billionaire Patrice Motsepe and Egyptian billionaires Nassef Sawiris and Naguib Sawiris were the next biggest gainers in Africa, each adding $500 million to their fortunes over the year. Motsepe was also Africa’s second biggest percentage gainer; his net worth increased by 32% in 2016, bringing his fortune to $1.5 billion. The stock price of Motsepe’s African Rainbow ARBJY +% Minerals has risen nearly 130% in the past year, following a steep decline in 2015. Nassef Sawiris, the richest billionaire in Egypt with a fortune that FORBES pegs at $5.2 billion, runs one of the largest nitrogen fertilizer producers in the world, OCI, and also owns 7% of Adidas and nearly 5% of cement giant LafargeHolcim. While OCI stock is down 27% over the past year, Adidas stock is up 58% and LafargeHolcim is up 7%, leading to the bump in his net worth. Egyptian telecom billionaire Naguib Sawiris, who has a $3.5 billion fortune announced that he was stepping down as CEO of Orascom Telecom Media & Technology in December 2016. Egypt and South Africa were the only African countries where more than half of the country’s billionaires got richer in 2016. No fewer than 30,000 ex-Niger Delta militants under the Presidential Amnesty Programme have appealed to President Muhammadu Buhari to intervene in the payment of their five months’ salaries owed them. They contended that the President’s quick intervention would douse the tension already mounting in the region over the unpaid arrears. The Chairman, Presidential Amnesty Programme, Phase Two, Bayelsa State chapter, Salvation Ibina-Rufus, urged Buhari to order the Federal Ministry of Finance to release money to pay the ex-agitators to avoid another round of restiveness in the region. Ibina-Rufus, who made the appeal in a statement on Sunday, sympathised with aggrieved former militants but encouraged them to exercise patience with the government. Ibina-Rufus, a director in the Bayelsa State Environmental Sanitation Authority, noted that based on the meeting they held with Special Adviser to the President on Amnesty, Brig.-Gen. Paul Boroh (retd.), he was hopeful that beneficiaries would be paid immediately after the New Year break. He claimed that the delay in their payment was due to Ministry of Finance inability to release funds for the Amnesty office to commence payment. He commended his members for their understanding and patience, advising them to maintain the existing peace. He rationalised that Boroh had shown sincerity and commitment towards ensuring the payment of all their arrears. Ibina -Rufus stated, “We equally want to use this medium to appeal President Muhammadu Buhari to instruct the Minister Finance to release the N30bn approved by the Presidency to the Amnesty Office to enable Boroh to perform his work effectively to avoid another round of restiveness in the region. “We are optimistic that President Buhari is aware of the sufferings and pains Christians underwent during the Christmas celebration due to non-release of salaries by the Finance Ministry. In a similar vein, a leader of the First Phase Amnesty Programme, Mr. Excel Tonomo Divine, also appealed to beneficiaries under his command to remain calm while things were being sorted out.
