The Osun State Command of the National Drug Law Enforcement Agency, on August 15, 2016, destroyed about 21 hectares of cannabis sativa at the Onikete Farm Settlement in the Isokan Local Government Area of the state.

However, about 25 kilometres of land, which is allegedly being used to cultivate cannabis in the settlement, was allegedly spared.

It was gathered that the cannabis farm was under the protection of a traditional ruler in one of the communities in the LGA.

A source told a Punch correspondent that policemen and some officials of the NDLEA in the state were also part of those protecting the farm.

He said another cannabis farm of about 20 kilometres was being cultivated at the Araromi Erinfolami Forest Reserve in the LGA.

He said, “The two cannabis farms were ripe and could be harvested by the planters any time from September 10.

“The cultivation of the plant had been going on in the area unhindered for about 16 years.”

It was gathered that residents, who raised the alarm, were either victimised, ostracised or maimed.

One of such alleged victims is 53-year-old Biliaminu Fatoye, whose cocoa and banana farm at Araromi Erinfolami Forest Reserve were surrounded by cannabis sativa.

Another victim is a police officer, who was allegedly transferred from the Isokan Police Division for going after the hemp planters.

In September 2015, Fatoye’s shelter in the farm was destroyed by suspected hoodlums.

Fatoye said, “On June 19, 2016, some masked men came to attack me around 1am. They fired gunshot at my house. I fled through the back door and handed over my five-year-old daughter to a neighbour.

“They set the two-storeyed building I was living in ablaze, and destroyed my property worth about N2.5m. My landlord estimated the damage to the house at N4.4m.

“I later reported the matter at the Isokan Police Division. Three suspects were arrested on June 21. They were charged to court and were granted bail. They have returned to the farm.

“A policeman called Inspector Mukaila is among the policemen who alert cannabis farmers whenever some uncompromising NDLEA officers are around.”

The widower, who had abandoned his farm and house, said he was ready to lead security operatives to the two farms, adding that he petitioned the anti-narcotic agency in Osun State on August 8, but did not get any response.

He added that seven days after he submitted the petition, his farm was destroyed.

Meanwhile, photographs taken on September 5 by Punch correspondent, who disguised as a farmer, indicated that the two cannabis farms had not been destroyed.

“A traditional ruler and some notable persons are protecting the farms and the cannabis planters. They wanted to take over the five hectares on which I planted my crops, but I refused. That was how I incurred their wrath.

“I informed a police officer in Isokan. He vowed to facilitate the destruction of the cannabis farms. He was on it when he was transferred to another state,” Fatoye added.

The police officer, who spoke with Punch Metro on condition of anonymity, alleged that some NDLEA officials were protecting the cannabis farmers.

He said, “When I saw how big the two farms were, I was surprised. I carried out some investigations and found out that some policemen and NDLEA operatives were colluding with the perpetrators.”

Another cocoa farmer, whose four hectares of farmland was snatched by the hoodlums to plant cannabis, said he had been living in hardships since February.

The farmer, who spoke on condition of anonymity for fear of being attacked, said, “I was working in my farm when some hoodlums chased me and some other farmers away with cutlasses and warned us not to return to the farm again. It has not been easy to fend for my family since then.”

The NDLEA Head of Public Relations, Mitchell Ofoyeju, said the agency would inspect the two farms and ensured that the plant was destroyed, while the perpetrators would be nabbed.

He said, “I don’t think the command is aware of the cannabis farms. The agency has zero tolerance for cannabis and other hard drugs. We have been active in the campaign against drug abuse and trafficking. But if it is true, our men will be mobilised to destroy the farm.”

The Bauchi State Police Command has arrested 56 persons including four women suspected to be kidnappers and rescued 28 other people who had been abducted.

This is as the command also arrested 15 suspected armed robbers across the state all within the last 21 days.

The command also arrested a suspected rapist, five cattle rustlers and 14 suspected Indian hemp dealers in the Dass, Alkaleri, Soro, Tafawa Balewa, Toro and Gumau axes of the state.

The Commissioner of Police, Haliru Gwandu, who made the disclosure told reporters at a media briefing at the Command’s Headquarters in Bauchi that, 81 of the suspects had been charged to court while the remaining 15 were still under investigation.

He said 28 hostages were rescued and also 231 cows, 37 sheep, one camel, one Ak 47 rifle with beach no. 1985PD7242, three fabricated guns, one single barrel, one locally-made pistol were recovered.

He added that one empty Ak 47 magazine, one 7.62mm long ammunition, four cartridges, 11 cutlasses and three bows and arrows in quivers, three vehicles and 21 motorcycles were also recovered from the suspects.

The Adamawa State Government has said the multi-million Almajiri schools established by former President Goodluck Jonathan have yet to become operational because they are too expensive to run.

This was made known in Yola, the state capital, by the Chairman of the Adamawa State Universal Education Board, Dr. Mohammed Toungo, while appraising the success of the educational initiative of the American University of Nigeria, targeting almajiri children between the ages of six and 17 years.

Corroborating Toungo, the Permanent Secretary, Adamawa State Ministry of Education, Alhaji Mahmud Abubakar, also explained that the state government was finding it difficult to put the almajiri schools into use because of financial constraints.

Toungo spoke at an event organised by the Technology Enhanced Learning for All project to commemorate the World Literacy Day on Wednesday.

The USAID-funded initiative, which utilizes radio and information technology to reach vulnerable children, has helped improved the literacy and numeracy skills of over 22,000 almajiri.

Toungo who was represented by the ADSUBEB’s Director of Quality Assurance, Saidu Komsari, said the board was ready to key into the TELA project run by the American University in Yola.

He added that the AUN had played a complimentary role of solving a fraction of the problem because there were over half a million out of school children in the state which the seven model integrated islamiya schools established by the Federal Government since 2012 had yet to redress.

He said, “We appreciate the AUN for taking up the almajiri problem. But as it is right now, we have over half a million of these children roaming the streets. If you take 22,000 out of it; how many per cent is it?”

According to him, the state is bothered by the number of out-of-school children and the non-operation of the school as a result of funding gaps and the government’s inability to recruit the personnel needed for its take-off because such schools required specialised teachers.

He noted that the government spent not less than N100 million in constructing each of the seven schools with a combined enrolment for only 420 almajiri but which also had been lying fallow since its establishment in 2012.

“But since 2012 up till now they have not commenced because the recruitment of the specialised teachers to the schools had not been done because of the expensive nature of the teachers.

“The feeding of the almajiri is also a big problem. I think the enrollment we intended was only 420 and the American University educated 22,000 in one year. It was expensive, capital intensive and the beneficiaries were very few. So they (schools) are there lying waste.

“We have asked the USAID to give us money so that we can start the schools but they refused us except we come with a performance indicator”

The Federal Government had under the administration of former President Goodluck Jonathan in its determination to modernise the almajiri system of Islamic education built and commissioned some model schools across the North, some of which were also built in Adamawa State.

The Federal Government at the time devoted N15bn to realise its objective of integrating over 10 million almajiris into the formal educational school system.
