Seven years of Nigeria’s engagement with haunting and revolving internal security crises speak of her most turbulent history since independence.



Whether it is the violence of terrorists in Northeast; pulling of the strings by armed bandits and cattle rustlers or stretching further to militants in the Niger Delta and the Southeastern, somewhat, thoughtless agitations for secession have for the same number of years weighed so much on the country’s internal security coherence.

It has cost Nigeria huge waste of both human and material resources, but most importantly, the loss of its finest military personnel in unnecessary combat escapades for internal national security.

No one can doubt that the Nigerian military’s main constitutionally defined duty is to protect the nation against external aggression.

Internal aggression is basically the duty of other arms of security agencies, such as the police, and its latter-day sister, civil defence,

But when breach of internal security gets worse and beyond the capacity of these civil security agencies, the military, especially soldiers are drafted into it in complementary status.

Lawfully, the 1999 Constitution of Nigeria drums it in section 217, where it clearly outlines the duties of the various arms of the military, like the Army, Navy and Air force.

It goes further to assert that Nigeria’s territorial integrity and her borders, whether on land; in the sea or air, must be protected. Quelling internal insurrection by the military is secondary and it publicizes the additional duty of the military.

Bargaining it the more, Nigerians who have taken to the profession of the armed forces are loved by their country, much as their beloved families.

They have graciously chosen to sacrifice their lives to secure Nigeria and her peoples. They are the rare warriors of the nation, which some communities lack. They are deprived of every comfort to keep Nigeria secured.

Nigeria’s map today has been re-drawn with massive internal violence. The country has become a replica of a state or nation under siege by its own deviants.

The level of sophisticated weapons and ammunition at the disposal of these agents of destabilization against the state baffles even the devil who might, perhaps, be tempted to rebel against his kingdom.

They often overwhelm civil security apparatus, each time they strike, compelling presidential orders for the involvement of the military.

Most times, such presidential orders are directed at the Nigerian Army. This is not to say, other segments of the armed forces are not important or do not perform similar or vital functions on security in the country.

But by the nature of soldiers, they are more inclined to assist weakened or overwhelmed civilly-friendly security apparatus in the country. Soldiers operate on ground, but in contrast, the navy does it in the water and the air force, in the air.

Soldiers are nearer the police in such dire stress of national security dilemma.

The argument has been that among armed security forces in Nigeria (and including the police), the army is the most vulnerable camp of the fraternity.

Arguably too, the army parades more number of personnel than the rest other arms of the military.

In Internal Security Operations (ISOPs) Nigerian soldiers suffer more casualties than any other compartment of the armed forces.

Those who are abreast with news would easily testify that whether in the North East or the South South or anywhere, the arm of the Nigerian military which suffer more casualties as always confirmed by the mass media is the Nigerian army.

Screaming news headlines such as “ Boko Haram insurgents kill soldiers,” or “ Soldiers ambushed by Boko Haram” have been the frequent of the media. You hardly hear of the air force or the navy.

There are dozens of soldiers, who die or get killed in the line of duty. It’s their sworn voluntary vow to die in loyalty and defence of their country. But the frequency of the deaths of soldiers and their proneness to such preventable hazards in the course of duty has raised serious concerns about the families they leave behind and the need for compensation.

Two recent outstanding incidents can appropriately punch this plea. Last month’s attack on soldiers or troops in Bosso LGA of Niger State and the boat incident involving some Nigerian soldiers of the “Operation Crocodile Smile,” in Bayelsa state comes to mind.

Numbers of soldiers who have lost their lives in the Boko Haram insurgency need no mention and Nigerians are aware. When news headlines scream about deaths of military personnel, it’s all about soldiers.

The Bosso LGA, Niger state and the boat mishap incidents in Bayelsa sufficiently conveys the plight of soldiers and why they ought not only to be appreciated, but Nigerians should begin to canvass for a special compensation for their families.

The NUJ leadership in Abuja, under Comrade Waheed Odusile, penultimate week, hailed Nigerian army as the best in the world.

The commendation emanated from a clan of critical minds, (journalists) permanently insatiable, but were touched by the sacrifice Nigerian soldiers have made to rescue Nigeria from anchors of terrorism. It implies that Nigerians across board are beginning to appreciate them.

Why this appreciation is necessary and should extend beyond words of mouth could easily be pictured in the two incidents cited earlier.

In the Niger state incident, soldiers or troops on “cordon and search” operation in some communities in Bosso were ambushed on three different fronts by armed bandits and gun-runners by the same community they went to secure.

At the end of gunfire, at least, 10 members of the troops lost their lives. But out of the number, eight soldiers, including an officer, lost their lives; however, just two airmen died in the incident, and yet another soldier could not be found immediately.

Director, army public relations (DAPR), Col. Sani Usman, explained that, “Following covert surveillance and intelligence reports on the activities of some gun runners and armed bandits in Kopa, Dagma and Gagaw villages of Bosso LGA, Niger State, troops of 31 Artillery Brigade, 1 Division Nigerian Army, in conjunction with Nigeria Air Force detachment on Internal Security Operation MESA went on quick cordon and search in the affected areas to recover suspected weapon cache and arrest the suspected persons and the armed bandits.”

“While approaching and deploying to carry out their lawful duty, the troops came under simultaneous and sporadic shootings in all the three locations.

They however responded as necessary in line with the rules of engagement,” he added.

In another incident, some Nigerian soldiers attached to ‘Operation Crocodile Smile’ in Bayelsa had a boat accident, when locals ambushed their boat on the sea. Many soldiers also lost their lives. “It is quite a tragic incident, ” mourned Col. Sani.

Therefore, it is easy to understand that the army is the mother of other arms of the armed forces. They are on land, in water and everywhere duty beckons.

But after each death of a soldier, the family’s sorrow is exacerbated with isolation and abandonment. Outside, the late soldier’s legitimate entitlements, in some instances, very meager, Nigerians abandon the family, comprising usually, a wife (s) and children, some of them very tender.

It’s improper and inhuman to continue this way. Nigeria as a country can do more to assuage the pains of families of soldiers who die on the battle front.

The current Chief of Army Staff (COAS) Gen. Tukur Buratai has promised that every soldier who has partaken in the North East terrorism war is entitled to a personal house upon retirement.

This and a lot more are achievable in appreciation of Nigeria’s gallant soldiers. Nigerians should begin to think along this line of thought. Its reparation for Nigerian soldiers too much a price, the nation can pay for their sacrifice?

The soft spoken Aisha Buhari in a BBC Hausa interview monitored in Kano said that Buhari’s government has been hijacked by cabal who are “behind presidential appointments”.Mrs Buhari revealed that “he is yet to tell me, but I have decided as his wife, that if things continue like this up to 2019, I will not go out and campaign again and ask any woman to vote like I did before. I will never do it again “.Aisha Buhari who spoke against the backdrop of growing discontent over Buhari’s popular declaration that he belongs to everybody and belong to one emphasised that “I may not back him at the next election unless he shakes up his government’.

She lamented that most of the officials of the government are known to the President and the first family, adding that they are usurpers who did nothing to help All Progressive Congress struggle in 2015.

Asked to name those who had hijacked the government, she smiled and declared that “you will know them if you watch television.”

Mrs Aisha Buhari posited “the President does not know 45 out of 50, for example, of the people he appointed and I don’t know them either despite being his wife for 27 years.”

She further revealed “some people are sitting down at their homes folding their arms only for them to be called to come and head an agency or ministerial position”.

Mrs Buhari claimed that “some of them don’t even have voters card, and those who made sacrifice have been reduced to nothing and certainly not happy with the way things are going ’.
Vanguard learnt that the full text of the interview would be aired on Saturday morning on BBC Hausa magazine programme “Gane mun Hanya”.

The Federal Government Wednesday said it has earmarked eight hydropower dams for concession in order to improve power generation.

The hydropower dams, the government said, will be handed over to the unnamed firms soon.Assistant Director, Hydropower in the office of Federal Ministry of Power, Works and Housing, Mr. Abubakar Aliyu, disclosed this when officials from the Federal Ministry of Water Resources carried out a familiarization tour to Bakolori Irrigation Scheme in Talata Mafara, Zamfara state.

Aliyu said the ministry of power, works and housing was partnering with Federal Ministry of Water Resources to increase power generation in the country.

“Eight hydropower dams have been earmarked to be concessioned on power generation. It will take effect soon,” he said.

Earlier, Project Coordinator, Transforming Irrigation Management in Nigeria (TRIMING), Mr. Peter Manjuk, said about six states will benefit from the irrigation project.

The states include Zamfara, Sokoto, Kano, Katsina, Jigawa and Gombe.

He said the project is targeted at rehabilitating all existing dams to make them meet irrigation and hydropower needs of the country.

Manjuk noted that Nigeria must get it right if it hopes to meet the demands of food production and food security.

He stated that despite huge investments on dams and irrigation in the country by the government, Nigeria had not achieved any meaningful socio-economic impact, adding that there was need for deliberate efforts to meet this target.

He stressed the need for farmers to take ownership of all irrigation projects to enable them boost food production at its optimum level.

The project coordinator said the World Bank sponsored project has begun rehabilitation of the Bakolori irrigation scheme, adding that it would be completed within three years.

Project Manager of Bakolori Irrigation Scheme, Alhaji Lawal Maidoki, said since 1983 that the dam was created, it had been providing domestic water supply to Sokoto, Kebbi and Zamfara states.

Maidoki said there was need for investors to come in to rehabilitate the dam towards improving food production, flood control and power generation.

He said the dam was faced with low workforce, due to retirement, and infrastructure vandalisation, calling for improved security to reverse this trend.

Maidoki added that with the TRIMING project, farmers would put in their best to increase food production.

Federal Government recently signed a Memorandum of Understanding with Songhai Farms Limited in Porto Novo to reposition the River Basins across the country.

Part of the provision is the introduction of the Graduate and youth empowerment scheme to boost food security.

Crime / Businesses Shut As Cultists Renew Killings In Calabar by idrisa334: 7:37pm On Oct 12, 2016


Many businesses in Calabar, the Cross River State capital, were closed on Wednesday as a result of the fear of renewed violent cult killings in the city.

Shops and offices in the business hub of the city on Bedwell Street, Bassey Duke Street, Nelson Mandela Street, the Watt Market among others were shut in the wake of incessant shootouts in the area that have characterized the cult clashes.About 10 persons have been reported killed in various areas of the city since Sunday, when the fight broke out.

On Tuesday evening, a policeman was killed and two security vehicles set ablaze when they were attacked by a group of cultists.

In the early hours of yesterday two men were shot dead in their homes along 8 Miles in Calabar.

Addressing reporters yesterday, Deputy Commissioner of Police (Administration), Tunde Gbonlarumi, holding brief for the Commissioner, Jimoh Ozi-Obeh, said on Tuesday at about 9pm, over 60 suspected cultists engaged the Atakpa Division of the Nigeria Police and other areas in Calabar South.

According to him, the cultists were engaged in a serious gun battle. In one of such gun battles along Bogobiri by Queen Duke Streets, two of the cultists were shot dead and one of them captured alive, he said.

In another development along Nkwa Street by Eyamba Street, he said men of the S-Squad who were carrying out a joint patrol with Operation Skolombo on that same Tuedsay evening were attacked by the cultists and after a heated gun duel, one policeman, Inspector Edem Archibong died. Another officer, Inspector Obonhga, was also shot but survived and is responding positively to treatment in a hospital, Gbonlarumi said.

He said a total number of eight suspected cultists have been arrested in connection to the crimes. He said they will be charged to court expeditiously at the end of their investigation.

He also said a woman was abducted in her home along Satellite Town by four gunmen also on Tuesday, but was rescued by the effort of the police, who locked all escape routes. When the kidnappers realized they could not escape with the woman, they dumped her and her vehicle, which they tried to escape with and disappeared.

He warned criminals that they will not be spared as the police is committed to smoking them out and ensuring the face the wrath of the law.

He urged law-abiding citizens not to be afraid, as they police would do their best to protect their lives and property.

The policeman also called for the cooperation of the media and general public to check criminality, as security is everybody’s business.

The last time there was a cult clash in the city was about three months ago when over 30 persons were killed in the brutal clashes.

Former President, Chief Olusegun Obasanjo has declared that he is no longer a member of any political party in the country.

The former president made the declaration when he played host to members of the National Commercial Tricycle and Motorcycle Owners and Riders Association, NACTOMORAS, in Abeokuta, the Ogun state capital.
Stressing that ‘Okada’ and ‘Keke’ has come to stay in Nigeria, he described their existence in the country’s transportation system as an economic necessity, which has come to stay.
According to Obasanjo,“As for me now, I don’t belong to any political party and I will not belong to any political party. The only thing that is of concern to me is the greatness of Nigeria. But let me tell you that I am always available to you for pieces of advice just as I promise to talk to you the way I would talk to my own children.

“You should be rest assured that I will advise you honestly and sincerely. You know that I am not usually afraid to tell anyone off, you know I am not afraid to do so. Let me also advise you against drunkenness and drug. Don’t get involved in them, because most of the accidents on our roads have been traced to abuse of drug and drunkenness among drivers.

“Before the existence of your organisation, what we knew in Nigeria were taxi drivers. But because of hard economic situation in the military government days, Keke NAPEP came in. I even mandated and made provision for Keke NAPEP all over the country, because where ever we may be, we need a means of transportation.

“As our population increases, so much more efforts will be needed to move people from one place to the other as our urban areas multiply so much that we need to move people from urban and sub-urban areas.

“Let me tell you that the two and the three wheelers means of transportation will continue to be relevant in the country because of the situation we find ourselves.”

Advising the transporters not to allow politicians use them to achieve their aims, Obasanjo said, “If you want me to always be proud of you as members, you must always be organized, decent and disciplined among other members of the society as well as be law abiding.

“Don’t let anyone misuse you as an organisation as a stepping stone to become candidate of this party and the other. I am not saying you can’t join any political party of your choice as an individual, but not as a group.”

Obasanjo had in February 2015 dumped the Peoples Democratic Party, PDP, after he publicly tore his membership card.

The presidency has revealed that it is yet to be contacted via official channels over the summon issued to President Buhari by the National Assembly.

The National Assembly had on Thursday passed a motion inviting President Muhammadu Buhari to address the legislature on efforts being made by his administration on the current economic recession.
The Senior Special Assistant to the President on Media and Publicity, Garba Shehu stated that the president had not been summoned through the established channels of communication.

Mr. Shehu said: “There is a channel of communication between the Presidency and the National Assembly which we utilize. So, if they communicate to us through those channels, then the presidency will reply”.

“But as it is now, it remains a newspaper report and newspaper is not a means of communication for the presidency. When they communicate, the presidency will also communicate back”, he said.

Lai Mohammed, minister of information and culture, on Thursday said change began with members of the current administration “a long time ago”.

Reacting to the demands of people that change should start from the top, Mohammed said the campaign was leadership-driven.
Mohammed, who said the lifestyle of top government officials, is devoid of any ostentation, said ministers now queue at filling stations and airports.

He was speaking in Lagos when he unveiled the ‘Change Begins With Me’ campaign to the corporate world.

“Today, ministers queue up at airports and filling stations. Their lifestyle is devoid of any ostentation,” he said.

“The federal executive council is not left behind. The weekly FEC Meeting starts on time. Indeed, change started with us a long time ago.”

Mohammed said President Muhammadu Buhari demonstrated that change began with him when he rejected the purchase of new vehicles on assumption of office.

He added that the president had also directed his convoy not to break traffic rules.

“The president demonstrated leadership when he rejected the purchase of new vehicles for his use, thus saving N400 million,” he said.

“Thanks to his action, no minister purchases new vehicles, saving millions more.

“Then upon assuming office, the president instructed his convoy to always respect traffic rules. The ministers all followed suit.

“In simple parlance, the campaign is geared towards achieving attitudinal change. As they say, you cannot continue to do things the same way and expect a different result.

“Against the background that our core values have witnessed total breakdown in the past years, it is imperative that we re-orientate ourselves with a view to restoring those time-tested values.”

Mohammed outlined the different options available to the private sector to key into the campaign, including platinum, gold, diamond and channel partnerships.

Some representatives of the private sector, who spoke at the event, expressed support for the campaign, saying it could not have come at a better time.

He said it was the commitment to this ideal, the patriotic zeal of former President Jonathan, the impartiality of the electoral umpire and exemplary conduct of the political parties, foreign pressure and other actors “that we collectively disappointed the prophets of doom who had predicted the disintegration of the country after the 2015 general elections.”

Buhari said the nation’s democracy had been strengthened by the outcome of the 2015 elections as Nigerians now have more faith in the electoral system in the sense that their votes would count when choosing political leaders at various levels.
He said the political class should build on the experience of the 2015 elections to nurture democracy.

Buhari, who co-won the Leadership Person Award of the Year with his predecessor, Goodluck Jonathan and former INEC Chairman Prof. Attahiru Jega, said the honour was another public acknowledgement of their various roles and contributions towards the national rebirth and development of democracy in Nigeria.

The president said they were humbled by the honour which, according to him, would inspire them to redouble their commitment to the progress of democracy and development of the country.

A group of protesters, under the aegis of Sovereign Rights Coalition (SRC), has called on the Federal Government to immediately prosecute the leader of the Islamic Movement of Nigeria (IMN), Ibrahim El-Zakzaky.

The group also calling for the eviction of the Iranian Embassy from the country over alleged sponsoring of terrorism.
In a press statement signed by its coordinator, Comrade Aaron Aaron, and made available to Daily Sun, the group who staged the protest on Thursday at the Iranian Embassy in Lagos accused the Iranian government of surreptitiously sponsoring Islamic extremism through the IMN. The group, however, charged the Federal Government to expedite action on the prosecution of El-Zakzaky.

The statement reads in part: “It is common knowledge that there has, in the last decade, been a sprouting of religious fanatic groups which have unsuccessfully attempted to foist their beliefs on innocent Nigerians using terror as their tool of evangelism.
Today, the gallant Nigerian Army has gotten the upper hand in this fight and most of these groups have been brought to check. However, it is our belief that even the little cells of terrorist groups be checkmated.

“Unfortunately, even after this blatant display of disregard for the nation’s security, these terrorists have continued to display obtuse discount for the nation’s sovereignty in their treasonable attempts to occupy parts of the nation in a bid to form their own republic.
It is on this belief that we are here today to establish our reproach for the postponed trial of Mr. Ibraheem El-Zakzaky who is the leader of this notorious sect which has and is still reigning terror on the masses in Northern Nigeria.”

According to the group, the action of the Iranian government only causes enmity among Nigerians.
“Our concern is based on the trail of violent acts that have trailed the Iranians who have been known sponsors of terror, particularly, the IMN. We have refused to sit and fold our arms while these harbingers of terror sneak in seeds of discord amongst our religious tolerant Southerners where all religions wine and dine under the same roof.
This suspicious relocation is viewed in prism of a new recruitment drive to generate recruits for intended terrorist cells believed to be domiciled in the north.
As a group, we have severally observed with awe acts by persons supported by foreign nations including the Republic of Iran aimed at disparaging the honour of Nigeria as a nation.
“The Iranians are major sponsors of terror in Nigeria and particularly the IMN who have not hidden their association with ISIL,” it said.
Describing the IMN as similar to the dreaded Book Haram Islamic sect, the group resolved that: “As a matter of immediacy, the IMN should be labelled and treated as a ‘first class terror group’ in the ranks of the famous Boko Haram and given a similar attention.
“We frown at the delayed prosecution of Mr. Ibraheem El Zakzaki, as this delay in prosecution further emboldens the movement in the country,” it added.

The protest came on the heels of the IMN’s attack on the convoy of Buratai on December 12, 2015, in Zaria, Kaduna State, leading to the detention of El-Zakzaky.

Business activities in Akure, the Ondo State capital, was paralyzed for three hours as supporters of the All Progressives Congress, APC, governorship aspirant, Mr. Segun Abraham and those of the party’s flag bearer, Mr. Oluwarotimi Akeredolu SAN, clashed. Abraham was said to have mobilised his supporters from Ikare-Akoko to protest against the candidature of Akeredolu, which caused gridlock for several hours at the popular Oba-Adesida/Oyemekun road. Sources within the party said a national leader of the APC, Asiwaju Ahmed Tinubu has allegedly directed Abraham and his supporters to continue to protest against Akeredolu since he was said to have asked Chief Olusola Oke to decamp to Alliance for Democracy, AD. Abraham’s supporters, armed with placards moved from Fiwaye Rounabout to the party secretariat.

On getting to the secretariat, the leader of the protesters, Mr Enas Mohammed addressed reporters where he gave reasons for the rejection of Akeredolu as the candidate of the party. Pandemonium was said to have broken out when supporters of Abraham allegedly destroyed posters of Akeredolu. This was said to have infuriated loyalists of Akeredolu, thereby disrupting the protest. It was gathered that some policemen, men of the National Security and Civil Defence Corps, NSCDC, and journalists ran for their lives. Scores of supporters and passersby sustained injuries. But the party’s Publicity Secretary, Omooba Abayomi Adesanya described the protesters protesting against Akeredolu’s candidature as hired hungry youths from Kogi, Ekiti and Edo states who could do anything for just N2000.

Dangote, Africa’s biggest cement producer, has an annual production capacity of 43.6 million tonnes and targets output of between 74 million and 77 million tonnes by the end of 2019 and 100 million tonnes of capacity by 2020. The company has invested more than $5 billion to expand outside its home market in the past few years.
Dangote said Nigeria has become a cement exporter generating $1.25 billion of sales as against annual imports of $2.5 billion which the country would have spent before the sector was liberalised in 2002.

The forum of Niger Delta Clan Chiefs and Elders has observed with dismay the heightened gang-up by political detractors within the current Government to completely tarnish the reputation of former President Goodluck Ebele Jonathan.

The forum which rose from an emergency meeting in Warri, Delta State, Tuesday, fingered the Minister for Transportation, Rotimi Amaechi as being the arrowhead behind efforts to clamp down on former President Jonathan and his wife Patience Jonathan, with whom Mr. Amaechi has had a long history of political rivalry and conflict, respectively.



In a communique made available to the media, the group through its spokesman, Chief Comewell Derioteidou, urged President Buhari not to be further drawn into a conflict with the Niger Delta on the advice of enemies of the region, whose sole aim is political capital, but to see how amicable resolutions can be reached in order to douse escalated tensions and promote peace in the region.

The group expressed dismay that the statesmanship of the former President in conceding defeat voluntarily in spite of the many controversies surrounding the election is being mocked by the Nigerian nation and warned that the Niger Delta people will not sacrifice their own for Nigeria.

According to Chief Derioteidou,”Our people will not fold our arms and watch the good name of Jonathan destroyed by politicians. We have heard all sorts of amounts being bandied in the media against Jonathan’s wife and wonder why Abacha’s wife, YarAdua’s wife and the others who have universities in their name are not being subjected to the same scrutiny.

Why is Jonathan being picked on? What are they afraid of? Did he not leave them with the power?” The group further wondered why the Abachas who are renowned looters are enjoying clemency while leading voices of the Niger Delta are being clamped down.

“It portents danger for everyone,” the group added. “Crisis in the Niger Delta at this time of economic downturn is grave crisis for Nigeria. It is high time the attacks are put to an end. Amaechi and his buccaneers must know that they are not unknown to our people.” Chief Derioteidou maintained.

The Presidential Committee on Trade Malpractices, the Nigeria Customs Service (NCS), Kebbi State government and the National Agency for Food and Drug Administration and Control (NAFDAC) have resolved to check the massive smuggling of expired and poisonous rice into Nigeria by various land borders.
The agencies, at a press briefing yesterday in Abuja, said intelligence report showed that batches of rice contaminated by dirty waters of the creeks through which they were smuggled were finding their way into various markets, which has made unsuspecting Nigerians consume poisonous rice capable of causing cancer and other ailments.
They also said rice preserved with poisonous chemicals and reagents were being shipped into the country from mostly Asian countries.
Speaking at the media briefing, Chairman, Presidential Committee on Trade Malpractices, Dahiru Ado Kurawa, explained that the President Muhammadu Buhari administration was determined to end the importation of rice as the country has the capacity to cultivate rice to meet local demand.
He lamented that Nigeria remains the biggest importer of rice in the world, and the importation of rice through seaports puts heavy pressure on the nation’s foreign exchange.
He said about “600 million metric tonnes of rice is cultivated worldwide. Nigeria imports three million metric tonnes and of the 600mmt only 40mmt is traded internationally across borders. Meaning most countries cultivate and consume. That aside, 80 per cent of rice worldwide is cultivated in small farms of two hectares or less.”
In his remarks, the Comptroller-General of Customs, Hammed Ali, stated that the service would deploy helicopters and drones to monitor the popular illegal routes used by smugglers to flood Nigeria’s markets with contaminated rice.
“We know there are porous borders all over Nigeria. We can’t cover all of them even if we’re to deploy all our men. So, we’re going to deploy helicopters and drones to patrol these borders because we’re determined to end smuggling via land borders; 99 per cent of all the smuggled rice is contaminated and unfit for consumption. That is why you see young people in Nigeria suffering cancer. So, if you must import rice, use the seaports,” he said.
Also speaking at the event, the Acting Director-General of NAFDAC, Yetunde Oni, said the agency was involved in the rice production value chain to ensure farmers stick to best practices.
“We’re not farmers but we’re deeply involved in the rice value chain. We ensure the rice is grown on proper soil, the proper fertilizer applied and the right processes and procedures followed,” she said.

The man, who has remained anonymous, is the first of 50 people to complete a trial using the two-stage attack on the deadly virus.

The research is being carried out by a collaboration of five of Britain’s top universities organised by the National Health Service.

Mark Samuels, managing director of the National Institute for Health Research Office for Clinical Research Infrastructure, told the Sunday Times: “This is one of the first serious attempts at a full cure for HIV. We are exploring the real possibility of curing HIV.

“This is a huge challenge and it’s still early days but the progress has been remarkable.”

The trial patient told the newspaper that recent blood tests showed no detectable HIV virus was present, although it was too early to confirm that the treatment had worked.

The new therapy aims to overcome a major barrier to clearing the virus from a sufferer’s body that has challenged researchers for decades.

Current methods using antiretroviral therapies (Art) fall short of ridding patients of HIV, as the virus can hide out of the drugs’ reach in the immune system’s T-cells.

By sheltering in dormant T-cells the virus can later take over its host and use it to produce thousands of copies of itself, should Art no longer work.

The research by Oxford and Cambridge universities, Imperial College London, University College London, and King’s College London, is testing a “kick and kill” technique to first expose, then destroy the virus.

First a vaccine helps the body find infected T-cells. This is then followed by a course of the drug Vorinostat that awakens the dormant T-cells, which then begin producing HIV proteins that act as a homing beacon to the immune system.

Imperial College London consultant physician Professor Sarah Fidler said the treatment worked in the laboratory and there was “good evidence” it will work in patients.

However she added: “We must stress we are still a long way from any actual therapy.”

THE Rivers State Governor, Chief Nyesom Wike, said on Sunday that the insecurity in the state was inherited from the previous administration.

Wike stated that the killings and kidnappings in Rivers started during the administration of former governor Rotimi Amaechi.
The governor made the comments during the thanksgiving service at Saint Andrew’s Anglican Church in Okrika to commemorate the rescue of Patience Tam-George, the octogenarian mother of the Commissioner of Information, Dr. Austin Tam-George, who was held hostage for six days by kidnappers.

But the All Progressives Congress in the state disagreed with the position of the governor, insisting that Rivers was safe under Amaechi’s watch as governor.

Represented by the Secretary to the state government, Mr. Kenneth Kobani, the governor said, “We are happy that our mother, Ma Patience Tam-George, did not die in the hand of the kidnappers. The issue of security challenges we are facing was inherited, it is not from us. That is why the governor has encouraged the security agencies to fight crime.

“The governor has zero tolerance for crime. The Amnesty programme, which is also one of the approaches, is to give the cults a second chance.”

Wike called on clerics to tell the youths to shun violence, even as he enjoined the people of the state to support the efforts of the state government in the fight against crime.

Reacting, the state Publicity Secretary of the All Progressives Congress, Mr. Chris Finebone, described as preposterous the statement credited to the state government that kidnapping and killings were inherited from the immediate past administration.

Finebone said contrary to the position of the state government, Amaechi fought crime to a standstill during as a governor.

He said, “That is the most preposterous story to tell. Anybody who lived in Rivers State when Amaechi was governor agreed that Amaechi gave his all to fight insecurity in the state.

“It is possible that Kenneth Kobani (representative of the governor), who had gone on self-exile, did not come down to Rivers to experience the quiet and safe Rivers State then.

“He (Kobani) never lived in Rivers during the time Amaechi was governor. So, he spoke from the angle of lack of experience.”

Chairman of the Senate Committee on FCT, Senator Dino Melaye (APC, Kogi West), on Sunday urged President Muhammadu Buhari to give presidential pardon and amnesty for treasury looters.

Melaye also declared that the leadership at all levels of governance must begin to sacrifice more to serve both as an example and an inspiration to the citizenry to bond together and pull the nation out of the current economic recession.
He made this known in a statement titled “56th Independence Anniversary : Leadership Must Sacrifice More”. Read below:

56 years of independence as a sovereign state should, and ought to be a time to roll out the drums and celebrate our journey to true nationhood. Unfortunately, the present economic hardship has denied Nigerians this luxury. What is required under the circumstances is modesty and deep introspection on how we got to this sorry pass. But more importantly , the current times calls for more sacrifices on the part of the leadership from the local, state to the federal levels.

Unlike so many other relationship fundamentals, leadership is a top-bottom dynamic if it must inspire and command loyalty and the needed follower-ship. At times like this, the leadership must sacrifice more, give up some of its pecks of office, show more compassion and empathy, and desist from leading opulent and offensive lifestyles that are capable of inflaming passions amongst the suffering masses.

The ‘Change Begins with Me’ gospel will resonate more with the people if those at the helm of affairs show the way and lead by example. While very tangible sacrifices are required of the leadership at the moment, perhaps the leaders can begin with a symbolic gesture. Since names and appellations matter, those at the helm of affairs must immediately drop those appellations that accentuates the existential divide between them and the citizenry until there is a marked improvement in the material condition of the people.

In this regard, I recommend that henceforth no President, Vice President, Governor, or Deputy Governor should answer the name ‘His Excellency’ until the material condition of ordinary Nigerians has also become ‘Excellent’. No Senator should continue to answer ‘Distinguished’ until the the masses of the people begin to experience a distinguished existence and no Federal or state Legislator should wear the badge of ‘Honourable Member’ until the ordinary citizen is himself living a life that can be classified Honourable in every material particular.

This is a first significant step in erasing the class barrier that misleads those at the helm of affairs into believing erroneously that they deserve a better existence than the ordinary man on the street, and thereby conferring them with the delusional legitimacy to amass the public till on their behalf.

As a means of addressing the dwindling state of revenues accruing to the federal government which is adversely affecting the implementation of the 2016 budget, deliberate effort must be made to attract Foreign Direct Investment (FDI) into the country. This can be achieved by improving the security situation in the North East and the Niger Delta since no serious investor will put his resources in a climate where insecurity is a daily fare. Government’s effort in this direction must be two-pronged: a combination of military action and a psychological warfare to win the hearts and minds of the people in the two besieged regions.

Government must also devise ways to pacify the Niger Delta Avengers and other militant groups in the region through a very creative, robust and efficient Amnesty programme. This programme must also be implemented simultaneously with a robust and sincere ‘Marshall Plan’ for the development of the region. The combined effect of the New Amnesty Programme and the Marshall Plan will not only ensure sustainable peace and development in the area, but also prevent the mutation of new militant groups in the future since there would have been a systemic disincentive for their emergence.

Needless to add, sustainable peace in the Niger Delta would lead to the security of oil installations, boost oil and gas production, increase foreign exchange earnings, attract more revenue to the coffers of the governments at all levels, facilitate the implementation of budgets and ultimately result in a marked improvement in the standard of living of the generality of the citizenry, and not just for the privileged few.

The diversification of the economy away from the current mainstay-oil, to agriculture and manufacturing must also be pursued more aggressively if Nigeria must be pulled out of the recession in the shortest time possible. In this regard, access to single digit interest facilities to investors in the agricultural and manufacturing sectors should be made less tedious and seamless. Tax holidays can also be considered as an incentive to get more investors, both local and foreign to take to agriculture and manufacturing to create jobs and boost the real sector.

Furthermore, relevant laws must be reviewed and new ones enacted to give states and local governments higher stakes and autonomy in the exploration and exploitation of solid minerals in their domains. This will breed competition amongst states and local governments, create jobs, boost the local economy and reduce unemployment, crime and other associated social vices.

Though an unrepentant advocate for integrity and forthrightness especially from public office holders, l however sincerely want to recommend that Mr. President grants Presidential Amnesty/Pardon to all those who looted our treasury provided they return all proceeds of their loot to the government within six (6) months of the declaration of the Amnesty.

This, I believe will encourage the voluntary return of the looted funds, empower the government financially to immediately commence the implementation of projects and programmes that will stimulate the economy and raise the peoples’ standard of living, and save the judiciary and other law enforcement agencies the agony of fruitlessly pursuing the looters in and out of the courtrooms. In the long run, this would be a win-win situation for both the government and people of Nigeria.

At the expiration of the six months’ ‘Moratorium’, all those who failed to comply would then me made to face the reality of aggressive and expeditious prosecution and eventual jail terms for convicts in accordance with the laws of the land.

Global oil benchmark, Brent crude, extended its rally on Sunday to hit the $50 per barrel mark, the third time this year.

This comes as the expected return of the Forcados export terminal has helped to boost Nigeria’s planned crude oil exports this month to about 1.98 million barrels per day, the most since January.
Forcados, whose export has been suspended since February after militant attack on the export line, is one of Nigeria’s largest crude grades with an average output of about 200,000 bpd last year.

No tankers have loaded from the terminal so far, according to Bloomberg ship-tracking data. Eight cargoes are scheduled to load this month with another six planned for November.

The recent upsurge in militant attacks in the Niger Delta pushed oil shipments, the nation’s biggest export, to as low as 1.38 million bpd in August from a high of 2.1 million bpd in January.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, last week, noted that the country had lost an average of 500,000 to 700,000 bpd over the last six to eight months.

Commenting on the militancy in an interview with Bloomberg, the minister said the government was doing all it could to address the problem, adding that oil production had risen to 1.7 million bpd, up from a low of 1.2 million bpd about two months ago.

Kachikwu said, “We think that if we can finalise the dialogues in the month of October, which is my anticipation, we should be able to get ourselves to end the year at about an average of two million barrels.”

Oil prices have been on an uptrend since the Organisation of Petroleum Exporting Countries decided to cut output for the first time in eight years.

Brent, against which half of the world’s oil is priced, had risen to around $48 per barrel last Wednesday after OPEC agreed to reduce production, compared to $45 earlier in the day.

It stood at $50.19 per barrel as of 4.53pm Nigerian time on Sunday, up from around $49.66 per barrel on Thursday.

OPEC agreed to cut production to a range of 32.5 million barrels per day to 33 million bpd from around 33.5 million bpd.

Lai Mohammed, minister of information and culture, says the fact that the Chibok schoolgirls were yet to be rescued should not be a yardstick to write off the achievements of government.

Speaking on ‘Nigeria at 56: Recursive, Resilient, Rising’, a Channels Television live Independence programme, Mohammed said the current administration remained committed to rescuing the girls.
He said no group, local or international, could claim to have more stake or to be more committed to the quest than the government.

Mohammed added that the issue of the rescue of the girls was a humanitarian one that everyone or group should be “passionate but rational about”.

He waved aside the position of some critics, emphasising that government had robust counter terrorism policy and had recorded significance success in fighting Boko Haram in the north-east.

Mohammed reiterated that Boko Haram had been decimated and government was working daily to ensure the release of the abducted girls.

“The north-east is free now, students are returning to schools, all the towns and communities hitherto under the control of the terrorists have been liberated and those who fled their homes are gradually returning,” he said.

He recalled that the Buhari administration came on board 410 days after the abduction, and alleged that the previous government had no clue to rescue the captives.

Mohammed said in all cases of abduction, especially by insurgents, 24 hours was critical to ensuring prompt rescue, adding that the government in power then did not utilise the intelligence then.

He added that current administration had thrice established links with Boko Haram for the exchange of the abducted girls with arrested members of the group.

He explained that on each occasion, the efforts were thwarted by the link with the insurgents, fresh demands by Boko Haram or division in the camp of the group.

Mohammed said government appreciated the efforts of the “Bring Back Our Girls” (BBOG) group but noted that “the administration is as concerned as they are and ready to work with them in ensuring the release of the girls.”

Oby Ezekwesili, one of the leaders of the BBOG, who was also on the programme, also reiterated the position of the minister that 24 hours was critical to ensuring success or failure in cases of abduction.

She admitted that the past administration failed in that regard, but expressed disappointment that more than 900 days after the girls’ abduction, there was no tangible evidence or convincing plans by government on their release.

Ezekwesili said the group resumed its agitation with vigour to canvass citizens engagement in the release of the girls and ensure that government did not stay away from the parents of the girls.

She underscored the need for government to carry along the group in its rescue efforts and be consistent in its messages and briefings

Crime / Breaking News: Kidnapped Isheri Landlords, Trainer Freed by idrisa334: 4:30pm On Sep 28, 2016


Three landlords at Oshorun Heritage Estate, Isheri and their trainer kidnapped last Saturday on Channels Avenue have been freed.

Kennedy Ucheagwu, Dr. Omololu Bello, Fidelis Esang and trainer Coach Oni were whisked away by gunmen clad in military camouflages during their routine exercise near Lekki Gardens Estate.
Initially, the gunmen demanded N300 million as ransom for each of them but the amount, The Nation
gathered was later reduced to N20million.

It was gathered that the police have tracked the suspects, mostly young boys, and their messenger identified as Mary, from the telephone number they used in contacting victims’ relatives.

The Nation reports that security agencies would have rescued the victims two days after the abduction, but had hitches as the kidnappers were also changing their location.

Spokesman for the Estate Association who confirmed the release of the victims, said they got home at the wee hours of Friday.
“We thank God. They have been released. They got home late. I don’t have much details now,” he said.

FCT Police Command have said it stopped a procession by the members of the Islamic Movement of Nigeria (IMN), also known as Shiite group, in the territory on Thursday, September 22, 2016 in Abuja.

The FCT Commissioner of Police, Mr Muhammad Mustafa, said that the group had threatened to take over the streets of the FCT in the name of registering their grievances.
He warned that no individuals or group had the rights to protest in the territory without the permission of the command.

“We will not condone any act of lawlessness in the territory in form of protest,“he warned.

He advised any group which wants to protest to always seek the permission of the police.

NAN reports that the protesters were demanding immediate release of their leader, Sheik Ibraheem El-Zakzaky, who has been in detention since December 2015.

NAN recalls that many were feared dead after a clash between the Army and members of IMN in Zaria, Kaduna State, in December 2015.

The Nigerian government, through Alhaji Lai Mohammed, the country’s information and culture minister, has hailed what it called the ‘ringing’ global endorsement which President Muhammadu Buhari received from world leaders during his recent trip to the US for the 71st session of the UN General Assembly.
The federal government also appealed to Nigerians to continue to support the president.

In a statement issued in Lagos on Sunday, September 25, and made available to NAIJ.com, the minister said it was particularly delightful to hear from world leaders that President Buhari’s determined and committed leadership as well as his integrity have given Nigeria a positive image in the comity of nations.
Buhari returned to the country on same day the statement was issued by Mohammed. He has been highly commended for representing Nigeria well in at the international event.
The minister said the global community’s appreciation of the giant strides that have been made by President Buhari’s administration in fighting terrorism and corruption, as well as in deftly managing the nation’s economy at a time of global economic downturn, is an indication that the administration is on course in its quest to ensure a better life for the people.
“These three areas (economy, security and the fight against corruption) are the priorities of the Buhari’s Administration, and its efforts have not gone unnoticed globally, despite the attempts by naysayers to pull the wool over the eyes of Nigerians. World leaders including US President Barrack Obama, UN Secretary-General Ban Ki-moon, French President Francois Hollande and Switzerland’s President Johann Schneider-Ammann all took turns to extol President Buhari’s leadership.
“This should be a source of hope and pride to Nigerians, who have borne the brunt of the difficulties associated with the current economic downturn as well as the country’s negative global image in the past. While thanking Nigerians for their perseverance, there is no doubt that by continuing to give their unalloyed support to the President, they will be ensuring that these tough times will not last,” Alhaji Mohammed said.
He said the fact that the president was able to highlight and seek a global rallying point on critical issues issues during his trip will have a positive effect on the country.

Mohammed expressed optimism that the country would soon begin to reap the benefits of the US-Africa Business Forum and the meeting with top Nigerians professionals, which took place on the sidelines of the UN General Assembly.

The Ogun State Police Command has uncovered a “fraudsters’ den” at Pokuku Village in the Abeokuta North Local Government Area of the state

According to Punch, the den, which was nicknamed “Pokuku Shrine” was until Wednesday allegedly used by suspected fraudsters to carry out different forms of criminal activities such as fraud, according to the police.

The state Commissioner of Police, Ahmed Ilyasu, on Wednesday said the police raided the shrine after an intelligence report on criminal activities being perpetrated there.
The shrine, which is a two-bedroomed mud house, is located in the remote part of the village. It contained effigies, fake foreign and local currencies and other fetish objects.

Ilyasu said the shrine was raided by the Federal Special Anti-Robbery Squad, and one of the suspected fraudsters who was said to be the ring leader, Haruna Moshood, was arrested, while three other accomplices escaped.

The police boss said many victims had been duped by the fraudsters, who were also said to be kidnappers.

He said, “This is a house of horror where different kinds of criminal activities had taken place.

“Following diligent and intelligent information of our special operatives, FSARS stormed this horror house and we discovered that it is a receiving end of kidnapped victims.

“It is also a place where suspected kidnappers dispose property of their victims. We have been able to recover different denominations of fake dollars and nairas.

“By the time we arrived here, we did not see any victim, and some of the suspected kidnappers escaped. However, we were able to arrest one of the leaders, identified as Haruna Moshood.

“I appeal to the state residents to be cautious so that they will not become preys in the hands of criminally-minded people.”

The suspect told Punch Metro that he and other members of his gang were into fraudulent activities, adding that their victims were people looking for quick money.

Moshood said one of them usually hid in one of the rooms and would be talking as an “oracle” to deceive their victims.

He said the effigies were also there to deceive their victims.

“We always play on the greed of the victims because they were looking for quick money.

“Again, we also study how wealthy they were by telling them to bring a certain amount of money. For instance, if we ask a victim to bring N100,000 and he brought it, that shows he or she could bring a higher amount.”

The 34-year-old Moshood said he just joined the gang in 2015.

In a determined bid to effectively confront the humanitarian challenges in the North-East, President Muhammadu Buhari has approved a change in the management of the situation putting cabinet ministers in direct charge of sectoral coordination.

According to a statement by the spokesman of the Vice President, Laolu Akande, Before now, sectoral coordination of the humanitarian situation were managed by director-cadre ministry officials. But in a decision to upgrade and elevate the governance structure, the President has approved a modification of the structure by putting Cabinet Ministers in charge of governmental response to the humanitarian emergency caused by the insurgency in the NorthEastern part of the country.
Specifically, an Inter-ministerial Task Force has been established by the President to coordinate the response and work with humanitarian agencies to support the governments and other structures in the affected states.

In the Multi-sectoral Task Force, each sector will now be led by a Minister while the entire Task Force is led by the Ministry of Budget and National Planning, which will now coordinate and mobilize the domestic, governmental and private sector resources necessary to effectively meet this challenge with the urgency it demands.

The ministers who will now personally supervise their ministry’s role in the newly modified governance structure include Ministers of Health, Interior, Women Affairs, Agriculture and Water Resources. The National Security Adviser to the President and the Chief of Army Staff, National Emergency Management Agency, NEMA, and the Presidential Committee on NorthEast Intervention, PCNI, would also be actively involved in the new elevated response model approved by the President.

Defeating Boko Haram and countering violent extremism has been one of the main priorities of the Buhari administration and, to date, the military has recorded great success. However, as the military forces move deeper into the core Boko Haram strongholds, they have discovered and freed several persons who are severely malnourished and in poor health, hence the acute need for stronger coordination, oversight and direction of all NorthEast humanitarian interventions and resettlement efforts.

The Federal Government has also expressed appreciation for the human and material resources already deployed by the United Nations Agencies, International Development Partners, Non-Governmental Organisations as well as other private companies and individuals who have been assisting to meet the urgent needs of the victims thus far.

With this new management structure, the Federal Government has given assurances to the UN and all other partners, local and international, of its readiness to effectively lead the humanitarian response, deploy adequate resources and do everything possible to mobilise a rapid response in order to save lives and restore normalcy to the affected areas.

South African universities set to offer witchcraft in their school curriculum.

If news making the rounds is anything to go by, then students will now have a chance to get an education on witchcraft.
According to Live Monitor, plans to include witchcraft into university curriculums, have been announced by the South African minister of higher education and training, Mr Blade Nzimande.

According to Nzimande, the classes which will commence from 2018, is aimed at learning skills which are peculiar to people who practice witchcraft.

Addressing student union representatives from across the country, he said:

“There is a lot we can learn from witchcraft, like how they fly in that winnowing basket. Imagine if we learn that skill. It will eradicate traffic jams and everyone will just get in their basket and fly. It also means we will not be importing fuel anymore.”

Nzimande also reportedly asked popular witches to book and keep appointments with his office, where there skills would be tested to determine which ones would be hired as lecturers. He also reportedly invited witches from outside South Africa, with a promise of permanent residency.

He said:

“I spoke to Gibs (Minister of Home affairs Malusi Gigaba) and he agreed to issue witches from outside South Africa with permanent residence permits. I heard Malawi and Zimbabwe have an impressive collection of witches. We are hoping they will heed the call.”

The student representatives were said to have booed him after his speech, because they had assumed he would reduce their increasing school fees.

Applications into the department is said to be closing at midnight on September 30. There is currently an opening for 109 witches.

1. Read to learn.

It doesn’t matter if it’s friends or family, and it doesn’t matter what you do–watching a movie together, taking a walk, or sharing a meal. The point is spending time together.

3. Make time to do nothing.

We spend so much of our time in busy-ness. The best antidote is to spend some time not doing anything. Turn off the screens and the sounds, find a quiet corner, and quiet your mind. You can choose to engage in structured meditation or prayer or just concentrate on your breath. A few moments set aside will center you and keep you focused, and it also promotes good sleep.

4. Take stock.

The end of the day is a great time to take stock of what’s been happening. Some people journal, others do a mental walk-through. Either way, ask yourself what’s working and what’s not, what needs your attention, what developments are significant. It’s a natural time to check in, and it keeps key concepts at the top of your mind as you prepare for the next morning.

5. Work out.

Making gratitude a nightly touchstone helps keep you content and happy. You may build it into another practice, like journaling or meditation, or just take a moment to jot down the top five things you’re grateful for each evening. Gratitude makes you more positive and optimistic, which in turn helps more good things happen.

Good evening habits are all about unwinding and balance and letting go of the pressures of the day. It’s something that pays you back twice–giving you a relaxed, pleasant evening and a more energetic, productive following day.

Police in Rivers state has recovered the decapitated head of a leader of the All Progressives Congress (APC) in Ikwerre area of the state in another murder report from the Garden city. The head of the middle-aged man simply named, Ebube, who was kidnapped and now confirmed killed by suspected assassins was found in a pit at Isiokpo community in Ikwerre local government area of Rivers state.

It also quoted a senior police officer attached to the Special Anti-Robbery Squad (SARS) as saying that some hoodlums have been nabbed in connection to the grisly murder. It was the hoodlums that led the police to their hideout where over four decapitated heads including Ebube’s were found. Late Ebube’s wife confirmed the report in a phone interview and said arrangements were being made to deposit the head of her late husband in the mortuary for the burial rites to begin. Ebube, a leader of the All Progressives Congress in Isiokpo community, was assassinated ahead of the March 19 rerun election in the state after he allegedly refused to dump from his party.
