I have a rebuttal:
Codice fiscale which is equivalent to Social Security Number can be generated prior to coming to Italy.
Also, ISEE can be obtained at Nigerian Embassy, Rome.

Can I ask someone to do this for me in Rome?

It depends on your school. Would be better to ask students already in your school in italy.
To further explain.
You can obtain the document about family as a form of high court affidavit
for proof of residence, you can get that from the local government of your residence.
Please act fast (in your best interest). Get them translated, also get them authenticated at MFA Abuja.
Then, if the Italian consulates accept to legalize, which I am sure they no longer do. Then do so if not after you get your visa you would legalize them yourself in the Nigerian consulate in Rome.

thank you, I think they no longer legalize it at the emabassy form what others have said. I don't know if someone has experience of asking a friend already in Italy to help and go to Nigerian Embassy in Rome. This is because I am sure the scholarship deadline would have expired before I arrive in Italy.

Lets start from here. ISEE is kind of document issued by INPS ( National Institute for Social Security) in Italy , And a key requirement to do anything with INPS in Italy is to have what we call Codice fiscale ( Fiscal code) it is the Italian version of Social security number. For you to have this number you must be living in Italy. ISEE is a document that shows the economic situation of a person or a nuclear family in Italy . People request for ISEE in Italy when they have some form of economic hardship and need some help from the government to help in offsetting some of their Bill's .
So in Nigeria there might be another name for that but certainly not ISEE and even the page that you attached spoke on that.

Your attachment seems to come from the website of University of Bologna. And in that page it says foreign student not living in Italy can seek help in submitting the documents required using the services of ER-GO.

Yes I understand this, but I am asking how to go about the equivalent for non-EU students, as they said we can apply for the scholarship but we have to provide a document stating family income.

Yes I understand it can only be used in Italy, but the online application deadline for the regional scholarship is mostly in August but I am not sure to be in Italy before August. And I wouldn't want to miss the deadline.

The husband is based in Italy, she just received a document called the "nulla Oster", written in Italian language, please what is her chances of getting Visa this time, she's has been denied visa several times, a lot of money wasted, according to the husband he just got his own resident in Italy, maybe that's what the nulla Oster is all about.

I guess she is already in italy. The nulla osta is like a sure route for visa if they certify the marriage certificate.

Hi, from experience I think it's better to get the document here in Nigerian embassy in Rome, Italy; because often times what we declare as family income is usually the opposite of your bank statement.
1. You need an affidavit from an High court stating your family composition and the total amount you make in a year, afterwards you should take that affidavit to the Nigerian embassy in Rome which would be translated to your consular document (a letter headed paper with the Nigeria coat of arms)
What of someone not yet in Italy and the visa might come later after the deadline of the scholarship, can I ask someone to help me and o it there in Italy?

They waived off the admission test also..

Based on last year visa application experience
If you have a Scholarship, stipend or funding you have a 100% chance of getting the study visa
If you only tuition waivers or regional scholarship it is 50% chance
If you don't have funding or you're self sponsored.
The chances are 20%
Provided you can prove that you or your parents have regular streams of income to support your financial needs, you will be granted visa.
If you're not able to prove it or your statement of account has comma. You will not get the visa o.


the hard truth is that a lot of self sponsored applicants were denied last year. For various reasons. Majorly as a result of finance. And maybe the consulate somehow knew that majority of them were relying on the Regional scholarship.
Secondly maybe they were not satisfied with the documents presented.
Either way, after receiving admission whatever procedures you take going forward please back it up with prayers even a slight mistake in translation can deny you from getting your legalization completed

For the regional scholarship, do you know how to obtain the documentation of family income they ask of before one obtains visa.

No, the Italian Consulate in Nigeria no longer legalize any of those documents that you mentioned.

The family income document can however be legalized in Rome. And this is only possible for those who have received a visa and can travel to Italy to get it done, because it cannot be done by proxy.

Can I delegate a family member already in Italy to do this for me before I get my visa, as the deadline is always earlier before september that school will start.

2. Currently, the application for some regional scholarship is ongoing. If visa approval do not meet up with the deadline of those scholarship. How will one go about it? Since, those documents are required to be uploaded on the portal during application.

The 200k is the one I spent at the consulate. Every doc for legalization has a price including the DOV.

I think aside transport and accommodation to Abuja, you should be able to authenticate your documents at the ministry of education and foreign affairs with less than 10k.

Translation depending on how much they charge a page and how many pages you have, maybe less than 3k per page. Not sure what is the cost of legalization at the consulate, but if your read earlier threads, you will notice some have said it's free for education documents and 21k per each document that is not educational.

A bit of correction, ur description of quantum teleportation as PHYSICAL disappearance/appearance of perhaps humans from one distant location to another on earth is a bit misleading. This description actually counter-represnets many quantum theories+ general relativity laws.

The only way to discuss teleportation is in terms of quantum states or qubits.

I have two car suggestions for you, they are v6 cars, but u won't feel it that much. They are in same league as the cars u want, but look nicer, atleast more prestigious,"not thief' friendly, pocket friendly in terms of maintenance. The cars are

1) Toyota avalaon: 2001 to 2004
2) Lexus es 300 : 2002-2004

If you don't have a lot of money, still want to look a bit classy and reseeved, go for them. The second one is a bit above ur budget anyways, think about it.

Unless u strictly want an SUV, If not, instead of the Venza go for Lexus Es350 2008-2010 and have some money left. If you are bent on spending all the money go for the 2012.

A masters degree holder friend of mine has regretted not joining the band .wagon way back in his undergrad days to buy marks in some of his courses, an act popularly known as sorting. According to him, a GPA of 2.80 still hunts him years after he graduated even when he managed to get a masters degree abroad. A PhD has actuality become an up hill task with most of the schools turning town his applications after paying huge application fees.

The crop of American schools subject him to GRE and other funny tests (of course not TOEFL/ IELTS, he makes good grades) that at times make him sit exams with people too young to be his children, then a mail regretting not offering him admissions. He needs a doctorate degree due to a career part he is craving for. For the schools in Nigeria, his course has got few professionals around and the fear of spending years for a three year program scares him stiff.

He has excellent research proposals and even wrote a proposal for someone I know that is presently in one of the top schools in the US. He has a midas touch and a professional in his area. The surprising this is that he made a distinction in his masters degree, but all the schools where he applied for phdin America and Canada and even Australia and NZ keep complaining of his undergrad. Crop of Canadian prospective supervisors he will manage to get in touch with will advise him out rightly not to continue applying and for US, a regret letter readily awaits him after a rigorous applications and fees. They actually mention the undergrad.

Also according to him, the 2.2 level grade is due mainly to some unfortunate incidents that befell him in school. A lecturer accused him of not buying his handout and swore to make him fail, which threat the lecturer effectively carried out. That was his first carryover. GST causes, two results got missing and no help in view, 2nd and 3rd carryover. Then the big bang, 400 level, he almost dropped out due to hard times and missed a whole semester, he managed to write the exam and bagged an f, 3rd carryover, and finally got sick and missed exam at 400 level 5th carryover. I personally know this guy as a very brilliant fellow ( at least for him to finish with a 2.2 despite these unfortunate incidents and without any extra year).

He is really downcast and heart broken. I have advised him to check schools in Nigeria, China, Malaysia (where he got his masters) etc if he must go abroad again for his PhD but he insisted on going to Europe or America.

I wouldn't know if anyone has a better advise.

This is not true, you don't have a PhD position yet is not because of your first degree CGPA. It is just because there are not many PhD offers these days to cater for the huge number of applicants. So these days it is very competitive, Professors get emails on daily basis from students.

I had first class from a Naija Uni and also distinction from an European Uni for my masters but I only got a PhD offer after like 43 different applications.

Many of my friends encountered the same, some got positions and some are still yet to get one.

Just know it is overly difficult these days and not necessarily what you think, is the only problem. Continue applying till something happens.
