Chinese billionaire Jack Ma, the founder of Ant Group, reportedly may give up his stake in the company, Reuters reported.

The move is one option being discussed as Ant Group executives and Chinese regulators seek to find a way forward for the embattled tech giant. This is according to Saturday's report, which cited unnamed government and company sources.

It was unclear whether Ant Group or Ma would be tasked with a final decision on Ma's potential exit, the report said. Sources told Reuters the company hoped Ma's stake would be sold to Ant investors or Alibaba Group.

Ma's tech empire has been under increased scrutiny after the mogul made negative comments last fall about financial regulations during a public appearance.

In the wake of his comments, President Xi Jinping reportedly personally halted a planned $37 billion initial public offering by Ant Group. In meetings before the IPO's cancellation, Ma reportedly offered to give parts of Ant Group to the Chinese government.

News of Ma's potential exit came a week after Alibaba Group, also founded by Ma, was hit with a record $2.8 billion fine.

Reuters on Saturday said the decision about whether Ma would exit Ant Group was being discussed in meetings with officials. But an Ant Group spokesperson issued a statement to the outlet, saying Ma's exit "has never been the subject of discussions with anyone."

Press reports tracked the whereabouts of Ma as he fell out of favor last fall, including a long period where he seemed to disappear from view altogether. It was later reported by The Financial Times that he'd spent some of that time meeting with regulators.

The U.S. Cybersecurity and Infrastructure Security Agency, or CISA, said in a warning Tuesday evening the latest hacking campaign is currently "affecting U.S. government agencies, critical infrastructure entities, and other private sector organizations."

CISA activated its strictest emergency powers Tuesday evening, mandating that every civilian government agency scan to see if they were affected by the hack and to take actions to fix it. Though it's historically rare for it to do so, it's the second time in seven weeks the agency has issued an emergency directive after the Exchange hack.

"In recent months we have issued them with increasing frequency, which is certainly a concern and something we don't take lightly," said Matt Hartman, the agency's deputy executive assistant director of cybersecurity.

"We at CISA are very concerned," he said.

Unlike the hacks on SolarWinds and Exchange, both of which had at least tens of thousands of potential victims, there's little indication that China used Pulse to hack a broad number of targets. But the hack is particularly significant because it enabled China to gain access to several federal agencies and major U.S. companies for months, said Charles Carmakal, Mandiant's chief technology officer.

"We're starting to see a resurgence of espionage activity from the Chinese government," he said.

None of the victims have yet been made public, though that will likely change, Carmakal said.

"In the coming weeks and months, we're going to have a better sense of how big of a deal this is from a national security perspective," he said.

As with the Exchange hack, China deflected but did not deny responsibility. In an emailed statement, a spokesperson for China’s embassy in the U.S., Liu Pengyu, said China is "a staunch defender of cyber security" and "firmly opposes and cracks down on all forms of cyber attacks."

A bipartisan U.S. congressional push to counteract China picked up steam on Wednesday as a Senate committee overwhelmingly backed a bill pressing Beijing on human rights and economic competition, while other lawmakers introduced a measure seeking billions for technology research.

The UK’s largest “signal of maritime and air power” in a generation will set sail next month as the aircraft carrier HMS Queen Elizabeth departs for its first operational deployment.

The £3 billion warship, with eight RAF F35B stealth fighter jets on board, will depart for Asia accompanied by six Royal Navy ships, a submarine, 14 naval helicopters and a company of Royal Marines.

The Carrier Strike Group (CSG), which will carry out visits to India, Japan, South Korea and Singapore, will include the US destroyer USS The Sullivans and the Dutch frigate HNLMS Evertsen.

An American warship found itself in the middle of a Chinese navy flotilla on Monday as it shadowed the group led by aircraft carrier Liaoning out of South China Sea and into the Western Pacific.

Satellite images captured Liaoning and five People's Liberation Army escort vessels sailing in the Philippine Sea, while a conspicuous U.S. Navy vessel—likely an Arleigh Burke-class destroyer—followed closely behind.

The PLA Navy's first aircraft carrier is on a return journey to the East China Sea after a month-long deployment in the South China Sea, where it conducted exercises in view of American and Japanese naval assets.

Although it is routine for the navies of different countries to observe each other at sea, it was highly unusual for the Arleigh Burke-class destroyer to sail into Liaoning's flotilla unimpeded, said Taipei-based defense analyst Su Tzu-yun.

Su, a fellow at Taiwan's government-backed Institute for National Defense and Security Research (INDSR), said the PLA may have been trying to send a political message by allowing the U.S. Navy warship into the formation.

"The Chinese military was trying to lower the threat of the American vessel by letting it observe its operations up close," Su added. "It wants to give an impression of transparency like the U.S. Navy."

On Tuesday, Japan's defense ministry said the six vessels of the Liaoning task group had sailed through the Miyako Strait between the Japanese islands of Miyako and Okinawa.

The same complement of Chinese warships—including Renhai-class Type 055 destroyer Nanchang, two Jiangkai II-class destroyers, one Jiangkai II-class frigate and a Fuyu-class supply ship—made the journey in the opposite direction on April 3 before announcing combat drills near Taiwan.

While returning to the East China Sea, the carrier launched a Z-18 airborne early warning helicopter and flew it within 30 miles of the Japan-controlled Senkaku Islands, according to the report by the Japanese defense ministry's Joint Staff.

The Senkakus are also claimed by the Chinese government, which refers to them as the Diaoyu Islands. Chinese and Japanese coast guard vessels have had several run-ins around the uninhabited islets this year—especially concerning to Tokyo since Beijing introduced its new Coast Guard Law.

Global Times said the Liaoning carrier group had patrolled the Senkakus as a "warning to Japan" following repeated "wrong statements" about the disputed islands.

The state-owned tabloid predicted similar PLA operations would "become routine depending on China-Japan relations."

That the Chinese aircraft carrier took a detour through the Western Pacific to reach the East China Sea instead of transiting the Taiwan Strait was not an accident, said INDSR analyst Su.

"If the carrier group had used the Taiwan Strait, China would have lost its ability to signal its power projection capabilities in the first island china," he told Newsweek.

Su's analysis puts Liaoning as part of China's green-water navy, which describes a maritime force operating in a country's littoral zones.

"Liaoning is not a blue-water navy vessel because it still needs land-based aircraft support," he said, adding: "But when China's third carrier launches, that will be a true blue-water navy vessel capable of carrying its own airborne early warning aircraft."

Tencent faces penalties for not properly reporting past acquisitions and investments for antitrust reviews, an offence with a fine capped at 500,000 yuan per case, and for anticompetitive practices in some of its businesses, with music streaming in particular focus, said the sources.

Neither SAMR nor Tencent immediately responded to Reuters' requests for comment.

"The attitude from the regulator is that unlike Alibaba you are not the biggest target here, but it would be impossible not to penalise Tencent now that the campaign is in action," said one of the people.

China has in recent months sought to curb the economic and social power of its once loosely regulated internet giants, in a clampdown backed by President Xi Jinping.

Tencent and Alibaba Group Holding Ltd are China's two biggest tech conglomerates, with market values of $776 billion and $642 billion, respectively.

Earlier this month, SAMR imposed its record fine on Alibaba after an investigation found the e-commerce firm had abused its dominant market position for several years.

Tencent's vast businesses include video games, content streaming, social media, advertising and cloud services.

SAMR's investigation partly focuses on Tencent Music Entertainment Group, which was spun off and listed in the United States in late 2018, two of the people and an additional two sources close to the business said. Tencent Music Entertainment did not immediately respond to request for comment.

The regulator has informed Tencent that it should expect a fine, give up exclusive music rights, and may even be forced to sell the acquired Kuwo and Kugou music apps, said the people.

However, Tencent's core businesses, video games and WeChat, are likely to remain intact, said one of the people.

STREAMING STRANGLEHOLD

Tencent Music, China's answer to Spotify, acquired competitor apps Kugou and Kuwo in 2016, and pursued exclusive streaming rights with record labels including Universal Music Group, Sony Music Group and Warner Music Group Corp.

It then sublicensed some of the rights to competitors including NetEase Cloud Music, which complained that the arrangement was unfair and prices too high.

SAMR launched a probe into Tencent Music in 2018 but dropped it in 2019 after the company agreed to stop renewing some of the exclusive rights, which normally expire after three years, two sources told Reuters previously.

However, it kept exclusive rights to Jay Chou, the most influential pop star in the Chinese-speaking world, using it as a competitive edge against smaller rivals NetEase Cloud Music and Alibaba-backed Xiami Music.

SAMR has told Tencent Music that it should expect to give up some of the remaining exclusive rights, two of the people said.

It may also be required to sell Kugou and Kuwo to competitors or other investors, one of the options being proposed to senior government officials in Beijing, three sources said.

A forced sale of those units would set a precedent and might be hard to execute, two of them cautioned.

Final confirmation of Tencent's punishment will need a nod from China's central leadership, the people said.

Tencent is lobbying for a more lenient penalty, they added.

"Tencent doesn't mind paying a hefty fine and is willing to pay more if it needs to, as long as its core businesses remain intact," said one of the people, referring to its video games and WeChat app units.

Last month, Reuters reported that Tencent will need to meet certain conditions in its plan to merge Huya and Douyu, two leading video game streaming platforms, including giving up exclusivity to broadcast Tencent games to competing streaming sites.

SAMR said this week it is investigating Tencent-backed Meituan over claims the food delivery giant forced vendors to use their platform exclusively, the same offence Alibaba was penalised for.

A Wellesley man from China pleaded guilty in Boston federal court Wednesday to charges of illegally exporting $100,000 worth of anti-submarine devices to a Chinese military university, federal prosecutors say.

Shuren Qin, 44, was arrested and charged in the summer of 2018. He pleaded guilty to ten counts, including conspiracy to unlawfully export objects, visa fraud, money laundering, and smuggling hydrophones to Northwestern Polytechnical University. Hydrophones are devices used to detect and monitor sound underwater.

Beginning around July 2015 and continuing through December 2016, Qin used his company LinkOcean Technologies to help smuggle at least 60 hydrophones to the university without the proper export licenses from the Department of Commerce, according to the Department of Justice.

Officials say he directly communicated with the university to export those items. They say his company didn’t tell the American hydrophone manufacturer where the devices were going and filed false end-user info with the U.S. government.

The Department of Justice also says that Qin engaged in visa fraud in July 2016. He was admitted to the U.S. on an immigrant investor visa program in 2014. Officials say he lied about not committing any crimes since becoming a conditional permanent resident.

They say he also lied to federal agents twice about LinkeOcean’s customers. In a November 2017 interview with Customs and Border Protection, he said he only exported instruments that attach to buoys, but many items he exported have military applications.

He later told investigators in a July 2018 interview that none of his customers were on the DOC’s Entity List, a blacklist of foreign parties deemed as risks to national security. Officials say he exported goods to two Chinese military universities, which are both on the Entity List.

Prosecutors also allege that Qin exported unmanned surface vehicles and robotic boats to Chinese entities between 2015 and 2018, totaling $8 million in goods, according to Reuters. Qin only admitted to the charges of exporting the hydrophones.

Prosecutors agreed to recommend a prison sentence on the low end of the 87 to 108 months he faces, according to Reuters.
