The pic below is the pic of a man who took advantage of a little boy of 2yrs old while the mother was away to hawk kerosene. The mother came back from hawking and could not find her son only to hear the cry of a child from one of the rooms. She quickly rushed and banged the door open only to discover her son on the bed fully naked and the man who claims he is 65yrs old half stripped with only his under pants remaining...he was caught in the act and fully beaten by the street youths and was later driven away by the youths in my street......nigeria is gradually DECAYING...

Pls help me on how to obtain a sole parental certificate becos I have a neighbor who really needs it. The mother is in spain and the father is in nigeria, and the spanish embassy insist they need to see his father before he can be granted a family reunification visa because he is not upto 18yrs, but the father is not willing to show up because both parents re not married.....someone suggested he should get a sole parental certificate but he does not know how to get it.....pls help him
