Forget about who fire the first shot. Declaring Biafra then was an act of treason because there's no provision for a secession clause in the constitution. So, Gowon only did his constitutive duty by protecting the territorial integrity of Nigeria then.
Ojukwu and the FG had their eyes on the SS oil. This was why Gowon separated the minority regions from the core ibotic states. This was a brilliant chess move by Gowon. Ojukwu, seeing that he'd lose control of the oil regions declared Biafra immediately to retain control.
