An Australian miner Hugh Morgan who heads a private mining syndicate, claims to have discovered a ‘high grade’ nickel deposit in Dangoma, a small farming community about 160km northeast of the nation’s capital Abuja. According to Australian national news daily, The Australian, the nickel balls, rumoured to grade better than 90 per cent nickel and thought to be a world first given their widespread distribution, offer the potential for early cash flow. The discovery according to the newspaper isunusual because the nickel is found in small balls up to 3mm in diameter of a high purity in shallow soils in what could be the surface expression of a much bigger hard-rock nickel field. The Bill seeks to: 1) Amends Section 34(3) which stipulates that procurement process should be minimum of six months. And what is wrong with this? If you use 6 months to do procurement, when will your consignment arrive? I'm even surprised that it is even in our constitution in the first instance. No wonder things take ages to fix in this clime. Sometimes ago, I worked with a FG agency and as part of my feedback, I requested that an additional table and a chair should be provided in a particular office. The head of the agency told me that it would take 8 months to grant my request. 2) Give powers to give contractors 50 per cent mobilization fees unlike 15 per cent obtainable today. I want to do work for you, you're giving me 15%. And you want me to do a good job. Where will I see the remaining 85%? Is this not invitation to corruption? You want me to do 419 or use substandard raw materials? No wonder they do roads and everything will pafuka under 1 year. 3) Fast-track the process of sale or lease of public assets e.g. the presidential jets. Nigeria has a lot of assets that can be sold to reflate the economy. But the process to lease or sell the assets will take one year. This will allow entrepreneurs to apply for registration and get approval within seven days. Failure of which, the applicant is deemed licensed after seven days without hearing from the agencies such as the National Agency for Food and Drug Administration and Control (NAFDAC) and the Corporate Affairs Commission (CAC). My business registration with CAC is currently taking ages. I may need to wait for this bill to be passed so I can sue somebody who has been wasting my time at the CAC. I can't wait. Even when the NJC asked that he be reinstated, Jonathan refused yet, he is your HERO OF DEMOCRACY. - All the security details attached to then Speaker of House of Representatives, Aminu Waziri Tambuwal were withdrawn by the Federal Government led by Jonathan yet, you still didn't see any reason not to worship him. - For weeks in 2014, the Governor of Kano State kept shouting that security aides posted to watch over the state house were recalled as a result of orders from above, not once did you accuse Jonathan of tyranny. - For appointing Sanusi Lamido as Emir of Kano which was within the rights and powers of the Kano State Government, Jonathan ordered security agents to lay siege at the Emir's palace. For days, the Emir operated from the Kano State Government House. You didn't call Jonathan by the dictatorship that he was acting out then. - Jonathan withdrew the security details attached to then Governor Amaechi, Jonathan grounded the plane of Amaechi, Jonathan masterminded and hugely supported the division and crisis in the Rivers State House of Assembly, Jonathan allowed his wife to govern Rivers from Abuja, Jonathan used Mbu to embarrass and harass a sitting Governor, Jonathan crippled Rivers because Amaechi was the Governor yet, you still see Jonathan as a demigod. - In this same country, we saw how Jonathan supported the destruction of the once vibrant Governors' Forum by supporting 16 against 19 yet, you see him as one decent man who should be seen as a Hero. - We have not forgotten how Jonathan used state power to prevent sitting Governors from reaching a part of the country to support the reelection of one of their own because they were in the opposition and you who is laying claim to fairness and pretending to love Democracy still claim you miss this same character. - In this same country, we saw the circulation of an undisputed video by an army officer detailing how soldiers were used to rig the election in Ekiti State to favour the thug governing the state today and yet, you see same Jonathan who was Commander in Chief of all these barbarism as decent enough to be called a hero. - In his desperation to see the Governor Nyako impeached, The Presidency under Jonathan had the accounts of Adamawa State frozen. A State Government account oh and not personal account of the Governor and not once did you condemn the action nor call Jonathan the dictator he clearly was then. - Same Jonathan you can almost worship today single handedly denied his then state Governor Timipre Sylva the right to seek the nomination of his party because he had personal grievances against him yet, you never for once accused him of abuse of power. - For the first time in our history as a country, the CBN Governor was unilaterally sacked by the President without following the due process of our law because he asked questions regarding careless stealing of the nation's money supervised and supported by Jonathan yet, you never called Jonathan the dictator he clearly was. - As far as I can remember, the only people EFCC managed to temporarily wake up from their five years slumber under Jonathan to work on were those who criticized him and as soon as they changed gear, EFCC return back to their slumber yet, not once did you accuse him of bias nor selectivity. As far as I know, Fayose is yet to deny that he received the alleged money traced to his account from Dasuki. What he is crying over is immunity and you who has never seen one million naira cash of your own is busy supporting him and shouting persecution. As you always say then, use the courts. SPEECH DELIVERED BY THE NEW Ag. INSPECTOR-GENERAL OF POLICE, IBRAHIM KPOTUN IDRIS, Mni, Psc, ON WEDNESDAY, 22ND OF JUNE, 2016 AT THE NIGERIA POLICE FORCE HEADQUARTERS, ABUJA. It is with great pleasure and sense of responsibility I address you this morning as the new Ag. Inspector General of Police of our beloved great country. I want to thank Almighty Allah for this day and want to show my utmost thanks and appreciation to the President, Commander-in-chief of the Armed Forces of Federal Republic of Nigeria, and the Chairman of the Nigeria Police Council, President Muhammad Buhari, GCON, for having the trust and confidence in me and for appointing me to this exalted position. I promise not to fail this nation in our quest to make the citizens of this Country safer and also to ensure that our nation remained united and peaceful. I want to use this opportunity to inform you of our policy direction in the management of our Police Force from this day. The Nigeria Police Force will henceforth be guided by the international core values of policing with integrity, ensuring that the rule of law prevails in our actions and activities, and to strictly respect diversity, courage, compassion and professionalism. The Nigeria Police also would operate within the principles of Democratic Policing which is an institution that is responsive, respresentive and accountable to its citizens at all times. The Nigeria Police Force will henceforth, have as its main focus, integrity and accountability as its cardinal operational principle in all its actions and will be decisive on any of its personnel that deviate from its core values.In order to establish and maintain high standard of behaviour in our official conduct and to eliminateimpunity and ensure transparency in the application of the above core values, we will ensure that the following activities will be carried out immediately by this administration: - 1. Responsive Police Institution: - It will be against work ethics henceforth for any Police Commander at any Command level to treat complaints with levity, and complaint received from members of the public must be treated within shorted possible time to the satisfaction of the complainant. This is in line with one of the principles of democratic policing which states that a democratic police institution must be responsive to the yearnings of the community. 2. Transparency and Accountability in the Management of Police cooperative and Police insurance schemes:- The management of Police Cooperative and insurance schemes which are investments made by the members of the force will henceforth be made more transparent and accountable to the generality of the police personnel, especially the ranks and file who constitute the largest contributors. A lot can be achieved in our efforts to enhance the welfare of the police personnel through genuine utilization of these two investments. The accounts of these institutions bodies will be made more transparent and accountable to the entire members of the force, and contributors will have more say in the running of these accounts and on how their investments will be utilized on daily basis. 3. Strengthening of the Police X-Squads Units to fight corruption amongst civil servants: - In our effort to give a boost to the current administration’s war on corruption, the Police management will strengthen the police x-squad units in the Police Commands with the deployment of thoroughly vetted, selfless and patriotic officers to tackle corruption and abuse of office within the police organization and amongst the Federal, States and local government levels. The personnel deployed to this anti-corruption unit will be supported with incentives to make them more effective in the discharge of their duties. 4. Cheap and Affordable Housing for Ranks and File:- This administration will leave no stone unturned to look into the issue of provision of cheap and affordable accommodation for the police ranks and file to own individually. 5. Availability of Police Uniforms and accoutrement:- Making uniforms and accoutrement available for members of Ranks and File will be a priority of this administration. Henceforth, appearance of every police officer will be taken seriously. 6. Payment of Salaries:- Prompt and timely payment of salaries of serving personnel will a cardinal objective to be vigorously pursued by this administration. I promise that we will ensure that the police are not at disadvantaged position compared to other Security Agencies in terms of salaries and other entitlements. 7. Establishment of Forensic Laboratories in the six geopolitical zones in the country: - In order to enhance the investigative capacity of the Nigeria Police, concerted effort will be made to establish at least one police forensic laboratory in each of the six geopolitical zones of the country. This will boost the capacity of the police to effectively and efficiently investigate and prosecute crime within the organization. 8. Establishment of Joint Operation Centres in States Police Commands:- Coordination with other security agencies is very critical at this period of security challenges in the country. Therefore, there shall be established in every Police Command headquarters a joint operation center for effective coordination and synergy with other security agencies to adequately respond to major crises 24/7. This will bring our daily operations closer and will build more trust and confidence amongst us. 9. Establishment of Criminal Database in all Police Divisions Nationwide:- Effective criminal database in police divisions will enhance the police capacity for effective investigation of criminal cases in Nigeria. This administration will establish database in all Police divisions in the country. 10. Reorganization and Restructuring of Special Anti- Robbery Squads:- Violent criminality is gradually taking over our streets, neighborhoods and communities. In order to address these ugly challenges, the Special Anti-Robbery Squads in the State Commands will be restructured, reorganized and made more robust to reverse these ugly trends in our communities. The personnel deployed to these squads will be trained, retrained and motivated accordingly to perform their duties. 11. Reorganization and Restructuring of Police Special Units (PMF AND CTU);- The time has come for the Nigeria Police to play more active role in the unity and stability of this great country. This can only be achieved through the reorganization and restructuring of the Special Police Units of Mobile Force and Counter Terrorism Units. This administration will vigorously pursue the reorganization and restructuring of these Units so as to make them more professional and organized. The following will be vigorously pursued: 11.1 Deployment of Special Units:- Hence forth, deployment of special unit’s personnel to individual businessmen and private companies must be critically reviewed, these units are established to tackle serious security challenges in the country such as riots, terrorisms, and counter insurgency operations. Their deployment will be focused on the locations where we experience the challenges 11.2 Capacity Building: - Efforts will be vigorously pursued to provide capacity to these special units in form of professional training on human rights, use of force, operational deployment procedures and other subjects that are applicable to their duties. 11.3 Housing of Police Special Units in Barracks:- Concerted effort will equally be pursued to ensure the provision of barracks to house all personnel of Police Special Units such as PMF and CTU. This will be a major focus of this administration. This will enhance the effectiveness and efficiency of these units. Housing them in the barracks will enable quick mobilization and will also enhance their cohesiveness as a police striking force. 12. Posting Of Female Officers in Command Positions in States ;- One of the Principles of Democratic policing is a police institution that is responsive, representative and accountable to its citizens. Therefore, because the female population in Nigeria accounts for about fifty percent of the population of this country, emphasis will be in place for the posting of female police officers in command positions. This will boost the morale of female Police officers. 13. Establishment of Eminent Persons Forums in the States of the Federation: - As part of Community policing strategies to tackle ethnic and religious upheavals that have bedeviled several parts of the country, the Nigeria Police in collaboration with States shall establish Eminent Person’s/ Stakeholders’ forum in every Police Command to help in mediation in to security challenges. The Forum will be composed of retired civil servants, Religious leaders, retired senior security officers and traditional/community leaders. They will assist in mediation and social controls during security challenges in any part of the country. This forum shall meet periodically and reports forwarded to the police headquarters for necessary action. I therefore solicit the support of our elder Statesmen in our various communities to consider this look at this as their contribution to the general peace and stability of the country. Finally, I wish to call on every citizen of this great country to support and cooperate with the police to make Nigeria safer and more united. As we are all aware, the security of our communities is the responsibility of all of us, I seek the support of every citizen to give the Nigeria Police Force maximum cooperation to ensure that this country shall continue to be more united and prosperous. Once again I want to thank Mr. President for the confidence and promised to effectively discharge this onerous responsibility. May Almighty Allah continue to bless this great country and guide the President of the Federal Republic of Nigeria. Long live Nigeria Police Force. Long live Federal Republic of Nigeria. Thank God. I am raised to be objective and fair to all and sundry. To me, this Emeka Okeke that confessed to the murder of Colonel Inusa is just another criminal who could have come from any religion or tribe in this country. However, just assume that it is the other way round : A criminal Inusa killing a Colonel Okeke. The press would have been agog with the latest "assault on an Igbo man through an orchestrated plan by the overbearing North". The Ohanaeze Ndigbo would have called a press conference to condemn the "calculated genocide". All the bogey human rights outfits would have been struggling to outdo each other in condemning the heinous crime. The Biafran agitators would have issued a press release, which the press would circulate with glee. The Governor of Inusa's state would be so cowed and intimidated that he would issue an official apology to the Government and people of Ebonyi state for something which the Government and people of Kano State are neither responsible nor disposed to. Okeke 's mother would have suddenly become an expert in Northern Affairs and would tell the press how Northerners are assigned to kill any Igbo military man for a reward. The brouhaha would have dragged on and on. The voice of the sizeable number of right thinking Southerners who see things the way they are would have been drowned by those of the wailing wailers. Is Blasphemy Punishable by Death in Islam? By Dr Pantami According to Dr. Aslam Abdullah there is nothing in the Quran or the authentic teaching of Prophet Muhammad justifying the killing of people for opposing, criticising, humiliating or showing irreverence toward holy personages, religious artifacts, customs and beliefs of Islam. If blasphemy was punishable by death in Islam, then the Prophet would have been the first one to order the killing of hundreds of his foes who later became his closest companions. With the exception of a very few earlier Arabs who accepted the Prophet as the Messenger of Allah , the majority of people of Makkah opposed him, humiliated him, cursed or blasphemed him or even tried to kill him, yet he preferred to practice forgiveness and to seek the divine mercy for them. The old woman who used to throw garbage on the Prophet was visited by him when he did not see her throwing it any more to learn that she was not well. When Suhail bin Amr, a poet who composed poetry blaspheming the Prophet was taken as a prisoner of war after the battle of Badr, the Prophet asked his companions to show kindness to him. There are examples after examples to prove that the Prophet was never resorted to violence against those who were showing utter disrespect to him. The Quran and the authentic teachings of the Prophet describe the practice of showing irreverence to God and his messenger as acts of ignorance, deliberate provocation or hatred. Yet the two sources of Islamic guidance never proposed punitive action on the basis of theological dissent or religious differences or irreverence. Some Muslim jurists, have, often misused the institution of ijtihad to serve the emotive interests of the people. The fatwa or religious decree issued by Khomeini proposing murder of Salman Rushdie was a personal opinion with no support from the divine guidance. The assassination of people that blaspheme is a stab in the heart of Islam and a humiliation of the Prophet by those who claim to be his followers. Those who are supporting his killing or similar actions are the worst enemy of Islam who neither understands Islam nor respects the Prophet . No matter who they are, they must be challenged on the basis of the Quran and the teachings of the Prophet . It is time that Muslim scholars from all over the world revisit issues such as blasphemy and apostasy in the light of the Quran and sunna rather than falling victim to positions that can not be substantiated by the divine writ. |
