Man bags six months jail term for stealing rice, spaghetti, drinks worth N4,560 A Magistrate Court sitting in Ile-Ife, Osun State has sentenced one ThankGod Paul, 29, to six months jail term for stealing food items worth N4,560. He was docked on Monday on three counts bordering on breaking, entering, and stealing before O. Adediwura. Police prosecutor, Inspector Onah Glory informed the court that Paul broke and entered into the shop of one Sola Adeyanju on December 5, 2021 at Alaro Area, Modakeke-Ife with intent to commit felony. He said the convict stole one rubber of dried rice cost N1,000; two Biggie Cola, valued N300; two 7up drink valued N400; one Spaghetti, N400 and five Magic soap, N500. According to him, the convict stole: two packs of Instant Noddles, N200; one pack of Rothmas Cigarettes, N500; one pack of Benson & Hedges, N500 and one Agbara & Halogin Hot Drinks, N400. The Prosecutor stated further that the accused carted away with: one Chinchin cup, worth N60 and one pack of Tiger Razor blade, valued N300, all property valued N4,560. Glory added that the offence contravened sections 319 and 413 of the Criminal Code, Laws of Osun, 2002. Paul pleaded guilty to the charges preferred against him and pleaded for leniency. Cost of governance: Restructure Nigeria into six regions, Budget Office tells FG The Budget Office of the Federation has said restructuring Nigeria into six regions is pivotal to reducing the high cost of governance. It noted that the number of ministers also needs to be pruned and the number of political office holders and their aides reduced, lamenting that the huge recurrent expenditure had constrained the provision of good roads, steady power supply, health care services, quality education and quality shelter etc. This, it said, had contributed to observable underperformance of the economy, slow growth and current infrastructural challenges. These recommendations were contained in a report by the Independent Corrupt Practices and Other Related Offences Commission at its Third National Summit on diminishing corruption in the public sector, held at the State House Conference Centre, Abuja on Tuesday. The event, with the theme, ‘Corruption and cost of governance: New imperatives for fiscal transparency’, was attended by the President, Major General Muhammadu Buhari (retd.); the Chief Justice of Nigeria, Tanko Mohammed; the Secretary to the Government of the Federation, Boss Mustapha; the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed and the Chairman of ICPC, Prof Bolaji Owasanoye (SAN), among others. The ICPC report referenced the Budget Office as blaming the high cost of governance on bloated cabinet size, high cost of elections, corrupt budget practices, multiplicity of Ministries Departments and Agencies and high number of political office holders and their aides. It said a direct result of the expensive governance structure was that less than 30 per cent of Federal Government’s resources were available to fund the much needed capital projects. However, the Budget Office, according to the document, recommended that government should “prioritise completion of ongoing projects, restructure Nigeria into six regions and reduce the number of ministers, and build a more efficient civil service and conduct periodic staff audit.” It added that “MDAs should consider government fiscal position in reviewing salaries, adopt a cost- effective electoral system and limit the number of aides of political office holders.” While highlighting the drivers of the high cost of governance, the document quoted the Budget Office as saying that Nigeria has a large cabinet with 27 ministers, 16 ministers of state and 27 ministries, adding that MDAs raise their personnel cost by engaging in indiscriminate recruitment without clearance from the Budget Office. Nigeria has about 934 MDAs with duplicated functions and 541 public corporations and enterprises. It noted further that high cost of elections and resultant litigation contribute to the high cost of governance in Nigeria and that the current structure/size of the federal bureaucracy was clearly unsustainable for the size of the economy. “The high number of political office holders and their aides also adds to the high cost of governance,” it added. The Budget Office lamented that personnel cost for the past three years gulped N9.7tn, adding that cost of governance had generally been on the rise and personnel costs represent significant proportion of the spending. According to the report, MDAs’ recurrent spending rose from N3.61tn in 2015 to N5.26tn in 2018 and N7.91tn in 2020. This excludes the costs of government-owned enterprises and transfers to the National Assembly and the National Judicial Council. “Recurrent spending accounted for 40 per cent of actual recurrent spending in 2020 while overhead was just three per cent. Cost of governance has generally been on the rise and personnel costs represent a significant proportion of the spending,” it added. The President, Vice President Yemi Osinbajo and several other leaders had repeatedly stated the need to reduce the cost of governance, but not much has been done to actualise it. Meanwhile, there has been an increasing public clamour for restructuring, with sociopolitical groups like Afenifere, Ohanaeze, Pan Niger Delta Forum, the Southern and Middle Belt Leaders Forum, Northern Elders Forum, Arewa Consultative Forum and the Coalition of Northern Groups insisting that it is the only way the country could return to the path of progress. The Presidency had in response to the agitations asked the proponents to approach the National Assembly with their request. Why we can’t punish those behind budget duplication – Budget Office The Director-General of the Budget Office of the Federation, Mr Ben Akabueze, on Friday disagreed with the ICPC, saying only 185 projects were found to be duplicated in the 2021 budget, and not 257 as announced by the commission. He said it was beyond the responsibility of the Budget Office to discipline those responsible for the duplication because the staff of the MDAs who prepare their budgets were not answerable to his office. He however argued that errors were inevitable since the budget was prepared by human beings but that those culpable for the “willful duplication” of projects should be fished out by the ICPC and prosecuted. The ICPC chairman had at the summit said 257 projects amounting to N20.138bn were duplicated in the 2021 budget. Akabueze, who spoke on Channels Television’s ‘Sunrise daily’ on Friday, stated that some of the projects identified by the ICPC were not duplicated but had description challenge. He said, “The ICPC came up with a report which they sent to us about duplicated projects in the budget. We did our own review and found that 54 of those projects were actually not duplicated. There were issues with project description, which made them look the same. “Every project in the budget has a unique identifier and for the projects found to be duplicated, funding was withheld. 185 (projects) were found to be duplicated, 54 were not.” Akabueze said there were about 20,000 projects in the budget and that if only about 200 projects were duplicated, it amounts to about 0.01 per cent. He added that the total MDAs’ in the budget estimate was under N4trn, and that the duplicated projects valued at about N20bn was about 0.005 per cent. He added, “Every system has a level of tolerance in terms of error. It is human beings that prepared it, some may be erroneous, some may be willful duplication but the important thing is that there is self-correcting mechanism. The best of systems in the world have audit attached to them because there is an acknowledgement that something can go wrong. We work collectively with the ICPC and it is part of its role as correcting mechanism.” He however said the Budget Office was working towards a zero level of such duplications. He added, “At the level of the Budget Office, what we do is withhold funding for such projects and to that extent, it doesn’t create the sort of problem you alluded to; misuse of state resources.” “As to the discipline of those people, that is outside of our own responsibilities; we look to the day where we have a structure within the budget office where the budget office can deploy its own personnel across the MDAs…to hold them directly accountable. Igbo traders reject hike in Customs import duty The South-East Amalgamated Markets Traders Association, on Monday, rejected the recent increase in the import duty on cargoes charged by Nigeria Customs Service. SEAMATA is the umbrella union of traders in all the markets in the South-East geopolitical zone and traders of South-East extraction across the states in the federation and in the diaspora. It said the increment was not calculated based on invoice value of consignments and were targeted at crushing Igbo businesses. SEAMATA, in a statement signed by its President-General and Secretary-General, Chief Gozie Akudolu, and Mr Alex Okwudiri, respectively, said the Customs had introduced a method of working out import duty payment on goods and set out a particular minimum amount payable for each 40ft container but had jettisoned it. It said, “Between 2020 and now, the amount charged on cargoes as import duties have risen in geometric proportion from N750,000 to N2m, again to N3m and presently, to N3.3m for 40ft containers; while 20ft containers jumped to N1.8m. “The Nigerian Customs, on their own, work out payable import duty now, based on ‘estimated’ invoice value of consignment as against the actual invoice value of goods from the country of origin. “This development is not only bringing untold hardships to importers but also compounding the pains of the citizens as it dovetailed to astronomical increase in prices of imported goods as the Nigerian Customs estimated invoice value is always far above the actual cost of the imports.” It added, “The indiscriminate estimate of value of goods by Nigerian Customs is adversely affecting the prices of goods in the markets today. “We are appealing to the Honourable Minister of Finance, Budget and National Planning to prevail on the Nigerian Customs to, as a matter of urgency, suspend the exercise. “This is to save the Nigerian citizens from further economic hardships as further economic pains that follow such situations could lead to social unrest, which our nation doesn’t need now.” https://punchng.com/igbo-traders-reject-hike-in-customs-import-duty/

Jos Correctional Facility Attack: 6 bodies recovered, as headcount begins In the wake of the attack by gunmen on the Correctional Facility in Jos, the Plateau State capital, six bodies have been recovered by officials of the Nigerian Correctional Service, NCoS. While it not clear if the bodies are those of the gunmen, inmates or officials, the state Command of NCoS has begun conducting a headcount. This is to ascertain the number of inmates that escaped from the Jos Correctional Centre, following the attack on Sunday. ASC Geofrey Longdiem, the Public Relations Officer, PRO, of the command, disclosed this to newsmen on Monday in Jos. The gunmen invaded the prison yard on Sunday evening, but were resisted by the armed personnel of combined security agencies in the state. Some of the inmates have, however, escaped from the facility during the attack. The Police Command in the state has arrested eight of the escaped inmates and promised to arrest all others whom are still at large. Longdiem said that the headcount would enable the NCoS to have an accurate number of inmates that had escaped from the facility. “We are currently doing a headcount of the inmates. This exercise will enable us know how many inmates have escaped,” he said. Former presidential aspirant vows to grant sovereignty to Biafra, Yoruba Nation Former Nigeria presidential aspirant, Adamu Garba, on Tuesday said in the event he becomes the president of the country, he will change the country’s name to ‘The Nigerian Federation’. Garba also stated that as president, he will grant sovereign autonomy to Republics of Biafra and Oduduwa, “all under the suzerainty of the Nigerian Federation”. “When I have the opportunity , I will change Country’s name to “The Nigerian Federation “ and grant sovereign autonomy to republic of Biafra and Oduduwa, all under the “Suzerainty” of the Nigerian Federation. Mr Suleiman warned President Buhari that the North has realized that he places a premium on the pursuit for a vote than he does for the sanctity of the lives of Northerners, and security personnel who stake their lives in the service to the nation. China Warns Citizens Against Travelling To Nigeria, Congo Amid High Insecurity He further urged those in dangerous places to leave as soon as possible. The Chinese Foreign Ministry in Beijing has warned its citizens and firms working in the African continent against travelling to some risky areas amid the abductions of Chinese citizens in Africa. The disclaimer was issued on Monday by the Foreign Ministry spokesperson, Zhao Lijian, as he confirmed the abduction of five Chinese nationals in the Democratic Republic of Congo, the News Agency of Nigeria reports. He further urged those in dangerous places to leave as soon as possible. According to Zhao, the abductions took place during an attack on a gold mine in the Mukera village of eastern Congo, citing another recent incident in Nigeria, where three Chinese employees were kidnapped. The spokesperson stressed that there were “great security risks’’ in Nigeria and Congo, and these incidents were not the first of their kind. China has significantly increased its investments in the mining industry in Africa in recent years. This has led to growing local resentment towards wealthy Chinese employees working in countries such as the resource-rich Congo, where living standards are extremely low. In 2008, Congo’s former president Joseph Kabila signed a highly controversial nine-billion-dollar agreement guaranteeing China mining rights in the country in return for funding for much-needed infrastructure projects. Gunmen Raid Lagos College Of Education, Kill Lecturer, Student The lecturer was killed around Poka town in Epe, while the student identified as Razak Bakare was shot dead on campus. Alecturer identified as Ahmed Saheed and an undergraduate student of Michael Otedola College of Primary Health Education (MOCPED) in the Epe Local Government Area of Lagos State have been murdered. According to Daily Trust, the lecturer was killed around Poka town in Epe, while the student identified as Razak Bakare was shot dead on campus. A police source said both incidents, which he described as unfortunate, occurred within 48 hours interval. The deaths of the lecturer and the student were confirmed by lawmakers and traditional rulers of the communities. They said while the student was trailed and killed on Wednesday, the lecturer was shot dead on Friday. There is tension in the academic community, according to the Aladeshoyin of Odo-Noforija, in Epe Division. Oba Babatunde Ogunlaja, the traditional ruler of the community expressed sadness over the incidents. He said the peaceful nature of Noforija town had been shattered by the unfortunate killings. He, therefore, called on the management of the institution to install Closed Circuit Television (CCTV) cameras within and around the school premises. Ogunlaja also appealed to Governor Babajide Sanwo-Olu and the state Commissioner of Police, Hakeem Odumosu, to deploy more security personnel in the community. He asked the Lagos State Government to reconstruct the collapsed fence of the institution. The Alara of Ilara Kingdom, Oba Olufolarin Ogunsanwo, also condemned the incidents and urged law enforcement agencies to fish out the perpetrators. Sokoto: Tambuwal confirms 43 deaths in Illela bandits’ attack Governor Aminu Tambuwal of Sokoto State on Thursday confirmed the killing of 43 persons in Monday’s bandits attack on Illela Local Government Area of the state. A statement issued by Tambuwal’s Special Adviser on Media and Publicity, Malam Muhammad Bello, on Thursday said the Governor led members of the state’s executives and the Security Council on a condolence visit to the people of Illela on Wednesday. Recall that bandits attacked the town and some villages near it in the wee hours on Nov. 15, killing 13 persons in the first instance. “At the time of the governor’s visit on Wednesday, the death toll had risen to 43,’’ he stated. Bello explained that the village head of Kalmalo, one of the five villages affected in the midnight attack was wounded. Other villages affected were Munwadata, Sarma, Runji, and Masasa. He added that Tambuwal told the people of Illela that the government and people of Sokoto State felt their grief and extended their condolences. “This is not a small occurrence. It is upsetting. This incident really touched us,’’ he quoted Tambuwal as saying. Bello further said Tambuwal commended the local government authority, traditional rulers and community leaders for their lawful composition of a volunteer group to work with security operatives in the area. He added that the governor assured that the state government would constitute joint operations of volunteers who would work under the supervision of security agencies to enhance security in the area. BREAKING: Many Feared Killed As Bandits Launch House-To-House Raid In Buhari’s Home State No fewer than five communities were struck by the armed men, where a yet to be ascertained number of people were either killed or injured. Many people are feared killed and properties burnt down in fresh attacks on communities in Batsari Local Government Area of Katsina State, Daily Trust reports. The attack, which reportedly began Tuesday evening and lasted into the early hours of Wednesday, saw dozens of houses including government structures and vehicles set ablaze. SaharaReporters Media Witnesses said no fewer than five communities were struck by the armed men, where a yet to be ascertained number of people were either killed or injured. “In each of the communities invaded, the gunmen fired sporadically into the air to register their presence before going from house to house, looting victims of valuables and harassing residents,” a source was quoted as saying. There were speculations that one of the victims killed in the attack was lawyer, one Barr. Nura Hassan Wagine. The source added that several of the victims were trying to escape from the onslaught of the marauding gunmen when they sustained injuries. When contacted, the Member representing Batsari in the Katsina State House of Assembly, Hon. Jabir Yauyau, said he heard about the unfortunate incidents, but still gathering information about what actually happened. He added that details of what happened would be difficult to get for now, because of the lack of telecommunication network in the area. “It is confirmed that the attack took place, but the casualties and the extent of damage caused is not yet known, especially because of the lack of mobile network in the area.” “I am told about the majority of those killed. They are people I know personally, but I still need to confirm. I am trying to ascertain what actually happen because I am going to move a motion on matters of public importance in the house, but I have to get the actual thing,” he said. Katsina, despite being the home state of President Muhammadu Buhari has witnessed sporadic attacks by bandits and kidnappers that have claimed the lives of many. Over 700 people have been reportedly killed by the gunmen in Jibia, Kankara, Dutsinma, Musawa, Danmusa and Safana local government areas of the state in the last five months. On December 11, 2020, some bandits kidnapped 344 students of Government Science Secondary School, Kankara, while Buhari was on a visit to the state. They were released about a week later. ISWAP kidnaps royal family members in Borno The Islamic State’s West Africa Province (ISWAP) has abducted a prince, Mohammed Askira in Borno. He was taken alongside two brothers; all belong to the royal family of Askira/Uba Emirate. The trio was kidnapped on Saturday while travelling to Maiduguri, the state capital, after attending a function in the town. Askira/Uba, a Local Government Area in Borno, has Askira as the main community. A source told PRNigeria that 50-year-old Mohammed and his siblings are brothers to the Emir of Askira, Abdullahi Mohammed Askirama II. Since the death of JAS leader, Abubakar Shekau, ISWAP has been consolidating its grip in locations around Lake Chad. ISIS recently inaugurated 45-year-old Sani Shuwaram as the new Leader (Wali) of ISWAP in the region. The sect’s membership has swollen with the defection of hundreds of Boko Haram fighters under Shekau. Again, gunmen invade Uni-Abuja, attack lecturerPublished on November Gunmen yet to be identified have reportedly attacked a lecturer of the University of Abuja, Dr David Okoroafor in his office at the school’s permanent site. It was gathered that the armed men stormed Dr Okorafor’s office on Wednesday morning with the intention to assassinate him. DAILY POST reports that the development is coming barley 24 hours after a large number of gunmen invaded the university staff quarters on Tuesday and abducted two professors and five other persons. Dr Okoroafor, made this known in a leaked message he earlier forwarded to officials of the Academic Union of Universities, ASUU after escaping the attack. But the duo started to hit me hard. Police keep mum as gunmen attack Akintoye’s residence THE Ado-Ekiti country home of the leader of the Yoruba Self-Determination Groups, Ilana Omo Oodua, IOO, Professor Banji Akintoye, was attacked by yet to be identified gunmen. He lamented the rate Yoruba youths are running away from the country due to the volume of poverty in the country despite numerous resources available within the region. Delivering a paper at a colloquium themed, “Yoruba race in the world system”, organised by the Global Affairs and Sustainable Development Institute (GASDI), held at the main campus, Osun State University, Osogbo, he stressed the need for stakeholders in Yorubaland, including monarchs to jettison superiority struggle and focus on harnessing both human and natural resources for the benefit of its people. “With the volume of wealth with which the younger generation are trained and enormous resources available in the land, our children still struggle to run to a foreign land, then we have failed the founding fathers of the race. “If with all the education that we have, our people all over Yoruba land cannot benefit from any significant development, it is important for us as a race to be futuristic and draw a development agenda for Yoruba nation which will later be copied by Nigeria. “It is a big problem for us to develop Nigeria and I guess that is the reason people are calling for restructuring but I believe whatever is good for the race must be given to the race. We are suffering in silence. The human capital is massive. While outsiders are benefitting from the little that our forebears have slaved for, our children are suffering. We must begin to look at how to situate development in Yoruba land in the future. “It is always important to feel the pulse of the people, they are the ultimate, even culturally, it has been established that power lies in the people. Soldiers invade Enugu community, burn houses, kill undisclosed number of youths Soldiers of the Nigeria Army on Monday invaded Isingwu, a hamlet in Imama Village, Mgbowo in Awgu Local Government Area of Enugu State and burnt houses with an undisclosed number of youths killed for yet to be identified reasons. However, some accounts claimed the soldiers were in the community to arrest an alleged leader of the Eastern Security Network, the security arm of Indigenous People of Biafra, who hailed from the community. A source told our correspondent that the said suspect, known as Chocho, was said to be at large when the military personnel invaded around the community at about 5am and started shooting indiscriminately, burning houses including the family house of the said suspect. “They torched his house and sprayed bullets in nearby compounds. In short, the soldiers who were chanting jihadist songs were burning properties in the community like they were at war with the community,” one of the sources told our correspondent. Although an eyewitness, who pleaded not to be named, said there was no casualty during the attack, there are reports that undisclosed number of youths were killed during the invasion. The source said, “The villagers were surprised at the invasion because there had not been any attack by ESN members in recent time. We have not had any issue with IPOB or its security wing ESN. In short, it is the ESN that stopped herdsmen kidnappings, killings and rape of women in the community and around Awgu council area. Where were the soldiers when the Fulani herdsmen were ruining the community before emergency of the ESN?” He noted that before the Monday invasion the military had engaged in show of strength, parading the entire town everyday. This development, he said, made the people to live in fear. However, Coalition of South East Youth Leaders has condemned the gruesome killings of innocent civilians and burning of their houses and properties by soldiers in the South-East describing it as “wicked, villainous and barbaric”. The group in a statement titled, ‘The Nigeria Military’s murderous excesses in Awgu Local Government of Enugu State, an aberration to the rule of law,’ said the Nigerian military has no constitutional right to move into a civilian community and start shooting, killing and burning community houses, describing it as genocide and such act amount to ethnic cleansing. The statement which was signed by the group’s President General and Publicity Secretary, Mr Goodluck Ibem and Comrade Okey Nworu respectively, said the burning of community houses or houses said to belong to a suspect or family can only mean one thing, that soldiers were Fulani terrorists executing jihad against Igbo. The statement partly read, “The Military under the democratic setting is governed by constitutional norms. The Nigerian Constitution being the grand norm, absolutely prohibits the use of extra legal killings of citizens under section 33 (1). It is so sad that such genocide is happening in a supposed democratic administration were the rule of law, right to life and fundamental human rights are meant to be respected by the government. Awgu is a peaceful and law-abiding community. The community has not been in the news for the wrong reasons. For the Nigerian military to move into a peaceful and and law-abiding community to kill innocent people while abusing those they are killing with Fulani and Hausa language means that there is more than meets the eye. Truly Igboland has been marked for take over by the Fulani using the Nigeria military but they will not succeed. “We call on the South-East governors who are the Chief Security Officers of their various states to stand up on their feet and defend their states. If they keep quiet believing that they are secured because they have security around them, very soon the Fulani killers will get to them. The time to address and arrest the situation in the bud is now.” The youth leaders however, called on the United Nations and the international community to immediately come to the aid of the people of South-East who have been marked for annihilation because they are Christians. “We hereby demand for an independent panel of inquiry into the genocide committed by Nigerian soldiers in Isi-Ngwu community and the massive destruction of houses. Less than three years after assuming office as the Chief Justice of Nigeria (CJN), Tanko Ibrahim Muhammad may be removed. It was also learnt that the plot to remove Muhammad and harass Justice Odili or also remove her, if necessary, is gathering steam by the day, sources told SaharaReporters. Justice Odili, a Supreme Court judge, is being haunted to ensure she does not replace Muhammad when he is removed, as the one who is next in line to the Chief Justice. Muhammad was appointed as acting CJN on January 25, 2019, following the suspension of Justice Walter Onnoghen. Onnoghen, who was appointed in 2016, was removed after corruption allegations were levelled against him. But in March, Onnoghen, speaking at a book launch ceremony he attended with his wife, disclosed that was removed from office over a false allegation that he held a secret meeting with former Vice President, Alhaji Atiku Abubakar, in Dubai, United Arab Emirates, before the 2019 general elections. Muhammad was sworn in as a substantial CJN on July 24, 2019, with expectations. SaharaReporters, however, gathered that the grouse of members of the Aso Rock cabal who are also angling for the removal of Onnoghen's replacement, Muhammad, is that he has been too slow to do their bidding. “They are planning on removing the current CJN. Odili, who was appointed a Justice of the Supreme Court on June 23, 2011, was born on May 12, 1952. This means she will be due for retirement by May 12, 2022, on turning 70.
