Director, Africa Programme at the Washington-based Center for Strategic and International Studies (CSIS), Jennifer Cooke Nigeria has turned to Russia to buy heavier weapons following a recent strain in relations with the United States. After the US rejected a request for Cobra attack helicopters, Nigeria cancelled a US military training programme linked to the fight against Boko Haram militants. According to the Voice of America (VOA), analysts now are weighing the effects of the arms deal with Russia. A Director, Africa Programme at the Washington-based Center for Strategic and International Studies (CSIS), Jennifer Cooke, who has been following the US-Nigeria relations, said: “In the broad sense, I think the relationships are good and enduring. But at this particular moment there is a great deal of tension particularly over the security relationship.” Cooke added that each side has a different perception of the situation. “Nigeria’s perception (is) that the US is somehow abandoning Nigeria in its moment of need as it’s threatened by Boko Haram and not providing the kind of security and military assistance that Nigeria feels it needs right now. For the US, there’s deep concern over Nigeria’s response to Boko Haram – a very military heavy response -- and one that has raised a lot of allegations about mass human rights abuses,” she said. Also watching developments in Nigeria, a senior analyst at the defence and security analysis organisation IHS Jane’s 360, Ben Moores, said: “I think the U.S. is still fully committed to supporting democracy in Nigeria in terms of a trading relationship, in terms of military equipment. I think it has changed somewhat with [the] withdrawal of trainers – a training team from Nigeria.” There are several reasons, Moores said, why the US would not sell Nigeria advanced weapons systems. “The advanced helicopters and fighter jets the US has, they wouldn’t want to go to Nigeria because that equipment could be passed onto a third party. And also selling fighter jets and attack helicopters to Nigeria doesn’t perhaps solve the problem that Nigeria has when dealing with the insurgency. What you really need is a better motivated force, a more professional force to deal with some of the social and cultural problems that exist in Nigeria.” Rights groups have reported those abuses include the killing and detention of innocent civilians. Cooke said the US considers human rights an important issue in Nigeria. “The human rights standard is not just for moral reasons. It’s that the US has learned the hard way that human rights abuses in failing to engage communities really becomes a security setback over the long-run as well,” she said. But defence analyst Moores said US concerns go beyond human rights when it comes to weapons sales and military training. “My understanding is that there were leaks or moles inside the Nigerian military, who were leaking information to Boko Haram. They were leaking certain bits of information, training information and perhaps information on the team itself.” Moores explained why Nigeria would turn to Russia for the types of weapons it could not get from the US. “Russia is known to sell equipment at a relatively low cost. It’s known to sell to pretty much anyone without any questions asked. It doesn’t ask for any guarantees in terms of the where the equipment will go – how the equipment is used. There’s no oversight. They don’t have to sign up for agreements. Not only that, but Russia is able to supply equipment relatively quickly – and to supply equipment that is fairly easy for less technically capable militaries to get that equipment into the frontline at a relatively fast pace,” he said. What’s more, he said, Russia may give Nigeria a billion dollar line of credit to buy the weapons. The IHS Jane’s analyst said Nigeria has a long wish list of military hardware, including jet trainers, light to medium fighter jets, some tactical transports and ground attack helicopters. Moores added that Nigeria has agreed to buy some Russian MI-35s and MI-17s. He said: “These are fairly older aircraft and quite expensive to run. So, that’s probably why the Nigerians would have wanted to go to America first.” The analyst also said that Russia was now training Nigerian Special Forces. Cooke on his part, said the Nigeria-Russia relationship was one to watch. “Russia is willing. It has arms available to sell. It’s willing to train. And it’s early to tell, but one wonders if there’s maybe a larger play by Russia in terms of winning new partners and poking a stick in the eye of the US, for example. I think the Nigerian government, right now, is looking for help wherever it can get it.” Cooke said it was easy to criticise Nigeria for alleged human rights abuses and corruption. However, she said, it was important to understand the position that Nigeria is in. “I think there has to be this fundamental acknowledgement of what a difficult problem they are facing when a group straps suicide bombs onto 14-year-olds -- or suicide bombers into mosques – or dresses up as police and security forces and kidnaps hundreds of girls. The Nigerian government does not have the kind of training, the kind of equipment, the kind of command and control that the US military has.” Cooke said the US should have a more positive and constructive dialogue with Nigeria. A lot of that, she says, has to do with diplomatic tone. The relationship between the US and Nigeria has changed in another way too. The US used to buy a lot of Nigerian oil. But sales have dropped sharply as it has become much more energy independent. The US itself has become a major exporter. Oil prices have plunged this year and more declines are forecast for next year. That means a lot less money in Nigeria’s coffers, as it does for Russia, also an oil exporter. Excerpts from Atiku's speech By the end of this convention, you would have elected a presidential candidate. That is not the main reason that I'm here. Sources told SaharaReporters that despite getting earlier assurances from the candidates to step down, several of them pulled out from the agreement and stubbornly decided they will proceed to the convention ground to run against the retired general. The side meetings had led to a prolonged delay of the kickoff of the convention. Governor Rabiu Kwankwaso of Kano said on twitter that he is still in the race. Publisher of Leadership newspaper, Sam Nda-Isaiah, also insisted he would run. Prince Emeka Madumere, who acts as the campaign Director for Governor Rochas Okorocha’s presidential campaign, also told Saharareporters by phone that his principal will contest the primary. Party sources told SaharaReporters that they received credible information that President Goodluck Jonathan met with former Vice President Abubakar Atiku last Wednesday to discuss ways of frustrating Buhari from the race. An Abuja High Court has found former President Olusegun Obasanjo guilty of contempt, after the former leader defied the court’s directive barring him from releasing his autobiography. Mr. Obasanjo released the new book, My Watch, Tuesday, in Lagos, days after the court order. The court had ordered that the book launch be put on hold over claim the three-volume series contained details of a libel case already before the court. The case involves a drug trafficking allegation made by Mr. Obasanjo against Buruji Kasahmu, a leader of the ruling Peoples Democratic Party, PDP, in the southwest. Mr. Kashamu had requested the court order to stop the release of the book, citing the case. But the move is believed to have been a cover to block Mr. Obasanjo from making public some of his most scathing assessments of President Goodluck Jonathan, as contained in the book. Mr. Kasahmu is an ally of President Jonathan. On Tuesday, the former president defied the court order and proceeded with the book launch saying the judge acted in error and deserved to be sanctioned. The former president also said the book had already been published before the court gave its order. Justice Valentine Ashi, in a ruling Wednesday, gave Mr. Obasanjo 21 days to demonstrate why he should not be punished for going ahead to publish the book. The court also ordered the Inspector General of Police, the Director General of the State Security Service (SSS) and the Comptroller of Customs to recover all the books all book stands, sales agents, vendors, the sea and airports and deposit them with the court’s registrar pending the determination of the case. Mr. Ashi said it was immaterial that the book was published before the interim orders were made. He said Mr. Obasanjo should not have in the first place published the book since the Kashamu case was already in court. “The fact that the book was published in November is irrelevant. As long as the substantive suit is not yet determined, no party is entitled to publish or comment on material facts that are yet to be decided on by the court,” the judge said. “I hold the defendant, not only in contempt of the court, but to show cause why he should not be punished for contempt and ordered to undo what he has wrongly done.” “The defendant, Chief Olusegun Obasanjo shall be given 21 days, from the day this order is served on him, to show cause, via affidavit, why he should not be punished for contempt committed by publishing and distributing for sale to the public, the book, My Watch, in plain disregard of the pendency of substantive the suit and the order of this court made on December 5, 2014 restraining him from doing so. “The defendants, whether by himself, agents, servants, privies or whatever name called, is hereby restrained from further publication or offering for sale or distribution, in any way or manner, the book called My Watch or the like of the visual or written materials which contains a re-publication or statement extracted from the letter referred to by the plaintiff,” the judge said. He also ordered that orders of the court be served on all media houses in the country and be equally served on Mr. Obasanjo by publication in two national dailies. The judge rejected claims by Mr. Obasanjo’s lawyer that Mr. Kashamu failed to produce the book to prove it contained libellous details. The judge said it was the duty, instead, of the defendant, in whose custody the book was, to show the court that the plaintiff’s fear was misplaced. He said Mr. Obasanjo’s failure to do so, showed he had something to hide. Mr. Obasanjo’s lawyer, Realwon Okpanach, said the former president will appeal the ruling. He said the court order, which the former president flouted, was given in error since it was not proven that the book contained libellous materials. “The orders made cannot be enforced. They want the court to stop an act that had been concluded. That is impossible. We had published the book in November, they came before the court in December and asked that the publishing shroud be stopped.
