In the face of deepening world economic crisis, the ability of the Presidential candidate of the All Progressives Congress (APC), General Muhammadu Buhari, to manage the Nigerian economy and fight corruption, if elected president, has been called to question.

THISDAY over the weekend, exclusively took hold of the original copy of a report by the Petroleum (Special) Trust Fund (PTF) Interim Management Committee, instituted on July 7, 1999 by former President Olusegun Obasanjo.

Based on this report, the PTF under Buhari's supervision was mismanaged. The report was however neither made public nor was it acted upon by the former president.

In its summary, the Committee had advised Obasanjo to "set up a high powered judicial panel to recover the huge public fund and to take necessary action against any officer, consultant or contractor whose negligence resulted in this colossal loss of public funds."

According to the report, the sum of N25,758,532,448 was mismanaged by the Afri-Project Consortium (APC), a company contracted by the PTF as management and project consultant. Buhari as PTF chairman was said to have also "delegated to them the power of Engineer in all appropriate project requiring such power," which made them assume absolute powers to initiate, approve and execute all projects by the PTF.

The mismanagement that took place in the PTF under Buhari's watch was said to have been carried out by the APC (the company) in their capacity as management and project consultants. Both their management services fee and budget for several projects carried out during the existence of the PTF were greatly overpriced.

While carrying out its obligations, the Committee made up of Dr. Haroun Adam as Chairman, and Alhaji Abdu Abdurrahim, Mr Achana Gaius Yaro, Edward Eguavoen, Mr. T. Andrew Adegboro and Mr. Baba Goni Machina as members, engaged three management consulting firms to verify all payments made to PTF from inception to September 30, 1999.

On verification, according to the Committee, "it was found that they (the consulting firms) had overcharged PTF for their services to the tune of N2,057,550,062". Also, while intervening on behalf of the PTF in the road and waterways, education, food, health, and other sectors, the APC, according to the report, inflated all the prices.

For instance, intervention in the health sector, was said to have totalled N9 billion. Projects in this sector were said to have been executed by the APC and PTF in-house staff, and loss of billions of naira were recorded due to price inflation of products and services.

To purchase spectacle frames, which could have been done locally at a price between N80 to N880, the APC, under the watch of the PTF chairman, bought them at an inflated price of N1,900 each. Ambulances were said to have been purchased at N13 million per unit, instead of N3 million. And then price inflation of drugs were done to the tune of N1.5 billion.

The report also said that the PTF lost money to the tune of N3.5 billion from its bank account operations. The PTF operated its bank accounts under three different categories: Administration, Project and Treasury accounts, and the loss of money to these accounts were said to have been due to "overcharge on Cost of Turnover (CoT), non-payment of interest on current account balances as stipulated by the Central Bank of Nigeria (CBN), short payment of interest on deposited funds, and other various discrepancies."

While discharging their duties, the Committee discovered that an average income of N182 billion accrued to the PTF from its inception to the date of filing their report. According to the Committee’s report, the PTF used about 70 per cent of that income on highways and urban road projects.

The report stated further that, "In this project sector there was total variation of contract sums of N68 billion. These variations were not done with properly priced bills of quantities and approved civil contracts procedure as stipulated by government regulations.

"Taking the experience of what has been discovered after verification of various contracts awarded by PTF the minimum potential recovery will be about 15%. This estimated percentage will be about N10 billion. The verification of this project sector was about to take off when the committee members were replaced."

President Jonathan is said to be an Anglican.It was gathered that the leadership of the Catholic Church choose Fr Mbaka to make the statement given the fearless way he had spoken out against oppressive regimes in the past, which nearly cost him his life during the administration of former Enugu State Governor Chimaroke Nnamani, after assassins shot him at close range.However, it was also gathered that the presidential candidate of the All Progressives Congress (APC), Gen Muhammadu Buhari (rtd), had sent a powerful delegation to Enugu on December 31, 2014, to woo Fr Mbaka to support his presidential ambition.A source close to the meeting said Fr Mbaka’s speech came few hours following the meeting with Buhari’s delegation.LEADERSHIP recalls that when recently President Jonathan’s wife, Patience, worshipped at the Adoration Ministries ground located at Ijineke Emene in Enugu East local government area, Fr Mbaka urged Ndigbo to support the second term bid of her husband.LEADERSHIP further gathered that the hierarchy of the Catholic Church was rankled over Fr Mbaka’s advice to Ndigbo to vote for the PDP presidential candidate, hence he was allegedly ordered by the leadership of the Catholic community to warn the electorate that voting for the incumbent president would spell disaster for Nigeria.Delivering a message entitled, “From Goodluck to Bad Luck” at the Adoration Ministries ground on New Year’s Eve, Mbaka said that when thefirst lady Dame Patience Jonathan visited the Adoration Ground recently, he had conducted a spiritual exercise by lifting four birds to fly, but the fourth and most healthy of the birds refused to fly.Mbaka revealed that he did everything to make the fourth bird to fly but it refused to fly, and God ministered to him not to worry the bird any further.The cleric expressed regret that in the annals of Nigeria’s history, there has not been a time the country recorded so much bloodshed like the current administration.Mbaka recalled that the whole country had looked forward for a leader who would give jobs to the teeming unemployed youths, provide mass education, electricity and maximum security and industrialize Nigeria in anticipation that oil will one day melt away.“There emerged a Goodluck and Goodluck met face to face with Yar’Adua and Yar’Adua died. Kidnapping is the grandson of unemployment. Boko Haram is the grandson of unemployment, mass looting and corruption. As it stands now, Jonathan should resign. The Goodluck of Jonathan has become bad luck to Nigeria.“In few months to come, many people are going to lose their jobs.“During elections, Jonathan will answer Azikiwe and Ebele to become an Igboman. After election, the Azikiwe and Ebele will vanish. Look at our federal roads built by Buhari and Babangida. The continuity of Jonathan means disaster to Nigeria. We need change,” Mbaka had said.Expressing worry about the future of the children, the cleric noted that theyare being admonished to go to school and yet the government schools are not functional.He warned that Nigeria was like an egg waiting to be broken in the hands of President Jonathan, but said such would not be allowed it to happen.Mbaka lamented that pastors have become vultures and hawks around Jonathan, eating the porridge of Jacob and selling their prophetic rights, adding that some are turning Naira into dollars and flying them out of the country in private jets.Noting that anointing is now merchandise in Aso Rock, he said the men of God telling Jonathan to continue, should question their prophetic anointing.He continued: “When a man is eating well and his children are hungry, is that man still a father. When a mother is dressing well and eating well and her children are naked and hungry, will you say she is still a mother?“Any moment from now, they will start telling us that this person is a Christian, this person is a Muslim. I am not campaigning for anybody. I amfilled with tears over what is happening in Nigeria. The way Nigeria is going now, Goodluck’s office, let another take,” Mbaka said.

ABUJA- THE Presidency yesterday hailed members and leadership of Northern Socio- Cultural Organisation, Arewa Consultative Forum, ACF for taking a neutral position on the Presidential candidates of the Peoples Democratic Party, PDP, President Goodluck Jonathan and that of the All Progressives Congress, APC, General Muhammadu Buhari, rtd ahead of February, 2015 general elections.
In a statement yesterday by the Special Adviser to the President on Political Affairs, Prof Ahmed Rufai Alkali, the Presidency noted that it was highly commendable that the ACF disowned insinuations in some quarters that it has adopted anyone as its consensus presidential candidate.
It would be recalled that Chairman of ACF, Ahaji Ibrahim Cooma­sie, was quoted to have said at the weekend that the body had ad­opted the 2015 Presidential Candidate of the All Progressives Congress, APC, General Muhammadu Buhari, but shortly after the report, a member of the National Executive Council of the ACF, Al­haji Salisu Garba, at a press conference, said the chairman of the forum was on his own, as no member of the NEC had met to en­dorse the former head of state as the sole candi­date of the North for the 2015 presidency.
Alkali who noted that the neutrality adopted by the ACF has restored the prestige of the organization which was duly recognized as the umbrella body of all Northerners, said, “The denial by the Arewa Consultative Forum of a purported endorsement of a particular Presidential Candidate in the 2015 General Elections once more re-enforces the core principles of the organization as a neutral association formed to protect the values and interests of all people of the North irrespective of their political, ethnic or religious affiliations.
“The statement of denial which called the so-called adoption by a section of its leadership as their personal opinion is indeed a welcome development and has boosted public confidence in the association as a robust platform for all the people of the North.
“We are ardent believers in the constitutionally guaranteed freedom of association for all individuals and groups but the tendency to utilize noble associations to further some partisan interests is unfair and unjust.
“We earlier had cause to raise concern about the disturbing statements emanating from some leaders of some of the Socio-cultural organizations in the country We did not imagine that an individual, selected to head the group will stretch the boundaries of decency to use its platform to express his partisan opinions without clearance from the larger group.
“The timely denial by the ACF as a body has therefore restored the prestige of the organization which is duly recognized as the umbrella body of all Northerners.
“President Goodluck Ebele Jonathan respects the rights and dignity of all individuals and constituent groups and will always be comfortable if they use their platforms to preach peaceful co-existence rather than promote primordial acrimonies.
“We therefore commend the ACF for coming out as a body to distance themselves from this phantom endorsement. We believe that the ACF is home to Northerners belonging to all political associations in the country.”

A Federal High Court in Abuja has set aside the summons of the House of Representatives on the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, over a proposed probe of her alleged waste of public funds of chartered jet for unofficial purposes.
Justice Ahmed Mohammed on Wednesday voided the summons in a judgment in the suit filed by the minister, her ministry and the Nigerian National Petroleum Corporation to challenge the validity of the House’s invitation.
The minster allegedly spent about N10bn of public fund on charter and maintenance of an 850 Challenger jet for unofficial purposes.
This informed why the House Committee on Public Accounts had through letters dated March 26, 2014, summoned her and the Nigerian National Petroleum Corporation to appear before it for the purposes of investigating the allegations.
The judge in his judgment held that that the summons was invalid as there was no evidence before the court to show that the House resolution from which the summons emanated was published in the journal of the Nat‎ational Assembly or the official gazette of the Federal Government of Nigeria.
‎He held that though the National Assembly had the power to invite any public officer for the purpose of investigating their activities, failure to publish the resolution as required under Section 88 of the Constitution had rendered the summons invalid.
