To verify waec result send the photocopy with an unused scratch card or ask waec office to send it directly to the school as for the other documents there are three ways for you to verify them
1 go to the issuing institution with the photocopy of the document you want to verify and ask them to stamp and certify that it is the true copy of the original document.
2. go to ministry of foreign affairs and legalize the documents(note Ministry of education has to verify the documents first).
3. go to a notary public and ask him to notarize your documents

If You are applying for two different programs you have to write two motivation letters but if you are applying for only one program you will write one motivation letter

Word Processors are not suitable for programming because they add formatting information in the background while a text editor leaves it the way you wrote it perfect for coding

I checked the website of the school for information about visa and residence permit for masters students only you can apply for schengen visa then get to Estonia and apply for the temporary residence permit or you can apply for the trp from the nearest Estonian embassy then get a visa for estonia on getting there you collect your trp but for bachelor's student they have to apply and collect their trp from the nearest Estonian embassy before travelling to Estonia

Most php frameworks are written using OOP approach first try to to learn OOP try learning the concepts using a full fledged OOP language like java or c# then learn how to do it with php it will be an easy ride if you learned the concepts in java or C#..
After learning OOP then go for a simple php framework personally i prefer codeigniter but which ever one you choose stick to it and practice well you will be good with it in no time
