what you state above only applys to private worker
civil servant only earn basic salary and their annual relief allowance which 10%of the annual salary.

Most times,salary increase is always calculated on basic salary which will reflect on some other allowances housing,13th month,pension employer and employee remission etc.I am speaking from my personal experience
