I wouldn't get too excited about this bill yet. It may very well be useless to most Nigerians for the next few years.  It is instructive that a penny is yet to be appropriated to various agencies, to be used to comply with this bill.

As things stand, I can request for information from any agency but if the agency does not have the information in an appropriate form, they simply may be unable to provide it. My recourse? take the agency to court - the agency informs the court that it does not have the funds to comply with the bill. What next? Back to the ol' drawing board, no be so?

NASS needs to appropriate adequate funding for Information Systems, including computer IS, microfiche technology,  libraries, e.t.c. to make this thing work.

Sure people make money in the business but you need
to get adequate knowledge of how it works before you venture into
it.
I have been trading forex for more than 4years now, the first 3years was
very rough for me.I lost a lot of money before i finally got a good grip on it.
I will advice you to find someone who is ready to share his/her knowledge with
you for adequate training.
After the training, ensure you demo trade for at least 4months b4 you commit
your own money.

A pair to focus on in the day ahead will be NZD/USD.
The brief rise to a record high has been rejected and
the pair is now 70 pips below the 0.8219 high. As volume returns to the market we are likely
to see another push higher. A second break to a fresh record would offer a solid buy signal.

Gold is also in focus as it nears a record high. It last traded at 1538.
Safe haven demand due to worries in Europe have helped to fuel a rally.
Slowing growth in the US is another reason to buy as it increases
the likelihood of low rates for a long period, further QE or more government spending --
all factors that may cause a USD deterioration and help boost gold.

1) What if Messi's first leg goal, which was eventually discovered to be legal (not offside) was allowed to stand
2) What if Koscielny got the red card(s) he fully deserved?
3) What if Messi got the penalty he also completely deserved in the first half of the second leg at the camp nou?
4) What if Victor Valdes scored a hat trick?

Se, all those scenarios didn't happen either so you'll just have to take what did happen like that.
