Health / New York Legalizes Medical Marijuana by jessetom(m): 12:44am On Jul 08, 2014
-- New York became the latest state to
permit the use of medical marijuana on Monday.
At a news conference in New York City, Gov.
Andrew Cuomo signed the Compassionate Care
Act, which allows doctors to prescribe marijuana
in a nonsmokable form to patients with serious
ailments that are recognized by the state on a
predefined but flexible list of conditions.
The bill was passed by the State Assembly and
Senate in June, said Jason Elan, a spokesman for
Sen. Diane Savino, a sponsor of the bill.
Cuomo said Monday that it was difficult to
develop and pass the bill because it needed to
embrace increased medical acceptance of
marijuana while rejecting situations and
conditions that state legislators said could have
"good intent and bad results."
"There is no doubt that medical marijuana can
help people," Cuomo said Monday. "We are here
to help people. And if there is a medical
advancement, then we want to make sure that
we're bringing it to New Yorkers."
Senate Co-Leader Jeffrey D. Klein said the
"patient-centric program" will provide relief to
thousands of people and will be "one of the
safest, most tightly regulated medical marijuana
programs in the country."
The legalization of medical marijuana has had
"overwhelming support" in state polls, State
Assembly Speaker Sheldon Silver has said in a
statement.
Cuomo has said the act included criminal
penalties in case a person tries to defraud the
system, as well as a "fail safe" mechanism
allowing the governor to "suspend the program at
any time on recommendation of either the State
Police Superintendent or the Commissioner of
Health if there is a risk to the public health or
public safety."
New York will be the 23rd state, along with the
District of Columbia, to allow medical marijuana
in some form, according to information compiled
by the National Conference of State Legislatures .
Among the states that allow medical marijuana
are Connecticut, Vermont and New Jersey, each
of which borders New York.
The momentum has picked up recently, with most
of these efforts taking effect over the past
decade.
A proponent of the measure, Missy Miller of Long
Island, said she considered moving to California
to gain access to a special strain of marijuana
called Charlotte's Web oil, a derivative that may
help cease her son Oliver's seizures.
Oliver, 14, suffered a stroke in utero that resulted
in a brain stem injury. Among several other life-
threatening consequences are seizures,
sometimes more than a dozen a day.
"I am extremely relieved and proud to have been
a part of helping bring necessary change that so
many of us need," Miller said.
But "I am quite concerned about the 18-month
implementation, though, because Oliver does not
have that time to wait. I am hopeful that some
kind of expedited access plan can be worked out
to help those with urgent need like Oliver."
Opponents of the measure have said it was driven
by politics.
"I think serious questions can be raised about
using a political vehicle to achieve the use of a
prescribable medication in America," William
Foster, president of the National Council on
Alcoholism and Drug Dependency, told CNN when
the plan was unveiled in January.

Health / 8 Year Old Girl Having Daily Multiple Seisures, Get Saved By Use Of Cannabis by jessetom(m): 3:46am On Jul 07, 2014
A Mother’s Brave Efforts
“She was dying, she could barely walk or talk,
was unable to toilet herself and slept a similar
cycle to a newborn,” said Cheri O’Connell to The
Herald Sun , a mother of an epileptic child living in
Victoria, Australia.
“We had basically been told that there was not
too much more we could do, just to take her
home and to love her and maybe if you are lucky
she’ll get to nine, we didn’t see her having a
future at all,” Ms. O’Connell said.
Cheri O’Connell and her daughter’s story took a
turn for the better, however, after a controversial
treatment yielded some miraculous results. In
January last year, her desperate parents started
her on a cannabis mix known as a tincture, after
a cocktail of prescribed pharmaceutical
medications left her heavily sedated while failing
to stop the seizures.
In developments that have surprised doctors, one
year later, Tara is a bubbly eight-year-old and her
wheelchair is collecting dust in the corner of the
family’s home in central Victoria.
Senior clinical neuropsychologist Dr Silvana
Micallef at Austin Health saw the results for
herself, stating she saw “significantly improved
[cognitive performances]” after only 12 months.
“Since commencing medical cannabis (together
with the cessation of her seizures), there is a
convincing clinical history of improvements in all
facets of her presentation as reported by her
mother,” Dr. Micallef wrote .
Remarkably, the only ‘side-effects’ reported were
increased appetite and fatigue. The treatment
O’Connell was receiving only contained a
minuscule amount of THC, the cannabinoid
molecule responsible for the ‘high’ feeling
associated with cannabis use.
A Widespread Phenomenon
Unfortunately, Tara wasn’t the only child suffering
from seizures in the family. Her 11-year-old
brother, Sean, also had a case of epilepsy, milder
in comparison to Tara’s condition but debilitating
nonetheless. Sean could barely write due to his
condition, a challenge for a budding young artist.
After administering Sean a liquid cannabis
concentration, his disability swiftly dissipated.
After an investigation, The Herald Sun discovered
that a number of other children (approximately
70) across Australia are being administered
medical cannabis by school staff. These people
did not make any public statements however, due
to the illegal status of medical cannabis in
Australia.
Cheri O’Connell is calling for the go-ahead on
more medical cannabis studies. Parents of
children with incapacitating ailments should have
the right to treat their children with any treatment
that works, especially if other treatments are not.
70 percent of children respond positively to
seizure medication, but should the other 30
percent have to suffer? Not according to the
O’Connell family.
“We had to break the law or see her die. Any
parent will do whatever it takes to make a sick
child better.”
The use of medical cannabis has become
widespread. Old taboos and propaganda-based
beliefs surrounding cannabis have dissolved in our
current era of self-awareness and information
accessibility. The results are in, cannabis works.
By spreading this knowing, you could be saving
the lives of so many people who are suffering and
who don’t know about the remarkable healing
benefits of this little green plant.
