…as delegates end sitting DETAILED SOURCE: http://www.nationalmirroronline.net/new/confab-winds-up-as-derivation-issue-remains-unresolved/ The National Conference, rather, hurriedly wound up plenary yesterday, without addressing the issue of resource control and derivation. The conference, expected to conclude its sitting on July 17, ended sitting without resolving all the issues tabled before it. It, however, advised the Federal Government to setup a technical committee that would find solutions to the issue of derivation. The confab would, however, sit on August 4 to round up the conference and come up with final report. The conference failed to meet expectations of President Goodluck Jonathan in setting up the conference, aimed at finding solutions to all the problems plaguing the country. Rather it threw part of its job back at the president. It would be recalled that the conference had severally hit the rock while debating the report of the committee on Devolution of Powers which on its own was not decisive enough on the derivation principle. As a result, the confab witnessed frequent stalemates resulting in abrupt adjournments. At yesterday’s plenary, the conference again adjourned its plenary from 10 am to 3pm during which the 50 wise men sat to resolve the matter on the derivation principle to no avail. When it later reconvened at 3p.m, the chairman of the conference, Justice Idris Kutigi announced that the plenary would be the last in the life of the conference, though it would reconvene on August 4 for the writing of the report. He also stated that, “After conference critically examined the issues in contention, confab recognises the need to... DETAILED SOURCE: http://www.nationalmirroronline.net/new/nyako-may-be-removed-today/ …as panel summits report *** Nasarawa governor gets impeachment notice The Adamawa State Governor, Murtala Nyako, may be impeached today as the seven man-panel investigating allegations of gross misconduct against him and his deputy, Bala Ngillari, yesterday submitted its report to the Speaker of the state House of Assembly. The report, which is contained in four volumes, was received by the Speaker, Alhaji Ahmadu Fintiri, who promised that the house would consider the report at the appropriate time during plenary. Though the content of the report was not made public, it is unlikely that Nyako may escape being nailed by the Buba Kaigama- led panel. There are strong indications that the Assembly is to reconvene today to adopt the panel’s report and if that happens, the governor and the deputy may cease to hold office. However, going by the handwriting on the wall, Ngillari may be absolved of the charges against him for want of evidence, unlike the allegations against his boss, which the house has been able to sufficiently prove with detailed particulars. Section 188( and (9) of the constitution states: “Where the panel reports to the House of Assembly that the allegation has not been proved, no further proceedings shall be taken in respect of the matter.“Where the report of the panel is that the allegation against the holder of the office has been proved, then within 14 days of the receipt of the report, the House of Assembly shall consider the report, and if by a resolution of the House of Assembly, supported by not less than two-thirds majority of all its members, the report of the panel is adopted, then the holder of the office shall stand removed from office as from the date of the adoption of the report.” The panel, while presenting its report at the state Assembly Complex, regretted that the governor and his deputy refused to utilise the opportunity offered to them to clear their names of the charges. Kaigama, who declined to disclose the content of the report, however, said the panel tried to ensure justice in the discharge of the provisions of section 188(5) under which it derives it functions. He explained that although the panel lacked the powers to make both men appear before the panel, it had to delay the commencement of its sitting in the hope that they would show up since they were notified of its sitting. According to him, the adjournment of its sitting was to allow for representation of the respondents. Against background of alleged haste by the panel to submit its report shortly after the conclusion of its sitting, Kaigama exonerated the panel of complicity. “We have discharged our responsibilities to the best of our abilities and it is left for God to judge us rightly or wrongly,” Kaigama said. He said the members appreciated the rare privilege giving to them to serve on the panel. DETAILED SOURCE: http://nationalmirroronline.net/new/boko-haram-leader-claims-lagos-bomb-blast/ …admits attacking Apapa, Abuja Malala in Nigeria, asks sect to free abducted schoolgirls The leader of the dreaded Boko Haram sect, Abubakar Shekau, has claimed responsibility for the June 25 bomb attack on a shopping mall in Abuja and another blast that occurred hours afterwards in Apapa, Lagos. Shekau made the claims in a new video released yesterday Security agencies had downplayed the Lagos blast, and claimed it was caused by a fire outbreak at a gas refilling plant, though taker drivers insisted it was a bomb. In the video, Shekau said he “ordered (the bomber) who went and detonated it.” The terror kingpin also claimed responsibility for the “bomb in filthy Abuja” that killed at least 22 people. Shekau released his video just as Malala Yousafzai, the teenage Pakistani schoolgirl, who became an education campaigner after she was shot by militants, continued her visit to Abuja. “A bomb went off in Lagos. I ordered (the bomber) who went and detonated it,” Shekau said, according to AFP, the French news agency, which is usually the first to get hold of Shekau’s videos before they are distributed online. One of the surviving casualties, Patience Isaiah, told our correspondent that a female dressed in Muslim robe, hijab, had driven in with a Mercedes Benz car a minute before the explosion. Four persons were killed by the explosion, among them the female suicide bomber who drove the car. Eyewitnesses said the head of the female driver lay on the ground next to the car after the explosion. Patience is currently at the Lagos State University Teaching Hospital undergoing treatment. The Public Relations Officer of the Lagos State Emergency Management Agency, LASEMA, Mr. Kehinde Adebayo, had told journalists that the explosion was from a gasoline tanker. DETAILED SOURCE: http://nationalmirroronline.net/new/chibok-girls-presidency-dumps-committees-report/ •No direcive yet on the report –Military The Presidency may have dumped the reports of its fact finding committee on the abduction of over 200 student of Government Secondary School, Chibok, Borno State by the insurgent group, Boko Haram. The Presidency had on May 2, this year set up the committee headed by Brig General Ibrahim Sabo, to unravel the issues surrounding the abduction of the girls who were abducted on April 14. The committee submitted its report on June 20 in Abuja to the president, stating that 219 girls were still missing. The Sabo committee also disclosed that a total of 276 girls were abducted by members of the Boko Haram Sect, stating that 57 of the girls had since escaped while 219 were still unaccounted for. Three weeks after the submission of its report, however, the Presidency appears not to have made use of the document. According to sources close to the Presidency, the seat of power was not favourably disposed to some of the issues raised in the report, which were deemed to be very controversial. This is just as the Defence Headquarters, DHQ, said that it had not received any directives over the report or its implementation. DETAILED SOURCE: http://nationalmirroronline.net/new/49-8bn-oil-funds-not-missing-says-senate/ …rejects proposal to remove fuel subsidy Condemns Emir of Kano, Sanusi The Senate yesterday delcared that the alleged $498.bn missiing oil proceeed are intact just as it opposed a fresh proposal to remove fuel subsidy. The proposal to remove subsidy was made as senators considered the report of the joint Committees on Finance and Banking and Currency, which investigated the alleged missing of $49.8bn from the Federation Account and opposed the recommendation of the committee that fuel subsidy should be removed. This was also as the lawmakers advised President Goodluck Jonathan to prepare and present to the National Assembly a supplementary budget “to cover the expenditure in the sum of N90.6bn for PMS (premium motor spirit) subsidy 2012 and N685.9bn for kerosene subsidy expended without appropriation by the National Assembly.” While rejecting the idea of fuel subsidy removal now, the Senate advised the government to instead, ensure adequate punishment for those defrauding the nation under the guise of fuel subsidy claims. The lawmakers lamented that a number of cases against subsidy fraud seem to have been abandoned in the court. The former Governor of Central Bank of Nigeria, CBN, Mallam Sanusi Lamido Sanusi, had alleged that the Nigerian National Petroleum Corporation, NNPC, had failed to remit $49.8bn to the Federation Account over a 19-month period DETAILED SOURCE: http://nationalmirroronline.net/new/49-8bn-oil-funds-not-missing-says-senate/ |
DETAILED SOURCE: http://nationalmirroronline.net/new/apcll-accept-if-defeated-in-2015/ The National Publicity Secretary of the All Progressives Congress, APC, Alhaji Lai Mohammed, has said that his party will not protest the outcome of the 2015 election if it loses. However, he said that would only be so if the exercise is free and fair pointing out that APC will still go to court even after Governor Kayode Fayemi of Ekiti State had conceded victory to Mr. Ayo Fayose, as the winner of last month’s governorship election in the state. Mohammed, who was speaking yesterday in Oro, Kwara State with newsmen insisted that the election in Ekiti State was not free and fair. According to him, it is not enough that the election was not rigged through ballot boxes, noting that it is equally pertinent that armed soldiers and policemen were not unleashed on the citizens to intimidate people at the polling centres. He described the development in Ekiti as a national loss for democracy and not that of the APC. He lamented that Governor Fayemi did not lose the election because of nonperformance but because the people “rejected he that promised to prefer he that did not promise anything and whom from whom nothing could be expected.
