Southern delegates at the ongoing national conference yesterday rejected the Consensus Building Group’s recommendation of 18 per cent derivation for the oil producing states in the South- South.

The recommendation is aimed at finding a solution to the festering issue of resource control threatening the conference.

The Consensus group has also suggested payment of five per cent monthly allocation from government revenues to the North-East, North-West and North Central regions for rehabilitation purposes as a result of insurgency in the regions.

But delegates from the South-West and the South- East in a swift reaction expressed dissatisfaction to the recommendations.

The South-West delegates and their South-East counterparts had earlier rejected the move.

Presenting the outcome of the Consensus Group meeting to the plenary yesterday, Prof. Ibrahim Gambari, who spoke on behalf of the zonal leaders, said the group was only motivated to provide an avenue to reach consensus rather than voting in making the recommendations.

“We do not believe that voting will really move us forward,” he said.

Gambari told the plenary that “one pole began with the position that was embodied in the recommendations of the committee on devolution of power all the way from 13 per cent to 15 per cent to 17 per cent and not less than 18 per cent”

The Federation of International Football Associations (FIFA) yesterday suspended Nigeria indefinitely over the crisis rocking its affiliate body, the Nigeria Football Federation (NFF).

In a statement, FIFA said the decision to suspend Nigeria was taken by its Emergency Committee after the expiration of the July 8, 2014 deadline it issued for the reinstatement of the NFF president, Aminu Maigari, and his Executive Committee that were voted out of office by the NFF General Assembly on July 5 in an Extraordinary Congress.

The statement read, “The FIFA Emergency Committee has decided today, 9 July 2014, to suspend the Nigeria Football Federation (NFF) with immediate effect, on account of government interference. Article 13, par. 1 and article 17, par. 1 of the FIFA Statutes oblige member associations to manage their affairs independently and with no influence from third parties.

“The decision follows a letter sent by FIFA to the NFF on 4 July 2014, in which it expressed its great concern after the NFF was served with court proceedings and consequently an order preventing the president of the NFF, the NFF Executive Committee members and the NFF Congress from running the affairs of Nigerian football was granted by a High Court of the Federal Republic of Nigeria.

A Lagos-based lawyer and human rights activist, Mr. Bamidele Aturu is dead.

The late lawyer was said to have complained of stress and fatigue yesterday before he was rushed to the Lagos State University Teaching Hospital, LASUTH.

One of the lawyers in his Chamber, James Ode Abah confirmed the news of his death to National Mirror last night.

According him, the late lawyer was rushed to the hospital in the morning and was pronounced dead by the doctor.

Many lawyers and activists broke down in tears in Lagos and Abuja when the news of Aturu’s demise was broken to them.

When contacted, former President of the Nigerian Bar Association, NBA, Chief Rotimi Akeredolu, SAN, could not believe the news.

“It’s impossible,” he said.

Reacting, Dr. Abiodun Layonu, SAN, described Aturu as a brilliant legal practitioner and human rights crusader.

Also, the Executive Director, Lawyers’ League for Human Rights, LLHR, Mr. Jiti Ogunye said “he was my comrade and friend. I am too shocked to say anything.”

The South-West geopolitical zone of the country is a complex study in political science of Nigeria, simply for its sobriquet of being the most politically savvy among the six geo-political zones

The Tinubu factor

Senator Bola Ahmed Tinubu, former governor of Lagos State, is a political phenomenon, at least in the minds of some progressive elements. From the trenches, as a frontline activist against military dictatorships in the 1980s, to a progressive senator of the Federal Republic of Nigeria from 1991 to 1993, Tinubu parades a reputation as one of the nation’s most dogged and rugged politicians.

As governor of Lagos State from 1999 to 2007, he became a one-man political army against the President Olusegun Obasanjoled Peoples Democratic Party, PDP- led government, and he won plaudits across board as the sole champion of fiscal federalism or fiscal democracy.

To strengthen his fiscal-federalist case, the chequered politician, wrote series of articles in newspapers, delivered lectures and shouted on every roof top across the country and abroad to warn of a looming danger to democracy, posed by the presidency of Chief Obasanjo.

To effect control of Lagos, Tinubu embraced guerrilla politicking and adopted a very organic approach to governance, reaching out from the most disadvantaged of the Lagos society to the middle class and the super affluent of Lagos metropolis. He held political meetings in the suburbs with urchins in the nights and in the mornings he would be at round tables with boardroom gurus and eminent politicians in the state.

Despite the political tsunami that swept the South West in 2003, Tinubu held tenaciously to Lagos State, and fought off his political enemies who were baying for his jugular.

He would, in the twilight of his tenure in Lagos, also joined formidable bandwagon against Obasanjo’s plot to succeed himself beyond constitutional limits.

The most striking legacy Tinubu would always be given credit for, is his choice of Mr. Babatunde Raji Fashola the incumbent governor of Lagos, as his successor.

While the search for a successor was on, Tinubu in 2007, was working his hands to bone, to reclaim the South-West from the PDP. He did, through the courts, and through elections.

The suit filed by Governor Murtala Nyako and the All Progressives Congress, APC, challenging the impeachment process embarked upon by the Adamawa State House of Assembly was stalled on Wednesday, due to the absence of a substantive chief judge for the state.

The suit could not be entertained because of the expiration of the tenure of the state acting Chief Judge, Ambrose Mammadi, on July 8.

However, the embattled governor has said he would not hesitate to seek the intervention of President Goodluck Jonathan when necessary over the impeachment threat.

Mammadi, it would be recalled, entertained the suit filed by the governor alongside APC, following his ruling that the court had jurisdiction.

The judge had adjourned the matter to July 9, a day after the expiration of his constitutionally allowed tenure of three months having been appointed on April 8.

The case which came up for hearing yesterday therefore could not be heard because the office of the chief judge had become vacant (functious officio), as one of the court attendants who did not want his name in print explained to our reporter.

Commenting on the development, a former Attorney- General of the state, Prof Maxwell Gidado, said the development which ought not to be, portends danger for the judiciary.

***Controversy still rages over state creation

The national conference yesterday witnessed row at its plenary due to disagreements over the vexed issue of resource control.

Another issue that brought tension to the plenary was state creation that came up again as the conference moved to adopt the votes and proceedings of last Thursday, with some northern delegates calling for reopening of debate on the issue.

When the Conference Chairman, Justice Idris Kutigi, introduced the item on consideration of the minutes, a delegate from Sokoto State, Alhaji Muhammad Maigari, raised an observation, saying there were procedural errors in the proceedings of Thursday last week.

“Mr. Chairman, you are aware that we complained about the procedural errors in the adoption of the proceedings of the last Thursday and those errors are still built in the minutes of this meeting and we cannot allow them to go like that,” he said.

At this point, delegates were shouting “point of order” and the proceedings became rowdy until the former Minister of Women Affairs, Josephine Anenih, told the Chairman to go on break to allow the tension to simmer down.

*** Police foil attempt to bomb secondary school

Two foreign mercenaries and high calibre weapons have been captured by the military during an operation in Balmo forest in Borno State.

The forest was described as a haven for terrorists’ bases.

Troops also in another offensive killed over 44 Boko Haram insurgents in Kerenoa and adjoining communities and lost six soldiers while repelling attacks on the communities.

A statement by the Director of Defence Information, DDI, Maj.-Gen. Chris Olukolade, said the Balmo forest operation lasted throughout the weekend.

“Prior to the operation, Balmo forest, stretching from Bauchi through Jigawa states with links to the fringes of Sambisa forest, was used by terrorists as bases and hideouts for launching attacks.

“Terrorists and armed gangs operating in the forests were completely rooted out while some were captured during the operation.

“Among those captured were two foreigners suspected to be mercenaries.

“Also captured are several weapons and equipment, including power generating sets, communication equipment, vehicles, motorcycles, foodstuffs and kitchen utensils.

…Tokyo accuses Fele over attempt on his life

The rivalry in the Oyo State chapter of the National Union of Road Transport Workers, NURTW, reared its ugly head at the weekend, as there was a free-for-all fight in Agbeni area of Ibadan by motorpark ‘boys’.

This came a few days after a notable Islamic leader, Sheikh Muhydeen Ajani Bello, warned against senseless killings in the city by rival politicians, especially now that the late Aare Musulumi of Yorubaland, Alhaji Azeez Arisekola-Alao, whom he said was always nipping in the bud such incidences, was no more.

While the attack lasted, a former state chairman of the union, Alhaji Lateef Akinsola (a.k.a. Tokyo), fingered and named some boys of the incumbent chairman, Alhaji Taofeek Oyerinde (a.k.a. Fele) as masterminds of the botched attempt on his life.

But Oyerinde denied this, as he informed National Mirror on phone yesterday that those Tokyo mentioned were at NTA Ibadan programme (2nd Ramadan lecture of Arisekola-Alao) when the incident happened.

The Nigeria Medical Association, NMA, has reacted to the speculation at the weekend by the Federal Ministry of Health that the ongoing strike will end today.

It said that only the association could determine if the strike would end or not.

The Secretary of the Lagos State chapter of the association, Dr. Bami Boye, told our correspondent that the association would determine whether to abort the strike or not pending the resolution of the emergency delegates meeting currently ongoing in Abuja.

He said: “The Minister of Health goofed. He has no right to say whether we are ending the strike or not. He was not the one that told us to start and he will not decide if we are ending it or not. This will be decided by the delegates at the meeting today.”

As the strike continues, patients in government hospitals are hopeful that doctors will consider their plight and bring an end to the strike action.

No fewer than 63 out of the 68 women, abducted two weeks ago from three villages around Sambisa forest in Borno State by Boko Haram gunmen have escaped.

The women have reunited with their families after they made it back to their homes, witnesses and security officials have said.

Villagers within the hinterlands of Damboa local government area, where the abduction was carried out revealed this to newsmen yesterday in Maiduguri, the state capital.

“I have just received an alert from my colleagues in Damboa area that about 63 of the abducted women and girls had made it back home. They took the bold step when their abductors moved out to carry out an operation,” an official of the Vigilante group, who did not want his name mentioned in print for security reason, said.

Troops in the ongoing offensive against the Boko Haram sect in the North East, on Friday night, killed 53 insurgents, losing six soldiers while repelling an attack on troops’ location in Damboa, Borno State.

This was disclosed in a statement by the Defence Headquarters, DHQ, in Abuja, yesterday, through its Director of Defence Information, DDI, Maj-Gen. Chris Olukolade, adding that a suicide bomber also drove into a checkpoint killing self, a policeman and three vigilante youths in Borno State.

Olukolade further disclosed that four insurgents conveying explosives in a fish consignment were however arrested.

“The terrorists had stormed the troops’ bases and police locations while most of the troops were out on patrol of surrounding villages.

“A total of 5 soldiers and a senior officer were also killed while repelling the attack.

The Peoples Democratic Party, PDP, in Ekiti State, has dragged the state government to court over its plan to create 18 local council development areas, in addition to the existing 16 local governments in the state.

The PDP State Chairman, Makanjuola Ogundipe, in the suit, HAD/75/2014, filed at the Ado-Ekiti High Court on July 1, described Governor Kayode Fayemi’s action as illegal, unconstitutional and a flagrant violation of the provisions of the 1999 Constitution.

The PDP, in the suit, joined Governor Fayemi (1st defendant), Attorney General and Commissioner for Justice, Wale Fapohunda (2nd defendant) and the Ekiti State House of Assembly (3rd defendant).

The party is praying the court for “a declaration that it is an exercise in futility for the 1st defendant to embark on the creation of local governments or LCDAs, at the twilight of his tenure, being a process that cannot be completed before the expiration of his tenure but meant to cause confusion for the incoming government; and a declaration that any local government or LCDA created by Governor Fayemi in contravention of the 1999 Constitution as amended, is null, void and of no effect.”

The PDP is also seeking a perpetual injunction restraining the defendants from embarking on further process towards the creation of additional council and another restraining the 3rd defendant, Ekiti State House of Assembly, from receiving and or considering any process forwarded to it by the governor.

After eight years in Kirikiri Maximum Prisons, six suspected killers of Funsho Williams, the Peoples Democratic Party, PDP, gubernatorial candidate in Lagos State, were yesterday discharged and acquitted by a Lagos High Court.

Ruling on a no-case submission, filed by the defence counsel, the trial judge, Ebenezer Adebajo, held that the prosecution has failed to establish a prima facie case against any of the accused persons.

The accused are Bulama Kolo, Musa Maina, David Cassidy, Tunani Sonani, Mustapha Kayode and Okponwasa Imariabe, all male.

The court held that the evidence presented by the prosecution was so weak and unreliable and could not sustain the charge of conspiracy or murder.

The court held that “there was nothing, absolutely nothing to suggest that the death of the deceased was as a result of the act of any of the defendants.”

Justice Adebajo said: “I agree with the defendants’ counsel that the evidence given in respect of the offence of conspiracy to commit murder is weak and unreliable because they are superficial, they amount to speculation when given consideration...

…burst terrorists intelligence network

Troops in the ongoing offensive against the Boko Haram insurgents in the North-East have captured the masterminds of the abduction of over 200 students of Government Girls Secondary School, Chibok, Borno State.

They have also arrested the killers of the Emir of Gwoza.

A statement yesterday, by the Defence Headquarters, DHQ, Abuja, by the Director of Defence Information, DDI, Maj.-GenChris Olukolade, said that the troops had also busted the terrorists’ intelligence network and repelled attacks in Yobe State at the weekend.

The DHQ disclosed that the terrorists’ intelligence cell was headed by a businessman, who participated actively in the abduction of the Chibok schoolgirls.

“The man, Babuji Ya’ari, who is also a member of the Youth Vigilance Group, popularly known as Civilian JTF, which he uses as cover while remaining an active terrorist, also spearheaded the murder of the Emir of Gwoza,” he said.

Erstwhile powerful politician in the Second Republic, Alhaji Umaru Dikko died early this morning in a London hospital.
Dikko, aged 78, who was said to have been ill for a long period reportedly suffered three strokes in a row before his demise.
Dikko was the Minister of Transportation under former President Shehu Shagari between 1979 and 1983.

About 250 members of the Nigeria Football Supporters Club, NFSC, will miss watching the match between Nigeria and France in Brasilia today as they had to leave Brazil yesterday for Nigeria due to paucity of funds.

According to some aggrieved members, the return ticket for most members of the club was for June 29 and others for July 1, but the leadership did not notify the affected until Saturday, even as their flight was billed for 12:40am yesterday.

Only 100 members of the club left Sao Paulo yesterday for Brasilia, about 16 hours drive by road.

A member, who gave her name as Uju, said: “We have enough funds. Most of us paid N300, 000. I paid N300, 000 as money charged. I spent N80, 000 as visa fee, but I was left in Nigeria and had to spend another N350, 000 to get to Brazil.

“President Goodluck Jonathan gave the club N50m and our major sponsors – Globacom, Guinness and even Alhaji Aliko Dangote.”

No fewer than 51 people, mostly Christian worshippers, were feared dead in Chibok and Biu communities in Borno State yesterday as suspected Boko Haram insurgents armed with explosives attacked some churches.

Five churches, including COCIN, EYN and Deeper Life Bible Church in Kwada village, about 10 kilometres from Chibok Local Government Area, were razed during that attack, which occurred during Sunday services.

At Chikwarkir village in Biu Local Government Area, a resident Mallam Audu Zira, told our correspondent on the phone that some terrorists came in pick- up vehicles and motorcycles and opened fire on people, killing one person before setting houses, a pick-up van and food stuffs ablaze.

The attackers, according to report from locals in Chibok, targeted the time that the people were in church for the Sunday worship.

“They killed and burned houses after attacking worshippers in five churches in Kwada and advanced to Kautikari less than eight kilometres to Chibok town, killing and burning down houses and properties.
