The Minister of Petroleum Resources Mrs. Diezani Alison-Madueke, on Wednesday disclosed that the Nigerian National Petroleum Corporation has started refunding the $1.48bn unremitted fund into the Federation Account as recommended by an audit firm, PriceWaterHouse Coopers.

She however did not disclose how much has for far been refunded by the corporation.

She also denied reports that she was seeking the assistance of some highly-placed persons in order to escape prosecution for alleged corruption from the incoming administration of the President-elect, Muhammadu Buhari.

Alison-Madueke spoke with State House correspondents at the end of the weekly meeting of Federal Executive Council at the Presidential Villa, Abuja.

It will be recalled the Federation Account Allocation Committee had on Monday night constituted a committee to find out the reasons for the delay in the refund of the sum.

PriceWaterHouse Coopers had in the report of its forensic audit report of the corporation recommended that the NNPC should refund the amount to the Federation Account.

Alison-Madueke however explained that the unremitted fund was owed by the NPDC for a block that had been assigned from the NNPC to the NPDC.

She said, “The PriceWaterHouse Coopers forensic audit that was done few weeks ago in his recommendation mentioned that $1.48bn was owed by the NPDC for a block that had hitherto been assigned from the NNPC to the NPDC which is its subsidiary.

“They felt that the right process would be that the NPDC will refund that money to the Federation Account. The NPDC has apparently started those refunds and it is also in discussion with the NNPC and the DPR on same. So the refund has actually began.”

While saying that the payment was being done under her directive, she insisted that the sum was not missing but transferred by the NNPC to the NPDC.

The minister also denied media reports that she was reaching out to some prominent Nigerians, including a former military Head of State, Gen. Abdusalami Abubakar (retd.), to seek soft landing from the incoming government.

She said she had in the course of her job as minister met with elder statesmen across the country and wondered why her meeting with Abubakar would be singled out.

The minister said she could not be seeking for a soft landing because she was not aware that she had committed any crime.

She said, “I have not sought such assistance because I am not aware that I have been indicted of any crime that I will need a soft landing.

“Over the last four years, I have many times been unfortunately accused and libelled in so many malicious and vindictive ways.

“I have explained these things and pushed back robustly on these accusations and I have even gone to court on many of them. Yet, they keep being regurgitated.”

State Secretary of the PDP, Ibiba Walter, who made the claim in a statement, said that the APC was yet to come out with a reasonable excuse for denying the PDP from using the stadium.

Chairman of the All Progressives Congress in Rivers State, Chief Davis Ikanya had told DAILY POST in an interview that the Adokiye Amesimaka Sports Complex was still under construction.


Chief Ikanya claimed that on occasions when the APC used the new stadium for its rallies, the contractor had gone on break.

However, the APC Chairman advised the PDP to re-apply for permission to use the stadium, which he said might be considered by the state government.

“There are venues for rallies. They have not used that place before. When the contractors were on holidays, they did not apply for the place. Now that the contractors are fully back, they are just applying.

“The Executive Governor, Rt. Hon. Chibuike Rotimi Amaechi wants to complete that stadium and hand it over before he leaves office.


“Now the PDP is threatening that the Governor must obey them. You see, they have now turned themselves to governor of Rivers state.


“If you apply for something, it is either it is approved or not. You cannot take laws into your hands. This is why we are saying that the PDP is living above the Law. If they have applied for it and it was not approved, the proper thing to do is to reapply,” APC said.

However, in a reaction, the State Chairman of the PDP faulted the Governor’s alleged action, arguing that the new stadium was built with public funds.

He warned that if the State Government failed to voluntarily release the venue, the PDP might use force to secure the Adokiye Amesimaka Sports Complex for its presidential rally.

Obuah insisted that, “Rivers State money was used to build it. It is not meant for Buhari’s campaign manager (Amaechi).

“It is not his personal property. They have used it for their own rally and their celebration. We have applied to use it for our own rally come 28th of this month but the Governor in his impunity has refused us to use that place.

“We dare him, come 28th, we are going to use that place. I have made official complaint to the police, the DSS and all the law enforcing agents. I also want all the citizenry of Rivers State to be aware of this.

“They have used this same property two times without any problem. We are saying for peace to reign, he (Amaechi) has to release that stadium.”

The Interim Chairman of the All Progressives Congress, APC, in Yobe State, Sani Inuwa-Nguru; three members of the State House of Assembly, and thousands of other members of the party have defected to the Peoples Democratic Party, PDP.

The Caretaker Committee Chairman of the PDP in the state, Sule Doguwa, said this on Sunday while addressing PDP supporters in Damaturu.

According to Mr. Doguwa, the three lawmakers are: Nasiru Yusuf, representing Damaturu Local Government Area; Kaigama Umar, representing Jakusko Local Government Area and Kachalla Mai-Hassan representing Gujba Local Government Area.

He said with the massive support that PDP was getting in the state, the party would win all positions in the February general elections.

Mr. Doguwa called on the party's supporters to collect their Permanent Voter Cards to enable them vote in the polls.

Speaking of behalf of the defectors, Mr. Inuwa-Nguru said they took the decision in the best interest of the people of the state.

He said the people of the state were yearning for better leadership that would enhance their standard of living.

"I am, therefore, happy to formally announce our decision to dump the APC and join the PDP together with our over 10,000 supporters," Mr. Inuwa-Nguru said.

Earlier, the PDP governorship candidate in the state, Adamu Waziri, said the party had become a strong united entity had that made the high-profile members of APC in the state to join it.

The former Minister of Police Affairs said if elected, he would lead Yobe to become one of the best 12 states in the country.

The Presidency has described as mischievous, claims by the Presidential Campaign Organisation of the All Progressives Congress (APC) that the government had concluded plans to hand over to the Military rather than its presidential candidate, Muhammadu Buhari.

“Our attention has been drawn to a statement issued by the Spokesperson of the Buhari Campaign Organisation, Mallam Garba Shehu, where he alleged that an official of the office of the Senior Special Assistant to the President posted some comments on the social media suggesting that ‘government will rather hand over power to the military rather than to Gen. Muhammadu Buhari in the event that the APC candidate wins the elections,'” a statement, yesterday, by the Senior Special Assistant to the President on Public Affairs, Doyin Okupe, the Presidency said.

“We categorically deny that this statement was ever made by anyone in this office. The APC claim is absolutely false, mischievous and malicious.

“The Senior Special Assistant to the President on Public Affairs personally handles his Twitter, @doyinokupe and other social media platforms and continues to use such as a legitimate medium of advancing the cause of democratic good governance and institutional integrity which President Goodluck Jonathan represents.

“Dr. Okupe has never and will never associate himself with thoughts or actions which run contrary to the tenets of democracy, rule of law and the right of Nigerians to freely elect those who govern them.

In an unexpected move, the Nigerian government Saturday dropped the pump price of petrol from N97 per litre to N87 per litre.
The Minister of Petroleum Resources, Diezani Alison-Madueke, said at an ongoing press conference that the new price regime would take effect immediately.
Mrs. Alison-Madueke said the N10 reduction in fuel price was necessitated by the reduction in crude oil prices in the international market.
The new measure is a reversal of government’s policy on the matter.
The Minister of Finance, Ngozi Okonjo-Iweala, had insisted on December 17 that Nigeria would not reduce the pump price of fuel despite falling oil prices at the international market, until the revenue crisis occasioned by the dwindling oil rates is over.
Mrs. Okonjo-Iweala said at the time that the decision to review fuel price either upwards or downwards would only be taken after the current crisis in global oil prices had been settled.
But five days ago, on December 13, the presidential candidate of the All Progressives Congress, APC, Muhammadu Buhari, called on the government to implement immediate price reduction on fuel products to reflect the downscaling in global oil prices.
Speaking through his campaign organization, the All Progressives Congress Presidential Campaign Council, Mr. Buhari asked the government to “stop stealing from Nigerians and allow them enjoy the relief that has come to consumers of petroleum products globally”.
The APC candidate had said, “The price of diesel which has been deregulated since 2009 still sells at the pump price of N150 and N170 per litre, the same pump price when the international benchmark per barrel of crude was over $100. Now that the international benchmark has dropped to $47.5 (USD) per barrel as at Monday, we ask: where is the deregulation and the relief which it ought to bring to local consumers of diesel?
“For the Nigerian consumers, unfortunately the collapse of crude oil price since October 2014 has not translated into any change in diesel, kerosene and PMS prices across the country.
“We challenge the federal government to reconcile the information on the website of the Petroleum Products Pricing and Regulatory Agency, indicating the maximum open market price of diesel per litre in December 2014 as being at N111.6 and the fact that the price has come down to less than $50 (USD) as at Monday.
“We want to posit that that the maximum indicative benchmark open consumers of diesel should pay is at a margin below N100 per litre. Therefore, Nigerians are being short-changed by about N50 to N70 on every litre of diesel sold by government.
“The implication of this is that with average consumption of about 12 to 15 million litres, Nigerians are currently extorted of amounts between N600 Million to N1 Billion daily due to corruption-induced poor regulatory oversight of the Ministry of Petroleum Resources. No wonder some few industry players are smiling to the banks and buying private jets while small scale industrialists who buy diesel on daily basis for power generation and transportation find it difficult to break-even with their businesses.
“Similarly on Kerosene, information available on the website of the PPPRA puts the Open Market Price at N114.71 per litre although the market price is anything above N150 per litre when the global price for a barrel of crude oil was $65 (USD). Now that international price of crude is at $47.5 (USD) per barrel, why are Nigerians still buying kerosene per litre at the same price? Why are Nigerians not benefitting from the global shortfall in the prices of crude by having a cut in the pump prices of petroleum products?
“We are aware that there are examples in other African countries where governments have cut the pump prices of petroleum products to reflect the changes in the global oil market. Countries like South Africa, Zambia, Tanzania and Kenya have announced cuts in pump prices of petroleum products, why can’t the Nigerian government do same?
“Given the failure of government to do the right thing by announcing a cut in the pump prices of these products, we are compelled to draw the conclusion that the federal government is short-changing Nigerians ostensibly to fund the campaign of the PDP presidential candidate.
“The APC Presidential Campaign challenges the federal government to make explanations on why Nigerians cannot benefit pricing reliefs on petroleum products as occasioned by the fall in the global price of crude oil. Anything should of this is a fraud and Nigerians should take note.
“As for PMS (petrol) the only product the government agrees as regulated at N97 per litre, the irony is that it does not even cost much as in the United States, a country that was importing oil from Nigeria until recently.
“Moreover, even the current budget is still heavy on subsidy with an allocation of N458.68 billion, a scheme that has become a conduit pipe over the years for which the children of ruling party leaders have been beneficiaries.”

“It (report of cancer) is untrue and condescending of its exponents. I have it on good authority that GMB has not visited the Ahmadu Bello University Teaching Hospital in the last five years. So, how can anyone say that he was diagnosed with prostate cancer last October, barely three months ago?”
“This is the highest point of political distraction, malice and mischief. The report was not only fake but unfounded. I have spoken to impeccable sources at ABUTH all of whom deny the report and also claimed that the letterhead used was not their regular one, and that Dr. Bala Mohammed that purportedly approved the false medical report is not on the personnel list of that department.”
The Ekiti State Governor, Ayo Fayose stated earlier that Buhari was being set up by former President, Olusegun Obasanjo to die in office just like late President, Umar Yar’adua.

The cement industry, which is a major component of the housing sector, has commenced the new year with an unresolved price war which was the main feature of the industry all through 2014 with a brief respite which followed a landmark intervention by Dangote Cement, the industry’s leading brand.

The industry entered 2014 with different prices for different brands, with the Dangote brand selling for an average of N2,000 per bag, while the price for the Lafarge brand hovered around N1,950 nationwide at city centres and N2,000 in the hinterland.

In mid Q4, Dangote however knocked down prices by 40 percent, this intervention seems to have collapsed shortly after the devaluation of the naira by the Central Bank of Nigeria (CBN), leading to a new price regime in the industry, with prices hovering around N2,000 per 50kg bag.

Though the manufacturers failed to link the new price increase to the devaluation of the naira, some analysts who spoke with BusinessDay, affirmed that while the new price increase might be driven by some “unforeseen market forces and political agenda”, it clearly defies the significant increases in capacity built over the past 12 years of backward integration in the industry.

A recent survey by BusinessDay across most markets, revealed that the Ikorodu area of Lagos recorded the highest market price of N2,000 per 50kg of cement among major brands, while others averaged N1,900 per bag within the same vicinity.

Likewise in the Badagry area of Lagos, a 50 kg bag of Dangote’s 42.5 grade of cement currently sells for an average of N1,900 per bag, while the Lafarge brand now goes for an average of N1,800.

In major cities in Ogun state, prices of major brands skyrocketed from an average of N1,500 to an average of N1,900 in the city centre and N2,000 per bag in the hinterland.

Kunle Lambo, cement dealer, and owner of Lambo Blocks Industry in Abeokuta, attributed increased prices of cement to devaluation of the naira which was caused by falling oil prices at the international market, saying the increase in the prices were not caused by middlemen but directly from producers.

“Before now, we used to buy a bag of Lafarge brand for N1,260 from the factory and we retailed it for N1,400. But, in the last two weeks, we have been buying a bag of Lafarge cement for N1,790 directly from the factory, therefore the dealers are re-selling it between N1,900 and N2,000 per bag.

At the Aba and Owerri axis, a bag of Ibeto cement which sold for N1,500 in late November now costs N1,900 per bag at major outlets, while Dangote also sold for N1,900 per bag.

Some cement dealers across the country who spoke to BusinessDay, fingered the major brands for the increase. According to them, as industry leaders, once these major brands raise their product prices, other brands follow.

BusinessDay recently reported that despite significant increases in capacity built over the past 12 years of backward integration in the industry, cement prices have remained relatively high.

Joseph Makoju, the honorary adviser to the President/CEO of Dangote Group, had stated that notwithstanding the drop in the price of the commodity by their company, end-user-prices would depend on the location, as the company would charge between N100 and N200 per bag for transporting the commodity from their factory to the depots in various parts of Nigeria.

Industry watchers have consistently maintained that prices would continue to differ at various locations, explaining that cement is a regional commodity whose prices depend largely on nearness to production plants and also on transport cost.
