The Ebonyi State Governor, David Umahi, has ordered the Vice Chancellor and other principal officers of the State University, Abakaliki, Francis Idike, to immediately vacate their seats having exhausted their eight-year tenures as stipulated in the 2016 EBSU amendment law 005 of 2016.
Shortly after assenting to the law at the State Executive Council Chambers, Government House Abakaliki, Mr. Umahi said with the new law in place, the Vice Chancellor, Deputy Vice Chancellor and other principal officers are expected to vacate the offices on or before November 26.
Mr. Umahi expressed concern with the five-year two terms contained in the previous law. He said any Vice Chancellor who spends 10 years in office may become inefficient.
The governor however said that the amended law allows a vice chancellor to remain in office after 70 years of age.
Governor Umahi urged the institution’s management to find ways to downsize the staff strength in the school to enable them meet up with the economic realities in the country.
“When you look at the staff strength of other tertiary institutions in the South East, you will realise that what we have in our own institution outweighs that of others,” he said.
Mr. Umahi frowned at the alleged harassment of members of the University staff and students by the host community, and mandated the Secretary to the State Government, Bernard Odoh, Commissioner for Lands and Survey, Sunday Inyima, and the Senior Special Assistant on Security, Kenneth Ugbala, to mobilize policemen to disperse all illegal occupants in the school’s land.

Recall that in his judgment, Justice Abang had sacked Ikpeazu as governor, ruling that the Independent Electoral Commission. INEC, immediately issues Certificate of Return to Dr. Uche Ogah, who came second in the December 8, 2014 primary of the Peoples Democratic Party, PDP. Justice Abang had also ruled that the Chief Judge of Abia State, Justice Theresa Uzokwe, do immediately administer the oath of office and swear-in Ogah. But the Abia State Internal Revenue Service, ASIRS, in a statement on Monday, by its Executive Chairman, Udochukwu Ogbonna, clarified and insisted that the tax certificate issued to Ikpeazu was not fake, adding that neither the court nor the plaintiff Dr. Ogah invited (subpoenaed) the Revenue Board as witness to state the authenticity or otherwise of the tax papers in issue, during the pendency of the subject suit. The statement read: "The attention of the Abia State Internal Revenue Service has been drawn to a court judgement of the Federal High Court Abuja on the tax clearance certificate issued to Dr. Okezie Victor Ikpeazu by the Service, and hereby makes the following clarifications:

1. That the tax clearance certificate referred to in that Judgment was duly issued to Dr. Okezie Victor Ikpeazu by the Service, and was therefore not fake.
2. That the taxes for the years 2011,2012 and 2013 were PAYE taxes deducted at source from his personal emoluments by his employers (Abia State Passengers’ Integrated Manifest Scheme and Abia State Environmental Sanitation Authority respectively) and remitted to the service in the relevant tax years

3. That the dates on the tax receipts of the relevant years (2011, 2012 and 2013) did not suggest that they were paid on those dates, but only reflected the date he applied to be issued with the receipts, because that was when he needed them.

4. In the same vein the dates on the tax receipts did not suggest that they were written out on those days. The date on the receipts only indicates the last day of the last month of the year, when the PAYE tax payer became entitled to the receipts, as the receipts could not have carried a date earlier or later than the 31st December of the relevant tax year. It is immaterial that it fell on a Saturday, Sunday or any other day of the week. For example if 31st December 2011 fell on a Saturday, in the month following i.e January, when the receipts are to be written out, it cannot carry any date in January 2012 or any other month in 2012.
5. That his taxes having been deducted by his afore said employers and remitted to the service within the relevant years will not be said to have been paid on the same day, as such were paid as at when due. In fact the issue of payment as at when due does not apply to PAYE taxes because the tax payer has no part to play in the deduction and remittance of his PAYE as the same is done by his employer. Where there is failure to deduct and remit PAYE taxes, it is the employer and not the tax payer that is liable. See LSIRS and Seven Up Bottling Company reported in year 2000."
The statement added: "Having stated the facts as they are above, we make bold to say that the tax returns filed by Dr. Okezie Victor Ikpeazu to his party (Peoples Democratic Party) were neither false nor fake and cannot be said to amount to fraudulent payment of taxes.
"Consequently, we affirm that both the Tax Clearance Certificate and the tax receipts referred to in the afore said judgment were the documents of Abia State Internal Revenue Service because same was authored by the Service as the authority empowered by law to do so.
"Finally, we state emphatically for the records and for the attention of the general public that we were never invited (subpoenaed) by the court or the plaintiff, Dr. Uchechukwu Ogah during the pendency of the subject suit that led to the judgment in Dr. Okezie Ikpeazu’s tax matter to state the authenticity or otherwise of the tax papers in issue."

– The resurgence of militancy in the Niger Delta region has been a source of worry to many Nigerians

If the report by Leadership newspaper is anything to go by, the managing director of the Niger Delta Development Commission (NDDC) and first Presidential Adviser on the Amnesty Programme, Timi Alaibe, may return to the post.

A source in the presidency squealed that that President Muhammadu Buhari has been advised to bring back Alaibe who has huge influence in the Niger Delta region.


President Muhammadu Buhari is said to be worried by the dwindling resources of the country occasioned by the resurgence of militancy in the Niger Delta

Alaibe is credited with reconciling, rehabilitating and reintegrating ex-militants into the society after they laid down their arms in 2009.




Timi Alaibe is said to well respected by Niger Delta militants

He is said to have links with former and current militants and has been fingered as one man that can bring the present agitation to a halt.

The report stated that President Buhari is very disturbed by the recent frequent attacks on oil installations in the Niger Delta, especially as it affects the country’s finances.


The idea of bring back Alaibe is said to be an advice form a senior security and intelligence chief, who recommended that Alaibe be brought back to manage the amnesty office to curb the recent attacks.

The current occupier of the office, Brigadier General Paul Boroh (rtd) was appointed into the office by President Buhari on Tuesday, July 28 2015.




Paul Boroh is seen as not influential enough to gain the respect of the militants

“Even though the nation’s security agencies are on top of the situation in the region, the affected officials have been accused of not doing enough to solve the problem.


“The perception in the presidency is that the amnesty man (Boroh) is far detached from the people, he does not know the militants well, and we cannot just go into a military operation that will take innocent lives in the name of looking for the boys when there is an easier way to reach the militants and rebuild confidence.


“I think at our level, we have done our bit by suggesting to the political leadership to bring Timi Alaibe on board so that we can avoid some of these military operations.


“I can bet you that once we engage in any operation, it will take a minimum of 16 months to complete because times have changed.

Governor David Umahi’s approach to governance is wrong. The method he is using as a leader is not the right one if he wants to succeed and move Ebonyi state forward. Recently, the Ebonyi State House of Assembly passed into law that revenues generated by all the local governments in the state will be going into the joint account which the state government has with the local governments and that local governments have no power to execute any contract again except jointly done with the state government. This means that no job would be done by the local governments without Governor David Umahi approving it, this is not good in a democratic system of government. Viewers Corner found out that the Governor has lots of influence on the Ebonyi State House of Assembly, this is terrible. With the manner David Umahi is ruling Ebonyi state, if care is not taking it may backfire on him in the long run because the people of the statehave limits to which they can bear his excesses and manipulations. How can the revenue generated by the local governments be paid into joint account solely operating by thestate government? This means that the local governments should not operate its own accounts anymore and any future contract to be executed will have to pass through the state government. In Ebonyi state, local government’s monthly allocation from the federation account is about 3 billion naira, David Umahi has ordered that from the allocation, local governments will only be receiving salaries and 500,000 naira for overhead while the huge part of the money for capital/development projects will be with the state government. Viewers Corner is asking, what sorts of system isthis? We believe that Governor David Umahi is confused and does not have the leadership ability to lead his state properly.Again, the Governor has reportedly banned the indigenes from mining the limestone which they were mining in order to earn a living. He ordered that before any stone will be removed by an individual, that person will pay about 10,000 naira to the government. Also all the communities that have limestone are no longer allowed to collect royalties from the mining companies instead the royalties are being paid into the state government account. Now because of Governor David Umahi’s tight policies, many business owners and private investors are beginning to relocate out of the state, this is too bad. Another thing that surprises Viewers Corner is that David Umahi is building a flyover in an area that does not need that project and this project is being handled by the Chinese company with their substandard material.Government of David Umahi have increased taxes, fees and levies at an alarming rate in Ebonyi state. On monday, October 26, 2015, the tricycles riders popularly called Keke Napep staged a protest as a result of harsh conditions they are passing through in the form of higher taxes imposed on these poor riders who are trying to make a living and in the process of trying to make their voices heard in the state, one of their members lost his life. This is too bad. Somehow if real good government policy was introduced and followed nicely, the people of Ebonyi state would be happy to work and pay the increased tax because it would be beneficial to them but whensuch facilities are not there then nobody would like to pay such from his or her hard earned money. This is understandable. Also all the commercial transporters in Ebonyi state embarked on strike from Wednesday October 28 to Thursday, October 29 and Viewers Corner’s team had the opportunity of interviewing some of these commercial transporters, we were told that Governor David Umahi has ruined the state, he has placed higher taxes, fees and levies onalmost everything in the state. We found out that the state Governor, David Umahi has given all the ministries in the state monthly revenue target to be generated. Ministry of Environment in the state is given target of 200 million naira to be generating monthly to the state government, this has made the ministry to spread this money to all the people of Ebonyi state. Commercial Transporters that were paying 120,000 naira as levy before are now told to pay 600,000 naira and travellers are subjected to pay additional money called travelling tax. Each passenger travelling within Ebonyi state must pay 20 naira after paying his/her transport fare, passenger travelling within the Southeastern part of Nigeria are to pay 50 naira while those travelling outside southeast pay 100 naira to Ebonyi state government as travelling tax. The name of the company Governor David Umahi assigned to be collecting this outrageous travelling tax in all the motor parks in the state isKRAG INVESTMENT. All Shops in the state are to be paying every year between 80,000 naira to 100,000 naira as environmental levy depending on the size of the shop, flats are paying 12,000 naira while those living in a Duplex are paying 36,000 naira per annum to the ministry of environment. This is incredible and is not how a democratic system of government should operate.Viewers Corner calls this system irresponsible, regressive and oppressive system of governance.Businesses in Ebonyi state are in total blackout.
