As far as I know, you're able to contact a buyer ONLY when you've had a conversation history with the person. Or the buyer is also a seller. As of now, I doubt if there's any way to contact a buyer beyond those two scopes.

yes it is very possible...but after 90 days of your account being blocked...i was a victim too...just wait after 90 days then you contact the customer support and they will assist you.

Once you deliver the order, the time stops ticking. When the buyer marks your order as complete, your money will be moved to "pending clearance". and it will be cleared after 14 days.
