There are reports emanating from the ports that the Nigeria Customs Service has in addition to the Comprehensive Import Supervision Scheme (CISS) introduced a “4% Customs Operation Finance” according to its Section 18 of the Nigeria Customs Service Act 2023.

Clearing Agents Spoil for War As Customs Introduces 4% Collection on Imported Cargoes

Meanwhile, the development has incured the wrought of clearing and forwarding agents.

Some of them who spoke with DAILY TREND on Tuesday, gave conflicting reports, while some believed that the service renamed the 1% CISS to a nomenclature; Customs Operation Finance.

DAILY TREND reports that the 1% CISS is a regulatory fee charged on all imported goods into Nigeria. The fee is 1% of the FOB (Free on Board) value of the shipment.

However, former Sole Administrator of Association of Nigerian Licensed Customs Agents (ANLCA) Babatunde Mukaila claimed the customs introduced 4% Customs Operation Finance. According to him, this new introduction is different because the 1% CISS still stands.


He claimed the new 4% is being collected by customs as “Payment for doing their job. Its like they want us to start paying them for doing their jobs and for coming to office.

This is why we are spoiling for war.


“We have also been calling for a percentage of the collection in our revenue we generated but they didn’t approve, now they want us to pay them 4%” Mukaila stated

Also confirming the increment to our correspondent the Vice President of Association of Nigerian Licensed Customs Agents (ANLCA) Prince Segun Oduntan complained that the management of Customs did not consult or sensitised the stakeholders before making the introduction.

According to him, the new 4% levy would further impoverish Nigerians, as the cost doing business at the ports is bound to skyrocket.

We noticed the NCS has introduced 4% and renamed it Customs Operation Finance as appeared on this assessment.

The Customs CG needs to call for an emergency meeting within 48-hours to address this development because it is already causing uproar in the freight forwarding system.


“All the freight forwarding associations would have to come together on this matter” he fumed


Also confirming the development, a freight forwarder, John Uwemediomo, said the freight forwarders would call for a total shutdown of the port system if the 4% is not rescinded.


According to him “Up till yesterday evening, we were still at the port, only to wake up this morning to see the increment in the CISS without any consultation.


“This is an additional cost to the cost of goods clearance. We cannot continue to do things with impunity in the port system. Here we are, talking about single window and from nowhere, they are bringing this in.

In a heart-wrenching story that has shocked the Detroit community, 25-year-old Kellie Harris's search for financial security through the dating app Tinder ended in a horrific tragedy.

Harris, who had hoped to find an older man to help pay her bills, matched with 45-year-old Ronald Gordon.

Gordon, a former military man, owned Ronny's Meats, a well-known butcher shop in Detroit.

With his VA benefits, he enjoyed a comfortable lifestyle, including a nice home on the east side of Detroit and two new vehicles.

The pair's first date was at Baker's Jazz Lounge, which seemed to go well, leaving Harris hopeful.

However, the situation took a dark turn after Harris went out with friends the following night.

Dressed in a short leather skirt and leather top, she posted pictures of herself on social media, receiving over 100 likes and comments from men and women.

The next day, Gordon called her, furious about the provocative photos and the attention she received. "I thought we had something real! Why are you out here posting pics like that?" he demanded.

Harris tried to explain that the people commenting were just friends and that he needed to calm down, but Gordon abruptly hung up on her.

Realizing he was too controlling, Harris decided she no longer wanted to be involved with him.

A day later, Gordon called again, but Harris sent him to voicemail. She went out with friends once more and posted additional pictures of their fun night.

When she returned home, she discovered she had 8,000 missed calls from Gordon and a single ominous text message that read, "Alright then, bet ;-)".

Over the next few days, she heard nothing from him, although she shared the disturbing number of missed calls with her friends.

Unbeknownst to her, Gordon had applied to move into her apartment building and managed to secure a one-bedroom apartment directly across from hers.

On a fateful night, as Harris came home, Gordon seized the opportunity to ambush her. He swung his door open, pulled her into his apartment, and covered her mouth.

Wrestling her to the floor, he beat her to death with a hammer and then dismembered her body.

The following morning, Gordon arrived early at his butcher shop and gruesomely ground her body parts in the meat grinder.

The horror came to light when a customer found a human tooth in their hamburger patty, prompting them to call the police.




The investigation led authorities back to Ronny's Meats, where Gordon confessed to the gruesome crime.

When confronted about the tooth, Gordon put his head down and said, "Damn, I thought I knocked all that bitch's teeth out." Dental records confirmed the remains belonged to Kellie Harris.

Latasha Moore, a close friend of Harris who had been informed about the missed calls, was devastated. "Kellie told me about all the missed calls from Ronny.

We thought it was just over-the-top jealousy. I never imagined it would end like this. She didn't deserve this," Moore recounted.

The community is left reeling from the senseless loss of a young woman whose only mistake was seeking companionship and security.

The naira appreciated to an eighth-month high of 1474.78/$ at the official foreign exchange (FX) market on Friday as dollar demand eases on a raft of fiscal and monetary policies of the government.

The naira traded at 1,485.99/$ on June 3, 2024 at Nigerian Foreign Exchange Market (NFEM). However, the currency is now stronger eight months after due to a slew of factors, including a rising local petrol refining capacity, higher dollar inflows and the Central Bank of Nigeria (CBN)’s swift policy actions in the last 17 months.

The 650,000-barrels-per-day Dangote Petroleum Refinery began refining petrol in September 2024, providing premium motor spirit (PMS) to a nation battling an acute fuel crisis

A PwC document says petrol imports constitute 22 percent-25 percent of Nigeria’s forex demand.

“There is less pressure on the market now because fuel importers are no more seeking dollars to import petrol the way they earlier. More so, the CBN has cleared forex backlog and we saw inflows from Eurobond and dollar bond last year,” Ike Ibeabuchi, emerging markets analyst.

Dollar demand by various sectors of the Nigerian economy, also referred to as foreign exchange (FX) utilisation, fell by 11 percent to $5.7 billion in the third quarter (Q3) of 2024 from $6.4 billion in the second quarter (Q2) of the same year, primarily driven by a reduction in invisible transactions.

Uche Uwaleke, director of the Institute of Capital Market Studies at Nasarawa State University, forecasts a positive trajectory for the naira in 2025, attributing this outlook to lower petrol and food importation as well as increased fuel exports next year.
